PROCLAMATION NO.33

DECLARING A PERIOD OF NATIONAL MOURNING OVER THE PASSING

OF FIDEL V. RAMOS, FORMER PRESIDENT OF THE PHILIPPINES

WHEREAS, the death of Fidel V. Ramos, the twelfth president of the philippines, is
a great loss to our country and the Filipino people;

WHEREAS, aside from being the president of the philippines from 1992 to 1998,
former President Ramos served as the secretary of National Defense from lggg to 1gg1,
chief of Staff of the Armed Forces of the philippines from 1986 to '1988, and chief of the
Philippine Constabulary from 1972 to 1986;

WHEREAS, it is fitting to devote a period of national mourning to pay tribute to an

esteemed leader who has dedicated his life to public service and has left a lasting mark on
our country; and

WHEREAS, Section 23(a), Chapter 1 of Repubtic Act No. 8491 or the',Ftag and
Heraldic code of the Philippines," provides that the flag shall be flown at half-mast as - sign
of mourning on all buildings and places where it is displayed, on the day of omcial
announcement of the death of a former President, for ten (.lO) days;

NOW THEREFORE, I, FERDTNAND R. MARCOS, JR., president of the phitippines,

by virtue of the powers vested in me by the constitution and existing laws, do hereby declare
31 July 2o22lo 09August2022 asa Period of National Mourning overthe passing of former
President Fidel V. Ramos.
As provided for by law, the national flag shall be flown at half-mast from sunrise to
sunset, on all government buildings and installations throughout the philippines and abroad,
for a period of ten ('10) days.

lN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the
Republic of the Philippines to be affixed.

DONE, in the City of Manila, this 31sr day of July, in the year of Our Lord, Two
Thousand and Twenty Two.
