M Johnson With regard to the issue of allocation of staff side JCM Council level IV to
recognised associations under Ministry of Defence following points are submitted.
General Secretary
1) JCM Scheme was introduced in 1966 in India. It broadly covers over 95% of the regular

civilian employees of the Central Government including industrial employees working in
9908031419 departmentally run undertakings like the Railways and the Workshops/Production Units of
various Ministries.

N K Pandey 2) The Recognised Associations and Unions are rendering their services in Defence
Establishments for the better relations between the Management and Civilian employees

Staff, Civilian Officers, Non-Industrial and Ministerial Staff. Whereas, Artisan Staff and

other Industrial staff are members of recognized unions working under various

DRDO, DGQA DGAQA & CGDA etc.

Mahendrapal Singh Baghel 4) The Recognised Association affiliated to CDRA (Confederation of Defence Recognised
OmprakashSahu Association) is of equally important and having the legitimate right to participate in the
JCM-IV level Council at the Unit/Establishment level under the Chairmanship of the head

affiliated to AIDEF, INDWF and BPMS Federation & from works committee are
accommodated in JCM-IV level council. Unfortunately, there is no berth for the service
associations in JCM-IV level council. The JCM-IV level council would have been balanced
Zonal Secretary had it been accommodated 2 members from the CDRA (Confederation of defence
Vinod A Pawar recognized associations). But the denial of berths to CDRA in JCM-IV council is not known
and unreasonable. Non representation of CDRA in JCM-IV level council is hampering the
Indravir Singh welfare and other related issues of the Non-Industrial Employees.

The main intention of the JCM-IV level forum is to address the issues related to
PeyyetiA R Pradeep service matters of the employee & Works committee was formed for the welfare of
Anita Balodhi the employees. In present system of berth allocation for JCM-IV level council,
entire representation is from industrial cadre only. There is no room for Non-

no forum for Associations exists in unit level. As a result, major fundamental issues are pending
without proper solution in the entire ministry as well as in all directorates due to absence of
negotiation mechanism.
CDRA strongly demand that entire process to be reviewed and particularly JCM-IV level to be
reviewed and re-constituted by giving coverage to all eligible cadre representation in this forum.
During the earlier series of meetings with JS(Estt), allocation of two seats for CDRA at par with
federations has been accepted but till date not materialized. Mean time Some federations
demanding seats should be allotted in a proportionate ratio to their membership and secured
strength. Also, some federations demanding each federation and CDRA have to be allotted two
seats each. But CDRA requested Ministry that main intention of JCM coverage to be fulfilled and
the coverage should be to all cadres not for only particular cadre. This seat allocation is to be
explored from Industrial and Non-Industrial basis and NIEs and NGO-eligible participants cadres
should be earmarked with separate seats. Only then CDRA shall be able to nominate in forum
and strength may not be clubbed with total strength.
Proposal: Considering, the above facts and trends visible, we are submitting following
proposal for participation of recognised associations affiliated to CDRA (Confederation of
Defence Recognised Association) in the JCM IV Council at the Unit/Establishment level for
better future and improving good relations between Management and the employees who are
the members of the Rrecognised Associations.
a) Seats allocation to be Industrial and Non-Industrial cadre basis viz. Artisan Industrial Employees
represented by three federations and Non-Industrial cadre represented by recognized
associations affiliated to CDRA. Also, their strength should not be clubbed with overall strength
for seat allocation. If overall strength is taken into consideration, then combined strength of all
CDRA constituent associations together should be considered for allocation of 8 seats (two
seats each to three federations and CDRA).

b) Very appropriate proposal is that all the employees have to get the opportunity for their
representation in this forum in case of service matters at the unit level. In this regard, seats may
be allotted to all registered unions at unit level whether affiliated to recognized federations or not
along with all associations recognized by MoD and affiliated to CDRA.
In view of the above, we request the nomination of office bearers of a recognised association
affiliated to CDRA (Confederation of Defence Recognised Association) in the IV Level JCM
Council at the Unit/Establishment level under the Chairmanship of the head of the
Unit/Establishment which is mentioned in JCM and Executive Orders of DoP&T. Therefore, our
demand of seats allocation for participation in IV Level JCM Council be granted for smooth
functioning and good relations between management and the employees who are the members
of the Recognised Associations in all the Defence Establishment under the Ministry of Defence.
This will cover approximately 95% cadre in JCM-IV level forum in comparison to the existing
system which only covers representation of approximately 60% of employees.
