Introduction
This application guide provides general installation and programming instructions for adding UL 2572 1st Edition
listed Emergency Communication/Mass notifIcation System (ECS/MNS) features to an EST3 life safety system. It
is intended for installers who are trained and certified on EST3 and FireWorks for Windows applications,
operations, and programming.
By adding ECS/MNS features, an EST3 life safety system can be used to broadcast real-time instructions and
information to occupants throughout the protected premises during an emergency event. Live-voice instructions,
prerecorded messages, and visual signaling are used to notify occupants and to provide instructions in
accordance with the approved emergency action plan.
To meet the requirements of UL 2572, any system that uses notification appliance circuits to connect to
notification appliances without speakers must provide at least one regulated NAC circuit.

[1] The EST3X maintains a UL 2572 listing when installed on a UL 2572 Listed EST3 life safety
system.
[2] The control panel uses a four-digit PIN equating to 1,000 PIN combinations, for access
control. Access automatically times out after reaching a preconfigured period. The default setting
is 5 minutes.
[3] Downloading to the control panel is disallowed by default. To allow a download, the access-
controlled Remote Write Unlock command on the Activate Menu must be issued at the panel. The
unlock command automatically times out after 15 minutes.

EST3X system requirements
MNS ECP/IP connections to FireWorks
If providing MNS service, off-premise communication is allowed only when FireWorks is ancillary equipment (no
command and control features).

MNS Email
When configured for Mass Notification Service, the FireWorks / EST3X 3X-ETH2/3 card are provided with
connections via a primary port to a UL 2572 Listed DRMNS email server.
Transmit MNS events and fire events to separate accounts so that the appropriate authorities are dispatched.
When transmitting MNS events, turn off the auto generate CID feature on accounts intended for MNS
transmission.
The overall MNS System with FireWorks / EST3X 3X-ETH2/3 card shall have a maximum of five email addresses
that can connect to a UL 2572 Listed DRMNS email server.

MNS IP Dialer, DACT, and CCM


When transmitting MNS events, turn off the auto generate CID feature on accounts intended for MNS
transmission.
Transmit MNS events and fire events to separate accounts so that the appropriate authorities are dispatched.
When employing MNS service, you may use nonstandard CID codes. However, you must notify the central station
of the nonstandard MNS CID codes so that the appropriate authorities can be informed.
Do not use a cellular connection to transmit MNS events. Cellular capture modules (CCMs) are not UL 2572
Listed.

Operation

General
Emergency communication/mass notification systems typically perform notification operations in the following
order of priority:
1. Special suppression activation
2. ECS/MNS signaling
3. Fire life safety signaling
4. Other property notification
Signals from the ECS/MNS system shall have the capability of overriding any and all other notification signals,
except suppression, but whether ECS/MNS signals have priority over fire alarm signals must be determined by
risk analysis.
Once ECS/MNS operation is activated, a trained operator must maintain manual control over the system at all
times. Under manual control, automatic notification signals are prohibited from activating until ECS/MNS
operation is manually reset. Life safety functions, such as remote/central station signaling, fan controls, and door
controls, etc., will occur as programmed.
When ECS/MNS operation is activated:
• The ECS/MNS alarm event is displayed in the highest priority event queue and, depending on the system
configuration, printed on the printer
• The ECS/MNS Mode Active LED is turned on
• Fire alarm (clear) strobes are turned off
Note: After ECS/MNS operation is activated, the Evacuation and Alert audio channels and fire alarm (clear)
strobes are turned off using a medium priority command in order to prevent a new fire alarm event from
turning them on. Fire annunciation shall resume once ECS/MNS operation is reset.
• All zoned amplifier modules are switched to the General audio channel and a default standby message is
broadcast over the speakers
• ECS/MNS alert (amber) strobes are turned on
At this point, the system is ready for the operator in attendance to select the appropriate prerecorded message or
provide live voice instructions, as required.
For ECS/MNS applications:
• Live voice and prerecorded messages are on an all call, all zone basis
• For MNS Services only, client workstations and remote clients are for displaying events only (no control
capabilities)

Alarm Silence with active fire alarm points


If ECS/MNS signals have a higher priority than fire signals, pressing the control panel Alarm Silence button has
no effect on the system because fire evacuation signals are suppressed during ECS/MNS operation. You must
press the ECS/MNS Silence button to silence the system.
If fire evacualtion signals have a higher priority than ECS/MNS signals, pressing the control panel Alarm Silence
button silences the system only if there is an active fire alarm event. Lower priority ECS/MNS signals are silenced
by pressing the ECS/MNS Silence button.

Reset with active fire alarm points
As with any EST3 system, if ECS/MNS operation is activated when there are active fire alarm points on the
system, fire alarm evacuation messages may be heard while the system is resetting depending on the state of
device that initiated the fire alarm. To prevent this, use the following procedure to reset the system:
1. Press Panel Silence.
2. Press Alarm Silence.
3. Press ECS/MNS Silence.
4. Press ECS/MNS Reset.
5. Press Reset.

Drill
Normal Drill operation overrides ECS/MNS operation. To prevent this, change the Drill button function (Configure
> Project > Key Function) to Not Used or to a function other than Drill and change the 3-LCD label. If Drill
operation is required you must write a rule to simulate operation without using the Drill command.

ECS/MNS messages
When ECS/MNS operation is activated, the system broadcasts a prerecorded message based on the type of
ECS/MNS event (e.g., evacuation, severe weather, chemical spill, etc.). The prerecorded ECS/MNS message can
be interrupted at any time by broadcasting a live-voice message throughout the entire system or to individual
paging zones. At the end of the live-voice message, the system must play a “standby” ECSMNS message and
provide the ability to manually initiate the previous prerecorded message or a new one throughout the system or
to the previous paging zone.
If the site risk analysis requires an ECS/MNS low priority event activation, the following items will be required to
function as described below.
1. ECS/MNS low priority alarm events will have a lower priority than fire alarm events.
2. Fire alarm event will override ECS/MNS low priority alarm events.
3. If an ECS/MNS low priority alarm event is activated when a fire alarm event and Alarm Silence are both active
in the system, the following actions will take place:
• The ECS/MNS low priority alarm event will not override Alarm Silence. Use an AND group set to Q2 and
routed to no cabinets.
• The ECS/MNS low priority alarm event will light an LED labeled “Active ECS/MNS Low Priority Event
Alarm” (or equivalent) on the ECS/MNS annunciator strip.
• The ECS/MNS low priority alarm event will not be displayed on the LCD and will only be annunciated by
the ECS/MNS low priority alarm event LED.
• On the FireWorks workstation, the AND group for ECS/MNS low priority alarm event sub-state will be tied
to a virtual point set to the trouble activation type for ECS/MNS Low Priority Event Alarm.

Application 1: Single EST3 life safety system
This topic describes how to add basic ECS/MNS features to a single EST3 life safety system.

Description
Figure 1 below shows a single EST3 life safety system used for ECS/MNS. The EST3 life safety system can have
up to 64 cabinets (control panels and remote annunciators).

The ACU (autonomous control unit) panel is the primary point of control for the system. The ACU panel is
equipped with a 3-ASU Audio Source Unit and ECS/MNS-specific controls and indicators. For details, see “ACU
panel controls and indicators” on page 7.
Notification appliance circuits consist of speakers for broadcasting voice messages and audio signals, amber
strobes for signaling ECS/MNS alert conditions, and clear strobes for signaling fire alarm/evacuation conditions.
Notes
• Use separate LED display modules to indicate high priority ECS/MNS alarm events, low priority ECS/MNS
alarm events, and fire alarm events, as required.
• For systems with more than one notification zone, provide a switch to manually activate each zone and an
LED to indicate when each zone is active.
• Remote annunciator microphones must be automatically disabled during an ECS/MNS event. For each 3-
ASU in the system, install a remote microphone disable circuit. See Figure 2.

ACU panel controls and indicators


Figure 3 and Figure 4 on page 8 show the typical layout for ECS/MNS controls and indicators on the ACU panel.
See “ECS/MNS common controls” on page 10 for switch descriptions and configuration.

Note: 3-ASU page controls must be automatically disabled during ECS/MNS operation but should remain

Notification appliance circuits


Figure 5 on page 9 shows a typical notification appliance circuit used for basic ECS/MNS signaling. All wiring is
supervised and power-limited.

Configuration
This section describes the configuration of the components needed to add basic ECS/MNS features to an EST3
life safety system.

ECS/MNS common controls


Add a 12SW/24LED module to provide the ECS/MNS common controls described below.
ECS/MNS Alarm switch and status LEDs: The switch activates an ECS/MNS general alarm event and starts
playing the prerecorded default standby message. The top LED indicates the switch was pressed. The bottom
LED indicates that the switch function is active.
ECS/MNS EVAC switch and status LEDs: The switch activates an ECS/MNS alarm event and starts playing the
prerecorded default EVAC message. The top LED indicates the switch was pressed. The bottom LED indicates
that the switch function is active.
ECS/MNS Reset switch and status LEDs: The switch resets the system when ECS/MNS operation is active.
The top LED indicates the switch was pressed. The bottom LED indicates that the switch function is active.
ECS/MNS Silence switch and status LEDs: The switch silences ECS/MNS signaling. The top LED indicates the
switch was pressed. The bottom LED indicates that the switch function is active.
Configure the ECS/MNS common controls as shown in Table 3 below.

Group rule when you press the ECS/MNS EVAC switch.
ECS/MNS NACs Active AND Group: Activates the ECS/MNS NACs Active AND Group rule.
Configure the ECS/MNS AND Groups as shown in Table 6 below.

Programming
This section describes how to program ECS/MNS operation in order to meet UL 2572 first edition requirements.
Before you begin, you should also have a good understanding of the following:
• Command lists
• AND groups
• Priorities
• Activate and Restore commands
• Disable and Enable commands
This section presents one method for programming this application. It is not the only method. It is your
responsibility to make adjustments as needed to suit your particular project and to thoroughly test the application
before putting it to use at the site.

Startup rule
The Startup rule below disables the CL-ECS/MNS-Alarm-OFF and the
CL-ECS/MNS-EVAC-OFF command lists at system startup.

Application 2: Single EST3 life safety system with
FireWorks
This topic describes how to add ECS/MNS features to a single EST3 life safety system that uses a FireWorks
workstation to provide system annunciation, command passing, and control of ECS/MNS operations.
Note: This application is suitable for use on FireWorks stand-alone, nonredundant, and redundant networks.

Description
Figure 6 below shows a single EST3 life safety system with a FireWorks workstation used for ECS/MNS. The
EST3 network can consist of up to 64 cabinets (control panels and remote annunciators). Install the FireWorks
workstation in the same room and adjacent to the ACU/FACP. Limit connections to within 20 ft. (6.1 m) and
enclose in conduit or equivalent protection against mechanical injury.
In this application, FireWorks is the single point of control for the system. All control panel ECS/MNS controls and
the 3-ASU microphones must be disabled during ECS/MNS operation. If FireWorks communication goes into
COM fault, the ACU becomes the primary point of control. All ECS/MNS controls are enabled on the ACU panel
until FireWorks COM faults are restored.

The system is the same as described in “Application 1: Single EST3 life safety system” on page 6 with the
following modifications:
• The ACU (autonomous control unit) is composed of the FireWorks workstation, which connects to a control
panel equipped with a 3-ASU Audio Source Unit.
• The FireWorks workstation or the ACU panel may be used to control the system and annunciate events. The
3-ASU is used for broadcasting live voice instructions.
The FireWorks workstation connects to the ACU panel equipped with a 3-RS232 card using either of the following
methods:
• A local RS-232 connection using an FW-SP4I Serial Port Expander card, an RJ-45 to DB-9 adapter cable,
and an RS-232 serial cable
• A local TCP/IP connection using an RJ-45 Ethernet patch cable (Cat 5e or better), and an MN-COM1S with a
DB-25 RS-232 serial cable

Operation
Operation is the same as described in “Operation” on page 4 with the modification that FireWorks may provide
system annunciation, command passing, or both, as required.

Application 3: Multiple EST3 life safety systems with
FireWorks
This topic describes how to add basic ECS/MNS features to multiple EST3 life safety systems using a FireWorks
workstation, a dedicated local area network (LAN), and Voice over Internet Protocol (VoIP).
Note: This application is suitable for use on FireWorks stand-alone, nonredundant, and redundant networks.

Description
Figure 7 on page 20 shows multiple EST3 life safety systems with a FireWorks workstation used for ECS/MNS.
FireWorks can connect up to 125 nodes. Each node can consist of up to 64 cabinets (control panels and remote
annunciators).
In this application, FireWorks is the single point of control for the system. All control panel ECS/MNS controls and
the 3-ASU microphones must be disabled during ECS/MNS operation. If FireWorks communication goes into
COM fault, the primary ACU becomes the primary point of control. All ECS/MNS controls are enabled on the ACU
panel until FireWorks COM faults are restored.
The ACU/FACP (autonomous control unit/fire alarm control panel) is the primary point of control for individual
EST3 life safety system systems (nodes) when controls on the FireWorks workstation are not available. It is
equipped with a
3-ASU Audio Source Unit and a VoIP-to-audio interface.

Connecting FireWorks
Local FireWorks connection
Connect the FireWorks workstation to the primary ACU/FACP panel using a local RS-232 connection or a local
TCP/IP connection. See Figure 14 on page 25 and Figure 15 on page 26.
Note: Limit connection to the same room, within 20 ft. (6.1 m), and enclose in conduit or equivalent protection
against mechanical injury.

Remote FireWorks TCP/IP connection


You can also connect the FireWorks workstation to the efficacy network through a remote TCP/IP connection. A
remote TCP/IP connection requires that you install an MN-FNS Ethernet switch in an APS Auxiliary Power
Supply. See Figure 17 on page 29. For wiring, see Figure 18 on page 30.
For mass notification service, a remote FireWorks workstation cannot have control over the audion network.
Notes
• Use a SIGA-CT1 module, or equivalent, to monitor the APS power supply for AC failures. Configure the
module as an ACFail device type.
• Configure the APS power supply’s trouble relay contacts to only close on AC power failures. Refer to the
Auxiliary Power Supply Technical Reference Manual (P/N 3100970) for switch settings.
• Locate the FireWorks workstation in the same room and within 20 ft. (6.1 m) of the control panel. Enclose the
Ethernet cable in conduit or equivalent protection against mechanical injury.
• Maintain 1/4-inch separation between power-limited and nonpower-limited cabling inside the APS power
supply.

ACU/FACP panels to indicate when the NACs on each of the remote EST3 networks are active.

Programming

below. Program FireWorks to take events from the primary ACU/FACP panel and pass commands to the remote
EST3 networks.
