II. RATIONALE:

The youth forms a major section in our society comprising almost twenty three (23)
million of the country’s population of ninety three (93)million is now facing the most
challenging lives to live because of the rise of mental health problems which caused by
illegal drugs problem and the COVID -19 pandemic.

The government has strong desire to address the drug abuse problem, the
Dangerous Drugs Board launched the Barkada Kontra Droga in 2004. This is created as
a preventive program in the form education and information drive to counter the
hazards and devastating effects of drug abuse. Added to this problem , the teenagers or
youth are exposed to environmental and social pressures such as they pulled to drink
alcohol, smoking, and drugs specifically to enticement of friends and acquaintances or
made themselves forget the problems faced in this trying times of pandemic.

Specifically, drug abuse and COVID -19 pandemic affected some of the youth of
Alabel National High School . The Department of Education exerted all effort to have a
continuous learning using all sorts of modalities amidst pandemic to address
challenging situations between teachers, students and parents. It cannot be denied that
this situation that we have now gave teenagers or youth the opportunity to do
everything since they are given the freedom of choice to do what they wanted to do that
might distract their home schooling. Thus , this must be given importance by the school
administration and Local Government Units to prevent severe effects to teenagers’
mental health.

With these reasons, Musika Kontra Droga , a peer group under the Barkada Kontra
Droga will launch a song writing competition which focuses on the theme: “Bangon
Kabataan Laban sa Pandemya at Droga”

I. OBJECTIVES:

General

1.It aims to transform and develop the individual to be the catalyst within his peer
group in promoting a healthy, drug-free lifestyle thru participating in various
wholesome activities and engaging positive alternative endeavour in the company of
his friends.

2.To promote people empowerment in leading a healthy lifestyle that is drug-free

and productive.

3. To promote a healthy mind by participating various activities which will hone their
talents and skills.

Specific

1. To establish a peer group ,the Musika Kontra Droga Movement in Alabel

National High School .

2. To encourage teenagers to hone their talents and skills in music by advocating a

mentally healthy, drug-free lifestyles.

3. To encourage productive use of time and alternative activities.

III. STRATEGIES OF IMPLEMENTATION

Upon the approval of the proposal, the Musika Kontra Droga Coordinator
Will draft a mechanics of the said contest and tap the Local Government Units to
support the activity. There will be two categories ; Category A for Solo with acoustic
accompaniment , Category B for solo with full band accompaniment.
