1. Scope
This standard is applicable when installing the lighting system, in order to supply
convenient work areas in 66kV and 30kV substations.

3. Construction method
3.1 General lightings
Adequate illumination gives a person maximum working efficiency, convenience and a
comfortable environment during substation operation and maintenance work. Therefore, it
is recommended that standard illumination of each area comply with the following table

Note: The mounting height of the fittings above the working plane are usually taken as 0.85m
above floor level

3.2 Emergency DC lighting


If emergency DC lightings is needed (excepts in the places listed in the table below), the
minimum illumination shall not be less than 5 lx. Also, emergency DC lighting
illumination is recommended to accounts for 1 ~ 5 % of the general lighting illumination.

3.3 Substation Power Supplies and Lighting (Cable Trench)


3.3.1 Power Supplies
Power supplies come from poles within the shortest distance through ventilation hole or
vertical hole. (If distribution system is using underground cable, Pad Tr is used). To
maintain the voltage within the proper range, the incoming spot of the power line shall be
selected considering motor loads, lighting spaces, etc.
If power supplies are derived from two different sources, the following factor should be
considered:
▪ If distribution lines are installed both sides of street, dual power supplies should be
secured.
▪ If one distribution line is located nearby the ventilation hole, and other lines can
extend in a short-distance from the branch point, dual sources from main lines
and branch lines should be supplied.
▪ If dual sources cannot be secured from lead-in points, dual sources should be
supplied from interior wires of the electric power conduit pipe by receiving
power from mid or end points of conduit pipe.
As a conduit tube for pole risers, steel tube, carbon steel tube for pipeline and vertical
riser cable protective tube is used.

3.3.2 Switchboard Designs

(a) Lead-in Switchboard


The lead-in switchboard should be protected from short-circuit current and ground
current by installing molded-case circuit breakers, over-current relays and over-current
ground relays.

(b) Automatic Transfer Switch Board


▪ In case of outage, automatic transfer switch board should be equipped with under-
voltage relays and voltage relays to switch to other sources in 0.5 seconds
▪ The switchboard should be equipped with built-in voltmeter and ammeter. MCCB
should be installed if loads are motor load. And if loads are lighting load, ELS
should be installed.

(c) Ratings for ATS, MCCB and ELB should be enough large considering load
capacity.
(d) Considering spaces and conditions for vertical holes and ventilation holes, lead-in
switchboards and ATS boards can be combined into one switchboard.

3.3.3 Wire

(a) By calculating load currents, voltage drop of wires should not exceed a limit
specified in the interior wire standards.
(b) Considering construction costs regarding the number of lead-in spot, most
economical specifications should be selected.
(c) Wires should be distinguished by its color according to phase.
(d) (A phase: red, B phase: white, C phase: blue, N phase: green)
(e) Method for supporting wires
▪ Using stainless steel clips, support wires below 1.2m high using stainless steel
channels
▪ The length of C channel is 100mm for one strand, 200mm for two strands, 300mm
for three to four strands, 500mm for five to 8 strands, 800mm for nine to twelve
strands, and 1000mm for thirteen or more. The length should be selected
considering final equipment capacity including fire-fighting equipment.
▪ C channels, boxes and auxiliary apparatus should be tied tightly using set anchor
bolts. The specifications for set anchor bolts are as follows
 C channels, lighting equipment and boxes: 1/4″× 50㎜
(If the length of C channel is 800mm or more, use 3 set anchors for supporting.)
 Panel board : 3/8″× 70㎜
▪ Attach labels specifying uses of wires every 100m of installed
▪ Using cable glands in accordance with wire specifications, lead-in holes of
switchboards, boxes and lighting equipment should be water-proof.

3.3.4 Wire Connections

(a) Use solderless terminals when connecting wires to terminal blocks


(b) To prevent conductivity and ultimate tensile lowering, connect wires tightly and
wind it with electrical tapes. And then treat it with heat-resistant tapes to
finalize works.

3.3.5 Boxes

(a) Boxes have water-proof structure with anti-corrosive, durable and anti-impactive
features in accordance with IP67 of IEC 60529. It should have a figure
facilitating attachment to concrete structures.
(b) Size and installation location of boxes are as follows:

3.3.6 Lighting Equipment and Auxiliary Apparatus

(a) Lighting Equipment


▪ Types of luminaries: fluorescent lamp
▪ Materials for lighting equipment bodies should be stainless steel. Its structure
should be dust-proof and water-proof.
▪ The ballasts for fluorescent lamps are electronic ones. The ballast should have the
quality better than "high" and its power factor is 90% or more.
(b) Lighting Design
▪ Lighting equipment should be installed in series in the middle of the electric power
conduit pipe considering lighting effects in the conduit pipe, following
construction and facilitation of passing. The average intensity of illumination
should be 15 Lx or more.

▪ The equation to calculate the number of lighting lamp is as follows

▪ The ELB should be installed in every lighting circuit. At end point, three-way or
four-way switch with 220V receptacles should be installed to facilitate switching
on and off.
▪ The fluorescent lamp in the electric power conduit pipe should be installed at a
height of 3m above ground.
▪ The lighting equipment and boxes should be connected to earthing for safety.
▪ After installing lighting switches, location of switches in each lighting area should
be indicated with labels such as letters or arrows.
▪ One fluorescent lamp nearest on-off switches should be installed with a green
lamp.
▪ The lighting switches should be installed on the vertical wall of the electric power
conduit pipe. The height of switches should be designed to facilitate inspectors'
passing.

3.4 Construction method


3.4.1 Materials acceptance
(a) Check Lighting material specifications; name of goods, standards, quantity and length
considering design standards.
(b) The outdoor stabilizer case should be made of waterproof materials, such as stainless
steel.
(c) Light poles for outdoor safety lights and road lights should be strong enough to
withstand wind pressure load weight and harmonize with the surroundings.

3.4.2 Installation preparation


(a) Make sure that necessary materials and construction tools are ready and appropriate.
(b) Check that operators have the latest data (such as design layout, technical
specifications and construction procedures) before beginning construction.

3.4.3 Illumination panel installation


(a) A circuit line in panel board should be separately connected, considering the station
power circuit layout and detailed panel board layout, so that load and power can be
divided among each phase.
(b) Circuit lines in panel boards should be connected to prevent blackout in an entire area,
even though one of the separated circuits is not working.
(c) Stabilizer case needs to be installed in the fire-protection wall, as close as possible
without obstructing transformer work. Stabilizer case, it should be tightly attached to
the wall with anchor bolts.
(d) Stabilizer case should be tightly installed right in front of the outdoor structure in
order to install conduit easily.
(e) Considering efficient construction procedure, Panel board, for outdoor safety lights
and road lights should be embedded during the building construction period.

3.4.4 Conduit installation


(a) It is necessary to maintain curvature radius. Bent conduit causes difficulty in wire
installation.
(b) Make sure that settlement doesn’t occur after wire track installation.
(c) If heavy objects pass over the conduit, protection strategies should be prepared to
avoid conduit damage.

3.4.5 Illuminator installation


(a) Light poles, such as outdoor safety lights and road lights, should be tightly attached to
foundation anchor bolts. It should be grounded using grounding methods stated in
design drawings; such as the copper grounding rod method.
(b) The remaining of illuminators should be installed following the layout of illuminator
installation and installation methods.

3.4.6 Laying and connecting the cable

(a) Use appropriate lighting cables and wires as stated in the design layout

(b) Lay the cable along wire tracks as stated in the cable laying plan.
(c) Interconnect the wires with insulated sleeves using any proper connection method
(such as mechanical pressing connection)
(d) Completely insulate connected parts in order to avoid the electric leakage.

3.4.7 Check installation


Measure insulation resistance with a 500V insulation resistance tester (over 2㏁).

4. Work Procedure
4.1 Lighting Installation

4.1.1. Material acceptance
(a) Supervisors need to check the standard of material; such as GDS and GES
(b) Accept material after checking the name, standard, quantity and length in the
material list.
(c) Materials should be carried and handled with care to prevent damage or loss

4.1.2. Installation preparation


(a) Workers are fully aware of working procedures and layouts.
(b) Prepare basic materials for construction.
(c) Prepare essential construction equipment and tools.

4.1.3. Illumination panel installation


(a) Make sure that panel board installation is proper according to design layout.
Check that inside the panel board is clean.
(b) Circuit lines in panel board should be connected considering station power circuit
layout and detailed panel board layout.
(c) Connect circuit lines separately for each power source or phase so that load can
be divided among each phase.
(d) Attach the latest circuit diagram inside the panel board door.
(e) Connect earth wires to the ground pad.

4.1.4. Conduit installation


(a) Install the wire track considering wire track radius of curvature.
(b) After digging wire track installation, compaction should be completed.
(c) If heavy items cross over the conduit, prepare protection strategies to prevent wire
track damage; such as forced wire conduit.
(d) When constructing pole light foundation, put all wire track first. Then pour
concrete.
(e) Check panel board wire way in the building, during entire construction period.

4.1.5. Illuminator installation


(a) Install all illuminators following the layout. Adjust their position and angle so that
illuminator efficiency is maximized.
(b) Screw in the light bulb after installing the illuminator.
(c) Use the ground method as stated in the design layout.

4.1.6. Cable laying and connection


(Refer to GCS “Control cable installation”)
(a) Lay the cable along wire track as stated in cable laying plan
(b) Interconnect and divide the wire using mechanical pressing connection method

4.1.7. Inspection after installation


(a) Make sure that panel boards are completely grounded.
(b) Check that auto switches are working well.
