BUREAU OF FIRE PROTECTION NATIONAL HEADQUARTERS GUIDE for FIRE SAFETY AND PREVENTION SEMINAR Requirements of Different Types of Occupancy FIRE SAFETY ENFORCEMENT DIV PREFACE The complexity of the sweeping changes in the society and rumbling shifts in the modern world has posed greater, bigger challenges to the agency, especially in the enforcement of fire safety standards. Fire incident will continue to happen if the agency failed to unearth the real cause and culprit behind the recurring problem. As one of the priority programs of the Fire Safety Enforcement Division under the Directorate for Fire Safety and Enforcement, this training handbook will not dwell merely about technicalities, legalities, certificates, notices, fees, issuances and the likes, as those are already provided under the Fire Code and those are what have been used already by the agency to prevent the occurence fire. However, no matter how strict the laws may be, or the bulk of submitted reports by the field office relative to their performance, the problem is still there. It has not been cured. Same establishments, same violations, are being committed each year. It is quite surprising that after almost eight long years of the implementation of the Fire Code, they should have been ordered closed if not have stopped their operations. But they are still there. It is still recurring. Does this mean that we need to have a new level of thinking- a concept based on the principles that accurately describe the territory of human being and inter-acting to solve these deep concerns?Or we need to go back to our drawing boards and start anew with even greater passion and vissible change. Through the use of this training handbook, all fire safety enforcers in the field will be totally guided on how to properly educate themselves, their peers, sub-ordinates and their stakeholders. ‘The significant problems we face cannot be solved at the same level of thinking we were at when we created them”. MESSAGE “SS FIRE CHIEF, BFP ublic safety is our highest obligation to the people as members of the Bureau of Fire Protection. As the sole agency legally mandated to enforce the Fire Code, we are also the sole authority responsible for the prevention of destructive fires on all buildings and establishments. Not only because the law says so, but because public welfare requires us to do so. The question is, how much of an impact do our inspection create? And are we effective in doing so? The BFP is consistent and determined as it gears towards the promotion of an efficient and reliable fire safety measures. As fire safety practitioners, part of our mission is our commitment to prevent destructive fires which can be achieved if proper fire safety inspection and prevention will be observed. Guided by the tenets of the agency's Quality Policy and Quality Objectives, this training manual aims to provide the standards in fire safety and prevention. Through the use of this reference guide on fire safety and prevention, all fire safety enforcers in the field will be given a holistic understanding of the proper and necessary topics and information to be shared, tasks to be accomplished and character-based idealisms and principle-centered approaches that could reach even the smallest unit of the society. As the Chief of the Bureau of Fire Protection, | would like to congratulate all the BFP officers and personnel behind the conceptualization of this training manual. While | do believe that digitally-inspired reading materials are the most common, easily accessible and provide utmost convenience should one wishes to acquire data and information, printed materials or the traditional method of acquiring knowledge through textbooks and hard copies remain an effective medium to acquire better understanding and wisdom of a particular topic or issue. This is indeed another great milestone for the agency, worthy of acknowledgement and appreciation. Congratulations! MESSAGE DEPUTY CHIEF FOR ADMINISTRATION Site believed that our effectiveness is based on the fundamental idea that there are principles governingit, natural laws that are just as real, just as unchanging and unarguably there and cannot be broken. In ensuring fire safety, we should remember our goals for conducting inspections in the first place. We are not trying to catch people doing wrong; or to instill fear and authority in the eyes and heart of the community. Our goal is to reduce the risks and ultimately, the losses that would result from non-compliance and change the attitude of the offenders, from being reactive to a proactive person. Even if the Code was strictly enforced, and the requirements are fully satisfied by the owners/administrators, risk and hazard are still, oe there. Code compliance only exist, if the people use “Remember, it is not them and understand them. enough that we know, Applying the overriding context of this natural we must understand” laws in fire safety enforcement, it would appear that it is the missing link in our understanding of the purpose and outcome of our work as law enforcers. We measure our work effectiveness in conducting fire safety inspection and building plan evaluation based on the amount of the revenues we have generated year in and year out, defeating the real meaning of our callings. What we were able fo attain is a “subjective reality” that has no lasting effect to the community. The crafting of this training handbook is very timely as it will not only open an opportunity to officers and personnel in the field to fully understand the nature of their mandates; what to do; what to implement and what to teach to their peers, subordinates and the community in general. Constant trainings, schoolings and religiously applying everything we leamed is indeed a major vehicle towards the achievement of our purpose.Remember, it not enough that we know, we must understand. Even if a building is provided with alarm systems and fire safety devices, but when during fire emergency, the people's tendency is to leave the way they came, which leads to panic, and the common exit is quickly overwhelmed, death will be inevitable. As fire safety enforcers, our duty is not only to inspect, issue notices, and accept payments, we must educate them and let them understand by heart the importance of what we are doing. Itis not the quantity of our inspections made or the amount of revenue we have generated, it is the quality of our work that matters. “A fire safety who notes ttle, but educates business owners about the hazards and its importance, leaves more lasting effect and reverberating impact”. MESSAGE DIRECTOR FOR FIRE SAFETY AND ENFORCEMENT A s the Director for Fire Safety and Enforcement, it is with distinct pride and honour that it is during my stint, this noteworthy accomplishment took place- the reference guide on fire safety and prevention. | know for a fact that it was never an easy task. One should have deep commitment and burning passion to be able to realize this particular undertaking, which fortunately, the Fire Safety Enforcement Division under the abled leadership of Engr. Ariel T. Miranda have. May this reference guide truly served its purpose. Use it, especially nowadays that most fire safety inspectors and enforcers are often seen merely as “firefighters”. Yes, firefighters are everybody's friend, that is, until he issues written notices or Citations, which incites negative feelings towards the friendly firefighters and that negative connotations to a single fire safety inspectors can encompass the whole organization. The community sees us, as thugs, corrupt, abusive, and the likes, which causes serious effects on the integrity and image of the agency. This possibly happens because of the lack of “creative cooperation” between the enforcers and the public, which is actually the core concept of this project. However, ican only be achieved through constant trainings armed with a principle-centered and character-based training manuals or reference materials that distinguish principle over practice, by which we treat practice as specific activity or action that works in one circumstance but might not necessarily work in the other. This doctrine if being applied in the enforcement of the Code. law enforcers must always bear in mind the doctrine of individualism. And that the techniques or approach he applied while conducting inspection to a particular establishment may not be appropriate to the other. Each type of occupancy requires different approaches and requirements and indeed level of expertise. Each owner/ administrator has varied attitude and acceptance of the laws we are enforcing. While others maybe are already aware, consider that most businessmen, especially neophytes do not know the rules we are implementing, Now that we have this reference guide, what we just need to do is to read, understand and apply what it teaches us. Remember, "Wisdom requires knowledge and experience” and knowledge can be best achieved through trainings. Good luck and May this hard work serves as an inspiration to one and alll! SUPT (DSC) BFP Director for Fire Safety and Enforcement MESSAGE CHIEF, FIRE SAFETY ENFORCEMENT DIVISION » ‘awe? yet fire incident isstillin its alarming stage although there had been significant drops on its figure. If even after being stringent, technical and legal, and compliances of the agency's stakeholders remains tentative, a "shift of paradigm", seems to be necessity. [i been almost eight (8) years now since the implementation of the Fire Code, It is imperative for the BFP to establish clear, specific goa, procedire, “IF we no longer see houses innovative approach that must be na te understood by the agency's enforcement burnt to the ground; buildings unit sensitive to the needs and welfare of turns to ashes and debris; the agency's stakeholders while being fim in its enforcement. and people crying for help, an that’s only then that we can say, This training handbook answers : so» it all. It provides hollistic and ideal We have achieved our callings approaches targeting the fundamental elements of fire safety making our field personnel knowledgeable and motivated, implement the law with compassion and encourage full cooperation of the business sector, after all, that is what code enforcement is all about. Considering the universality of the values and principles incorporated hereof, this will nat become another waste of time, resources and finances as it can sill be used by generations to generations if taken cared of. As the Chief of Fire Safety Enforcement Division, it is my pride and honour to offer each and every one of you, of this training handbook.
