Duties of Financial Advisor (JS&FA)

 He will be in overall charge of Budget & Finance Branch Directorate as well Zonal
Finance branch working under the respective DFAs
 Role of FA shall be crucial for successful planning and implementation of various
schemes and purchases of the items under the allotted budget with the motto of
value for money for the evaluation of the schemes and purchases proposal.
 Rendering advice on financial matters to DG on all the cases involving financial
implications including helping in interpretation of Financial Rules if necessary in
consultation with the Ministry as per DFPR delegated to CRPF. .
 Scrutinizing cases involving financial implications both within the delegated powers
and those falling outside the delegated powers which may require a reference to the
Ministry and give suitable advice. For this purpose, all cases referred to the
Ministry and having financial implications will be routed through Financial Advisor.
 FA shall continue to be responsible for Expenditure and cash management as
envisaged by MoF and the MHA
 Scrutinizing proposals for Delegation of Financial Powers to subordinate authorities.
 As a Member of Managing Committee/Governing Body he will give suitable advice
with regard to schemes and proposals under various Regimental Funds.
 Ensuring that time schedules projected for preparation of Budget Estimates are
adhered to by various authorities and that the Budget is drawn up according to the
instructions issued from time to time.
 Thoroughly scrutinizing of the Budget proposals based on the past expenditure,
Committed liabilities and area of importance in Modernization plan and EFC
Schemes before sending of the same to the Ministry.
 Monitoring and reviewing the progress of expenditure against sanctioned grant and
to advise the controlling authorities in cases where the progress of expenditure is not

nominate DyFA/IFA rep for the purpose as required.

 The Financial Advisor will be responsible for ensuring fiscal prudence and sound
financial management. He will bring requisite financial expertise and overall
perspective of financial management of CRPF, as enunciated by the DG, in
rendering professional advice to the DG on all matter which has financial
implications from the exchequer budget.
Duties of Dy. Financial Advisors (DTE/ Zones)
 DFAs will be responsible to perform the following duties:-
 DFA Dte shall be the controlling officer of the finance branch which is further
divided into Finance, budget and Finance-admin.
 Rendering advice on financial matters to SDG/ADG and Sector IGs(CoBRA/RAF)
on all the cases involving financial implications including helping in interpretation
of Financial Rules if necessary in consultation with the Ministry as per DFPR
delegated to CRPF. He will also scrutiny all proposals of expenditure proposed by
the Officers of the Directorate General in exercise of the powers authorized by the
DG in terms of rule 13 (3) of DFPR.
 Assisting Financial Advisor in the scrutinizing of all proposals involving financial
implications and rendering financial concurrence.
 Preparing Budget Estimates Revised estimates (RE) of the Force and seeking
additional funds/intimating savings at RE/Final Estimates stage. DYFA shall also be
responsible for the timely allotment of the budget and demands to the Field
units/GCs/DDOs based on the allotment from MHA.
 Issuing clarifications/orders on financial matters including delegation of financial
powers. Monitoring the pace of expenditure by conducting periodical review
meetings.
 Will be responsible for according concurrence on all proposals within the financial
capacity of IsG& below rank as per the schedule of powers / directions of Finance.
 Will attend all TPCs and Boardmeetings chaired by the IG rank officer and as other
meetings as directed by FA.
 Will also ensure proper management and administration of Finance Branch. Will
perform any other duty assigned to him by FA.
 Zonal DFAs shall have to submit monthly and quarterly report on the matters as
directed by the finance branch from time to time. They shall also be required to
report on all the matters of financial imprudence to FA.
