1 CONSTRUCTION MANAGEMENT PROCEDURES


This Management Plan is provided in order to illustrate the operational approach and procedures proposed for the
works, ensuring that they are to be carried out in a safe, controlled and documented manner such that the site
remains fully compliant with relevant Health, Safety and Environmental Legislation at all times while not
compromising quality standards and workmanship. Trust Construction & Engineering will ensure that the Specialist
Contractor and any Sub-Contractors employed at the Site will adhere to the requirements of this document at all
times.

2 SCOPE OF WORK
The main works of the project entails the construction of 65no. houses as part of the 212no. housing units to be
constructed at Kazungula for Botswana Housing Corporation. The houses will be divided into 6 types and each type
will contain the following number of units:

 Type 58 = 30no. units


 Type 67 = 17no. units
 Type 75 = 5no. units
 Type 82 = 4no. units
 Type 98 = 4no. units
 Type 110 = 5no. unit

1. Type 58 housing unit will be a 2 bedroomed house with fitted bedrooms, a shared toilet and bathroom, a
lobby, lounge, fitted kitchen and a veranda.
2. Type 67 housing unit will be a 3 bedroomed house with 2 fitted bedrooms and 1 bedroom not fitted, a
shared toilet and bathroom, a passage, living room, fitted kitchen and a veranda.
3. Type 75 housing unit will be a 3 bedroomed house with built-in wardrobes, a shared toilet and bathroom, a
passage, living room, fitted kitchen and a veranda. The unit will also have a carport for 1 light duty vehicle.
4. Type 82 housing unit will be a 3 bedroomed house with built-in wardrobes, a shared toilet and bathroom, a
passage, living room, fitted kitchen and a veranda. The unit will also have a carport for 1 light duty vehicle.
5. Type 98 housing unit will be a 3 bedroomed house with built-in wardrobes, an en-suite in the master
bedroom, a shared toilet and bathroom, a passage, living room, dining room, fitted kitchen and a veranda.
The unit will also have a carport for 1 light duty vehicle, a servant’s quarters complete with a bathroom fitted
with shower and w/c suite, and a kitchen.
6. Type 110 housing unit will be a 3 bedroomed house with built-in wardrobes, an en-suite in the master
bedroom, a shared toilet and bathroom, a passage, living room, dining room, fitted kitchen and a veranda.
The unit will also have a garage for 1 light duty vehicle, a servant’s quarters complete with a bathroom fitted
with shower and w/c suite, and a kitchen.

The project will also include electrical installations to the buildings, and connections to BPC electrical lines.

The following table describes the project scope in greater detail.

6. Pre-stressed steel door frames and steel windows, and precast concrete lintels over
openings in brickwork
7. 0.6mm thick IBR “chromadek” roof covering fixed to timber roofing trusses (double
pitch roof)
8. Finishes:
 Insulation laid on top of purlins
 Fascia and barge boards to eaves, verges, etc.
 Timber doors, timber skirting
 Nailed up ceilings with cornices
 Cement/sand screed on floors
 Cement/sand plaster on brick walls
 Ceramic tiles on walls and floors

3 PROPOSED PERSONNEL PLAN


The main objectives of providing the proposed personnel plan is to assure the client that the works shall be executed
efficiently and effectively following the standards and specifications provided in the contract documents, and assure
the client that all the results will be verified for quality compliance.

In order to achieve project objectives, the project team has been selected to ensure that each key individual
responsible for an activity has the necessary background, qualification and experience to perform their duties in
accordance with the laid down project requirements, works descriptions and procedures. Below is a brief outline of
responsibilities of each key individual staff deployed required for the proper execution of the proposed project
works (more information could be sourced from the Curriculum Vitae attached).

3.1 ORGANISATIONAL STRUCTURE


The project organisational structure allocates all Trust Construction & Engineering (TCE) site personnel designated
work roles and responsibilities and helps TCE project management to coordinate and control activities. The
organisational structure shows the hierarchy of TCE site personnel and how information flows throughout the
construction site among TCE site personnel.

3.1.1 ROLES OF ON-SITE KEY STAFF


3.1.1.1 PROJECT MANAGER
Name: HAI XU
Qualifications: B.Sc. Construction Management Engineering, with valid ERB practicing license (Professional)
Experience: 30 years
Role: The Project Manager oversees and allocates resources for the construction project. He shall
oversee all aspects of the construction process, working closely with Project Site Agent,
Project Quantity Surveyor and the Engineer to develop construction plans, establish work
programmes, and determine labour, equipment and material costs. The Project Manager is
also responsible for ensuring the project is completed on budget and within scope.
Responsibilities: • Preparation of the project schedule.
• Review the project plans and specifications and comment on the building design,
scheduling, possible cost savings measures and potential construction problems.
• Assist estimator in preparation of project budget
• Prepare the general conditions budget.
• Assist in assembling the job site office and equipment requirements.
• Have confidence in own ability to intelligently communicate with design team/client
as well as effectively lead the trades.
• Expedite all shop drawings and approvals
• Monitor and maintain the project construction schedule on a weekly basis.
• Raise and discuss relevant issues at the job site meetings. Prepare & issue minutes of
all site meetings
• Inform the Consultant/Client of any errors, discrepancies or omissions contained
within the Consultant’s design drawings.
• Expedite all variations & costs. Maintain current variation logs.
• Monitor site safety and ensure that the requirements of the Occupational Health and
Safety Act are enforced.
• Ensure completion of and track all independent testing and inspections as required.
• Issue monthly progress draws and invoicing to consultant and client including final
holdbacks.
• Maintain and enforce good construction standards and quality control.
• Maintain control and responsibility for the security and operation of equipment on
the job site in conjunction with site staff.
• Control and monitor labour, material and equipment expenses.

• Prepare monthly cost forecasting summaries.


• Ensure that “as built” drawings are prepared on an ongoing basis by all trades during
the construction period and issue final close outs to consultant/owner accordingly.
• Ensure all required municipal inspections are performed.
• Prepare and expedite project deficiency lists.

3.1.1.2 QUANTITY SURVEYOR


Name: EVANS MOJE
Qualifications: BSc. Quantity Surveying, with valid QSRC practicing certificate (Professional)
Experience: 25 years
Role: The Quantity Surveyor is responsible for managing all project costs and contractual dealings
with sub-contractors, suppliers, equipment owners, etc. He ensures that the project is
executed within the estimated budget. The Quantity Surveyor also keeps track of materials
and ordering more when required. He documents any changes in design and updating
budgets. He also establishes and maintains professional relationships with external and
internal stakeholders.
Responsibilities:  Maintain an up-to-date measurement of the value of work done
 Produce monthly valuations/claims
 Validate, agree and signoff on final accounts with clients and Sub-contractors
 Measure extra’s and Variation Orders
 Prepare and update final measurement on monthly bases.
 Manage monthly payments according to due date
 Oversee cash expenditure in respect of the contract
 Appropriately manage the budget including ensuring that an accurate and up to date
cash flow forecasting is maintained
 Claim interest on late payments
 Continuous, accurate cost information, analysis and cost influences are reported on
 Cost reports to be based on sound correct information and data to ensure continuous
pro-active action and effective management of the process
 Review data to determine material and labour requirements and prepare an itemized
list
 Call for tenders and/or quotations and assist buying department
 Prepare estimates for selecting sub-contractors and determine cost effectiveness
 Guide, lead and direct subordinate staff so that they are able to achieve the objectives
set for them
 Monitor and manage performance of subordinate staff in compliance with the
Performance Management policy and processes
 Coach, mentor and develop staff as appropriate to improve performance
 Practise sound labour relations within the approved conditions of service regarding
staff
 Ensure compliance of subordinate staff to company policies, procedures, and
practices
 Maintain a critical mass of staff ensuring effective staff retention in respect of
subordinate staff
 Establish a positive work context for subordinate staff

3.1.1.3 SITE AGENT

Role: The Site Agent will be responsible for the management of the construction site in order to
achieve required project delivery to the Employer’s objectives, while maintaining standards of
health and safety, quality, environmental impact and cost control. He is also responsible for
delivery of the construction project to the specified quality, the required programme and to
the maximum commercial performance. The Site Agent shall work closely with the Quantity
Surveyor, and General Foreman to ensure that project is completed in a safe manner whilst
contract requirements and expectations are always maintained or exceeded
Responsibilities:  Responsible for overseeing all construction activities, ensuring that all works are well
planned, and construction materials procured and delivered on time.
 Responsible for working collaboratively with all sub-contractors to ensure that
construction works are carried out in strict adherence to project specifications, time
and budget expectations.
 Responsible for analysing and interpreting detailed design submissions related to
civil / structural works and provide technical guidance.
 Develop and review method statements, drawings, methods of construction against
specifications and provide technical advice.
 Carry out routine construction supervision.
 Monitor construction safety, environmental and health performance during
construction works
 Attend site meetings and keep site records

3.1.1.4 HSE OFFICER


Name: NAMETSO TUBEGO
Qualifications: Diploma in Occupational Health & Safety
Experience: 8 years
Role: The HSE Officer shall be responsible for the conducting daily environmental, health and safety
audits to ensure implementation of safe work construction procedures in accordance with the
OHSE risk assessment report he has prepared. Working closely with the Site Agent and
General Foreman he shall also be responsible for the training of site personnel of OHSE
principles to ensure minimum possibility of accidents/incidents in the construction site.
Responsibilities:  Prepare and/or update health, safety and environmental management plans, review
them on a regular basis and keep them up to date at all times.
 Advise and instruct project staff, contractors, consultants and other stakeholders on
various safety, health and environmental related matters related to project
implementation.
 Support the Project Manager in raising awareness on health and safety issues among
project staff, consultants, contractors and other stakeholders, working closely with
the QA/QC Section.
 Conduct risk assessment and enforce preventative measures on HSE.
 Initiate, organize and conduct HSE training for project team, contractors, consultants
and other stakeholders.
 Inspect work sites and the work of personnel on a regular basis to identify issues or
non-conformity, and enforce necessary actions where unsafe acts or processes that
seem dangerous or unhealthy are detected.
 Oversee installations, maintenance and disposal of substances, plant and equipment
etc. to ensure they are done in conformity with applicable laws and industry best
practice.
 Record and investigate incidents (including near misses) to determine the cause and
to propose improvements to processes in the future.
 Prepare reports on incidents (including near misses) and compile statistical
information to present to upper management on HSE matters.

 Ensure a safe workplace environment is maintained at all times without risk to health
and safety of everyone including workers, other stakeholders and general public.
 Ensure that all Health & Safety policies, procedures, rules and regulations are adhered
to and are regularly reviewed, updated and communicated.
 Ensure the contractor meets its statutory obligations in all areas pertaining to health,
safety and welfare at work, including statutory training and reporting.
 Ensure that safety inspections, risk assessments, working procedures are managed,
and contractors and employees are aware of their responsibilities in relation to health
and safety issues.
 Co-ordinate the development of HSE policies, systems, procedures and guidelines.
 Ensure full and accurate health and safety training records are documented.
 Establish a full programme of documented HSE inspections, audits and checks.
 Establish and conduct a structured programme of health & safety training (including a
well-developed induction program) for project staff, contractors, consultants and
other stakeholders.
 Establish an HSE Committee, manage and devise the agenda for, chair and formulate
& distribute minutes for the Health & Safety Committee meetings.
 Keep up to date with all aspects of relevant health, safety & welfare at work
legislation and communicate relevant changes to the stakeholders.
 Provide regular reports to the Project Manager on relevant health and safety
activities.
 Participate in regular site meetings to report on relevant health & safety matters and

3.1.1.5 GENERAL FOREMAN

Role: The General Foreman is responsible for scheduling, co-ordinating and supervising the work of
all site operatives, ensuring that all work is delivered safely on time and within budget along
with managing equipment and materials required. This involves ensuring all Company and
legal regulations are implemented, that all required documentation is completed as necessary
and recording daily work on site.
Responsibilities:  Scheduling, co-ordinating and supervising the work of all site operatives

Role: The purpose of this role is to provide site engineering duties for the project. The SE will
establish the level and survey control for contracts and set out detailed works as per the
contract drawings, ensuring that checks are made on a regular basis.

 Control all non-conformance reports and undertake remedial action

5.2 FUNCTIONS OF MANAGEMENT OFFICE


Trust Construction & Engineering shall provide a project management office (PMO) that will be responsible for the
coordination of the construction project and support the site management team. This shall provide a centralized
point of control for all project-related activities. TCE’s PMO plays a high-level and important role in ensuring that the
project is completed on time and within budget through providing strong oversight and support to ensure that the
project is successful and that TCE organizational goals are met.

The PMO will support the project manager in a variety of ways which may include, but are not limited to:

 Managing shared resources across all projects;


 Identifying and developing project management processes, methodology, best practices, and standards;
 Coaching, mentoring, training, and oversight;
 Monitoring compliance with project management standards, policies, procedures, and templates by means
of project audits;
 Developing and managing project policies, procedures, templates, and other shared documentation
(organizational process assets); and;
 Coordinating communication among individuals and management teams, across projects.

7 STATEMENT OF COMMITMENT TO TRAIN AND DEVELOP EMPLOYEES


Trust Construction & Engineering (TCE) recognizes the value of a well trained work force and the need for a well
planned and executed employee development program. TCE agrees that training efforts on the JBCC Form of
Contract are to be aimed at improving job performance, providing for career development opportunities, and
meeting the needs created by evolving technologies, changes in mission requirements or positions, and any special
work-related needs of the Employees.

8 ALLOCATION OF RESOURCES: COMPLIANCE TO STATUTORY PROVISIONS


FOR HEALTH AND SAFETY ON SITE

8.1 PROVISION OF DESIGNATE OCCUPATIONAL HEALTH AND SAFETY (SHE) OFFICER


Prior to commencement of works on site, TCE shall designate a SHE Officer having the necessary aptitude,
capabilities, competence and training to undertake all occupational health and safety measures are required on site
for the prevention and control of occupational risks.

SEE ATTACHED: curriculum vitae of our proposed SHE Officer is attached in the returnable documents of the bid
submission.

The SHE Officer shall ensure and carry out a suitable, sufficient and systematic assessment of all the occupational
health and safety hazards which may be present on site and the resultant risks involved concerning all aspects of the
work activity. As part of the assessments the SHE Officer shall consider the risks to the health and safety of workers
to which they are exposed whilst at work, as well as the risks to the health and safety of other persons, including
visitors to the construction site.

8.2 COVID-19 POLICY


8.2.1 SCOPE
This policy applies to all employees of Trust Construction & Engineering, its subcontractors and anyone that may be
affected by the company’s activities. The policy covers the health and safety measures put in place by Trust
Construction & Engineering to identify and mitigate situations in the workplace which may introduce, expose or
spread COVID-19. Because the future of the COVID-19 pandemic is uncertain and circumstances change frequently,
we will continue to update this program to follow construction industry best practices to prevent infection and
protect the employees.
8.2.2 OBJECTIVES
 To make sure that all employees are aware of the risks associated with COVID-19
 To reduce chances of employees getting infected by the virus
 To ensure that the exposure of the covid19 is prevented or adequately controlled as far as reasonably
practical
 To ensure all staff understand their role, responsibilities and actions required to comply with this policy
8.2.3 TEMPERATURE SCREENING
Temperature screening will be compulsory for everyone who enters the site office, including employees and visitors.
The temperature screenings will also be conducted for every entry onsite and recorded daily. Temperature reading
above 37.4 will be treated a suspect cases and immediate isolation will be done and District Health Management
Team notified to attend in order to do further verification of these cases.

8.2.4 REGISTRATION
As one of the COVID-19 requirements for record keeping, all employees and visitors accessing the site office must
register their details with the front desk personnel. The register shall be submitted to the office of the Director of
Health on a daily basis for ease of contact tracing should there be a case.
8.2.4.1 WORKERS HYGIENE
Good hygiene and infection control practices will be followed according to Ministry of Health guidelines. Employees
are required to wash hands frequently with soap and water for at least 20 seconds or use hand sanitizer when soap
and water are not available. Every site will be supplied with soap, sanitizer, disinfectant and running water. Workers
should follow handwashing practices:
 Upon arriving at the workplace and before going home at the end of the day
 Before and after eating
 Between tasks
 After using the toilet
8.2.5 WORKPLACE DISINFECTION
There will be frequent cleaning and disinfection of high-touch surfaces, including but not limited to toilets,
machinery, tools, PPE, handles, touch screens, doors, door knobs, laptops and furniture. Botswana Bureau of
Standards (BOBS) approved cleaning disinfectants will be used. Regular cleaning and disinfecting of all common and
meeting areas will occur at least once and preferably twice a day.
The COVID-19 Compliance Officers will ensure there is a schedule for cleaning. In addition, workers must clean and
disinfect all machines, tools or vehicles before use. All employees performing sanitation and disinfecting will:
 Wear PPE. a facemask or covering will be worn to cover mouth and nose
 disposable gloves and discard gloves after each cleaning
 Clean dirty surfaces using a detergent or soap and water prior to disinfection.
8.2.6 SOCIAL DISTANCING
Employees should maintain a 1-2-meter social distance at the workplace, whether indoors or outdoors. A maximum
of 10 people will be allowed per meeting.
8.2.7 TRAINING
All employees will receive training regarding this policy and exposure control by the District Health Management
Team. This training will include the signs and symptoms of COVID-19, how to prevent exposure and transmission of
COVID-19. Critical temperature reading above 37.4 degrees Celsius will require isolation and further monitoring by
District Health Management Team.

8.3 HIV AND AIDS POLICY


The purpose of this policy is to ensure a consistent and equitable approach to the prevention of HIV/AIDS among
employees and their families, and to the management of the consequences of HIV/AIDS, including the care and
support of employees living with HIV/AIDS. The policy has been developed and will be implemented in consultation
with employees at all levels.
8.3.1 SCOPE
The scope of this policy is to emphasise that Trust Construction & Engineering does not discriminate or tolerate
discrimination against employees or job applicants on any grounds. We are committed to informing our employees
and anyone working under the company on HIV and AIDS issues. The company considers the fact that employees
with HIV may live full and active lives for a number of years. The Company's commitment to maintaining a safe and
healthy work environment for all employees is based on the recognition that HIV is not transmitted by casual
contact.

8.3.2 RIGHTS OF EMPLOYEES WHO ARE HIV-POSITIVE
1) HIV-positive employees will be protected against discrimination, victimization or harassment. Normal
company disciplinary and grievance procedures shall apply equally to all employees, as will the provision of
information and education about HIV and AIDS.
2) No employee should suffer adverse consequences, whether dismissal or denial of appropriate alternative
employment opportunities, merely on the basis of HIV infection.
3) Trust Construction & Engineering rejects HIV testing as a prerequisite for recruitment, access to training or
promotion. However, the company promotes and facilitates access to voluntary confidential testing with
counselling (VCT) for all employees.
4) The Company recognizes the sensitive issues that surround HIV/AIDS and undertakes to handle matters in a
discreet and private manner. Where an employee with HIV has revealed his or her status to management,
the Company will keep the identity of such person confidential.
8.3.3 AWARENESS AND EDUCATION PROGRAMMES
Appropriate awareness and education programs will be conducted to inform employees about AIDS and HIV which
will enable them to protect themselves and others against infection by HIV.
The company recognizes the importance of involving employees and their representatives in the planning and
implementation of awareness, education and counselling programs, especially as peer educators and counsellors.
Education and awareness program focusing on transmission and prevention of infection will be provided to
employees through the company Safety Health and Environment team or through local clinics and other external
bodies.
8.3.4 THE PROMOTION OF EMPLOYEES' WELL-BEING
1) The Company will treat employees who are infected or affected by HIV/AIDS with empathy and care. The
Company will provide all reasonable assistance which may include counselling, time off, sick leave and
information regarding the virus and its effect.
2) It is the policy of the Company to respond to the changing health status of employees by making reasonable
accommodation in the workplace for those infected with HIV. Employees may continue to work as long as
they are able to perform their duties safely and in accordance with accepted performance standards. If an
employee with AIDS is unable to perform his or her tasks adequately, the manager or supervisor must
resolve the problem according to the company's normal procedure on poor performance/ ill health.
3) Employees living with HIV/AIDS will be treated no less favourably than staff with any other serious
illness/condition in terms of statutory and company benefits, workplace compensation, where appropriate,
and other available services.
4) Trust Construction & Engineering will help employees living with HIV/AIDS to find appropriate medical
services in the community, as well as counselling services, professional support and self-help groups if
required. Reasonable time off will be given for counselling and treatment.
