Declaration of PROBABLE CAUSE by Ulysses T. Ware, (the “Affiant”), for SEARCH

WARRANTS and ARREST WARRANTS re: (A) PROBABLE CAUSE to search the
Chambers of Judges (SDNY) Edgardo Ramos, Amalya L. Kearse, Robert D. Sack,
Laura Taylor-Swain, and Debra Ann Livingston, (B) the U.S. District Court (SDNY)
Records Department, (C) and the Office of the U.S. Probation Office (SDNY), for
stolen, removed, suppressed, and/or concealed Judicial Public Records Associated
with the alleged September 2006 Rule 11 Proceedings of a Person Purported to be
Jeremy Jones; and (B) Probable Cause to Arrest Merrick B. Garland, Lisa Monaco,
Vanita Gupta, Edgardo Ramos, Andre Damian Williams, Daniel Gitner, Margaret M.
Garnett, Ruby Krajick, and John M. McEnany, (the “DOJ Prosecutors”) for violations
of 18 USC 2, 241, 242, 371, 1519, and 2071 regarding stolen judicial public records
associated with the alleged September 2006 Rule 11 perjury contracts and other
judicial public records of a person who purported to be the United States “principal
witness” in U.S. v. Ware, 05cr1115 (SDNY), “Jeremy Jones;” and (D) the willful and
intentional theft, removal, suppression, and concealment of Brady actual innocent
exculpatory and impeachment evidence in the actual and/or constructive
possession of the DOJ Prosecutors or Federal Judges; and (II) the immediate
ARREST of Edgardo Ramos, Andre Damian Williams, Jr., Merrick B. Garland, Lisa
Monaco, Vanita Gupta, Laura Taylor-Swain, Debra Ann Livingston, Robert D. Sack,
Amalya L. Kearse, Wendy L. Hagenau, M. Regina Thomas, Daniel Gitner, Margaret
M. Garnett, and Ruby Krajick.

The Affiant, Ulysses T. Ware, hereby this 15th day of December 2022, has filed in the

United States District Court for the Southern District of New York in Ware v. United States,

Merrick B. Garland, Edgardo Ramos, and Laura Taylor-Swain, 22cv3409 (SDNY), 28 USC

2241(c)(3) actual innocent habeas corpus petition, (the “2241 Petition”), this Declaration of

Probable Cause to issue Search Warrants and Arrest Warrants for the Individual named herein—

for the knowingly and willful violations of federal law, to wit, 18 USC 2, 241, 242, 371, 1519, and

2071, (the “Federal Laws”), with respect to

I. Stolen Judicial Public Records, and

II. Suppressed, concealed, and removed Brady actual innocent exculpatory and

impeachment evidence currently in the actual and/or constructive possession of the

Racketeers named herein the Declaration of Probable Cause.
