Chapter 1

Introduction

THE PROBLEM AND ITS BACKGROUND

The ROTC exist for a long time, a government program that prepare youth for military
service and to be part of the Armed Forces of the Philippines (AFP) Reserve Force.
This reserve force is expected to fill the demands of the army in case of war or disaster.
ROTC is one of the choice courses in the National Service Training
(NSTP)program of the government, which aims to prepare youth for service in the
country. Aside from ROTC, other courses in the program are the Civil Welfare Training
Service(C WTS) and Literacy Training Service (LTS ).
NSTP is mandatory for all college students, based on the NSTP Law of 2001.
However, students may chooses which NSTP courses they can take. Probably not everyone
knows the word ROTC or Reserve Officer Training Corps is a well-known program of the
government. It aims to train military discipline and skills. It is mandatory for students. There
are others who are not allowed to experience such training as physically handicapped
students or may be recommended by a doctor who cannot participate.
Before the NSTP Law of 2001 was implemented, ROTC was taking over the
colleges and had no civilian welfare and literacy component. Hazing or the use of
violence in ROTC is normal in order to test the courage, mental strength and for being
honest of a cadet.

In fact, this hazing is the main reason why the NSTP Law of 2001 has been
enacted. The 2001 hazing and killing of the
University of Santo Tomas student Mark Welson Chua was the particular incident that
resulted in the enactment of the NSTP Law of 2001.In 1992 that ROTC was first
implemented and subject to the UP and the year 1935 made it mandatory for all colleges
and universities. But in 2002 it was complete lyabolished because of the death of a cadet in the
UST, it was brutal that the cadets were killed because of its exposure to ROTC training in
UST, but it on February 27 2017 a law approved by President Duterte to bring back the
ROTC. The Grade XI and Grade XII students is now required to join the ROTC. The
president says, “ ROTC's residence is unique to former ROTC in the wake of
corruption. He said the new ROTC is not worthy of corruption. No hazing and
sexual harassment. The Armed Forces of the Philippines (AFP) also pledged to
have restrictions in order to prevent ROTC's bad happenings.
All students in both public and private high schools will need to complete ROTC in order to
graduate under the proposed legislation. Mandatory ROTC training is not required for those who
are mentally or physically unfit or who play on the varsity team at their school. Students who are
enrolled in a program comparable to military training or who receive a waiver from the
Department of National Defense will also be excluded. President Rodrigo Duterte reportedly
stated that the program is required for future Filipino youngsters to be able to safeguard the
nation. However, in order to assist them grow and nurture their leadership potential, the younger
generation has to be introduced to the fundamentals of basic soldiery. However, the Gabriela
Women's Party denounced the bill's adoption as missing in-depth discussions of the proposal.
Before the NSTP Law of 2001 became law, ROTC was encroaching on campuses and lacked a
welfare and literacy component for civilians. A program like that is a corruption and abuse
haven. To "test the courage, fortitude, and integrity" of cadets, hazing or the use of violence in
ROTC has become standard practice. The NSTP Law of 2001 was really passed because of this
hazing and corruption, and ROTC has picked the schools for its training.

Army Reserve Officer Training Corps (ROTC) program is divided into two parts – the basic
course and the advanced course. The basic course is normally taken during the fresh men and
sophomore years, although these classes are open to any student on campus. No military
commitment is incurred in the basic course unless students are contracted or on scholarship.
Subjects taught includes leadership and management development, communication, land
navigation, military history, unit tactics, survival techniques, marksmanship, drill and
ceremonies, military courtesy, discipline and customs.

Every top government official in our administration here in the Philippines constantly encounters
enormous difficulties relating to education. In order to benefit society and to have the right
attitude as they may become our nation's future leaders and will also have to deal with
impossible workloads, the Philippines' young population is expanding with time. As a result, a
better, more appropriate educational system is required. It is said that the execution of the new
policies introduced to our law was overseen by the 16th Philippine Congress. Allegedly, every
legislation and policy aims to increase educational accessibility. (Kreji, ACM, 2019)
Mandatory ROTC Senate Bill No. 2232 expressly mentions the interests of students, in particular
senior high school pupils between the ages of 16 and 17. President instills that this will serve as a
way to promote "patriotism, love of country, moral and spiritual values, respect for human rights,
and adherence to the constitution" while avoiding the miserable past of Mandatory ROTC that
implies to the case of Cadet Officer Mark Chua studying at University of Santo Tomas that
involves corruption and murder. Generating support from stakeholders via acceptance and
ownership. To implement democracy, the government must consult those affected by such a
significant plan.
