EC 203rd Meeting Minutes
ARCHITECTURE, HELD ON SATURDAY & SUNDAY, 25TH& 26TH MAY, 2019, FROM 10.30 A.M.
ONWARDS IN THE OFFICE OF THE COUNCIL OF ARCHITECTURE, INDIA HABITAT CENTRE,
CORE 6A, LODHI ROAD, NEW DELHI-110003.

Ar.Abhay Purohit, Member, could not attend the meeting due to his pre-occupation and was granted
leave of absence
In attendance:
The Chairman welcomed the Members and thanked them for sparing their valuable time for attending
the meeting. Thereafter, the regular agenda of the meeting was taken up.
ITEM NO.1 CONFIRMATION OF THE MINUTES OF 201ST MEETING HELD ON FRIDAY 5TH
APRIL, 2019 AND 202ND MEETING HELD ON 27TH& 28TH APRIL, 2019, OF THE
EXECUTIVE COMMITTEE OF THE COUNCIL OF ARCHITECTURE IN NEW DELHI.
The Chairman informed the Members that the Minutes of 201st and 202nd Meeting of
the Executive are being finalized and will be sent to the Members shortly.
ITEM NO.2 ACTION TAKEN REPORT ON THE MINUTES OF THE LAST MEETING.
The Chairman informed the Members that all actions have been taken by the
Executive Committee in its last meeting.
ITEM NO.3 TO GRANT PERSONAL HEARING AND TO CONSIDER THE REPLY RECEIVED
FROM INSTITUTIONS WHICH HAVE BEEN ISSUED SHOW CAUSE NOTICE BY
THE COUNCIL FOR REDUCTION IN INTAKE IN B.ARCH./M.ARCH. COURSE.
The Executive Committee in its last Meeting(s) issued show cause notices to certain
institutions that were found to be lacking in the academic and physical infrastructure
facilities. All such institutions were asked to submit the relevant documents in their
support or may seek personal hearing before the Executive Committee before the final
decision is taken on their intake.

The Executive Committee also noted that due to implementation of Minimum
Standards of Architectural Education, 2017 prescribed by the Council for approval
process 2019-2020, many of the Heads of the institutions were deemed ineligible on
account of shortage in experience as some were registered as architects late with the
Council. In addition, the persons appointed as Professor (Design Chair) were also
affected due to 2017 Norms. The Executive Committee, after deliberations, noted that
the matter should be re-examined and decided to relax the Norms as under:
1. A Head of Institution who was registered as an architect with the Council as late
as by the year 2004 may be accepted for the post of Head.
2. A person holding the post of Professor (Design Chair) with at least 20 years of
experience may be accepted for the said post.
Accordingly, the institutions which preferred to have personal hearing before the
Executive Committee appeared before the Executive Committee on 25.05.2019 and
the Committee after considering their oral and documentary submissions decided as
under:
Two representatives of the institution including Principal appeared before the Executive
Committee. The Principal said he was appointed in May 2019 and he would work full time and
would not leave the Institution in between. The representatives requested that they be given
one opportunity to run with the intake of 40 students.
The Executive Committee after deliberations in the matter decided to sanction an intake of 40
students for the academic session 2019-20 and the Principal of the institution must submit an
undertaking to the Council and he would continue to work with the Institution for atleast for a
period of one year.
Two representatives of the institution appeared before the Executive Committee. They stated
that the institution has some short comings but now they have complied with the norms of the
Council. The Executive Committee pointed out that the Head of the Institution is not eligible
and the institution must appoint a Head/ Principal who is qualified as per 2017 norms.
The Executive Committee after deliberations decided to give conditional approval with an
intake of 40 subject to appointment of Principal/Head of the Institution within 3 months and
submission of compliance of the same to the Council of Architecture.

Two representatives of the institution appeared before the Executive Committee. They stated
that the institution has appointed Mr.Sumanta Dey as Principal. They also stated that the
institution has 6 students in two batches and they faced some problems due to the University.
The Executive Committee enquired from them whether there was Selection Committee for
selection of Principal to which they replied that the Principal was selected by the Selection
Committee.
The Executive Committee noted that Director of the Institution is not an Architect. The
representatives also informed that the college was approved in the year 2015 and the syllabus
was approved by the University in the year 2017. The institution could make admissions from
the year 2017 only. The Executive Committee noted that there is highly deficient faculty with
no Asso. Professor and very less Asstt/Professor. Head of institution has not been coming for
4 months. There is no record of attendance of faculty as well as students. Insufficient tiles and
volumes. No dedicated staff for library.
The Executive Committee after detailed deliberations decided to put the intake to zero for the
academic year 2019-20 in the B.Arch.course.
The Representatives of the Institution did not appear before the Executive Committee.
Therefore, their appeal /review application was kept pending till the next meeting of the
Executive Committee.

Therefore, their appeal /review application was kept pending till the next meeting of the
Executive Committee.
Two Representatives of the Institution appeared before the Executive Committee. The
Executive Committee informed them that Head/Principal is not eligible as his registration was
done in 2015. The Representatives of the Institution submitted a list of current faculty Members
and requested that their intake be not reduced.
One representative of the institution appeared before the Executive Committee. He informed
that he is working in the institution since 2008. He got himself registered as an Architect with
the Council of Architecture in year 2005.
The Executive Committee after detailed deliberations decided to sanction an intake of 40 with
a condition that the qualified Principal be appointed within 3 months and compliance be
submitted to the Council.

informed that the institution has applied for restoration of its intake from 30 to 40, however, the
Council has issued a show cause for reduction of intake to 20.
The Executive Committee informed that Mr. Dilip Jade is not qualified for the post of Principal
as he is overage and the Institution has to appoint a Principal and Associate Professor and
one Assistant Professor.
The representatives of the Institution assured that they will appoint the required faculty within
a month and submit compliance to the Council.
The Executive Committee after detailed deliberations decided to grant an intake of 40 students
subject to the conditions that the institution must appoint the Principal, Associate Professor
and Assistant Professor within three months and submit compliance to the Council.
Two representatives of the Institution appeared before the Executive Committee. The
Executive Committee informed them that the institution was found short of 8 Assistant
Professors. The representatives informed that the Institution has appointed the required faculty
on 02.05.2019 and submitted their relevant documents.
Two representatives of the institutions appeared before the Executive Committee. They said
that the Institution is having 5 Associate Professors currently. At the time of inspection, the
Institution had 3 Associate Professors. They assured that the Institution shall maintain the
required faculty as per the Council norms.

to sanction an intake of 40 students for the academic year 2019-20.

Executive Committee informed that the Director is not having qualification as per the 2017
norms and hence not eligible.
The representatives of the institution that they have appointed Mr.Senthil Kumar as Principal
who is qualified as per 2017 norms and requested that their intake be not reduced.
Two representatives of the institution appeared before the Executive Committee. The
Executive Committee informed that the Principal is not qualified as per 2017 norms and the
building is also under construction.
The representative of the institution informed that the institution will shift to the new premises
by December 2019. They have also informed that they have appointed a Principal Mr.
NinadDhawle.
The Executive Committee after detailed deliberations decided to grant approval to the intuitions
for introduction of B.Arch. course with an intake of 40 students from 2019-2020 subject to the
condition that Principal must submit an undertaking that he would continue as full time faculty
with the institution for a period of 3 years and the institution must shift to the new building by
end of December 2019. Further, institution shall be required to deposit an amount of
Rs.25,00,000/-, as interest free security deposit, as per the decision of the Council of
Architecture at its 69th meeting on April 13 & 14, 2018.
ITEM NO.4 TO CONSIDER THE REPLY RECEIVED FROM INSTITUTIONS WHICH HAVE BEEN
ISSUED SHOW CAUSE NOTICE BY THE COUNCIL FOR REDUCTION AN INTAKE
IN B.ARCH./M.ARCH COURSE.
The Chairman informed the Members that the Executive Committee at its last
Meeting(s) have issued show cause noticed to the institutions for reduction of intake
due to non-maintenance of minimum standards prescribed by the council of
Architecture. Institutions who have submitted their information/relevant documents in
their favour and did not avail the opportunity of personas hearing are listed at Appendix-
B.

The Chairman, Executive Committee informed the Members that he, as authorized by
the Executive Committee, after consideration of the Application forms submitted by
institutions/Reports of Expert Committee appointed by the Council of Architecture and
on perusal of the proposals/recommendations made by the inspectors/scrutiny
committee granted extension of approval with intake in B.Arch./M.Arch. courses.
The Executive Committee perused the list of institutions as annexed with the Agenda
at Appendix-F together with forms/reports and ratified the decisions taken by the
Chairman Executive Committee.

The Chairman informed the Members that several institutions which are not inspected by
the Council are yet to be considered by Council for grant of extension of approval for
imparting M.Arch degree course. He also informed the Committee that it is already very
late and it is not possible to conduct the inspections at this stage.
The Executive Committee deliberated in the matter and decided that the institutions which
are not yet inspected by the Council will be considered based on their applications
submitted to the Council. Accordingly, the Executive Committee decided as under:

The Chairman informed the Members that in terms of Section 15 of the Architects Act,
1972, the Central Government is required to consult the Council of Architecture for
granting recognition to any foreign qualifications under Architects Act, 1972.

The Council has been receiving several references from the Central Government on
the requests received from individuals/concerned institutions for recognition of their
qualifications under the Architects Act, 1972.
The Council vide its letter dated 21.01.2019 has made its recommendations in respect
of several foreign architectural qualifications. The Ministry of Human Resource
Development vide their letter dated 08.05.2019 has requested the Council to come up
with the detailed proposal of the comprehensive frame work for recognition of foreign
institutions/qualification instead of ad hoc approach in the matter.
The Executive Committee perused the letter dated 08.05.2019 and decided that the
matter be referred to the Foreign Qualifications Committee to suggest an appropriate
scheme as desired by the Ministry of Human Resource Development so that the same
can be placed before the Full Council for approval and sent to the Central Government
for their consideration.
ITEM NO.9 TO COSINDER THE LETTER DATED 20.05.2019, RECEIVED FROM AICTE
REGARDING REVISION OF MODEL CURRICULUM OF B.ARCH.COURSE.
The Chairman informed the Members that he has received a letter dated 20.05.2019
from AICTE forwarding therewith a revised model course curriculum prepared by a
Committee of AICTE and seeking the comments/inputs of the Council on the same
within 5 days.
The Executive Committee perused the letter dated 20.05.2019 of AICTE along with
the revised model curriculum of B.Arch. Course and upon deliberations in the matter
observed that the Council of Architecture has already recently revised the minimum
standards of Architectural education by way of Council of Architecture Minimum
Standards of Architectural Education Regulations 2017 after having wider
consultations with all stake holders and submitted the same to Central Government
for approval.
The Executive Committee, therefore, decided that the COA Regulations of 2017 which
are pending approval from the Central Government be forwarded to the AICTE for their
information and further necessary action.
ITEM NO.10 TO COSINDER THE LETTER DATED 20.05.2019, RECEIVED FROM AICTE
FORWARDING THEREWITH THE DRAFT M.O.U. TO BE ENTERED INTO
BETWEEN THE COUNCIL OF ARCHITECTURE AND AICTE.
The Chairman informed the members that the Council in receipt of a letter dated
25.05.2019 from AICTE along with a copy of draft MOU to be entered between COA
and AICTE, seeking views and comments of the Council of Architecture on the draft
MOU.
The Members after deliberations decided that they would go through the draft MOU in
detail and will send their views and suggestions in the matter in due course.
ITEM NO.11 CONDUCT OF ELECTIONS UNDER SECTION 3(3)(C) OF THE ARCHITECTS ACT,
1972 BY THE CENTRAL GOVERNMENT.

Council of Architecture and also noted the notice that 14.05.2019 issued by the
Returning Officer for conduct of elections under Section 3(3)(c) of the Architects Act,
1972 and noted the same.
ITEM NO.12TO TAKE NOTE OF THE LETTER DATED 21.05.2019 RECEIVED FROM MINISTRY
OF H.R.D., GOVT. OF INDIA, REGARDING ELECTIONS IN THE COUNCIL OF
ARCHITECTURE.
The Executive Committee perused the letter dated 21.05.2019 received from MHRD,
Government of India and directed the Registrar COA, to forward the list at the earliest
to the Ministry.
The Executive Committee perused the letter dated 30.04.2019 received from District
Town Planner, Haryana, stating that no local body in Haryana would insist registration
of Architects for carrying their profession in their jurisdiction. The Committee
appreciated the efforts made by the Council for enforcement of the Architects Act.
ITEM NO.14 TO TAKE NOTE OF THE LETTER No. 35/20/TCP/2017-19/794 DATED 03.05.2019
RECEIVED FROM THE CHIEF TOWN PLANNER, GOA.
The Executive Committee perused the letter dated 03.05.2019 received from Chief
Town Planner, Goa, stating that no local body in Goa would insist registration of
Architects for carrying their profession in their jurisdiction and appreciated the efforts
made by the Council for enforcement of the Architects Act in the State of Goa.
ITEM NO.15 TO TAKE NOTE OF THE LETTER DATED 07.03.2019 RECEIVED FROM PRINCIPAL
SECRETARY, BIHAR.
The Executive Committee perused the letter dated 07.03.2019 received from Principal
Secretary, Bihar stating that no local body in Bihar would insist registration of
Architects for carrying their profession in their jurisdiction and appreciated the efforts
made by the Council for enforcement of the Architects Act in the State of Bihar.
ITEM NO. 16 TO CONSIDER THE E-MAIL MEMBER COA, FROM SHRI ASHUTOSH KUMAR
AGARWAL ON THE MINUTES OF THE EXECUTIVE COMMITTEE MEETINGS.
The Executive Committee perused the email dated 03.05.2019 of Shri Ashutosh
Kumar Agarwal, Member, COA and noted that the Executive Committee is Executive
Authority of the Council and the Full Council is the decision making/policy making body
of the Council.
The Executive Committee is making all efforts to address the issues of Architects and
taking measures from time to time for resolving the issues.
ITEM NO.17 TO CONSIDER LETTERS RECEIVED FOROM SOME INSTITUTIONS WHICH DID
NOT APPLY FOR EXTENSION OF APPROVAL FOR THE YEAR 2019-20.

The Executive Committee on perusal of their representation decided that the request
of the CCLS College of Architecture cannot be entertained at this stage for the
academic session 2019-20 for receipt of application and for conduct of inspections is
already over.
Further, the Executive Committee allowed the TN24, Designed Environment Academy
& Research Institute (DEAR Institute) to continue to impart B.Arch. Course with its
existing students for the academic session 2019-20.
ITEM NO.18 ANY OTHER ITEM WITH THE PERMISSION OF THE CHAIR:
The Chairman further invited the attention of the Members that the Executive
Committee in its 194th Meeting had approved for payment of honorarium to
Council staff for NATA 2017 and accordingly one-month basic pay + D.A. was
paid. Therefore, in order to compensate the staff for the extra work carried out
by them for the NATA 2018 examination, it is proposed that the staff be given
one month basic pay plus D.A..
The Executive Committee accepted the proposal and decided that one-month
basic pay and DA as on 31st May,2018 be given to all the staff for NATA 2018
examination work to motivate them to further carry on with such additional
activities for betterment of Architecture education and profession in the
country.

ITEM NO.3 TO GRANT PERSONAL HEARING AND TO CONSIDER THE REPLY RECEIVED
FROM INSTITUTIONS WHICH HAVE BEEN ISSUED SHOW CAUSE NOTICE BY
THE COUNCIL FOR REDUCTION IN INTAKE IN B.ARCH./M.ARCH. COURSE.
The Executive Committee in its last Meeting(s) issued show cause notices to certain
institutions that were found to be lacking in the academic and physical infrastructure
facilities. All such institutions were asked to submit the relevant documents in their
support or may seek personal hearing before the Executive Committee before the final
decision is taken on their intake.
Accordingly, the institutions which preferred to have personal hearing before the
Executive Committee appeared before the Executive Committee on 26.05.2019 and
the Committee after considering their oral and documentary submissions decided as
under:
Three representatives of the Institution were present before the Executive Committee. They
informed that one of their faculty Members is being awarded Ph.D. and he will be appointed
as Principal. Further, they assured that the institution will appoint the required faculty and
they be given an opportunity to continue with the intake of 40 in B.Arch. course.

The Executive Committee after deliberations in the matter decided to grant extension of
approval with an intake of 40 students in B.Arch. Course subject to the condition that the
institution must appoint the required faculty as per the norms of Council within 15 days.
The Executive Committee after deliberations decided to sanction 60 intake in the B.Arch.
course subject to appointment of Principal within one month and submission of compliance
to the Council.
Two representatives of the Institution appeared before the Executive Committee. They
informed that the institution could not commence its course during last 2 years and it could
admit students only last year.
The Executive Committee after detailed deliberations decided to sanction intake of 40 for
2019-2020.
The Executive Committee after deliberations decided to sanction intake of 100 subject to
the institution submitting NOC from Fire Authorities and submission of approve plans and
occupation certificate from the Competent Authority within 3 months.

Two representatives of the institution appeared before the Executive Committee. The
Executive Committee pointed out that the institution is lacking in Associate Professors and
not having the required cadre wise faculty. The representatives of the institution informed
that they have given advertisements in newspapers and shall appoint the required faculty
very soon.
The Executive Committee after detailed deliberations decided that institution be sanctioned
intake of 160 in the course for the academic session 2019-20.
Two representatives of the institutions appeared before the Executive Committee. The
Executive Committee pointed out that the institution is lacking in 1 professor and 9 Assistant
professors. The representatives of the institutions informed that they be given 15 days’ time
to submit compliance to the Council.
The Executive Committee after deliberations decided that the intake of institution in the
B.Arch. course shall be 80 for the academic session 2019-20 subject to appointment of
faculty as per norms of the Council and submission of compliance by 7th June, 2019.
Two representatives of the institutions appeared before the Executive Committee. They
informed that the institution has made all required appointments after making online
application to Council. They submitted a list of current faculty available with the institution.

Two representatives of the institutions appeared before the Executive Committee. They
submitted the list of current faculty available with the institution and requested that their
intake be not reduced. The Executive Committee after going through the information
provided by the institution and decided to grant an intake of 60 in the B.Arch. course for the
academic session 2019-20.
The Executive Committee also considered the application of institution for introduction of
M.Arch. course together with assessment report and accordingly granted approval for the
same with an intake of 20 for the academic session 2019-20.
Two representatives of the institutions appeared before the Executive Committee. They
informed that the college was started in the year 2014. The Institution is having 21 faculty
Members at present.
The Executive Committee perused the information/document provided by the institution and
noted that only 9 core faculty Members are qualified as per norms of the Council.
The Executive Committee after detailed deliberations decided that the institution be given
an intake of 30 subject to furnishing an undertaking that it will appoint the required faculty
within one month.
Two representatives of the institutions appeared before the Executive Committee. They
informed that the institution has appointed Ar.A.N.Katgaonkar as In charge Principal and
Ar.Yadagiri N.Kondahas been appointed as Prof.Design Chair. They also presented a letter
from the management that the institution will appoint the required faculty as per norms of
COA.
The Executive Committee after deliberations decided to grant intake of 30 for the academic
session 2019-20.
One representative of the institution appeared before the Executive Committee. He stated
that the institution has appointed required faculty and informed that there are 11 Assistant
Professors, 3 Associate Professors and 1 Professor in the institution.

The Executive Committee pointed out that the Director the institution is not eligible as per
COA norms. The representative requested that the institution be given some time to appoint
a qualified Director.
Two representatives of the institutions appeared before the Executive Committee. They
informed that the institution is in process of appointing contractual faculty and requested
that their intake be not reduced. Being a Government Institution it requires a little more time
to appoint faculty members with the approval of the Government Authorities.
The Meeting ended at 4:00 p.m. with a vote of thanks to the Chair.
