3.1.6 Combustible material around the work area shall be removed. This
includes combustible material below an elevated welding or cutting
work area.
3.1.7 Gas cylinder valves shall be kept closed when unattended
3.1.8 Fire extinguishers shall be available at site.
3.1.9 A qualified fire watch shall be assigned to any cutting, welding, or
burning operation. The fire watch shall remain in the work area
during these activities and for no less than 30 minutes after the hot
work has finished.
3.1.10 Welding shall not be allowed in oxygen-enriched environments
(i.e., an oxygen concentration greater than 23.5%).
3.1.11 The surface to be welded shall be cleaned and all hydrocarbons
removed before commencing work.
3.1.12 Before welding a surface covered with a coating whose
flammability is not known, a test shall be performed to determine
its flammability. When coatings are determined to be flammable,
they shall be stripped from the area where work will occur to
prevent ignition.
3.1.13 Welding equipment shall be turned off and compressed gas
cylinder valves closed when not in use.
3.1.14 Gas cylinders shall not be placed adjacent to the actual welding
operations so that sparks, slag, or flame could reach them. If
necessary, fire resistant shields shall be used.
3.1.15 Gas cylinders shall not be “cracked” near welding or cutting
operations, hot surfaces, or other sources of ignition.
3.1.16 Ground returns shall not be connected to piping containing
flammable gases or liquids or conduits containing electrical
circuits.
3.1.17 Flame resistant clothing (FRC) shall be worn.
3.1.18 Water shall be sprayed all over the area.
3.2 Welding machine / 3.2.1 Equipment shall be inspected before use. CAT Engineer /
Generator failure 3.2.2 Preventive maintenance shall be followed. Supervisor /
3.2.3 Drip tray shall be provided to contain oil in case leak is present. Foreman /

3.3 Gas cylinder getting 3.3.1 Equipment with defects or damage (e.g., cracked hoses, cylinders CAT Engineer /
damaged with dents or broken regulator gauges) shall be immediately taken Supervisor /
out of service for repair or removed from the job site and replaced. Foreman /
3.3.2 Suitable cylinder hand trucks (bottle carts), chains and other Mechanical crew /
steadying devices shall be used to keep cylinders upright and from HSE Officer / WPR
being knocked over.

4.4 H2S (opening of 4.4.1 Gas test shall be conducted and monitored using a calibrated gas CAT Engineer /
existing blowdown) detector (e.g. MX4). Supervisor /
4.4.2 Personal H2S detector (e.g. T40) shall be provided for the Foreman / Operator
workers. / Mechanical crew /
4.4.3 Self-contained breathing apparatus shall be available. HSE Officer / WPR
4.4.4 Wind direction shall be monitored. Workers shall be positioned
upwind from the H2S source.
4.5 Fire from combustible 4.5.1 LEL shall be monitored using a calibrated gas detector (e.g. MX4). CAT Engineer /

4.6.4 Supplies of cool drinking water shall be made available for workers. HSE Officer / WPR
4.6.5 Display educational information related to heat stress conditions,
illness/symptoms and preventive measures on bulletin boards and
break/recovery areas.
4.6.6 Provide drinking water stations (e.g., coolers with chilled or ice
water) for workers and remind them to drink plenty of water even if
not thirsty.
4.6.7 Monitor the heat-related health condition of employees, as well as
the effectiveness of any engineering/administrative controls and
personal protective equipment (PPE) being used.
4.6.8 Recognize early signs and symptoms of heat-related illness and
take appropriate action to prevent serious heat illness
