B.   Problem Statement and Recommended Solution
 
The vulnerability of Persons With Disabilities in the Philippines exposes them to all forms of
discriminatory acts and practices, and even worse, exclusion from the social, cultural, political,
and economic aspects of the society.
During this time of the Coronavirus Disease 2019 (COVID-19) pandemic, the vulnerability of
society has increased to a greater degree, thus the exigency for immediate and even long-term
interventions.

Republic Act (R.A.) No. 11839 or the “General Appropriations Act (GAA) Fiscal Year (FY)
2022”, provides that KALAHI-CIDSS KKB shall implement CFW for Persons With Disabilities.
 In response to the emerging priority for the provision of social protection to Persons With
Disabilities, and the recognition of their human rights, together with the funding of allocation of
the government, the DSWD adopts the Cash For Work for Persons With Disabilities (KKB-
CFW for PWD) scheme in extending social protection interventions for them.

II. PROJECT OBJECTIVES :

 To provide a short-term intervention through temporary employment for no income or low

income PWDs or households with at least one (1) member with disability, who are vulnerable, at
risks or affected by the COVID-19 pandemic and/or affected by the disaster, natural and/or
human-induced calamities, as well as climate change through Cash For Work.

III. PROJECT DESCRIPTION:

The KALAHI-CIDSS KKB-CFW Program is a cash support in exchange for community

work/ services/ tasks rendered. It provides short-term intervention through temporary
employment for no income or low income PWDs or households with at least one. Target
PWDs are based on the list of the NHTS as the priority in consultation with the LGU.
The PWD who may not be capable to do the work described in the Program Of
Activities to be done may designate a member of the household to replace him/her.

Works to be done will be the following : (to be determined by the Municipal Engineer
based on the Program of Activities)
SAMPLE:
This is a six to ten (6-10) day Cash-for Work activities focusing on the the
following :
1. Clearing of Barangay Roads and the Clearing of Canals/Creeks to prevent instant
flooding during heavy rains. It has a total of ________beneficiaries from ___

2. Tree Planting in the water shed areas which will enhance the water source of the
municipality by the PWDs from Brgys. _____, _____, and ______

The LGU in coordination with MSWDO, MDRRMO, MENRO, MAO and
Municipal Engineer will assist the participating Barangays in preparation of
project proposal, planning, capacity building as well as in the preparation of
necessary documents such as Programs of Works, Sketch Plan and List of
 Beneficiaries as support in the implementation of programs, activities and
projects.

The DSWD FO VI shall allocate the participants with a daily cash allowance
equivalent to 100% of the prevailing regional minimum wage, or Php 450.00 and
each participants will receive the cash payment for the labor rendered for the duration
of the activity. The municipality has a total budget allocation of
Php__________________.

D. Implementation Arrangement and Strategy:

A. Department of Social Welfare and Development Field Office VI

 Conduct orientation on the KALAHI-CIDSS KKB CFW for PWDs and LGUs;
 Review and provide inputs, comments and recommendations on the documentary
requirements submitted by the LGUs;
 Provide fund augmentation for the implementation of the project/s;
 Designate Special Disbursing Officer for the payment of project beneficiaries after the
completion of works identified ;
 Provide Technical Assistance and Resource Augmentation in the activities to be undertaken
for implementation and documentation requirements;
 Conduct field visitation and monitoring to concerned LGUs and barangay LGus or
communities;
 Conduct Program Implementation Reviews and/or Program Review Evaluation Workshops
as may be assessed and identified;
 Other tasks and functions as may be identified by DSWD FO.

B. Local Government Unit

 Conduct social preparation, data validation of target beneficiaries;
 Submit necessary requirement and documents in the implementation of the project;
 Designate focal person for the project;
 Ensure complete accomplishment of Daily Time Records of beneficiaries as basis of
payment;
 Ensure photo documentation (before, during and after) to be included in the report to
be submitted to DSWD FO;
  Ensure compliance to the indicated activities as planned;
 Ensure the compliance to the COVID-19 protocol that will ensure the safety of the
target beneficiaries
 Other tasks and functions as may be identified by DSWD FO.

V. CONCLUSION/RECOMMENDATION:

In line with the need to respond to the needs of the Persons With Disability (PWD) who
are affected by COVID-19 and deprived of economic opportunities, and improve their
participation in the community development activities by providing the opportunity
through the KKB-Cash For Work for Persons With Disability (KKB-CFW for PWD)
