Ahmad Yani Airport at Semarang, Central Java is currently being expanded. Menard was
requested to prepare the Budget Estimate for ground improvement work using Controlled
Modulus Columns for the access road area.
This report presents the budgetary estimate for installation of ground improvement using
Controlled Modulus Column. This report is prepared to cover the technical aspect, BOQ,
methodology of ground improvement, and budgetary proposal for the ground improvements.

2. STATEMENT OF QUALIFICATION
This report is made based on the available information. Several assumptions have been used in
the design and analysis works which are lacking at the time of preparing this report. Subsequently,
it is not uncommon that the subsurface conditions encountered during constructionPage may 6 sur

locally from those expected. This proposal, thus made, may therefore require certain
modifications. We reserve the rights to modify or change the final design proposal, if necessary,
according to the prevailing ground conditions. A final detailed design shall be carried out to
supersede this preliminary design when additional information becomes available and/or
verification of assumptions used is carried out.

3. BUDGETARY PROPOSAL OWNERSHIP
The information in this proposal is provided by Menard in its capacity as a specialist designer and
contractor and for the sole purpose of performing the works being the subject of this budget
estimate. Page 7 sur
If the Client subsequently constructs the project utilizing the Menard proposal or significant
elements thereof, Menard shall be contracted to carry out the works being the subject of its budget
estimate at the price and conditions therein or as otherwise agreed.

4.2. Design Criteria
The ground improvement work is based on design-and-built contract to achieve the required
criteria of CBR = 6% and maximum residual settlement 100 mm (primary consolidation). The
acceptance calculation method shall be based on Finite Element Method (FEM) usingPage Plaxis9 2D.

The settlement computation obtained from Plaxis 2D will be used to obtain the equivalent modulus
Kw from which the CBR value will be correlated.
The subsoil condition at the project site has been captured in detailed by a soil investigation
campaign by PT Puri Dimensi. The location of boreholes within the treatment area is shown in
Figure 3.
In general, the soil within the treatment area is comprised of medium clay with N-SPT 9-10 and
thickness of 2-3 m, overlying a soft sandy clay to clayey sand layer (N-SPT 3-4) and thickness 2-
3m, and followed by very soft to soft clay with thickness of 11-15 m. Below this layer, also exist
medium stiff clay to very stiff clay layer with N-SPT 7-28 at depth more than 20 m. In general,
looking at the geotechnical condition, the most controlling soil layer in term of settlement is the
top very soft to soft clay layer.

5. METHOD STATEMENT OF CONTROLLED MODULUS COLUMN

The retracting auger rotates in the same direction as during penetration. This is to ensure 12that
/ 34
the soil above the auger remains compacted by means of the reverse direction flights at the top
of the auger. The result is a column shaft that is effectively bonded to the surrounding soil.
During the formation of the CMC inclusion, the rate of the auger extraction is controlled with

respect to cement mixture flow rate. A gauge is used to maintain the supply of cement mixture
which will also be used to indicate the CMC diameter versus depth.
On top of the CMC network, a load transfer platform (LTP) made of good quality well compacted
granular (sand) material is placed and compacted in order to effectively spread the load from the
pavement structure to the CMC so as to have a global elastic behaviour of the complex soil /
column / load transfer platform similar to the behaviour of a uniform good quality subgrade.
The type of CMC rig to be used in this project is the high speed Liebherr LBR155. Figure 6 below
shows the CMC method installation at Naphtha Tank in Cilegon for IKPT.

5.2. Design Concept of CMC
The design concept of CMC system is based on the principle of an equilibrium state of load
distribution where the sum of the total tip (base) resistance, friction resistance and soil resistance
is equal to the total load imposed. The friction resistance of CMC is the net resistance Page 13 sur

from the negative and positive skin friction on the CMC. The design involves the estimation of
settlement vs. imposed load due to transfer of load to the soil under consolidation; and the
estimation of bearing capacity derived from the net negative skin friction and positive skin friction
with base resistance as shown in Figure 7 and Figure 8. Plomteux & Lacazedieu (2007) and
Plomteux & Liausu (2007) give a detailed description on the design concept of CMC.

7. QUALITY CONTROL FOR WORK EXECUTION
Menard puts in place for each of its projects a Quality Assurance and Quality Control (QA/QC)
Plan to describe the procedures, responsibilities and controls to be adopted by Menard to ensure

7.1. Load Transfer Platform
To ensure that Load Transfer Platform (LTP) performs effectively to spread the load to Controlled
Modulus Columns (CMC), it shall be made of good quality and well compacted granular (sand)
material. The requirement of LTP material described below : Page 18 sur

The LTP shall be compacted every 300mm layer by vibro-roller to achieve max dry density (MDD)
of 95% standard proctor density.
Menard recommends to use Base Course A material for LTP Later. The reason this material is
used rather than compacted sand is to enable proper compaction and performance under
saturated condition, due to heavy rain in the project area. The requirement of LTP material is
described below:
Stones or Crushed Aggregates shall consist of crushed stones containing less than 5% of fine
material free from organic matter, frozen lumps, trash, chunks of highly plastic clay or other
unsatisfactory material, where specifications meet the required specifications. The material shall
meet the following criteria:
The gradation of base course material shall conform the Gradation A (Base Course A) as
specified below:
After installation, the LTP material shall be tested with Plate Bearing Test and shall achieve the
minimum California Bearing Ratio (CBR) value of 27% (CBR ≥ 27%).
Pre-engineering cement grout material testing shall be carried out prior to the installation of CMC
to confirm mix design and finalized design scheme for construction. For each delivery, a slump
test is to be carried out. For every 4,000-5,000m3 of cement grout, 6 samples are taken for

laboratory strength tests of which 3 samples are to be tested at 7 days (f7) and 3 samples are to
be tested at 28 days (f28). The grout strength for CMC shall be between 10-20 MPa.
After the CMC installed, the vertical load tests by Plate Load Test (PLT) / Vertical Load Test (see
figure below) shall be carried on completed single CMC column, with minimum quantity Pageof191sur

PLT per area. The test load (Qmax) shall be 100% to 150% of the design column load. The
execution of PLT is as part of quality control and verifying the design working load of CMC. This
test will be coupled with finite element analysis to ensure that the measured data has is in a good
agreement with analysis.
Grout with strength of 16.6 MPa (equivalent to K-200) is requested to be used for CMC column,
with criteria as follow:
1. The workability criteria: After 3 hour – flow table test result shall achieve min 55 ± 10 cm.
This criterion is important considering to the actual situation where the batching plant may
be located far away from the project location. This flow value shall be maintained for
pumpability of the grout during injection of the low pressure (< 5 bar) grout forming CMC
columns.
2. The strength criteria: grout strength shall achieve min fc’ 16.6 MPa (equivalent to K-200)
after 28 days.
Although the actual grout strength is >16.6 MPa (after 28 days), we adopt max grout
strength of 10 MPa in the design, with this scheme high probability that CMC design is
safe.

8. ORGANIZATION AND RESOURCES
Menard will put in place an organization to design, procure, install, control and validate the works.
The management, administration, procurement and design will be treated globally but the site will
be treated in different zones with means allocated to each zone. In addition, constantPage 20 sur

be provided by the permanent structure of Menard located in Jakarta.
The focus of the organization will be both the Safety and the Quality control of the Works.

9. GUARANTEE OF RESULT – GROUND IMPROVEMENT BY
REINFORCEMENT METHOD
It is understood that for this option, Menard will be appointed by the Client. The works for
Reinforcement Method will be prepared based on a Performance Specification ContractPage 21 sur
on Lump-
Sum price basis (i.e., works carried out based on specialist contractor’s own design to achieve
the design criteria as detailed under Chapter 4 in this document.
Menard guarantees the achievement of the performance criteria after the ground improvement
works have been executed, through:
• Execution fully controlled of Ground Improvement techniques
• Execution supported by Parental Warranty
It should be noted that this budget estimate is made based on the available information. Several

12. GENERAL ASSISTANCE/SERVICES TO BE PROVIDED TO MENARD
FREE OF CHARGE
• Supply of AutoCad and hard format drawings showing the final layout of all structures,

foundations, etc. before mobilization.
• Liaison with Client and relevant Authorities to obtain all permissions, permits, licenses and
approvals for the works on the site / project, provision and set up of all necessary traffic
diversions, fencing/hoarding/signboards, warning/traffic signs, and payment of any charges
in connection therewith if required.
• Provision of a continuous access to the jobsite with a single mobilization, with payment of
the gate passes and entry charges if any.
• Preparation of the access road before works including all related earthworks: level at
minimum +1.5 m above the ground water table anywhere and anytime, maximum slope of
2% in all directions, access ramps with maximal slopes of 6-7 %, access road to treatment
area, removal to authorized dumping areas of all obstacles, vegetation, wastes and
unsuitable/deleterious matters, surface soft/organic soils, etc., including any materials
transfers and earthworks.
• Removal of all underground and overhead obstructions, risks etc., including any materials
transfers and earthworks. Identifying, diversion of, or provision of adequate protection to all
existing public and private services either underground or overhead which includes cables,
pipelines, sewerage and the like, if required.
• Provision of land/topographic surveys before and after the works phases and setting out of
the project’s main reference points.
• Ensuring sufficient prepared platforms and no interaction with any other works on the
working platforms to allow the continuity of the works production.

• Provision and maintenance of adequate washing bays and washing facilities at suitable

• In case there is disruption to the activity due Main contractor/Owner activity, as, but not
limited to, delay on working platform or preload installation, then the idling time shall be
compensated by the corresponding time to completion.
• Menard shall be entitled to receive a standby charge for every rig, and computed based on

The Contract shall generally follow the yellow FIDIC form of Contract where design is carried out
by Menard with the following amendments/information:
Terms and conditions of payment shall be :
(i) Advance payment of 25% of the Sub-contract Price against bank guarantee. The
amount to be recouped progressively on a pro-rata basis of payment received. The
receipt of the Advance payment is a condition precedent to the Commencement Date.
(ii) 80% of contract value shall be payable progressively monthly: Interim monthly
progress shall be presented by Menard on the 25 th of the month and certified within 5
days. Progress payment for works done for the month past shall be within 35 days
from submission of corresponding interim monthly certificate or 30 days from
submission of an invoice, whichever comes first.
(iii) Performance bond of 5% valid until Practical Completion is achieved for the Ground
Improvement Works.
(iv) Retention bond of 5% valid until Practical Completion, and reduced by half until Final
Completion is achieved for the Ground Improvement Works, i.e. at the end of the
Defect Liability Period. Thus, there shall be no retention sum in cash on any
progressive payment.
(v) Defect Liability period shall be 12 (twelve) months after completion of Ground
Improvement works.

Quantities defined for payment shall be according to the daily site measurement record
sheets duly signed and certified jointly.
(vii) In case of delay beyond the agreed Completion date, we accept that Liquidating
damage in the amount of 0.5 per thousand of the Sub-contract Price per day be applied

. The total amount of the Liquidating Damages shall not exceed 10% of the Sub-
contract Price.
(ix) Contractor’s All Risk and Workmen Compensation Insurance will be provided under
the coverage of the Contractor’s Insurance. Menard’s responsibility shall be limited to
insurance for all his own machinery and plant on site and, where Menard is in charge
of the design, Menard’s existing corporate Professional Indemnity cover.
(x) All insurances (Contractor’s All risks, Third Party liability, Employer’s cover, Marine
insurance, etc..) should be taken by the Contractor, except for the following ones to
be taken by Menard:
a. Professional Indemnity, when Menard is responsible for the design of the Works
b. Workmen compensation
c. Motor insurance
d. Equipment insurance
Note that current exclusions of the Menard insurance a to d above for Marine
conditions will have to be covered by the Main Contractor.
(xi) Arbitration, if any, shall be done in accordance with the Singapore International
Arbitration Centre (“SIAC”). It shall be conducted in English and place of arbitration
shall be Singapore.

15. VALIDITY
Our proposal is valid under the following conditions:
a. Proposal is valid 30 days from the date of submission.
b. Maximum reduction of final works done shall not exceed 10% of BOQ Page 29 sur

contract, such as the following but not limited to: any World Health Organization,
government or other public authority decision causing delay or impact, availability of
personnel, materials, equipment and of any other resources necessary for the
performance of the Works.

Description of Technology
Prefabricated Vertical Drain (PVD) is made of corrugated plastic
core covered with geotextile. The width is typically 100 mm
and the thickness is ranging from 3 to 5 mm. The installation
of PVD is done through a specially constructed mast with a
steel mandrel installed on an excavator to push the PVD to the
required depth on a grid pattern. PVD increases the apparent mass
permeability of the soft soils and thus reduces the consolidation
time. It is used in combination with temporary preload fill to
expedite full or partial primary consolidation as well as induce
several decades of secondary consolidation (creep) settlement.
The main geotechnical parameters (settlements, pore water
pressure, horizontal displacements) are monitored via appropriate
instruments throughout the consolidation period to validate
the design and ensure safe phasing for the construction of the

Menard Vacuum™ involves the installation of prefabricated vertical drains, horizontal drains & peripheral trenches. An airtight
impervious membrane is installed on the ground surface and sealed in the trenches. Menard vacuum pumps are connected to the
system to remove the air below the membrane. This results in the creation of vacuum effect (i.e, depression) under the membrane.
This loading process creates an isotropic state of stress in the soils under the membrane, accelerating the consolidation in the soil
mass in a very short time and reducing the need for placing potentially unstable surcharge fill.

The Menard Vacuum™ technology has a wide range of applications from the construction of roads, highways, tanks (for fuels,
granular materials) to large spatial areas such as airport terminals, harbour container terminals or power plants.
This method is suitable for organic soils with high moisture content and existing in large areas. It is also suitable for soft cohesive
soils with a thickness of more than 30 m. Maximum loads transferred to the consolidated soil depend directly on the type, degree
of consolidation and the nature of the structure.

Description of Technology
The typical Stone Columns (SC) are formed by inserting an
electrical or hydraulic vibroflot mounted on a base machine.
Depending on the depth of the columns, the following units
are used: an excavator (up to 7 m), a purpose-built rig (up to
20 m) or a crawler crane (up to 40 m).
The installation starts by inserting the vibroflot into the Malaysia
ground up to the design depth and the process is often LPT2 EXPRESSWAY
assisted by injecting compressed air, water or air-water mix.

Subsequently, stones are placed into the space formed and
compacted in stages by layer of 0.4 m. Depending on the
methods, stones are supplied via a feeding pipe connected
to the vibroflot (bottom feed) or from the level of the working Advantages

Application
This technology is well suited for the improvement of
firm and soft soils (silts, sandy silts, loams and non-
homogeneous soils) as well as non-cohesive soils
where enhanced properties are needed. Typical load
that can be carried by a single stone column ranges
from 200 to 300 kN. The columns are arranged in a
square or triangular grid with a spacing ranging from
1.5 m to 3.0 m so that the soil replacement factor is
within the range from 15% to 35%.

Application
Vibro Compaction (VC) is best suited for non-cohesive
soils such as loose sands, gravels and sandy gravels.
Soils containing over 10% of silt and clay fraction are
not suitable for this method.
Hong Kong VC is well suited for the foundation of facilities with
BOUNDARY CROSSING FACILITIES uniformly distributed pressure onto the subsoil. It
significantly reduces the settlement and leads to
the unification of the foundation conditions (i.e.,
minimise the differential settlement).

The Dynamic Replacement (DR) column is formed by a heavy
