According to Republic Act 9246 of 2003, The policies and standards of choosing librarian as a profession
has a right to acknowledge about their chosen career. As knowing the roles and policies about this
profession, getting this profession should be learned to develop the intellectual capacity to serve
positive, we must be consistent of being effective and productive librarian. Librarians must be
characterized by excellence, quality and geared towards world-class competitiveness.

Librarian is one of the most in demand profession in the Philippines right now in fact library science is
one of the priority of CHED but there are still so many stereotypes and misconceptions about library, but
Librarianship is a profession in the Philippines and need to pass a board exam in order to practice it
because Employment of librarians only qualified when you are licensed librarians in all government
libraries. Any person who practices or offers to practice any function of a librarian as provided for under
SEC 5 of this Act who is not registered and has not been issued by the Commission a Certificate of
Registration and Professional Identification Card, or a temporary license/permit or who violates any of
the provisions of this Act, its Implementing Rules and Regulations, shall, upon conviction, be penalized
by a fine of not less than Thirty thousand pesos (P30,000.00) nor more than One hundred-thousand
pesos (P100,000.00), or imprisonment of not less than one (1) month nor more than three (3) years at
the discretion of the court.

The Board, In coordination with the accredited and integrated national organization of librarians, shall
maintain an up-to-date, complete and properly organized Roster, which shall include those who had
been issued Certificates of Registration under Republic Act No. 6966 and those who shall qualify under
this Act, to contain the data which are alphabetical list by surname of librarians with their addresses and
license numbers, the list of licensees, numerically arranged by license numbers and such other lists
which the Board may deem necessary. Copies of the Roster, which shall be provided to the National
Library, the Civil Service Commission, and the accredited national organization of librarians, shall be kept
as permanent record. In legal practices you must be a certified board exam passer because A person
who does not have a valid Certificate of Registration and Professional Identification Card or a
temporary/special permit from the Commission shall not practice or offer to practice librarianship in the
Philippines or assume any position, which involve performing the function of a librarian as provided
under SEC 5 of this Act.

This may include familiarizing patrons with catalogs of print materials, helping them access and search
digital libraries, or educating them on Internet search techniques. Some user services librarians work
with a particular audience, such as children or young adults. Work Environment Elementary and

faculty, and staff in postsecondary institutions. They help students research topics related to their

librarians may specialize in a particular subject. Administrative services librarians manage libraries,
prepare budgets, and negotiate contracts for library materials and equipment. Some conduct public
relations or fundraising activities for the library. Public librarians work in their communities to serve all
members of the public. They help patrons find books to read for pleasure; conduct research for
schoolwork, business, or personal interest; and learn how to access the library’s resources. Many public
librarians plan programs for patrons, such as story time for children, book clubs, or educational
activities. School librarians, sometimes called school media specialists, work in elementary, middle, and
high school libraries and teach students how to use library resources. Special librarians work in settings
other than school or public libraries. They are sometimes called information professionals. Businesses,
museums, government agencies, and many other groups have their own libraries that use special
librarians. The main purpose of these libraries and information centers is to serve the information needs
of the organization that houses the library. Therefore, special librarians collect and organize materials
focused on those subjects. Special librarians may need an additional degree in the subject that they
specialize in. The following are examples of special librarians: Corporate librarians assist employees of
private businesses in conducting research and finding information. They work for a wide range of
organizations, including insurance companies, consulting firms, and publishers. Law librarians conduct
research or help lawyers, judges, law clerks, and law students locate and analyze legal resources.
Medical librarians, also called health science librarians, help health professionals, patients, and
researchers find health and science information. They may provide information about new clinical trials
and medical treatments and procedures, teach medical students how to locate medical information, or
answer consumers’ health questions. Technical services librarians obtain, prepare, and organize print
and electronic library materials. They arrange materials for patrons’ ease in finding information. They
are also responsible for ordering new library materials and archiving to preserve older items. User
services librarians help patrons conduct research using both electronic and print resources. They teach
patrons how to use library resources to find information on their own.

people’s lives, seek the highest standards of ethical behavior in their relations with their schools, their
clients/employers, the librarianship profession and colleagues, agencies and associations and the public.

Librarians shall uphold the Constitution, obey the laws of the land, and respect duly constituted
authorities. Librarians shall promote literacy and education of the public by making the resources and
services of the library known and accessible to its users. Librarians shall uphold and promote the right
to information as well as abide by the provisions of the intellectual property law.

Librarians shall be partners with the community they serve in inculcating nationalism practicing Filipino
values and preserving the country’s historical, cultural, and intellectual heritage. Librarians with
Librarianship Profession Librarians shall uphold the dignity and integrity of the profession

Librarians shall keep their reputation above reproach and shall so conduct themselves to gain public
esteem and respect for the library and for the profession.

Librarians shall not assist in the unauthorized practice of librarianship.

Librarians shall treat each other with respect, courtesy, and sincerity and shall avoid maligning the
reputation, competence, and capability of their colleagues. They shall not use any unfair means to gain
professional advancement.

Librarians shall strive to improve, enhance, and upgrade their professional knowledge, skills, and
competencies through formal and informal means.

Librarians shall endeavor to uphold the highest standards in the practice of the profession. They shall
adopt and live by this motto: C A N I - Constant and Never-ending Improvement of the quality and
standards of professional services.

Librarians shall adhere to the principles of due process and equality of opportunity in their relationship
with fellow workers especially their colleagues.

Librarians shall maintain membership, participate and cooperate in the endeavors of library
association/s to enhance the effectiveness of the profession.

Librarians shall participate and cooperate in all the endeavors of library association/s to enhance the

consulted, borrowed, or acquired through the library.

Librarians shall render impartial service to all library users regardless of their race, beliefs, age, gender,
or social status. Librarians shall refuse gifts or favors from clients and library suppliers for personal
interest.

They shall avoid using the library’s resources to the detriment of services which the library render to its
users.

DISCIPLINARY ACTION

A Registered Librarian who is found guilty for violation of any provision in this Code by the Board after
his/her investigation shall be subject to a disciplinary action of either revocation of his/her Certificate of
Registration or suspension thereof which the Board shall impose thereto after his/her due investigation.
