EXECUTIVE SUMMARY
The Small Irrigation Programme (SIP) intents to support the development of the irrigation infrastructure in the
Sano Chimraha Sana Sichai Irrigation Project located in the Khalsa Chhintang Sahidbhumi Rural Municipality
of DHANKUTA. This report is the outcome of a Scheme Verification, Detailed Survey, Social and Agriculture
investigations, the detailed design and the quantity and cost estimates of the proposed infrastructure for the
improvement and/or development of the irrigation system.
1. The project follows the planning process of the local governments to collect demand from the farmers
which is then verified by first checking the water availability and then whether the proposed scheme
overlaps with other existing irrigation systems. The verified schemes are then prioritized and ranked
using three criteria, i.e. (a) size of the command area versus canal length; (b) number of
disadvantaged groups; (c) distance to the local market/road. The detailed survey was done for the top
prioritized projects and project preparation report was prepared. This is a demand driven project that
intends to provide irrigation water to the 10 ha of cultivated land.
2. Based on the field verification report and joint walkthrough survey this project preparation report is
prepared in line with the guidelines agreed upon with SDC. This project preparation report includes
the technical aspect as well as the implementation plans.
3. The Detail Design and Bill of Quantities (BOQs) are based on the selected type designs for the
proposed interventions for which the dimensions have been fixed on the site specific requirements
and individual designs for diversion/intake and special cross drainage structures.
4. A water balance has been calculated to determine the potentially irrigable crop area and design
capacity of the canal. The water resources assessment shows that the available flow in the source is
surplus to irrigate the proposed and designed command area as per the designed cropping pattern.
5. The main irrigation water source is the Suke Khola. The survey team took flow measurement at Intake
site on 2021-05-08. The calculated discharge on the date was 102.5 l/s respectively. Assessment of
flow is made based on the measured discharge.
6. The number of beneficiary household is 17 with a total population of 105. The average landholding in
the project command area is 0.45 ha.
7. The present cropping intensity of the project area is 213 %, which is mostly rain fed and partially
irrigated. Unreliable supply of irrigation water and the lower input of the fertilizer has resulted in the
very low production (yield) of the crop.
8. "With Project" Situation the cropping intensity is expected to increase up to 273 % due to the reliable
source of water. The new cropping pattern and improved cultivation techniques will ensure the
considerable increase in the production of crops that intern will increase the gross profit of the farmers
thus reduce the poverty.
9. There exists formal Water Users association (WUA) of the project. This Water Users Association is
registered in the Palika as Sana Chimraha IP and was registered on BS .
10. As the project involves small scale irrigation development, the environmental assessment of the sub-
project is limited to Initial Environment Examination (IEE). The Initial Environment Examination
conducted by the consultant confirms that the proposed intervention will not cause a significant impact
on the environment.
11. The total cost of project is NRs 3,082,566.32 and cost per ha is NRs 308,256.63
12. Based on the results of the PPR the following can be recommended:
The project is technically, socially and environmentally viable, therefore it is recommended for the required
approval to proceed with preparation and signing of a memorandum of agreement between the Palika Support
Unit and WUA that will allow the start of the construction works.

1 GENERAL INFORMATION
1.1 Introduction
1 The Small Irrigation Program is implemented by the Government of Nepal (GoN) in collaboration
with the Government of Switzerland and is built upon the experience of implementing SIP, Phase I
The programme will cover 60 Local Governments (LGs) of mid hills in Province 1 and is
implemented by the LGs, i.e., Municipalities and Rural Municipalities. SIP-II is expected to provide
year-round irrigation to 20,000 ha in about 1,300 small-scale irrigation systems through a
community-driven process targeted to women and disadvantaged groups.
2 The expected impact of the programme is to reduce the poverty of small farmers especially from the
disadvantaged groups by increasing their agricultural income. This will be achieved through three
outcomes: (i) local Governments respond effectively to needs of small farmers for irrigated
agriculture; (ii) small farmers especially disadvantaged groups (DAGs) increase agricultural
productivity and (iii) market actors offer innovative supports and products to farmers in irrigated
schemes.
3 The main approach of the programme is to consolidate the positive results in development of
irrigation infrastructure, and further refine scheme design to condition these schemes for dry season
irrigation of high value crops, and thus create enabling conditions for the introduction of
commercialized agriculture. LGs shall actively support the introduction of improved agriculture
practices with a focus on the production of high value cash crops as well as ensuring a conducive
environment for the development of the private sector exist and facilitate the linkage between the
input and output markets with the farmers.
1.2 Project Background
4 The project has been selected on the basis of an application from the farmers for SIP assistance. A
project verification/preparation technical, social and agriculture survey by the PMISC Palika support
unit has confirmed that the project complies with the following selection criteria for assistance from
the SIP:

The project complies with all the agreed selection criteria. The project preparation report is based
on the results of a field survey conducted by the PMISC Palika Support Unit. The field survey work
comprised the following;
Focus group discussions with beneficiaries from the head, middle and tail of the command area.
Survey of the present agriculture situation. including GPS perimeter survey of the command area
and GPS aided mapping of optimal, suboptimal and rain-fed portions of the command area
A joint walk through survey by the survey team and representatives from the WUA and local
farmers. During this walk-through, suggestions given by the farmers pertain to major problems in
the system, preferred location of control structures, outlets, lining, canal crossing, and modification
of existing structures etc.

2 METHODOLOGY
5 For the un-gauged streams, the empirical MIP-2016 Method has been used for estimating the mean
flows. This method is based on regional hydrographs using spot measurements at the point of
interest.
6 For the spot measurement of flow the float method in the river at intake site has been used which
involve the velocity area method in which the stream cross-sectional area is multiplied by the
average flow velocity to obtain the flow. The resulting monthly flow data has been presented in
tabular and graphical format.
2.2 Site Investigations
7 Site investigations have been carried out to identify the problems at the diversion/intake site, and
along the canal alignment and the results of the investigations have been properly mapped which
show the relationship with the problems identified.
8 Water Users Association member and key beneficiary farmers were consulted to identify the
problems in the headwork, major drainage crossings and canal alignment.
2.3 Walkthrough Survey
9 For the preparation of the project a joint walkthrough survey was carried out with participation of
Palika Support Unit Staff, and representatives of the WUA to identify the system’s details and
problem areas. This group together with a representative number of WUA members and farmers
walked along the main canal and main branch canals and discussed problems and possible
solutions. All the problems identified during the walk-through survey have been mapped and
described using a GPS enabled mobile/tablet using SW MAPS Android Application. In addition,
georeferenced photographic evidence of the major problems has also been collected with the
mobile/tablet. During the walk through, present arrangements of water rights and water distribution
within the system have been also discussed and recorded. Areas of reported water shortage have
been geo-referenced and mapped. The results of the walk through survey are presented in annex
B
2.4 Mapping
10 Mapping of existing canal systems have been be based on the digital topographical maps that have
been obtained from the Department of Survey. These maps have been complemented with GE
satellite imagery. During the site survey the existing command area and the proposed extensions
have been mapped by means of a GPS perimeter survey. This survey was conducted together with
representatives of the WUA and key farmers who guided the team in indicating the present limits of
the command area and any required extensions of this area.
11 Problems, deficiencies, damage (canal deformation/erosion, leakage, canal breaches, weak
sections) cross-drainage, slope stability/landslides etc. have been geo-referenced and mapped with
tablet GPS. Georeferenced photographic evidence has been provided of all the problems identified
in the field.
2.5 Socio-economic and Agriculture Data Collection
12 Basic agriculture and socio-economic data of the project area have been collected through
household survey, focus group discussions and interviews with key informants.
3 PROJECT AREA
13 The project Sano Chimraha Sana Sichai is located in Khalsa Chhintang Sahidbhumi Rural
Municipality, Ward 7 of DHANKUTA. The longitude, Latitude and elevation of the command area is

87.24638o, 26.924897o and 296m respectively. Distance to nearest road head is 0.6 km and road
class is Village Road. Details of the project access are given below:
14 The meteorological data for the project area on precipitation, temperature, humidity, wind speed,
sun shine hours and ETo are given in the Table 3-2. These parameters are derived from the nearest
climatological stations as shown in Table 3-3.

15 There are no other water diversions within 200m upstream and downstream of the proposed intake.
3.4 Water Rights
16 Since there are no water abstractions in the nearby vicinity, it has been concluded that there are no
conflicts or potential conflicts, or requirements for agreements on water sharing.
3.5 Present Agricultural Situation
17 Present cropping patterns, cropping intensity, yields and varieties being grown on both irrigated and
rain-fed areas have been identified together with the present inputs of seeds and fertilizer, and
availability of agricultural inputs and market in focus group discussions with a representative group
of beneficiary farmers. In particular the effect of the present problems/constraints in the irrigation
system on the agriculture production has been assessed.
3.5.1 Present Cropping Pattern
18 The present cropping intensity of the project area is 213 %, which is mostly rain fed and partially
irrigated. Unreliable supply of irrigation water and the lower input of the fertilizer has resulted in the
very low production (yield) of the crop. The present cropping intensity and crop production is
presented in the following table.

19 The farmers of the projects are using the chemical fertilizer for major crops of paddy, wheat, maize
and potato. The farmers are found using limited amount of Urea and DAP in the crop field in the
combination with the local organic manure / FYM.
20 Presently, farmers have limited of no supply of irrigation water for crops in the cropping seasons
due to absence of irrigation infrastructure or deficiencies in the existing temporary irrigation
infrastructure.
21 In addition the farmers have limited access to appropriate seeds of good quality, chemical fertilizer
and other agro-chemicals. Other problems are associated with lack of appropriate equipment for
application of insecticides/ fungicides, and inadequate market information.
22 Access to agriculture support services, and markets for procurement or agriculture inputs and sale
of agriculture produce is given Table 3.5.

23 There are 17 beneficiary households (Appendix - F) in the project command area, among them 3
(17.65%) households belong to Brahaman, Chhetri, Thakuri and Newar, 12 (70.59%) households
are Janajati, 2 (11.76%) households are Dalits and 0 (0%) households from minority.
24 About 11 (64.71%) of the households and 88 (83.81%) of population belong to disadvantaged
groups. There are 0 women headed households. Total number of population is 105 of which are 51
women and 54 are men.
25 About 14(82.35%) percent households have food sufficiency for less than 6 months. About 64.71%
are small farmers in the command area.

4.2.2 Canals
The length of main canal is 1.69km having 0branch canals of 0km length. The condition of the canals
has been assessed during the joint walk through survey. The results of this survey which comprises
the present condition of the canals, hydraulic structures and hill slope stability where applicable, is
presented in Appendix B.

The details of the command area, which include the location and elevation, GCA, CCA, area presently
irrigated and soil type, slope drainage and the presence of water logging and/or erosion problems is
given in the following Table 4-3.
26 Diversion water requirement at the intake has been calculated by applying the following efficiencies
to the total water requirement of the crops:
28 Sano Chimraha Sana Sichai irrigation system was built in BS 50 Yeras Ago and the scheme is
managed and operated by the farmers organized in a User Group. There exists formal Water Users
association (WUA) of the project. This Water Users Association is registered in the Palika as Sana
Chimraha IP and was registered on BS .

5 PROPOSED PROJECT
30 The immediate objective of the project is to increase agriculture productivity through improvements
in the irrigation system, enhancing capacity of the WUA and improving agriculture production
methods.
31 The other objectives of developing the scheme are;
32 "With Project" Situation the cropping intensity is expected to increase up to 273 % due to the reliable
source of water. The new cropping pattern and improved cultivation techniques will ensure the
considerable increase in the production of crops that in turn will increase the gross profit of the
farmers thus reduce the poverty.
33 The crop water requirements of various crops grown in the command area of the project have been
calculated on the basis of evapo-transpiration, crop coefficients, and effective rainfall of the area.
The proposed cropping pattern for the sub-project has been shown in Table 5.1. The total crop
water requirement for the proposed crops in different months of the year is presented in Appendix
D.

34 Based on the application efficiency and conveyance efficiency of the canal system, the diversion
requirement at the headwork and water balance is presented in Appendix D along with the detailed
calculations of crop water requirement for various crops grown in the command area; irrigation water
requirement and water balance in the source river.

36 The proposed improvements of the canals and hydraulic structures has been listed in the results of
the walk-through surveys present in Appendix B. The summary of proposed canal improvements
and new canal structures is given below in Table 5-3. The designs of canal lining and proposed

37 The WUA will be responsible for the Operation and maintenance of the irrigation system.
Construction works will be accompanied by a capacity building programme for water management,
operation and maintenance of the irrigation system so as to maximize the effectiveness of the
investment.
38 Following rehabilitation and upgrading, it is proposed that the delivery of irrigation supplies within
the scheme incorporate aspects of continuous flow, on/off operation and proportional division
through the canal system to provide improved water management.
39 Manually operated adjustable regulators and gates will control the intake into the main canal and
the off-take to branch canals. Flow to field channels will be controlled by on/off gates. Distribution
to the fields will be managed by the farmers using a rotation system to be developed by them with
advice from the Palika support unit. Supply to the blocks will be on a continuous basis during
scheduled pre-watering and irrigation periods to minimize wastage.
This operation procedure can be described as follows:
Manually operated regulators will be used to control flow in the main canal and at the entrance to
branch canals.
Flow to field channel will be controlled by on/off gates.
Collection of water fees will be improved so that the WUAs can meet the O&M costs for
sustainable system operation,
Active involvement of the beneficiaries in O&M will be promoted through WUA,
Operation of the field channels in accordance with a rotation system developed by the
beneficiaries will be promoted to allow farmers to manage flow to their fields.
Maintenance of the scheme infrastructure will be conducted according, to the schedules prepared
in the Plan of O&M. In addition to routine and periodic maintenance, provision will also be made for

40 The following paragraphs detail the proposed cropping pattern based on the season water
availability and the preferences of the beneficiary farmers. The implementation of this cropping
pattern will be supported through linkage with the Agriculture Development Service of the Palika.
41 Considering the water availability in the source and the water balance calculation. The irrigated
cropping pattern in Table 5.1 has been designed with the water balance calculation based on the
mean source flow.
5.5 Institutional Support
42 During Project implementation the PMISC support units will assist the WUA in strengthening their
organizational and administrative capabilities. In particular, the support units shall facilitate the WUA
registration, formation of WUA subcommittees on project Monitoring, O&M and Agriculture & Social
Development and their mobilization. Likewise, together with CO the Palika support unit will mobilize
the WUA/farmers for their contribution work, assist project construction management and monitoring

subcommittee during the supervision of civil works, facilitate the selection of lead farmers from each

5.6 Environmental Assessment
43 Under an Initial Environmental Examination (IEE) the screening of potential impacts has been
carried out. The proposed interventions will not have significant adverse impact. There could be
some impact on the local environment and community due to the construction related activities such
as haphazard dumping of the construction wastes and construction materials, use of the local
construction materials, health and safety concerns of the construction labour. Since the construction
scale is small, the impacts from these activities have not been considered significant. The IEE
checklist is presented in Appendix H.

45 The implementation schedule for all the works to be undertaken under the project is presented in
Figure 5.1.
Signing of a Memorandum of Agreement (MoA) with the WUA for the construction of the project.
The MoA will include details of the payable works, the agreed contribution by the WUA, and the
participation of women and DAGs in the management of the scheme as per the requirements
of the SIP.
Construction of all structural works will be undertaken by the WUA. The payable works will be
awarded to the WUA under community contracting arrangements.
Simple earthwork for reshaping of major and branch canals will be undertaken by the WUA
under their agreed contribution component.
47 Parallel to the construction of civil works training activities for strengthening the Water User
Association in management and administration of the irrigation system will be carried out by the
Palika support units under the guidance of the PMISC central level specialists. The training will
include administration and accounting, water management, operation and maintenance of the
system. Fundamental to the success of the venture is an understanding of the concepts of change
in operation and management with a special focus on water distribution. These capacity building
activities will be timed to allow a smooth transition to these improved operational procedures once
the rehabilitation is completed. The Palika support units will assist the WUA with system O&M during
the first year after completion of the works.
