1. Scope:

The SHE Plan has been prepared for ensuring minimum risk to environment, property and human
beings working on site, where construction activity is in progress. The SHE Plan will enable the
control of Environment, Health & Safety risk and help in the continual improvement of its SHE
performance.

The Site Engineer is responsible for reviewing and updating (as and when required)
the register of applicable legal requirements and verifying compliance to these
requirements.

The SHE Legal and other requirements applicable are listed below:

4. Objectives and Targets


The following are the main SHE objectives and targets.

4.1Objectives :
1. Provide safe working practices for carrying out normal operation of the work
site.
2. Provide for the identification of aspects & hazards and establish safeguards
against significant aspects and hazards.
3. Provide for response to Emergency situations.
4. Strive to continuously improve SHE management skills.
5. Create awareness that environment, health and safety is an integral part of
work and that production and safety are inseparable.
6. Provide thorough investigation into incidents or near miss incidents and
establish safeguards to prevent recurrence.
7. Provide a safe place of work
8. Identify lines of responsibilities for environment, health and safety.
The objectives shall be communicated to all levels of employees with the intent that
employees are made aware of SHE.

4.2 Resources, Roles, Responsibilities, Authority and Accountability


Internally, the Site Engineer will be responsible for the Environment, Health & Safety,
providing the essential recourses for the implementation, control and improvement.

A dedicated professional will be hired for the safety supervision at Site to cater all the
safety concerns and precautions to be made to follow the SHE plan when the work
commences.

Responsibilities and Duties of Site Engineer

The Site Engineer is responsible and accountable for project safety and for working to
ensure a safe work site in accordance with project safety plan. This includes proper
staffing, financial support, safe design and management support for necessary actions
taken.

The responsibilities and duties shall include the following:

 Advise and /or instruct all members of the team regarding any actions necessary
to correct any hazardous activities or work conditions.
 Patrol the site as frequently as possible to ascertain the work and safety status.
 Establish and direct his team when as accident occurs.
 Suspend work or prohibit the use of facilities, if emergency measures are
required, to correct the hazardous activities or work conditions, until their
rectification is confirmed.
 Remove any person form the site who seriously or repeatedly fails to comply
with the safety and security requirements and rules.
 Take the lead in promoting housekeeping at the highest standards.
 Report on safety performance, safety activities, and accident or near misses, to
the employer’s representative in a regular way.

Responsibilities and Duties of Safety supervisor/representative

The responsibilities and duties shall include the following:

 Co-ordinate, plan and work, schedule, and liase with other necessary
department to ensure that conflicts to interest between subcontractors do not
occur and are performed in a safe and efficiently.
 .Analyse all works, identify any serious hazards and be provisions for safety,
have been provided for all critical work. Ensure that the works are carried out
as per the approved Method Statement and risk Assessment.
 Ensure that Method Statements, which incorporate adequate provisions for
safety, have been provided for all critical work.
 Patrol the site daily and ascertain the work and SHE status
 Confirm that subcontractors are fulfilling their responsibilities in regards to
SHE requirements.
 Promote regular housekeeping at the highest standard.
 Participate in safety Meetings if required.
 Provide assistance and support in any accident investigation.
 Conduct project SHE inspection and subsequently inspect to see that
infractions are corrected.
 Maintain register of any defects or violations observed and of remedial action
taken.
 Conduct investigation of all fatal, lost time accidents, significant first aid cases,
near misses accident and damage to property or equipment. Complete and
analyseeach accident investigation.
 Inspect for fire hazards and check that fire protection equipment is adequate,
accessible, and in proper working order.

5. Emergency Preparedness and Response

A. Purpose and Scope


The purpose of emergency planning is to document set of action and guidelines to be
carried out in the event of an emergency if it arises during the course of project
operation in the project execution area. The likelihood emergency situations are as
identified in risk assessment:

a. Earthquake
b. Excavation collapse
c. Flood
d. Structural collapse
e. Fire
f. Fall from height
g. Electric shocks

6. Penalties and Fines


Siddhi constructions has implemented a policy whereby persons, both Siddhi
constructions. and sub-contractor’s staff, found violating safety rules and subject to
fines. Persons are warned in advance and given the opportunity to correct their
infractions. Persons with poor records of overall safety performance found to be in
violation of safety rules and who fail to correct their offenses when verbally instructed
to do so, will be fined.

7. HSE MEASURES

7.1 ENTRY PERMIT


Inside the premises of Siddhi constructions everybody must possess the entry permit /
id badge of the company. All vehicles entering inside the premises must have the
vehicle entry permit

7.2 SPEED LIMIT

All vehicles shall follow the site traffic regulations. Vehicle shall not exceed the speed
limit of 20 KMPH in construction site and work areas.

7.3 MISCONDUCT
Fighting, gambling and possession or use of fire alarm, ammunition, alcoholic
beverages and illegal drugs are prohibited.

7.4 NO SMOKING

Smoking is strictly prohibited in all office areas/ sites.

7.5 EQUIPMENT

All necessary tools and equipment including personal protective equipment’s shall be
properly maintained and shall be appropriate for the safe accomplishment of the task.
Further only trained personnel shall use construction equipment.

Scrap, trash and other wastes shall be placed in the designated bins. Work area shall be
cleaned up as the job progresses. All materials, tools or equipment shall be secured to
avoid rolling or failing. A safe access shall be maintained to all work areas and
emergency exits.

7.7INSPECTIONS.
All work areas shall be checked at the beginning of each shift to ensure safe conditions
and at the end of each shift to ensure that all flames are extinguished and other
hazards are properly contained,

7.8 MEDICAL

First aid medical facilities in case of emergency are available at First Aid centre. All
injury / illness shall be reported.

7.9. PERSONAL PROTECTIVE EQUPMENT

All subcontractors must provide to their workers suitable Personal Protective


Equipment (PPEs) required for their protection. Wearing of safety shoes and helmets is
mandatory in the site. All PPEs to be worn must be maintained in good conditions.
Rings, bracelet, ear rings, long neck Chains shall not be worn near moving machinery
or where electrical work is being done. Personal with long hair or beard , loose
clothing, unbuttoned or lose long sleeves shall not work near moving machines.

7.10 EYES AND EARS

Safety glasses shall be worn by everyone who is executing

a) Mechanical / electrical work


b) Any work in an area where mechanical / electrical work is carried out.
Side covered goggles or face protection shall be worn by cement feeders, concrete
chippers, those involved in drilling operations above shoulder height or anyone who is
doing any work in which foreign particles may enter the eyes.

Those who are performing grinding or abrasive cutting shall wear full face shields.
Special eye protection shall be worn during sand blasting operation.

Eye protection with minimum required density of filter should be worn by welders and
gas cutters. Hearing protection (e.g. Ear plugs, ear muffs) shall be worn in areas where
noise level exceeding 90 db (A) exposure exceeds eight hours a day, or where warning
sign is posted.

7.11 FINGERS, HANDS AND WRISTS


Hand gloves suitable for the job must be worn unless the job cannot be done with
gloves or unless wearing of gloves increases the hazard.

7.12 RESPIRATORY PROTECTION


Suitable respirators approved as per IS specifications shall be worn wherever
necessary.

7.13 FEET AND LEGS


Proper safety shoes shall be worn by all at every work site. Rubber gumboots with toe
protection shall be worn by masons / concerting gang or those working in wet area.

If there is any possibility of skin irritation while handing or using any material, proper
PPE shall be followed.

7.15 WELDING AND CUTTING


The following type of risk may be present in the welding operations:

1. Burns,
2. Explosion
3. Radiation
4. Heat exertion
5. Systemic poisoning
6. Eye injury
The principal dangers to be avoided from electric arc welding are those of burns, eye
flash and electric shock.

The Safety precautions are as Follows:

1. The electrode holder should be unplugged when not in use.


2. The electrode holder should have a fully insulated holder fitted with a shield.
3. The welding current must be returned from the welding piece to welding set by
means of a separate welding lead.
4. The work piece must be connected to earth.
5. Welding earths and welding returns should be securely attached to the work.
6. Person assisting the welder should also wear the protective eye wear.
7. A suitable approved fire extinguisher should be ready for instant use.
8. Areas below welding are cutting operation shall be barricaded.

All lifting appliances, including synchronized mobile jacks, pit jacks, mobile cranes,
tower cranes, gantry cranes, launching beams and lorry mounted cranes etc, and prior
to being allowed to work on site will be available for safety inspection at the site and
should have certificates of safe operation. Load indicators / charts shall be fitted with
these equipment’s.

All lifting appliances will be maintained in accordance with the manufacturer’s


instructions and will be subjected to the preventive maintenance programme.

Lifting Operations:

One shall ensure that during the course of any lifting operations the following
minimum requirements shall be followed:

1. Only thoroughly trained and experienced person area allowed to sling loads and
give directions to crane operations.
2. A standard code hand signals shall be adopted for controlling the movements of
the crane and both the driver and the signaller shall be thoroughly familiar with
the signals.
3. Before commencing any lifting operations the ground conditions on which the
crane is to stand shall be investigated in order to ensure that the load bearing
capabilities are adequate.
4. No unauthorized persons are allowed into the lifting zone.
5. All crane hooks shall be fitted with an operable safety catch.
6. Wherever practicable all load shall have tag lines attached in order to ensure that
the load can be safely removed from the load once they have been landed.

7. All lifted loads and stacked materials shall be left in secure and stable conditions
at all times.
8. No close working to any live overhead power-lines is permitted without the
operation of a strict Permit to work system being in place.

7.17 SAFE WORK PRACTICE – ELECTRICAL SAFETY

1. Plugs and fittings of weather-proof type shall be use.


2. RCCB/RCB/MCCB/MCB etc. may be used
3. Contact number of electrical engineer shall be given to all supervisors to contact
in case of emergency.
Golden Rules for Electrical safety:-

1. Use of correct size of cable of right specifications.


2. Good insulation.
3. Correct rating of fuses.
4. Use of circuit breakers.
5. Proper earthing protection.

7.18 TOOLS AND TACKLES

. Subcontractors shall not be allowed to be use defective equipment or tools not


adhering to safety . Safety supervisor shall inspect all minor tools &Equipment’s
brought by the sub-contractors and only such equipment found acceptable may be
allowed.

7.19 OCCUPATIONAL HEALTH


Siddhi constructions adopts number of their preventive measures, which are out lined
below-.

1. Preventive Health check – up planned.


2. Work environment monitoring planned.
3. Adequate ventilation and reasonable temperatures have to be provided.
4. Adequate lighting and sufficient quantity of drinking water fit for human
consumption to be provided timely.

7.20 HAZARDOUS SUBSTANCES


Hazardous, inflammable and toxic materials such as solvent coating, thinners, and
water proofing materials shall be stored in appropriate containers preferably with lids
having spillage catchments trays and such is stored in a good ventilated area. This
container shall be labelled with the name of the materials highlighting the hazards
associated with its use and necessary precaution.

7.21 DEMOLITION OPERATION


Siddhi constructions shall ensure that

1. All demolition works be carried out in a controlled manner under the


management of experienced and competent supervision.
2. Prior to any demolition commencing, a survey shall be conducted to identify if
there are any hazardous materials present, for example the presence of materials
such as asbestos and lead.

3. If any hazardous materials are found, then consideration shall be given as to


whether they shall need to be removed by a specialist agency or Sub-contractor
to the main demolition works commencing.
4. Measure for protection to the public shall be required to be put into place in
order to give protection from any possible falling debris and dust generation.
5. All power supplied and services shall be disconnected before any demolition
work commence.
6. No demolishing work be performed if the adjacent seems to be unsafe unless and
until remedial measures life sheet piling, shoring.
7. No person other than building works or other persons essential to the operation
of demolition work shall be permitted to enter a zone of demolition,

8.WELFARE MEASURES

8.1 LATRINE AND URINAL ACCOMODATION

Siddhi constructions shall provide one latrine seat for every 20 workers up to 100
workers and thereafter one for every additional 50 workers. In addition one urinal
CUBICLE shall be provided for every 100 workers.

8.2. DRINKING WATER

1. Siddhi constructions shall make in every worksite, effective arrangement to


provide sufficient supply of drinking water with minimum quantity of 5 litters
per workman per day.
2. Drinking water shall be provided within a distance of 200m from the place of
work for all workers.

8.3. LABOUR ACCOMODATION

Siddhi constructions shall provide free of charge as near as possible, temporary living
hutments to all workers. These hutments shall have cooking place, bathing, and
washing facility.

8.4 ENVIRONMENT PROTECTION

1. Identify the probable Air Emission Equipment, Machines and Operations.


2. Carry out the measuring/sampling at the source and at different levels.
3. If the dust level is observe the prescribed value on the site Siddhi constructions
initiates the controlling action.
4. Air Emissions shall be controlled by using proper Equipment’s and machines.
Equipment’s maintenance should be carried out at regular intervals.
5. Every day morning before the site operation starts, water spraying is done to the
dust producing activities.
6. Proper spray system is used so that water can be utilized in effective way
withoutwastage.Care is taken so that sprinkler is not placed in the top of the
cement bags. While sprinkling the water the quantity of water used should not
exceed than what is required to control the dust.
9. Procedure for Noise control

Siddhi constructions Safety Supervisor Identify the probable Noise Generating


Equipment’s, Machines and Operations & measures noise pollution by a DB meter
during various time of the day once every week. Note the reading in the format.

If the noise level of the equipment/ machines/ operations are observed above, initiate
the controlling action. Equipment’s maintenance will be carried out at regular interval.

Sufficient Ear Muffs and Ear Plugs should be easily available for the employees, where
high level noise is generated.

10. HOUSEKEEPING

All sub-contractors are advised to maintain good housekeeping in site. Disposal of


unwanted materials chips; segregation of wastes; stacking of materials will be avoided.

11, FIRE SAFETY:

Safety Supervisor’s duties

 Goes to the area where fire is there & keeps in touch with emergency
coordinator & assess the real situation.

 Staying in touch to ensure that the outside fire Brigade is called (if required).
This may be done using telephone from neighbouring premises, cell phone, if
safe to do so. (Clearly stating the Name & address of the site and the nature of
the emergency (fire, chemical spill etc.)
 If the phone lines are not working, the company vehicle can be sent to inform
fire brigade.
 If company vehicle is also not available, seeks help from the neighbouring
companies for help.
 He will also be responsible for shifting the injured personnel (if any, to the
first aid room)

 Be in touch with the communication coordinator for requirement of


Ambulance services or the other transport facilities.
 Informs Site Engineer about the incident for the guidance.

Fire Prevention & protection

The following are some fire prevention measures.

 Store flammable liquids in approved containers, cabinets and designated areas


only, and use the proper procedures.
 Even small quantities of flammable liquids must be kept in approved, properly
marked safety containers away from the source of ignition.
 Never pour flammable liquids into sewers or drains.
 Do not use a portable electric tool, spark-producing tool, ordinary electrical
equipment, especially extension lights, where flammable vapors, gases or dusts
may be present or generated.

If A Fire Does Occur

 If a fire occurs, know exactly what to do to bring it quickly under control.


 Know the location of fire extinguishers and the type of fire each is designed to
extinguish.
 Know the fire exits locations – where they are.
 When a fire occurs, sound and alarm. Get assistance to fight the fire.
 Always Walk – Do Not Run!
 Do not use the Elevator/ Lift.

 Close all the Doors behind you.


 If a general evacuation is ordered, walk to the nearest exit at the designated
assembly area away from the fire area for roll call and future instructions.
 The available Electrician to make sure that the power supply to the affected area
is shut
 Potentially dangerous processes or machinery should be closed down safely with
no delay.
Injury Procedure

1. In case of injury to any member, information will be sent to Medical Centre.


2. Medical Officer will give the first aid at Medical Centre.
3. HSE Manager / Medical Officer Will advise medical attention for the injured and
decide whether the injured person is sent to the hospital immediately for
treatment.

Storm

Safety Supervisor ensures that the following actions in case of storm.

1. All loose, light objects will be removed from the site, which could become
hazardous missiles during high winds.
2. Buckets, ladders, maintenance materials and other like things are to be placed in
the safe place.
3. Welding machines, etc. are to be placed at safe positions / places.
4. All construction materials. Which cannot be moved to a safe location, they are to
be lashed in place in the best possible manner known.

4. Procedure:

4.1 The following must be carried out before the start of the actual work:

1 Established First Aid Bases for the worker’s safety at all working areas. Project-incharge

2 The First Aid Bases shall consist of as a minimum; Project-incharge

a) A treatment room fitted with two treatment couches;


b) A hand wash basin with running water;
c) Lockable cupboards to contain sufficient medical supplies;
d) Bed
e) Two Chairs with footrests
f) Desk and chair
g) One Stretchers
h) Pillows and blankets
i) Refuse containers
j) Medical dressing (bandages, plasters, antiseptic wipes)
k) Eye irrigation sterile solution;
l) Towels;
m) Disposable gloves;
3 The First Aid unit shall be provided with air conditioning and shall be Project-incharge
kept in a clean and tidy state at all times.
