Chapter I.
I.1. The functions of the goods inspections area.
The cargo inspection area is where the import and export goods will be checked and
marked depending on the level of suspicion of the goods. Goods will be checked by
scanner in the following sequence of steps:

Step 1: Receiving and scanning (scanning) documents into the system, guiding the
transport of containers into the screening area:

used to inspect exported and imported goods transported by containers with customs
declarations registered at a Customs Sub-Department or multiple Customs Sub-
Departments affiliated to a Customs Department of a province or city. The Director of
the Customs Department of the province or city shall specify the scope of screening of
goods inspection locations equipped with container scanners.

Step 2: Implement Team Leader's conclusion

Officials analyze images: Based on the scanned image of each container (each
container has 01 photo), the information on the customs declaration, the detailed list (if
any) has been scanned into the scanner system and informed. Other information
available at the time of screening to analyze, evaluate and draw conclusions about the
scanned images

in case the scanned image is clear enough, the contents to be checked are identified,
and there are no doubts, enter the conclusion: "The scanned image is unquestionable,
the goods are cleared according to the customs declaration content. ".

In case the scanned image is questionable, mark the questionable position on the
image and enter the conclusion: "The scanned image is questionable" or "The scanned
image has not identified the inspection content, suggest open container for inspection”
or “Recommend opening container for sampling”.

Step 3: Making test conclusions through the scanner:.For unquestioned containers:

For electronic customs procedures: the image analysis officer updates the results of
scanning from the scanner system into the form: "Recording of goods inspection
results" on the customs electronic data processing system. customs office, print 02
(two) copies (01) to return to the customs declarant, 01 copy to be kept with the dossier
at the customs office). The decision on "customs clearance" or "release of goods" or
"putting goods into storage" shall comply with the guidance on current electronic
customs procedures.

.For questionable containers:

For electronic customs procedures; image analysis civil servants perform:

- Print 01 (one) copy of the scanned image with question approved by the team leader
from the scanner system and 02 (two) copies of the "Cargo inspection result sheet" from
the customs electronic data processing system.

After being returned the threading result. Goods marked green channel will be
cleared immediately and only need to pay the required cost. The goods marked with the
yellow channel will be checked for documents and will be considered for customs
clearance or classified into the red channel. Import and export goods with red markings
with high suspicion will be taken to the customs sub-department for inspection. At that
time, the goods will be physically checked both documents and goods inside. Goods will
be randomly inspected at 20-30% or full and they want to check any position of the
container they want.

Chapter II.
II.1. Which type of warehouse does Cat Lai operate?
In Cat Lai New-port, there are a total of 3 different types of warehouses including:

-Ordinary warehouse (Warehouse 1,2,3,5):

+ Import CFS warehouse (2,3): 18,000 m2, total capacity of 12,500 pallets, 64 shelves,
26 import and export doors.

+ Export CFS warehouse (5): with an area of 6,250 m2, total capacity of 3,500 pallets,
22 shelves, 19 import and export doors, 5 elevators with a capacity of 5 tons/elevator.

-Cool storage: with an area of 1,000 m2, with system of shelves with 6 floors high and a
temperature of 15-20 degrees.

-Bonded warehouse: with an area of 6,250 m2, total capacity of 3,500 pallets, 22
shelves,.

II.2. The concept of each type of warehouse.


After participating in the field trip at Cat Lai Newport, we were provided with much useful
information about warehouses and products by rapporteurs, and how the port works.
During the port tour, the team noted some of the warehouses offered and the
functionality of each of them. These can be mentioned as:

 Ordinary warehouses.

-Are warehouses that store goods or coordinate goods used under normal
environmental conditions without compromising the nature, or the quality of the stored
goods? The types of shelves containing goods in the warehouse always have 6 floors of
shelves arranged from light on, too heavy under to allocate by the capacity of the shelf
as well as avoid damage to the shelf and goods placed on it. In a normal warehouse,
there are a total of 30 doors with two main functions: the exit door and the entry door
(also known as the export gate and import gate).

-Fees for goods brought into the warehouse will be free for the first 3 days and will be
charged gradually in the following days with 3 increments with milestone 1 from 4 to 7
days, milestone 2 from 8 to 10, and last mark 3 from 11 and up. There will be no limit to
the days in stock, but the goods will be auctioned when the goods are neglected for 2 to
3 years or the recipient rejects the order.

-There are a total of 4 common warehouses mentioned in the actual tour: Warehouse 1
is the load gauge warehouse, warehouse 2 and 3 are the imported CSF warehouse,
and warehouse 5 is the export CSF warehouse.

 Cool warehouse.

Different from cold storage, many people still think these two warehouses are the same
but are completely different. Cold storage is a type of warehouse used to store goods
that need low temperatures to ensure the quality and properties of goods stored in the
warehouse. The goods stored in this warehouse should be controlled and kept at a
temperature and humidity level suitable to the nature of the goods. The normal
temperature in this type of warehouse ranges from 15 degrees to 0 degrees. In addition,
the temperature in the warehouse can also be adjusted flexibly depending on the
requirements of the rental business or the nature of the goods to be preserved.
Because the warehouse system has a suitable temperature, cool warehouses usually
have a fairly modest area that can be smaller than Ordinary warehouses.

 Bonded warehouses.

A bonded warehouse is a warehouse area where the Customs themselves supervise


and store all kinds of goods that have gone through customs procedures and are sent to
wait for export. Normally, goods stored in bonded warehouses are usually sent from
abroad to be sent to wait for export, sale, or import into Vietnam.

II.3. Characteristics of goods in each type of warehouse. 3.1 Ordinary


warehouses.
- Warehouse 1: Load gauge warehouse

Goods with a large weight of the package from 4 tons to less than 7 tons or the volume
of the package from 8 m3 to less than 14 m3 or the length of 6m or more and the port's
equipment can be loaded and unloaded. Goods stored in the warehouse include raw
materials, large quantities of iron and steel wire, ....

-Warehouse 2,3,5: Export and import CFS warehouse

The storage of common products does not require a certain temperature and is
arranged by volume from the top with 6 shelves. In addition to normal goods that are
stored in warehouses, there are especially 9 groups of goods that are prohibited from
being imported to the warehouse to ensure the safety of the warehouse as well as other
goods that are inflammable or explosive substances. , prohibited goods will be
prohibited from being stored in the warehouse. In addition, there will be some types of
goods that are arranged as many meters apart from each other depending on the
requirements of the warehouse storage tenant to avoid the goods being easily changed
when near other goods and more specifically reserved place.
- Cool storage:

Due to the equipment, the air conditioner preserves the same temperature as the
freezer or cold storage, is suitable for fresh items, and chemicals to a certain
temperature, and has a relative storage time. In other words, store items that are easily
transformed when exposed to normal or hot temperatures. Items such as food and
seafood need to be stored in a cool warehouse to keep their taste and freshness even
for a short period. Drug items, medical equipment, medical equipment, etc. are also
stored in cold storage to ensure that the substances in the medicine are always stable
and not changed.

- Warehouse 05: Bonded warehouse.

Containing all kinds of goods exported or imported to foreign countries with the following
characteristics: goods in a warehouse waiting to complete procedures to be sold in the
Vietnam market, goods in transit stored in bonded warehouses of Vietnam to prepare
for export to other countries, goods have completed customs procedures and are ready
to be exported abroad, goods have expired temporary import period, must be re-
exported, goods have the decision to force re-export from the competent state agency.
Items that are not stored in a bonded warehouse include: Unlicensed hazardous goods;
Goods that are likely to affect human health, pollute the environment, smuggled goods,
counterfeit goods, imitation goods with brands or names originating from Vietnam,
goods on the list of goods banned from import and export, except when authorized by
the Prime Minister…
Chapter III.
III.1. Which types of ship that Cat Lai port approves to berth? Why does Cat Lai
port just receive those types of ships?
Cat Lai Port (TCCL) is a container port, and a transit port, but tonnage
restrictions, and only container ships (consist of barges , feeder ships) are accepted.
And special ships (consist of cargo ships, bulk carriers, ..) will receive other ports like
Hiep Phuoc - Tan Cang Sai Gon,... Cat Lai Port is approved to feeder ships (medium-
sized ships) to berth. Feeder ships are medium-sized vessels are about 3.000 TEU and
one shipment can hold up to 1000 containers. Capable of receiving 7 container ships at
the same time with a tonnage of 30,000 - 40,000 DWT, equivalent to a capacity of over
2,000 TEUs.

Because Cat Lai port is located on the Dong Nai River, it usually serves small to
medium sized ships, due to the depth of the creek as well as the water surface area is
not as large as a seaport. If large ships enter these waters, they will be stranded. The
main purpose of the port is transshipment of goods/containers...

Chapter IV.
IV.1 Why does Cat Lai not allow ships with a larger capacity to dock and
maximize their cargo handling capacity?

Tan Cang - Cat Lai Port is located in Ho Chi Minh City in the Dong Nai navigation
channel.

On the basis of planning, actual conditions, natural conditions, specifications of


TCCL port (navigation channel, wharf, depth of water area in front of wharf, turning
basin), the tonnage of fishing vessels will be determined. carefully calculated so that
ships can enter and exit the port to safely and effectively anchor and unload goods.
• Number of berths: 9 berths (+1 barge berth)

• Pier length: 2,040 m

• Core channel: -8.5m (-12m, -14m)

• Depth in front of the wharf: -12.5m

With the above information and data, it can be seen that Tan Cang - Cat Lai port
is not suitable for large ships to dock.

With the location of the port located on the banks of the Dong Nai River, the port
has berths with different sizes and capacity to receive ships, as follows:

From the above data, we can see that the wharf system of Tan Cang - Cat Lai
Port does not allow ships with a tonnage greater than 40,000 DWT. Partly because the
canal system in Dong Nai River is dry, there is no channel for large vessels, so although
the capacity of Cat Lai port has reached 95% of its capacity to receive ships, they can
only handle ships with low capacity. capacity of less than 3,000 TEUs, ie vessels for
intra-Asia routes. Larger capacity ships must dock at Cai Mep port.
To be able to allow large ships of the port level, a port must comply with a number of
standards to ensure maritime safety such as:

• The length of wharves and wharfs is suitable with the land occupied area of the port,
with the length of fishing vessels and the reserve distance between two consecutive
ships.

• Specifications of the water area in front of the wharf (width and depth) should be
determined according to the design standards for ships to dock, leave the wharf and
mooring, loading and unloading goods

• The width of the water area must ensure a safe distance from the wharf edge (toe of
the structure) to the channel.

• The depth of the water area in front of the wharf must be ensured according to the
draft depth of the fishing fleet and the reserve depth at the bottom of the ship.

•…

Because TCCL port has a convenient location to transport goods to key


economic regions of Binh Duong, Dong Nai, Long An, Ba Ria Vung Tau and Mekong
Delta provinces, this is a limitation. This makes it impossible for them to fully exploit
their cargo handling capacity while the volume of containers passing through Cat Lai
port is increasing and the volume is expected to double by 2030, putting pressure on
infrastructure and current port system.
Therefore, there must be alternative measures to overcome this situation such as
technical and technological improvements to digitize paper-based procedures; establish
a group to monitor and evaluate the effectiveness of information technology systems in
handling the transportation of goods.
