Chapter-1
POLAVARAM PROJECT- An Overview

1.1 Background

Polavaram Project is a multi-purpose irrigation project which has been accorded


National Project status by the Union Government. This dam across the Godavari River is
under construction located in West Godavari and East Godavari Districts in Andhra
Pradesh state and its reservoir spreads in parts of Chhattisgarh and Odisha States also.

The first conceptual proposal for the Polavaram Project originated from the erstwhile
Madras Presidency in July 1941. Later Diwan Bahadur L. Venkata Krishna Iyer, then Chief
Engineer in the Presidency’s Irrigation Department, conducted first survey of the project
site and made a definitive proposal for a reservoir at Polavaram. Shri Iyer not only had a
vision of cultivation of 3,50,000 acres (1,41,640 ha) over two crop seasons through this
project, but also planned for a 40 MW Hydro-Electric plant within the project. The entire
project was estimated to cost about Rs. 65 million.

This dam was initially planned at full reservoir level (FRL) 208 ft (63.4 m) with 836 TMC
gross storage capacity and 150 MW Hydro-Electric plant. By 1946-47, the estimated cost
rose to Rs.1.29 billion. It was named the “Ramapada Sagar Project” since the backwaters
of the reservoir would touch the Lord Rama temple at Bhadrachalam.

In the old finalised project design by Dr. K.L. Rao, the right bank canal of the project was
extended to south of Krishna river to serve irrigation needs in old Guntur district by
envisaging aqueduct across the Krishna river.

In 1969, after re-organization of the States, the Government of India constituted the
Godavari Water Disputes Tribunal (GWDT) for adjudication of the water disputes
regarding interstate river Godavari. GWDT gave its original report to Government of
India in 1979.

After a chain of deliberations, the States of Andhra Pradesh, Madhya Pradesh and Orissa
entered into an agreement in 1980 resolving the submergence aspects of Polavaram
Project. This agreement was filed before the Tribunal and was made part of the final
order of the Tribunal. GWDT passed final orders directing that Polavaram Project shall be
cleared by CWC as expeditiously as possible for FRL/MWL+150 ft.

1.2 Location of the Project

The Polavaram Irrigation Project is on the river Godavari near Ramayyapeta village of
Polavaram mandal about 34 km upstream of Kovvur-Rajahmundry road-cum-rail bridge
and 42 km upstream of Sir Arthur Cotton Barrage, where river emerges out of last range
of the Eastern Ghats and enters the plains in West Godavari District of Andhra Pradesh
States. This multi-purpose major irrigation project is intended for development of all
regions of the States. It envisages construction of a dam to create ultimate irrigation
potential of 2,91,000 ha. The project also envisages generation of 960 MW of hydro

power, drinking water supply to a population of 28.50 lakh in 540 villages and diversion
of 80 TMC of water to Krishna river basin. A view of project site is shown in Fig. 1.

1.3 Main Components of the Project

Dam

The project comprises an earth dam of 25.32 m high, 12.5 m wide at the crest and 564 m
long in Gap - I on the left bank of the river and an another earth dam of 15.32 m high,
9.0 m wide at the crest and 140 m long in Gap - III located on the right bank. An Earth
cum Rock fill (ECRF) dam of 45.32 m high, 15.0 m wide at the top of dam and 1750 m
long in the Gap - II is located in the main flow channel of the river Godavari. The ECRF is
provided with a cut off wall of plastic concrete diaphragm wall with guide wall to prevent
seepage and uplift pressure under the dam. The total length of the earth fill
dams/concrete dam and ECRF Dam is 2,454 m. The gross storage of the reservoir is 194
TMC at FRL El. 45.72 m and the live storage of the reservoir is 75.20 TMC.
Spillway

Ogee Spillway with crest at El. 25.72 m is located on the right bank along with
connecting approach channel of 2310 m length at the upstream of spillway. Stilling basin
is provided downstream of spillway for energy dissipation. The spill channel takes off
from the stilling basin which joins the river at the downstream.

The total width of spillway at its axis inclusive of left and right abutment piers, each of
5.5 m thick is 1,054.40 m. The crest level of spillway is at El. 25.72 m and is provided with
48 numbers of Radial Gates of size 16 m x 20 m. The Full Reservoir Level (FRL) is at
El. 45.72 m. The probable maximum flood (PMF) is 1,41,583 m3/s and the project design
flood is 1,01,943 m3/s.

1043.40 m wide stilling basin. The floor level of stilling basin is at El. 9.25 m and the crest
level of the dentated end sill at El.14.0 m. The height of dented end sills with respect to
the floor of stilling basin is 4.75 m. The height (with respect to stilling basin floor), width
and height of dents in the dentated end sill are 1.75 m, 3.5 m and 3.0 m respectively”.

Spill Channel and Pilot Channel

The stilling basin is followed by a 2,764 m long and 1,000m wide spill channel, and a
650m long pilot channel. The length of the spill channel is 1000 m. The bed width of the
spill channel at its start is 1043.40m and gradually reduces to 1000m over a length of
215.81m.

The pilot channel joins to the deep course of the river Godavari. The bed width of the
pilot channel at its junction with the spill channel is 1,000 m. The invert level of the spill
channel at the start and end is El. 8.80 m.

Canal System

Two main canals take off on each side of the dam. The main canals are designated as
Left Main Canal and Right Main Canal. The canal systems are designed to meet the
irrigation, drinking water and industrial water requirements of East Godavari,
Vishakhapatnam, West Godavari and Krishna districts.

Left Main Canal

Left Main Canal takes off from Nelakota Ava subsidiary reservoir by means of a head
regulator. It is a contour canal. Left main canal is 181.5 km long with 31.995km long of
new water supply canal which will cater to about 1,61,855 Ha (4.0 lakh acres) of irrigation
water requirements of East Godavari and Vishakhapatnam districts besides diversion of
about 664 MCM (23.44 TMC) of water to industries in and around Vishakhapatnam. The

canal also provides drinking water


supply to the population living in IP & Other Benefits

Right Main Canal • Sharing of 5 TMC and 1.5 TMC water with
Odisha and Chhattisgarh, respectively.
The diversion of water on right
flank will be through a head sluice located in saddle on the right side of the spillway.
From this sluice the water will be first let out into two subsidiary reservoirs formed by
constructing saddle dams and connecting tunnels. Right main canal is about 174 km
long to irrigate an area of about 1,29,500 ha (3.2 lakh acres) in West Godavari and
Krishna District besides diversion of 80 TMC of water to Krishna district to stabilise the
existing Krishna Delta command. The canal also provides drinking water to the
population living in 196 villages in West Godavari district and 57 villages in Krishna

Power House

Polavaram Hydro Electric Project as a part of Polavaram Multi Purpose Project is


proposed in the Left Bank of ECRF Dam at Anguluru village in Devipatnam Mandal of
East Godavari district to utilize the monsoon flows for Hydel power generation. With the

utilization of the surplus flows, power generation is possible to an extent of 960MW


(12X80MW).

The Central Electricity Authority (CEA) MOP, Government of India, New Delhi has accorded
Techno Economic Concurrence on 21.02.2012 to the ISPHEP at an estimated cost of
Rs.3013.68Cr (at 2010-11 Price level), and a levellised tariff of Rs.3.17/KWH considering
mega status to Project. Salient features of the power house is presented in Table 3.

2.1 Cost of the Project

The project proposal of Polavaram Irrigation Project was considered and accepted by the
Advisory Committee of MoWR in its meeting held on 20.01.2009 for Rs. 10,151.04 Cr at
price level 2005-06. The project was accorded investment clearance by the Planning
Commission for Rs. 10,151.04 Cr at 2005-06 price Level (25.02.2009).

Cost of the project was revised to Rs. 16,010.45cr at 2010-11 price level, and the same
was accepted by the Technical Advisory Committee in its 108th meeting held on
04.01.2011. The investment clearance for the revised cost estimate of Rs.16010.45 Cr
(2010-11 price level) was accorded by MOWR, RD &GR in the 5th meeting of Investment
Clearance Committee of MoWR, RD&GR held on 10.02.2017 in New Delhi and
communicated in letter No.P.20011/2/2016-SPR/947-58, dated: 08.05.2017.

2.2 The Project under AIBP

The construction of the project started in the year 2004-05. It was included under AIBP
during the year 2008-09. This time beyond till March, 2014, Central Assistance of
Rs. 562.47 Cr was provided to the State under AIBP. After declaration of Polavaram
project as National Project, total amount released as central assistance are as under:

2.4 Interstate Agreement

a. Agreement with the States of Orissa and Madhya Pradesh was reached by the
States of Andhra Pradesh for submergence of areas in those States on 02.04.1980. The
clause-3 of the agreement indicate the operation schedules agreed upon by the party
States i.e., the pond levels to be regulated as provided in the agreement corresponding
to the inflows into the reservoir.

b. The excerpt from Clause – 4 of the agreement is presented next:

“ In order to protect the lands and properties above RL+150ft in the territory of the State
of Orissa likely to be affected due to construction of Polavaram Project, protective
embankments with adequate drainage sluices, shall be constructed and maintained at
the cost of Polavaram Project. However, the State of Orissa may exercise an option at
the time of construction of Polavaram Project for the compensation to land and property
likely to be affected above RL + 150 ft as agreed to in the case of the State of Madhya
Pradesh.”

2.5 Provisions under the GWDT Award, 1980

The Interstate Agreement is made part of the GWDT award. The GWDT directed in
Clause – VI of their final orders that:

• The Polavaram Project shall be cleared by the CWC as expeditiously as possible


for FRL / MWL of + 150 ft.
• The matter of the design of the dam and its operation schedule is left to the
CWC which shall decide keeping in view all the arrangements including the
Agreement dated 2nd April, 1980 – as far as practicable.
• If there is to be any change in the operation schedule as indicated in Agreement
date 2nd April, 1980 it shall be made only after consultation with the States of
Andhra Pradesh, Madhya Pradesh and Orissa. The design aspects shall however
be left entirely to CWC.

POLAVARAM AS A NATIONAL PROJECT

3.1 Provisions of Andhra Pradesh Reorganisation Act, 2014

The Andhra Pradesh State Reorganisation Act, 2014 declared the Polavaram Irrigation
Project as a National Project under Section 90 and it is expedient in the public interest
that the Union should take under its control the regulation and development of the
Polavaram Irrigation Project for the purposes of irrigation.

The Act mandates that the Central Government shall execute the project and obtain all
requisite clearances including environmental, forest, and rehabilitation and resettlement
norms. In pursuance of said section and to carry out the purpose of the said provisions
of the Act, the Central Government constituted the Governing Body to Polavaram Project
Authority to carry out the task as mandated.

In pursuance of the AP Reorganisation Act, 2014, the Central Government constituted


the Governing Body to Polavaram Project Authority vide extraordinary Gazette
notification No 129 dated 28th May, 2014.

The notification states:

‘Whereas the Andhra Pradesh Reorganisation Act, 2014 (6 of 2014- hereinafter referred
to as the Act) declares Polavaram Irrigation Project to be a national project [under Sub-
section (1) of Section 90] and it is expedient in the public interest that the Union should
take under its control the regulation and development of the Polavaram Irrigation
Project for the purposes of irrigation [under Sub-section (2) of Section 90];

And whereas under Sub-section (4) of Section 90 of the Act mandates that the Central
Government shall execute the project and obtain all requisite clearances including
environmental, forests, and rehabilitation and resettlement norms’;

Now, therefore, in pursuance of said section and to carry out the purposes of the said
provisions of the Act, the Central Government hereby constitutes the Governing Body to
Polavaram Project Authority and the Polavaram Project Authority as follows;

3.2 Governing Body to Polavaram Project Authority

In pursuance of the AP Reorganisation Act, 2014, the Central Government constituted


the Governing Body to Polavaram Project Authority vide extraordinary Gazette
notification No 129 dated 28th May, 2014. The Governing Body to the Polavaram Project
Authority consists of the following, as tabulated in Table 6.

3.2.1 Powers, functions and duties of the Governing Body

1. The Governing Body to the Polavaram Project Authority shall be charged with
the power and shall be under a duty to do any or all things necessary, sufficient
and expedient for obtaining all requisite clearances including environmental,
forests, and rehabilitation and resettlement norms and regulation and
development of the Polavaram Project.

2. The power, functions and duties of the Governing Body may include –

a) Supervision of the functioning of the Polavaram Project Authority.


b) expediting the statutory clearances from the Ministry of Environment and Forests
and investment clearance from the Planning Commission;
c) finalisation of phasing and construction programmes of the Polavaram Project
with view to obtaining expeditiously optimum benefits during and after
completion of the construction of the project in accordance with decision of
Godavari Water Disputes Tribunal related to Polavaram project and
conditionality of statutory clearances;
d) Deciding about organizational structure of the Authority and delegation of
powers to the Chief Executive Officer and other Members and Officers of the
Authority.

3.3 Polavaram Project Authority

The Polavaram Project Authority consists of a Chief Executive Officer (CEO) and eleven
Members, as shown in Table 7.

(1) The Chief Executive Officer and members at serial number (iv), (v) and (viii) shall
be posted to the Authority on full time basis by the Central Government or the
State Government, as the case may be.
(2) The Chief Executive Officer shall be appointed by the Central Government from
amongst Officers empanelled for the post of Additional Secretary to the
Government of India with a fixed tenure of at least three years and he shall be in-
charge of the Authority under the general supervision and control of the
Governing Body.
(3) The Chief Executive Officer shall have all the administrative, financial and work
powers as available to the Head of the Department in the Central Government.

3.3.1 Officers and Servants of the Authority

a) The Authority may from time to time appoint or employ such officers and
employees as it think fit. All such officers and employees shall be subject to the
sole control of the Authority.
b) The Authority may, with the previous approval of the Central Government, make
regulations to regulate conditions of service of all such officers and employees in
respect of residential accommodation, house rent allowance, travelling allowance,
daily allowance, conveyance allowance and medical reimbursement.
c) The scales of pay, allowances (including project allowance) and other service
conditions shall be as applicable to Central Government employees.
d) The Authority shall arrange with the State Government to spare the services of the
persons employed in the State Governments of Andhra Pradesh and Telangana for
whole-time employment with the Authority, or for the performance of any work or
services for the Authority, and in that case, the scales of pay, allowances (including
project allowance) and other service conditions of such employees may be as
applicable to concerned State Government employees.
e) The personnel, which immediately before the notification of the Authority, was
working on the Polavaram Project on regular basis, shall continue to work on the
project after notification and would be deemed to be on deputation to the
Authority till the Authority makes alternate arrangement, if so considered
necessary.

f) All the posts of the Authority shall be exempted from the rule of immediate
absorption for appointment in the Authority.

3.3.2 Powers, functions and duties of the Authority

a) The Authority shall execute the project, preferably through the concerned State
Departments and / or any other expert agency, and obtain all requisite
clearances including environmental, forests, and rehabilitation and resettlement
norms and shall be charges with the regulation and development of the
Polavaram Project.

b) The Authority shall issue appropriate directions, whenever necessary for timely
and full compliance by the concerned States in the matter of acquisition for and
making available to Authority lands and properties likely to be submerged under
the Polavaram Project and in the matter of compensation and rehabilitation of
oustees there under.

c) The Authority shall cause to be established, maintained and operated by the


State Government(S) concerned or Central Water Commission, such stream and
other gauging evaporation observation stations and measuring devices as may
be necessary from time to time for securing the records required to implement
the provisions of the orders of the Godavari Water Disputes Tribunal with regard
to Polavaram Project.

d) The Authority shall frame rules for water accounting to implement and
supplement the provisions of the Award of the Godavari Water Disputes
Tribunal.

e) The Authority shall regulate distribution of power generated from the Polavaram
project amongst the States, as notified by the Ministry of Power.

f) The Authority shall determine the volume of water stored, flowing in and out of
the Polavaram reservoir, and the volume of water utilized through each Main or
Branch head works, evaporation and seepage losses on ten daily basis in a water
year (1st June of a year to 31st May of next).

g) The Authority or any of its duly authorized representatives shall have power to
enter upon any land and property upon which any work of gauging, evaporation
or other hydrological station or measuring device has been or is being
constructed, operated or maintained by any State for the use of Polavaram water
and each State through its appropriate departments shall render all cooperation
and assistance to the Authority and its authorized representatives in this behalf.

h) The Authority shall meet as often as necessary and decide on a proper


management of waters including in particular the manner and details of
withdrawals of waters from Polavaram reservoir in accordance with the orders of
the Godavari Water Disputes Tribunal.

i) The Authority shall issue appropriate directions for establishment, maintenance


and operation of an effective system of flood forecasting and flood control
including reporting of heavy precipitation and telecommunication systems and
the Authority shall publish annually and make available to party States the data
regarding operation of reservoirs during floods.

j) The Authority shall also perform any other function as directed by the Governing
Body and the Central Government from time to time.

3.3.3 Setting up office of the Polavaram Project Authority

Ministry of Water Resources, RD & GR posted Shri Dinesh Kumar, IAS, as the first Chief
Executive Officer and the office of the Polavaram Project Authority started functioning
on his joining in January, 2015. Subsequently, Member Secretary, a Chief Engineer level
officer of the Central Water Engineering Service of Central Water Commission, was
posted and joined the office in February, 2015.

Subsequently, Chief Engineer (P&D), a Chief Engineer level officer of the Central Water
Engineering Service of Central Water Commission, joined the Authority in October, 2015
and Chief Engineer (Power), a Chief Engineer level officer of the Central Power
Engineering Service of Central Electricity Authority, joined in the month of January, 2016.

Dr. Amarjit Singh, Special Secretary (WR, RD&GR) took over the additional charge of
Chief Executive Officer of Polavaram Project Authority on 11th January, 2016.

3.3.4 Structure and Staff of the PPA

Chapter-4
SUBMERGENCE, LAND ACQUISITION AND RESETTLEMENT &
REHABILITATION

4.1 Submergence and Land Acquisition in Andhra Pradesh

Due to construction of the Polavaram Irrigation Project, there will be submergence of


371 habitations in 221 revenue villages in East Godavari and West Godavari districts
(including the villages in 7 Mandals of Khammam District transferred to A.P. State)
affecting about 1,88,012 persons in 55,799 households (PAFs). Number of habitations
which will come under full submergence are 155 and remaining 216 habitations will get
partially submerged. The total numbers of tribals affected under the project are 89,827
persons, out of which 42,613 tribal persons are male and 47,214 are female. Out of 371
habitations, rehabilitation of 11 habitations under 1st and 2nd Phases has been
completed so far.

An extent of about 1,83,013 acres of Forest and Non-Forest land is to be acquired for
the whole of Polavaram Project. The land acquisition for the project is being done in a
phased manner. The land acquisition for head works and canals of Polavaram Project
was being done simultaneously since 2005 and the excavation of canals has been
completed wherever land is acquired.

4.2 Submergence and Population Affected in Andhra Pradesh, Odisha and


Chhattisgarh States

Due to construction of Polavaram Irrigation Project, there will be submergence of four


villages displacing 11,766 persons in 2,335 Project Affected Families in Chhattisgarh
State and eight villages displacing 6,316 persons in 1,002 Project Affected Families in
Odisha State, if no mitigative measures are undertaken.

The Polavaram Project involves submergence of 40,137.11 ha in Andhra Pradesh, Odisha


and Chhattisgarh States. The extents of submergence in Odisha and Chhattisgarh States
as per detailed survey conducted by Andhra Pradesh are 648.05 ha and 795.59 ha
respectively which fall within the flood margins of Sabari and Sileru rivers. Out of which,
102.16 ha in Odisha and 0.16 ha in Chhattisgarh lies in the reserve forest.

In-principle approval under section 2 of Forest (Conservation) Act 1980 for diversion of
3,731.07 ha. of forest land for Polavaram Project was accorded by MoEF vide its
Lr.No.F.No.8-123/2005-FC Dt. 26.12.2008 and Stage –II Forest clearance was accorded by
MoEF, New Delhi vide Lr. F.No.8-123/2005-FC Dt. 28.07.2010.

In order to completely avoid submergence of lands and properties above RL+150 ft. in
the territories of Odisha and Chhattisgarh States, and to protect the interests of Tribal
people, the Government of Andhra Pradesh proposed to provide protective
embankments with adequate drainage sluices for a length of 30 km along Sileru and
Sabari rivers in the State of Odisha and for a length of 29.12 km along the Sabari River
in Chhattisgarh State as per the directions of Ministry of Environment and Forests,

Ministry of Tribal Affairs, Central Water Commission and other statutory bodies as per
the provisions of Inter State Agreement Dated 02.04.1980 and GWDT Award. By
providing remedial measures i.e., by forming protective embankments for a length of 30
km along the Sileru and Sabari Rivers in the State of Odisha, and 29.12 km along the
Sabari River in Chhattisgarh, the submergence in the territories of Odisha and
Chhattisgarh can be avoided completely.

The Expert Appraisal Committee of Ministry of Environment and Forest (MoEF) vide their
letter dated 09.03.2009 directed the project proponent to initiate action requesting the
appropriate authorities in Odisha and Chhattisgarh States for conducting public hearings
in the States of Chhattisgarh and Odisha in respect of embankment proposal and report
back to the Committee. The conduct of public hearings is pending to be carried out by
the State Governments of Chhattisgarh and Odisha.

4.4 Status of Rehabilitation & Resettlement

The Government is committed to rehabilitating the PAFs/ PDFs as per R&R package
keeping in view of the provisions of constitutional rights under schedule areas and PESA
Act, 1996. The R&R is being implemented with utmost care and human touch, so that
the project affected persons will be the first beneficiaries of the project. The R&R is
programmed in such a way that the entire R&R activities of the project will be
completed well before the actual impoundment of water in the reservoir. The status of
R&R of the Project Displaced Families as on March, 2017 is populated in Table 12.

A sum of Rs. 212.55 Cr has been incurred on the Rehabilitation of above families.

Chapter-5
PHYSICAL AND FINANCIAL PROGRESS
5.1 Brief Description about Contracts

Government of Andhra Pradesh have been executing the project since 2004. After the
constitution of Polavaram Project Authority in January, 2015 the matter was discussed in
the Ministry of Water Resources, RD & GR as regards the procedure to be adopted for
construction of project keeping in view the provisions contained in the Gazette
notification dated 28th May, 2014.

In consultation with Ministry of Law & Justice it was decided that since the contracts are
already in place and State Government has been managing the contracts, the State
Government may continue to operate the running contracts and any new contract/ work
taken up shall be with the approval of the Polavaram Project Authority. It was decided
that Polavaram Project Authority shall monitor the progress and shall provide technical
assistance with respect to designs and various other related issues.

The execution of the project is with the State Government. All the project components
are in progress, except civil and mechanical works of Power House, canal distributaries
system and construction of embankments in the territories of Chhattisgarh and Odisha.
The Head Works consisting of spillway, Earth cum Rock fill dam (in 3 gaps), approach
channel, spill channel and foundation excavation of power house have commenced with
the award of work to new agency in March,2014 and are now in progress. Total works of
the project was divided into 22 packages for which contracts were awarded and
agreements for the same were entered into by the State Government for a value of
Rs.7,916.16 Cr. This comprises 7 packages under Right Main Canal System, 8 packages
under Left Main Canal System and 7 packages under Head works.

5.2 Physical and Financial Progress before and after Declaration of National Project

Details of physical and financial progress in respect of major components of the project
namely, Head works, Right Main Canal and Left Main Canal are given in Table 13.
Progress achieved before and after declaration as National Project is also indicated.

5.3 Expenditure Incurred for the Project

A sum of Rs. 3364.16 Crs has been released to Polavaram Project Authority (PPA) by
Ministry of WR, RD & GR for releasing to State government as reimbursement of the
expenditure incurred beyond 01.04.2014 up to 31.03.2017.

After declaration of National Project, an expenditure of Rs. 439.48 Crs has been
incurred during 2014-15, Rs.1,867.94 Crs during 2015-16 and Rs.1,700.09 Crs during
2016-17.

Out of Rs. 3364.16 Crs made available to PPA during 2014-15, 2015-16 and 2016-17 a
sum of Rs. 3349.70 Crs has been released and transferred to the State Government,
keeping an amount of Rs. 14.46 Crs for meeting the expenditure towards establishment
charges of PPA and also to carry out Survey & Investigation works for the remaining
canal distributaries network yet to be taken up.

5.4 Establishment Expenditure of the PPA

Annual expenditure of the PPA during the financial year 2016-17 was as given in
Table 14.

5.5 Audit of Accounts

The accounts of Polavaram Project Authority were audited by Principal Director of


Audit, Scientific department, Kolkata Branch during the period 18th December, 2017 to
22nd December, 2017 for the year 2016-17 and the report has been submitted to PPA.

It was informed by Principal Director of Audit, Scientific Department, New Delhi that
the purview of Audit of accounts of State Government who is incurring the expenditure
on construction rests with Accountant General.

POLAVARAM PROJECT AUTHORITY-
Vigilance/Disciplinary Cases, Meetings, etc.

6.1 Vigilance and Disciplinary Cases

No vigilance or disciplinary case concerning any officer or staff was pending or


contemplated in the PPA during the year 2016-17.

6.2 Parliament Questions and VIP References

(i) 69 Parliament questions were received in PPA during 2016-17. The material for
reply to these questions was prepared and sent to the Ministry of Water
Resources, River Development and Ganga Rejuvenation.
(ii) 29 VIP references on various matters were received by PPA during 2016-17. The
material for reply to these references was prepared and sent to the Ministry of
Water Resources, River Development and Ganga Rejuvenation.

6.3 Implementation of RTI Act, 2005

The following officers were appointed as Appellate Authority and Central Public
Information Officer (CPIO) to provide information to the applicants in compliance of
RTI Act, 2005.

During the year 2016-17, eighty four requests for furnishing information under RTI Act,
2005 were received in PPA. Information as available was provided to applicants in
compliance of the Act.

6.4 Constitution of a Committee in PPA for Complaints on Sexual


Harassment

A Committee has been constituted on 17-02-2017 to look into complaints of women


employees working in PPA against sexual harassment at work place with the following
composition:

• Ms. K. Umasri, Dy. Executive Engineer -Chairperson


• Shri M. Ailaiah, Asst. Director-II, CWC -Member
• Ms. C. Avanthi Reddy, Asst. Executive Engineer -Member Secretary

The above committee shall be deemed to be the inquiring authority appointed by the
disciplinary authority for the purpose of Central Civil Services (CCA) Rules, 1965. The
committee will examine the complaints made by women employee(s) against sexual
harassment and, if necessary, conduct an enquiry and submit the findings of the
enquiry report to the Member Secretary, PPA for further necessary action.

6.5 Meetings of the Polavaram Project Authority

One meeting i.e fifth meeting of Polavaram Project Authority have been convened
during the year 2016-17. Various issues pertaining to technical, administrative and
financial matters were discussed. Important outcome of the issues discussed during the
meeting are summarised as follows.

a) Fifth Meeting of the PPA

The Fifth meeting of the Polavaram Project Authority (PPA) was held on 20th April, 2016
at the office of Polavaram Project Authority in Krishna Godavari Bhawan, Hyderabad
under the Chairmanship of Dr. Amarjit Singh, Special Secretary (SS), Ministry of WR, RD
& GR and Chief Executive Officer (CEO), PPA.

Important issues discussed are as follows.

• A team of experts may be constituted to visit the project and make suggestions
for further improvements
• Independent Quality Control mechanism to be in place
• Independent team for assessment of R&R status be constituted
• Construction of navigation channel
• Convening of meeting with Odisha and Chattisgarh
• Submergence of areas in Telengana.

Outcome of the discussions are as follows.

1. Discussion and Approval of the draft Regulations of the Authority

It was proposed by Special Secretary and CEO that this is an internal matter of
Ministry, hence, it can be discussed and addressed internally. Member Secretary
expressed that for making the authority fully functional this is one of the
requirements.

2. Discussions on the draft MOU between Ministry of WR, RD & GR and PPA
and MOU between PPA and the State Government

As regards to MOU between Ministry of WR, RD & GR and PPA is concerned it


was proposed by Special Secretary that this can be finalised internally.

On the aspect of MOU between State Government and PPA Principal Secretary,
Water Resources Department mentioned that some of the provisions in the draft
as enclosed with the agenda notes needs revision. Special Secretary asked the
specifics of such provisions.

6.6 Other Meetings

1. Meetings of National Monitoring Committee

A National Monitoring Committee for Rehabilitation and Resettlement under


Department of Land Resources, Ministry of Rural Development has been constituted.

Two meetings of the Monitoring Committee were held on 28.04.2016 and 16.03.2017,
where issues related to Land Acquisition, Rehabilitation aspects of Polavaram Project
were discussed. Certain specific issues with respect to rehabilitation and resettlement
were also discussed and the status was provided by PPA.

2. Meetings convened by the PPA

In addition to the meetings of the Authority, other meetings were convened by the
Chief Executive Officer (CEO), the Member-Secretary, PPA with other concerned Central
Organisations, with the officials of Water Resources Department of A.P., Revenue
Department of A.P., Central Water Commission, Central Soil and Material Research
Station, IIT, Delhi, executing agencies, NGOs, etc. as and when required.

Various issues concerning the implementation of the Polavaram Project, such as


project planning, designs, land acquisition, rehabilitation & resettlement, etc. were
discussed and necessary directions and guidance were given to all the concerned.

Outcome of the meetings is as follows.

a) Meetings on Land Acquisition and R&R with Revenue Department,


Government of Andhra Pradesh

One meeting was held on 01.04.2016 with Commissioner (R&R), Government of


Andhra Pradesh to review the status of Land Acquisition, Rehabilitation and
Resettlement.

Following were the broad outcome of the discussions.

• The need and requirement for preparation of Road map for Land acquisition,
R&R was expressed by Member Secretary;
• The data compilation on land acquisition, R&R and socio - economic aspects
were suggested in the prescribed format.

Member Secretary requested to prepare a road map for LA and R & R. PPA desired that
a large sized map be prepared showing clearly the lands already handed over to the
agency and the lands that are yet to be handed over to the agency and it was agreed
by the WRD to prepare and furnish such maps to PPA.

b) Review of Design Issues

Five meetings (First, second, third , fourth and Fifth) of the Dam Design Review Panel
(DDRP) have been convened during the year 2016-17 .Various issues pertaining to
designs were discussed. Important outcome of the issues discussed during those
meetings are summarised as follows.

b (i) First Meeting of the DDRP

The First meeting of the Dam Design Review Panel (DDRP) was held on 22nd June, 2016
at the office of Central Water Commission, New Delhi under the Chairmanship of
Shri A.B.Pandya, former Chairman, Central Water Commission and Chairman, Dam
Design Review Panel.
Important issues discussed are as follows.

• Status of various components of the dam ( Gap-I,II,III and Spillway)


• Proper planning and Implementation mechanism for execution of the project.

Outcome of the discussions are as follows.

1) Review of design status of various components of the dam ( Gap-I,II,III and


Spillway)

It was decided that extra bore holes are to be drilled in the abutment of Gap-II
which is dipping downstream. Regarding spillway, it was proposed that before
taking up the concreting works, cooling studies and alkali aggregate reaction
studies be completed and submitted to CWC, New Delhi for approval and further
suggestions.

2) Discussions on the implementation mechanism

It was suggested that PPA should have a construction Management Team for
effective control over the implementation of the project. PPA may engage an
expert agency or may hire few retired personnel experienced in project
planning, monitoring, civil construction, geology etc. In the interregnum,
PPA may engage around 4 such personnel on contract basis.

It was proposed by the Chairman, DDRP that all designs and details required
for the concurrence/ approval of the design unit of CWC, New Delhi shall be
hence forth submitted to PPA which in turn will submit to CWC.

DDRP decided that the installation of stone columns on the clay portion of the
ECRF dam may be studied by IIT, Delhi who are studying the other related
aspects.

b (ii) Second Meeting of the DDRP

The Second meeting of the Dam Design Review Panel (DDRP) was held on 09th
& 10th September, 2016 at the office of PPA in Krishna Godavari Bhawan,
Hyderabad under the Chairmanship of Shri A.B.Pandya, former Chairman,
Central Water Commission and Chairman, Dam Design Review Panel.

Important issues discussed are as follows.

• Design issues regarding the Spillway


• Various studies undertaken by IIT, Delhi, CSMRS and CWPRS
• Issues regarding the Quality Control aspects

• National Highway crossings


• Navigation Locks
• Fish ladder

Outcome of the discussions are as follows.

1) Various studies undertaken by IIT, Delhi, Dynamic Analysis of ECRF dam and
Vibro-compaction studies

It was decided that:

• The provision in the contract to achieve 90% or more compacted density


of the soil upto 20m below the bed level may be replaced with
85±2 %. The related contractual aspects are to be looked into by WRD.
• The method statement for Vibro-Compaction shall be approved/ looked
into by WRD and approval of CWC is not required as it is not related to
design aspect.
• Design of ECRF dam should be taken up simultaneously and details
submitted to CWC, New Delhi
• The studies indicate that it can be safely considered that below the
depth of 20m from the foundation of the dam there is no danger of
liquefaction.
• The dam section needs to be optimised including the berm size by the
State Government and details submitted to CWC, New Delhi.
• Seismic cone penetration test should be carried out.
• Particle velocity be monitored in the field to study the behaviour and
impact of compaction for distances of 10m, 15m and 20m in the U/S as
well as D/S of the cut off wall.

2) Construction of Diaphragm wall and design of plastic concrete

It was decided that:

• M/s Bauer will study the river behaviour preferably using HECRAS
model preferably recently launched HECRAS 2D version.
• The concern of pore pressure built up in the clay portion of the cut off
trench after the folding is to be addressed properly. The same may be
measured through embedded pore pressure cells in the cut off trench
at appropriate sections and results may be reported to the panel time
to time.
• The layout of panels may be taken up by site engineers and not left for
CWC designers.
• Based on the field data and mathematical model studies a proposal can
be developed for construction of cut off wall including protection
aspects to be considered by the panel.
• It was decided that a maximum aggregate size of 12.5mm will be
sufficient to meet the strength requirements with 180kg if cement per

cubic meter of concrete. This will reduce the brittleness and will
increase flexibility.
• Slump data from other projects where similar constructions has been
made needs to be collected and studied to decide on the slump value
and accordingly the provisions in the contract document will be
modified.

3) Finalisation of the section of the Spillway

It was decided that:

• FEM analysis be carried out and the results will be made available for
finalising the section of the spillway.
• Reinforcement in the upper portion can be provided for accounting the
tensile stresses. The reinforcement should fully provide for the tensile
stresses indicated under condition B and should extend below the
elevation upto which the tensile stresses are indicated in condition E for
a length not less than development length for the reinforcement bar
diameter.

4) Concreting schedule of Spillway

It was decided that:

• 3D model studies be taken up which should include the safety against


the likely attack on the left bank of the river.

5) River Diversion Arrangement

It was decided that:

• In option 2, the top of the coffer dam on the U/s is proposed to be 41.00
m assuming a maximum flood of 2 lakh cusecs in non-monsoon. This
assumption of 2 lakh cusec flood equivalent to the capacity of 15
number of spillway blocks to be constructed first on the right bank side.
• Construction of coffer dam be started from next lean season, even if the
level of concreting in spillway is less than El 25 m but is above +17 m.
• It should be ensured that the coffer dam does not get overtopped by
flood i.e., at least 31.00 m level of top of the coffer dam should be
achieved in one season.

6) Cooling Studies of Mass Concrete

It was decided that:

• Initially the cooling parameters may be considered based on BIS code


provisions and such parameters be got examined by CSMRS. These
results/parameters may be used for 3 months till such time the results
are made available by IIT, Roorkee.

7) Material and sample testing by CSMRS

It was decided that:

• It was recommended that the concrete to be used in the bottom most


1.50m thick layer of the base/ foundation may be of the order of M20
grade, instead of M15 grade as given in the agreement.

8) Quality Control aspects

It was decided that:


• Quality Management Plan to be put in place and quality audit shall be
provided by CSMRS.

• Multi level laboratory be planned and preferably independent labs. The


labs at the highest level may be got accredited through an expert
authorised agency like NABL.

9) Design of fish ladder

It was decided that:


• PPA to take up the issue with Central Inland Fisheries Institute
(CIFRI),Kolkata for additional data such as migration patter, velocities,
timings of migration, length requirements, methods of fish crowding,
sense of moving of fish in a particular direction etc. The CIFRI may be
engaged for developing the full plan of longitudinal connectivity.

• A project specific comprehensive fish management plan is to be


developed in consultation with fisheries experts as well as river hydraulics
experts for implementation. Help of HSO unit of CWC may also be
obtained as necessary.

10) Deployment of a resident geologist at the project site

It was decided that:

• A full time geologist from GSI may be engaged

b (iii) Third Meeting of the DDRP

The Third meeting of the Dam Design Review Panel (DDRP) was held on 29th
November, 2016 at the Committee room of Central Water Commission, New
Delhi under the Chairmanship of Shri A.B.Pandya, former Chairman, Central
Water Commission and Chairman, Dam Design Review Panel.

Important issues discussed are as follows.

• Design issues regarding the Spillway


• Various studies undertaken by IIT, Delhi, CSMRS and CWPRS

• Diaphragm wall
• Quality Control aspects
• Construction scheduling
• Survey and Investigation of Distribution system

Outcome of the discussions are as follows.

1) Design of Spillway

It was decided that:

• The upstream slope may be adopted as 1:3


• Bottom layer above foundation level shall be of concrete grade M25-A40 for a
height of 2m.
• Concrete on upstream face of dam shall be of grade M-25 A40 having 2m
thickness.
• Along the crest and downstream of Ogee spillway, the top 0.30m thick layer
shall be of high performance concrete starting from tangent point on upstream
of Ogee to contraction joint at the end of Ogee on downstream of grade M50
A40 and shall be suitably anchored into lower layer of concrete.
• A 300mm thick layer of high performance concrete of grade M50 shall be
provided on all four faces of river sluices, downstream of service gate.
• Consolidation grouting shall be carried out up to 8m depth for blocks having
foundation, 10m deep consolidation grouting shall be done.

2) 2D model studies of the Spillway done by CWPRS

It was decided that:

• It is recommended to provide divide walls after approximately at every 8


blocks.
• It was recommended to adopt a design discharge of 60% of PMF for deciding
the energy dissipation arrangement in stilling basin.
• Lower the stilling basin level to El(+)7.25m
• To provide solid end sill instead of denated end sill
• To remove chute blocks
• The length of stilling basin to be 110m
• To adopt the height of end sill as 6m i.e., up to El.13.25m
• Providing a downstream apron at the end of the stilling basin of 15m length.

3) Cooling studies by CSMRS based on BIS provisions

It was decided that:

• Lift height of concrete be limited to 0.75m instead of 2.0m to enable faster


dissipation of heat.
• Concrete placement temperature is to be maintained at 15.5⁰C.

• 50cm of lift in the first two layers at foundation should be used form the
deepest foundation levels, which may be revised based on the results of the
cooling studies to be done by CSMRS.

4) Assessment of effects of scour during floods on partially completed


diaphragm wall/ construction of diaphragm wall

It was decided that:


• No indication of disturbance of the original river bed sub surface has been
noticed even after flood.

b (iv) Fourth Meeting of the DDRP

The Fourth meeting of the Dam Design Review Panel (DDRP) was held on 09th
January, 2017 at the office of PPA in Krishna Godavari Bhawan, Hyderabad
under the Chairmanship of Shri A.B.Pandya, former Chairman, Central Water
Commission and Chairman, Dam Design Review Panel.

Important issues discussed are as follows.

• Design issues regarding the Diaphragm wall


• Various studies undertaken by IIT, Madras, IIT, Roorkee, CSMRS and CWPRS
• Coffer dam

Outcome of the discussions are as follows.

1) Assessment of effects of scour during floods on partially completed


Diaphragm wall/ construction of Diaphragm wall

It was decided that:

• The top of diaphragm wall has to be kept 1500mm below the natural river bed
level.
• The maximum deviation of any panel of the diaphragm wall in both X and Y
direction should not exceed 0.3 % of the vertical height.
• The top of the diaphragm wall has to be rounded off to avoid any possible
stress concentration in accordance with IS 14344:1996.
• QAP and QAM to be submitted along with the method statement.

2) Cooling studies of concrete done by CWPRS

It was decided that:

• Cooling studies as carried out by CWPRS will be examined by CSMRS

3) Dynamic Analysis of Spillway by IIT, Roorkee

It was decided that:


• The assumption of fixed foundation at the base of the dam/ spillway is not
correct and actual rock foundation is to be modelled.

• The foundation needs to be modelled @ 2.5 times height of the dam at the
bottom and @ 1.5 times on the side of the block.
• The in-situ rock properties to be considered for modelling foundation.
• The uplift pressure at the foundation level needs to be considered as per
different loading conditions defined in IS:6512
• The scalar uplift pressure within dam has to be applied at each node.
• The analysis has to be done on EGA84 software instead of ABAQUS.
• 2D Dynamic model studies being carried out by IIT, Roorkee needs revision/
updation.

b (v) Fifth Meeting of the DDRP

The Fifth meeting of the Dam Design Review Panel (DDRP) was held on
07 & 8th March, 2017 at Polavaram Dam site, Polavaram under the
Chairmanship of Shri A.B.Pandya, former Chairman, Central Water
Commission and Chairman, Dam Design Review Panel.

Important issues discussed are as follows.

• Design issues regarding the Diaphragm wall


• Various studies undertaken by IIT, Delhi, CSMRS and CWPRS
• Sheet piling/curtain grouting underneath the Coffer dam
• Issues of ECRF dam
• Design issues of fish ladder
• Design issues related to fabrication of gates
• Issues on quality control aspects
• Design issues on Gap-III

Outcome of the discussions are as follows.

1) Discussion on the level to which the cut-off/ diaphragm all is to be


located/ locked within the rock

It was decided that:

• The parameters namely, quality of rock pieces collected at the sanding unit,
bore hole data and penetration rate may be considered determining the start
of sound bed rock level from which the embedment of the cu-off has to be
done.
• After embedment of cut-off wall by 2.0 m into the hard rock the seepage is to
be assessed and also the adequacy of the exit gradient. Considering
deterioration over time, grouting of the sub strata is to be decided.
• Based on the bore hole data and the permeability data selective grouting can
be done instead of going in for uniform level of grouting.

2) Presentation by CWPRS on 2D dynamic model studies and 3D pseudo


dynamic analysis of spillway and presentation by Prof. Ramana, IIT, Delhi
on 3D dynamic model studies of spillway

It was decided that:

• For 3D dynamic analysis of spillway IS 1893 is to be used. The basic analysis is


in order as carried out by IIT, Delhi. The stability of spillway under earthquake
condition has been demonstrated.
• To counter the observed tensile stresses at the heel of the dam it was
suggested to provide dowel bars at the heel of the block in the centre portion
anchored into the rock both in horizontal and vertical direction.
• The earlier adhoc decision to place 200% of the reinforcement at the key/toe
portion of the piers need not be continued with and the actual requirement be
examined and provided as per the design.
• The suggestions made by Chairman in the analysis of 3D dynamic model
studies by IIT,Delhi will be carried out and the results will be made available to
CWC, New Delhi.
• Improvement of grade of concrete can be considered.

3) Discussion on cooling studies

It was decided that:

• Block-wise geological profile of the spillway foundation has to be prepared and


the foundation has to be designed on uniform geological profile.
• CWC is requested to study about the foundation treatment required in weak
zones, namely in block 25 to 30.
• Mr A.V.Gajjar, Superintending Engineer, SSNL can be consulted for hot weather
concreting adopted in Sardar Sarovar Project.
• Appropriate breakup in placement schedules during hottest part of the day
should be planned. For the remaining period the temperature recommended
as per study should be maintained.

4) Presentation by CWPRS on updated 2D model studies for spillway

It was decided that:

• Regarding the determination of the spillway capacity to pass the design


discharge with 10% of the gates in operative, the discharges through the power
house, both the right and left bank canals and the river sluices should be
accounted for. Solid end sill with top at El.12m high to avoid formation of
secondary hydraulic jump.
• Encroachment in the free board can be allowed for 10% inoperative gates as
per IS 11223 for the safety of dam
• No model studies required for hydraulic performance of river sluices.
• Design provisions for smooth flow and anti-erosion measures in the barrel may
be made.
• The bell mouth entry and the entire profile of the river sluice shall be designed
for smooth flow as per relevant IS codes.

5) Presentation on Instrumentation studies

It was decided that:

• The instrumentation is to be carried out as per the BIS codal provisions.


• Joint meters in the stilling basin slab may be avoided and the modified drawing
after removing the joint meters may be again resubmitted to CWC for records.

6) Provision of sheet piling/ curtain grouting underneath the coffer dam

It was decided that:

• A detailed justification in quantified terms involving technical and financial


aspects as to why jet grouting is proposed instead of sheet piling for coffer
dam may be prepared by M/s Transstroy and placed before DDRP in the next
meeting.
• Overlapping in jet grouting columns shall be so designed to avoid gaps and to
achieve one continuous cut off wall without any discontinuities.
• Decision to be based on cost economics and time implications.

7) Design of Upstream and Downstream Coffer Dam

It was decided that:

• Some Electric Cone Penetration Test have to be carried out along the coffer
dam axis.

8) Design of stone column and Design of ECRF dam

It was decided that:

• Effect of deep soil mixing very close to the diaphragm wall need to be
examined. And thereafter a decision regarding the work of deep soil mixing
before or after the construction of the diaphragm wall can be taken. Filters in
the junction of clay core and rock fill of the ECRF dam have to be designed so
as not to be affected by settlement below the ECRF dam.
• More investigations have to be done under the cross-section are of ECRF dam
and also in the clayey region compared to the area beyond the cross-section.
• Additional CPTs and SPTs shall be conducted.
• A factor of safety of 2 for cut-off wall has to be adopted.
• Deep soil mixing is required to be carried out throughout the width of the clay
core foot print including the sand layer at the top so that diaphragm wall/ cut-
off wall is not affected and proper stiffening is achieved for safety.
• Newer technologies for stone columns may be adopted.
• Additional settlement in rock fill will not harm the rock fill but transition zones
will have to be designed so that additional settlement in the rock fill is not
transferred to clay core.
• Spacing for investigations are to be suggested by Prof. Ramana.

• ECPT can be started with 20T capacity machines which are quicker and the
results to be correlated with other boreholes at sparse intervals.

9) Design of Fish Ladder

It was decided that:

• CIFRI may be approached to study and give hydraulic particulars required for
fish management in the location and for designing the fish ladder.
• WRD shall contact the A.P State Fisheries Department and facilitate scientists of
CIFRI and officials of A.P.Fisheries Department, executing agency and PPA to
work together so as to come out with a fish management plan and evolve the
data required for design of the fish ladder.

10) Sediment Management Plan

It was decided that:

• A comprehensive silt management plan shall be evolved for the project and for
this purpose 1D/ 2D numerical model studies be conducted by CWPRS for
identifying delta formation and exploitation through controlled sand mining.

11) Model studies for Spill Channel, protective works on both banks

It was decided that:

• 2D modelling can be done by CWPRS for worst flow conditions, which would
guide us in deciding the energy dissipation is required and if so the measures
to be adopted. Geo technical conditions in the spill channel have to be
considered in the study.
• Some ECPT tests in the spill channel shall be done.
• Soil sample collection in the spill channel has to be done under the supervision
of CSMRS and the 2D model studies have to be done by CWPRS.

12) Quality control aspects

It was decided that:

• In-house material testing facilities have to be put in place for testing the
materials used for the project.
• List of available material testing equipment shall be submitted to CSMRS, who
will suggest the additional equipment to be procured for the quality control
and quality audit.
• Quality control and Quality audit has to be computerised and maintained in
digital form.
• Concrete cube strength tests shall be conducted for 56days and 90days too in
addition to 7days and 28 days.

13) Drainage system in Gap-III Earth Dam

It was decided that:


• Groutability test under the foundation of Gap-III region shall be carried out by
drilling 3 bore holes in the region for ascertaining the geological profile.

14) Shifting of reinforcement at top of Glacis of spillway

It was decided that:

• Shift the main reinforcement layer from “300mm thcik layer of HPC” to “main
concrete”(below HPC) and proposed to provide 16mm diameter 300mm c/c
shear lugs between two concrete grades (between HPC and main concrete).
Additionally, DDRP proposed a provision of nominal reinforcement of 16mm
diameter bars @ 300mm c/c ( both ways) in High Performance Concrete.

c) Review Meeting on Project

Two Review meetings have been convened during the year 2016-17 .Various issues
pertaining to the status of the project were discussed. Important outcome of the issues
discussed during those meetings are summarised as follows.

c (i) First Review Meeting

The First review meeting was held on 13th May, 2016 at the office of PPA in Krishna
Godavari Bhawan, Hyderabad with the officials of Water Resources Department,
Government of Andhra Pradesh, design consultants and the executing agency under
the Chairmanship of Shri Aditya Nath Das, Principal Secretary, WRD, Government of
Andhra Pradesh.

The following main issues were discussed in the meeting.


• The status of works
• PERT chart
• Vibro compaction under ECRF dam
• Seismic studies by IIT, Delhi /IIT ,Roorkee
• River diversion plan
• Concrete mix design
• Quality control mechanism

c (ii) Second Review Meeting

The Second review meeting was held on 2nd August, 2016 at the office of PPA in
Krishna Godavari Bhawan, Hyderabad with the officials of Water Resources
Department, Government of Andhra Pradesh, design consultants and the executing
agency under the Chairmanship of Shri R.K.Gupta, Member Secretary, Polavaram
Project Authority.

The following main issues were discussed in the meeting.


• The status of works
• Design and execution of Diaphragm wall/ cutoff wall

Krishna Godavari Bhawan, Hyderabad with the officials of Water Resources
Department, Government of Andhra Pradesh, design consultants and the executing
agency of the Head Works under the Chairmanship of Shri R.K.Gupta, Member
Secretary, Polavaram Project Authority.

The following main issues were discussed in the meeting.

• the status of designs
• monitoring mechanism
• Work plan schedule
• Issue of resident geologist
• Alkali Aggregate Reaction test reports
• Navigation Locks
• Vibro compaction
• Fish Ladder

d (ii) Second Review Meeting on designs

The Second review meeting on designs was held on 6th October, 2016 at the office of
PPA in Krishna Godavari Bhawan, Hyderabad with the officials of CWPRS, Water
Resources Department, Government of Andhra Pradesh, design consultants and the
executing agency under the Chairmanship of Shri R.K.Gupta, Member Secretary,
Polavaram Project Authority to discuss technical aspects related to design of dam
complex of Polavaram Project and association of Central Water and Power Research
Station (CWPRS).

The following main issues were discussed in the meeting.

• 2D Model studies for the spillway


• 3D Model studies
• Studies on river behaviour and scour study related to construction of
Diaphragm wall
• Instrumentation in the dam
• Sediment Management studies

6.7 Constitution of Expert Committee

With the approval of Additional Secretary, MoWR ,RD & GR and Chief Executive Officer,
Polavaram Project Authority vide email dated 05.05.2016, a team was constituted
comprising of the following three officers to visit the project as an independent expert
and to assess the requirements pertaining to their specialisation and also to interact
with the field agencies such as construction agency, State Engineers including
Polavaram Project Authority to assess the preparedness, examine the works done as
per the requirements, identify the gaps and also suggest measures to meet the
requirements.

i) Shri A. B. Pandya, Former Chairman, CWC, New Delhi


ii) Shri Dinesh Bhargava, Former Director, NHPC
iii) Shri Y. K. Handa, Chief Engineer, CWC, New Delhi

The Committee visited the Project during 16-19th May, 2016 and submitted its report.
Main conclusions drawn in the report submitted by the Committee are as under.

1. The project is in urgent need of reviews with respect to its execution strategies,
timelines and associated costs. However, revision of costs should not be carried
out without thoroughly reviewing and modifying the execution plan.
2. The construction scheduling for the dam is found to be non-rational.
3. Design and construction of dam needs to address technical issues, like analysis
for earthquake, foundation treatment and diversion arrangements for Earth
cum Rock fill dam. Special attention is drawn to establish of a Project Design
Review Panel comprising of experts in relevant fields and headed by an
Engineer of repute. The panel may be made functional urgently under PPA.
4. A water resources project management consultancy needs to be established by
PPA for execution of the Project as per the coordinated plan of action.
5. Engineering Project Management Consultant needs to be put in place in PPA.
6. Power House works, electro mechanical as well as civil and Hydro-Mechanical
works be started simultaneously. It is suggested that the head works including
power house works be placed under single management of Polavaram Project
Authority.
7. For effective control of the execution of the project, the Committee
recommends strengthening of PPA on priority with independent organisational
support along with the field support. The existing field set up of Polavaram
Project under Water Resources Department be placed under the administrative
control of PPA.
8. A resident geologist has to be in place under PPA.
9. A Quality assurance audit is needed for setting up a proper quality
management programme for the project.
10. Planning of the distributaries network be taken up on priority.

6.8 Constitution of Joint Committee

A Joint Committee has been constituted by Ministry of Water Resources, River


Development and Ganga Rejuvenation in compliance to the decision of meeting held
between Hon’ble Union Minister (WR, RD & GR) and Hon’ble Chief Minister of Odisha
on 03.02.2016 which consisted of representatives of Ministry of Water Resources, RD &
GR, CWC/ NWDA and Water Resources Departments, Government of Odisha, Andhra
Pradesh and Chhattisgarh to speed up the process of having consensus on the
planning and preparation of detailed project report (DPR) of Mahanadi – Godavari link
project and to resolve issues related to Polavaram Project.

The first meeting of the Joint Committee was held on 02.06.2016 to speed up the
process of having consensus on the planning and preparation of detailed project
report (DPR) of Mahanadi – Godavari link project and to resolve issues related to
Polavaram Project. Following main issues related to Polavaram Project were discussed:

• Principal Secretary, Government of Chhattisgarh expressed that Government of


Andhra Pradesh has not sought option from Government of Chhattisgarh
whether it would prefer to have compensation for R&R works or Protective
embankment to protect their areas from submergence. Member from Andhra
Pradesh intimated that they had taken up the issue a number of times with the
Government of Chhattisgarh. However, it was decided that Government of
Andhra Pradesh may send a formal request to them again in this regard.
• Principal Secretary, Government of Odisha expressed the following main
concerns:

• The design flood of Polavaram Project has been changed to 50 lakh


cusecs against 36 lakh cusecs as mentioned in the Award of GWDT. As
requested by member from Odisha it was agreed that CWC shall share
the design flood studies with Odisha Government though CWC officers
mentioned that these have been shared earlier also.
• It was agreed that the studies on back water computation will again be
shared with the Government of Odisha and Chhattisgarh by CWC. It
was also decided that the operational aspects of the project for 50 lakh
cusecs design flood vis-a-vis 36 lakh cusecs also need to be intimated
to the Government of Odisha by Government of Andhra Pradesh / CWC
at the earliest.
• Member from Odisha mentioned that the proposal of embankment
was not included in the DPR while getting the Environment and Forest
Clearance. The member from Government of Andhra Pradesh clarified
that the DPR approved by TAC contains the proposal of embankment.
Member from Odisha mentioned that the said DPR was not shared with
them. It was agreed that Government of Andhra Pradesh would send a
copy of DPR of project to Government of Odisha and Chhattisgarh.
• Member from Odisha stated that Forest Clearance was given to the
project with the condition that their should be no submergence of
forest land in Odisha and Chhattisgarh. However, the proposed
embankments will require certain forest land and hence forest

clearance given by MoEF is null and void. He also expressed concerns


on the safety of embankments. The member from Andhra Pradesh
informed that the detailed design of embankment and safe passage
of flood with embankment in place have been indicated in the DPR
and also discussed and shared with Odisha. However, after detailed
discussions it was agreed that the Government of Andhra Pradesh shall
provide these details to the Government of Odisha and Chhattisgarh
at the earliest.
• The issue related to public hearing in both Odisha and Chhattisgarh was
discussed as the same is pending for long time though the issue has been
vigorously pursued by Government of Andhra Pradesh. It was observed that
this is an independent exercise and needs to be completed on priority by
Government of Odisha and Chhattisgarh.
