Respected Madam,
I have the great honour to submit that on dated 08-12-2022 undersigned
paid visit of Government Girls/Boys Higher Secondary School Kot Ghulam
Muhammad, Mirwah, Denghan Bhurgari and Sakaryari so also visited Government
Degree College Kot Ghulam Muhammad and Mirwah.

It is further submitted that undersigned made following observations


during the visit.
Attendance of Teachers
Almost all the teachers were present and imparting education amongst
the student. But some were shown on casual leaves with proper applications. One
lady was found absent in Govt. Girls Higher Secondary School Kot Ghulam
Muhammad but letter for her pay stoppage was issued by concerned principal.
Attendance of Students
It was observed with great pain that more than 50% of students are not
attending the school/classes due to unknown reasons.
Class room Size
Class room Size is too small in each institution, even fifty percent (50%)
of students could not be adjusted amongst the class rooms. Classes can be arranged in
section A, B, C, D and onward but rooms are very limited.
Class rooms
Only limited class rooms were observed in each institution. Most of the
teachers were observed sitting idle and only 20% teachers were engaged in curriculum
activates. Extra class rooms are highly recommended to adjust available enrollment
and appointed/available teachers. Alternately two shifts can be made to get positive
results.
Buildings
All the buildings were observed in dilapidated condition. No repair
work has been carried out in last couple of months. Recent monsoon has badly
affected the buildings. Hence, most of class rooms are great threat for students and
teaching staff.
Furniture
Almost all available furniture is badly damaged and same is not
adequate to adjust even 40% of the enrollment. Chairs, benches, tables, almirahs are
exhibiting condition of ghost rooms.
Doors and Windows
Almost all the doors and windows either do not exist or if available at
some places are badly damaged.
Computer Labs
Computer labs are not properly functional. Students were asked simple
questions about the computer but they were ignorant, which exhibited that proper
classes are not being arranged.
Science Labs
Though science labs are created but same are not functional that much.
There is dearth of proper equipment and other required material, which is needed to
be provided for its proper functioning.
Library
No proper rooms duly equipped with books, tables, chairs etc. were
observed in any institution.
Washrooms
No proper washrooms are available for students as well as for teachers,
especially in girls’ institutions.
Rain water
A huge quantity of rain water is still existed in-front of Govt. Boys
Higher Secondary School and Govt. Degree College Kot Ghulam Muhammad but
concerned authorities have made no efforts to drain it out, even after lapse of couple
of months.
Drainage
No proper drainage has been provided to any institution. Previously
installed drainage systems have choked due to low quality of work by contractors.
Drinking water
Drinking water facility was found unsatisfactory due to which students
might get affected of various diseases.
Patrolling of Police
No proper arrangement has been made by police to make patrolling at
the time of leave and start of girls higher secondary schools and colleges. It was
verified but principal denied the fact of patrolling of police near girls higher
secondary schools and colleges premises. Hence, students and teachers might be
vulnerable to evil-minded persons.
Double Shifts
It was observed that there was great need of double shift in all higher
secondary schools, as rooms are very limited and if all enrolled students start
attending classes then it is not possible to adjust more than 50% of students inside the
classes.
Sections in Classes
There is great need to create sections in each class rooms. In class ninth
and tenth more than 150 students are enrolled and no section has been made. So, it is
not possible for students to understand lectures of teachers properly.
No Policy to address Absentees
No proper policy has been devised by any institution to call parents of
absent students and address the issue of absentees. No efforts have so far been taken
by the teachers or principals to increase daily attendance of students.
Electric Facility
Though electricity is available in each institution but scheduled and
unscheduled load-shedding is being made in school timing, due to which facility
students as well as teaching staff face great hardships, especially in summer. Ceiling
fans installed by the contractor are very low in quality and in most of the classes only
one ceiling fan is installed.
Syllabus/Books
It was observed that new books/syllabus have not been provided to
most of the students till today. On enquiry it was revealed that books have not been
purchased yet.
Bio-matric system
Bio-matric systems are installed at degree colleges and same are
functional.
Male Staff
Still male clerical staff is posted in girls colleges and girls higher
secondary schools.
New School Building
New school building for Govt. Girls Higher Secondary School Mirwah
has been constructed for last 2/3 years but same has not been handed over to school.
On enquiry principal informed that it is without boundary wall, hence same has not
been occupied. It was further observed that the building is being damaged by the
locals of the area, who have fasten their cattle and keeping its grass inside the new
building, which has remained no more new.
Overall condition
Miserable condition of educational institutions have been observed. No
quality education is being provided due to over burden of students, inadequate class
rooms and other conditions. No internal assessment system or mechanism is available
to monitor performance and working of teaching staff as well as students.
Report is respectfully submitted for kind perusal and onward
transmission to quarter concerned.
