National Housing and Construction Company Limited is Uganda’s Leading Real


Estate Developer with fifty-seven (57) years of experience in developing, building
and managing housing Estates for sell or let at economic rates. The Company,
seeks to strategically place itself as the lead National Company in infrastructure
development with a view of being a major player in the realization of the
National Strategic development goals and strategies thereof.

National Housing has synchronized various productive Strategic Partnerships


and engagements with focus on enhancing infrastructure development in the
country and strengthened its capacity as a Construction Company so as to
broaden its range of services within the infrastructure development arena.

Accordingly, through various strategic collaborative partnerships and with


support from different stakeholders within the industry, National Housing will
over the next five (5) years look to grow its portfolio to a Class- A Contractor so
as to broaden its range of services within the infrastructure development arena
and place itself as a major player in Public Infrastructure development.

The Company, now seeks to recruit and create talented and sustainable Human
Resource Pool of Professionals, with high levels of Integrity, dedication and
commitment, geared towards driving the Company generated business, both in
the short and long term. The staff will work as part of an exciting team with a
vision of becoming better professionals and execute the Company’s mandate.
The successful candidates will be engaged as and when the respective projects
are rolled out.

Applications are therefore invited from suitably qualified persons to fill the
following Positions;

1. Post: Construction Managers – Roads & Bridges


No. of Vacancies: Ten (10) Vacancies

Key Duties and Responsibilities:

a) The coordinating arm between the Project construction team, the
Client, the Supervising Consultant and the NHCC Management
b) Oversee the project organization, coordination, monitoring,
reporting, controlling and planning requirements for the
Construction works of the project.
c) Identification, assessment and preparation of claims for
consideration by the Employer.
d) Supervising the Project Team with respect to managing Client
requirements and expectations in achieving targets and milestones.
e) Ensure compliance on the Project including, compliance to
drawings, instructions, specifications, Ugandan laws and statutory
guidelines on Project implementation.

Minimum Qualification and Experience:

a) Bachelor’s degree in Civil Engineering or Construction Management


from a recognized University/institution,
b) Post Graduate training in Project Management.
c) Training and Experience in different forms of Contract e.g. FIDIC
d) 12 years of specific experience in Road Construction works
e) 5 years as a Construction Manager on a road Construction project
(Bitumen Standard)
f) Registration with relevant Professional Bodies shall be an added
advantage.

2. Post: Construction Manager - Buildings


No. of Vacancies: Ten (10) Vacancies

Key Duties and Responsibilities:

a) Be the coordinating arm between the project construction team, the


Client, the Supervising Consultant and the NHCC management
b) Oversee the project organization, coordination, monitoring, reporting,
controlling and planning requirements for the Construction works of
the Project.
c) Identification, assessment and preparation of claims for consideration
by the Employer.
d) Supervising the Project Team with respect to managing Client
requirements and expectations in achieving targets and milestones.
e) Ensure compliance on the Project including, compliance to drawings,
instructions, specifications, Ugandan laws and statutory guidelines on

Minimum Qualification and Experience:

a) Bachelor’s degree in Civil Engineering or Construction Management


from a reputable institution,
b) Post Graduate training in Project Management.
c) Training and Experience in different forms of Contract e.g. FIDIC

3. Post: Site Engineer – Roads


No. of Vacancies: Twenty (20) Vacancies

Key Duties and Responsibilities:

a) Take charge of the Road construction site from beginning to end,


including but not limited to;
a. Site setting
b. Staffing,
c. Budgets & expenditure projections
d. Keeping the site safe and,
e. Maintaining a set schedule.
b) Oversee the work done at a road construction site, including;
a. Planning and scheduling works,
b. Managing construction crews, allocation of tasks, monitoring
performance, taking record of staff attendance
c. Inspecting ongoing works, to ensure compliance and good
workmanship
d. supervision of setting out of works and surveys
e. Ensuring adherence to instructions, drawings and
specifications,
c) Make arrangements for necessary equipment including; sourcing,
mobilization, maintenance, utilization, cost planning etc.
d) Tracking construction costs and keeping construction project costs at
or, where possible, under budget.
e) Liaising with clients, subcontractors and other professional staff,
especially quantity surveyors and the overall project manager
f) Liaising with quantity surveyors about the ordering and the pricing of
materials
g) Providing technical advice and solving problems on site
h) Preparation and submission of site reports and filling in other
paperwork

Minimum Qualification and Experience:

a) Bachelor’s Degree in Civil Engineering or Construction


Management from a recognized University/Institution
b) Post Graduate training in project Planning and Management from a
recognized University/Institution as a MUST
c) Seven (7) years of specific experience in road Construction works

d) Three (3) years of which shall be as a site Engineer on a road
Construction project (Bitumen Standard)

4. Post: Site Engineer - Buildings

Key Duties and Responsibilities:

a) Take charge of the Building construction site from beginning to end,


including but not limited to;

5. Post: Site Engineer-Bridges

Key Duties and Responsibilities:

a) Take charge of the Bridge construction site from beginning to end,
including but not limited to;
▪ Site setting
▪ Staffing

▪ Maintaining NHCC policies,

6. Post: Quantity Surveyors – Roads & Bridges


No. of Vacancies: Fifteen (15) Vacancies

Key Duties and Responsibilities:

a) Prepare Material schedules for all works


b) Constantly scan the market and have up to date material price schedules
c) Quantify and verify all works don on sites.
d) Prepare weekly material requisitions for consideration by the site engineer
taking account for time and processes required for timely procurement.
e) Provide monthly measurements of all works for certification purposes.

f) Prepare and submit monthly measurement reports
g) Continuously track project costs and expenditure and timely alert the Site
Engineer when cost overruns arise.

Key Duties and Responsibilities:

8. Post: Highways Engineer


No. of Vacancies: Ten (10) Vacancies

Key Duties and Responsibilities:

a) Review of Construction documents to ensure adequacy for the prevailing
site conditions
b) Supervise and guide the Construction teams on road surveys, construction
of pavement structure, measuring of quantities and management of site
operations.
c) Review alignment and geometric studies and designs to ensure best fit for
the site
d) Plan and monitor road safety features during construction.
e) Propose and prepare measures for traffic diversion and ensure traffic
management measures do not compromise safety of road users.
f) Prepare alignment and geometric designs where Contractor designs are
provided for by the construction Contract

Minimum Qualification and Experience:

a) Bachelor’s Degree in Civil Engineering or closely related filed from a


recognized University/Institution
b) Possession of Post Graduate training in Highways Engineering shall be an
added advantage
c) Seven (7) years of specific experience in road and Bridge Construction
works of which Three (3) years should be as a highway Engineer on a road
construction project (Bitumen Standard) or similar position in a reputable
organization
d) Registered with the relevant professional body as a Must

9. Post: Pavement and Materials Engineer


No. of Vacancies: Ten (10) Vacancies

Key Duties and Responsibilities:

a) Study the Ggeotechnical and Materials investigations reports and


review the technical solutions provided by the designs.
b) Propose and monitor methods of working, materials and quality
assurance procedures
c) Check Quality Control of all materials and works and ensure
conformity of all construction with contract specifications.
d) Supervision and maintenance of the materials laboratory.
e) Advise the site Engineer on solutions to technical problems
encountered onsite

Minimum Qualification and Experience:

a) Bachelor’s Degree in Civil Engineering or closely related field from


a recognized University/Institution.
b) Post Graduate training in Geotechnical Engineering or Civil
Engineering shall be an added advantage
c) Registered with the relevant professional body as a Must

d) 7 years of specific experience in road and Bridge Construction
works three (3) of which as a Pavement/materials Engineer on a
road construction project (Bitumen Standard)

10. Post: Drainage Engineer


No. of Vacancies: Ten (10) Vacancies

Key Duties and Responsibilities:

a) Study drainage technical solutions to check adequacy for the


prevailing site conditions
b) Propose and monitor methods of working, materials and quality
assurance procedures for drainage works
c) Prepare drainage designs for temporary works and permanent works
Contractor designs are provided for by the construction Contract
d) Advise the site Engineer on solutions to technical problems
encountered onsite

Minimum Qualification and Experience:

a) Bachelor’s Degree in Civil Engineering or close related qualification


from a recognized University.
b) Post Graduate training in Hydrology or Civil Engineering (with a bias
in Hydrology) shall be an added advantage
c) 10 years of specific experience in road and Bridge Construction works
pf which five (5) years as a Hydrologist/Drainage Engineer on a road
construction project (Bitumen Standard)
d) Registered with the relevant professional body as a Must

11. Post: Electrical Engineer

Key Duties and Responsibilities:

a) Study Electrical technical solutions to check adequacy for the


prevailing site conditions
b) Propose and monitor methods of working, materials and quality
assurance procedures for Electrical works
c) Prepare Electrical designs where Contractor designs are provided for
by the construction Contract
d) Prepare As-Built Electrical drawings
e) Advise the site Engineer on solutions to technical problems
encountered onsite

Minimum Qualification and Experience:

a) Bachelor’s Degree in Electrical Engineering from a recognized


University/Institution,

(3) years of which as a senior Electrical Engineer or similar position
on a construction project

12. Post: Mechanical Engineer

a) Study Mechanical technical solutions to check adequacy for the prevailing


site conditions
b) Propose and monitor methods of working, materials and quality
assurance procedures for mechanical works
c) Prepare mechanical designs where Contractor designs are provided for by
the construction Contract
d) Prepare As-built Mechanical drawings
e) Advise the site Engineer on solutions to technical problems encountered
onsite

Minimum Qualification and Experience:

a) Degree in Mechanical Engineering,


b) 7 years of specific experience in Construction works three (3) years of
which as a senior Mechanical Engineer on a construction project
c) Registered with the relevant professional body as a Must

13. Post: Land Surveyor


No. of Vacancies: Twenty (20) Vacancies

Key Duties and Responsibilities:

a) Coordinate and verify survey data, setting out and measurement of


constructed works. Specifically;
i. Establish the survey controls set for the design, the co-ordinates
and levels assigned to set reference points.
ii. Set out works out of intermediate bench Marks
iii. Identify and record existing ground levels along set grids.
iv. Set out all earthworks.
v. Set out other works such as boundaries, pavement works, drainage
works, bridges, building foundations etc.
vi. Keep a record of levels of completed works to facilitate
Measurement

Minimum Qualifications and Experience:

a) Bachelor’s Degree in Land Surveying from a recognised


University/Institution.

b) Experienced in the use of different automated survey equipment, Total
Stations, Data loggers and Global Positioning Systems (GPS) Control.
c) Six (6) years of specific experience in road and Bridge Construction works
of which two (2) years as a Senior Land surveyor on a road construction
project (Bitumen Standard)
d) Registered with the relevant professional body as a Must

14. Post: Bridge/Structural Engineer


No. of Vacancies: Twenty (20) Vacancies

Key Duties and Responsibilities:

a) Study structural technical solutions to check adequacy for the prevailing


site conditions
b) Propose and monitor methods of working, materials and quality
assurance procedures for bridge/structural work
c) Prepare structural designs where Contractor designs are provided for by
the construction Contract
d) Prepare As-built Mechanical drawings
e) Advise the site Engineer on solutions to technical problems encountered
onsite.

Minimum Qualification and Experience:

a) Bachelor’s Degree in Civil Engineering or closely related filed from a


recognised University of Institution.
b) Post Graduate training in Structural Engineering as a Must
c) 7 years of specific experience in Building or Bridge Construction works,
three (3) years as a Bridge/Structural Engineer surveyor on a road
construction project (Bitumen Standard)
d) Registered with the relevant professional body as a Must

15. Post: Environmental and Social Expert


No. of Vacancies: Five (5) Vacancies

Key Duties and Responsibilities:

a) Plan for and monitor Implementation of the specified environmental


policies and guidelines set out in the Contract.
b) Ensure implementation of environmental and social impact mitigation
measures.
c) Coordinate all project stakeholder engagements
d) Liaise with Client, project Consultant and the Construction Manager on
Project affected persons
e) Conduct EIA and advise accordingly

Minimum Qualification and Experience:

a) Bachelor’s Degree in Civil Engineering, or Environmental science or
sociology or closely related discipline form a recognised
University/Institution.
b) Post Graduate Training in Environmental Management or sociology.
c) Six (6) years of specific experience in Construction works two years of
which as a Sociologist of Environmentalist on a road construction project
(Bitumen Standard)
d) Valid Practicing License issued by the relevant professional body.

16. Post: Project Cost Accountant


No. of Vacancies: Twenty (20) Vacancies

Key Duties and Responsibilities:

Manage the project operating budget, and monitor project cost performance.
Specifically;

a) Create project accounts in the NHCC accounting system


b) Maintain project-related records, including contracts and change orders
c) Advise the CFO on the transfer of expenses into and out of project-related
accounts
d) Review and approve supplier invoices related to a project
e) Review and approve staff time sheets for work related to a project.
f) Review and recommend for approval overhead charges to be applied to a
project
g) Investigate project variances and submit variance reports to management
h) Report to management regarding the remaining funding available for
projects
i) Close out project accounts upon project completion
j) Create and submit reports and tax returns related to projects
k) Compile project information for internal and external auditors, as
required
l) Coordinate Stores Management processes and control including
operationalization of systems that ensures efficient management and
monitoring of an up-to-date inventory acquisition, distribution, storage
and maintenance of all NHCCL’s property and supplies

Minimum Qualification and Experience:

a) A Degree in Commerce, Business Administration (Accounting), Business


Finance, or a closely related and relevant discipline from a recognized
University/Institution
b) Level two/Intermediate stage of Part Professional Accounting qualification
of an internationally recognized Accountancy Institution, such as ACCA,
CPA (K or U), as a Must.
c) Good knowledge and skills in application of Finance &
Accounting-related Software and MS Office Package (Word, Excel,
PowerPoint and Outlook) and related packages, is essential.

d) Possession of a Post Graduate Diploma in Project Planning and
Management, or Business Management, from recognized Institution shall
be an added advantage.
e) Relevant working experience of 3 (three) years as a Project & Cost
Accountant, or in a similar position, in a large and reputable organization,
preferably a vibrant commercial organization, or a civil works Company,
or an Investment Company.

17. Post: Inspector of Works


No. of Vacancies: Forty (40) Vacancies

Key Duties and Responsibilities:

a) Site inspection, recording and construction quality control.


b) Keep records of material delivery and usage
c) Monitor workmanship on site and report to the site Engineer
d) Assist in measurement control, reporting to the Quantity surveyor and
Site Engineer

Minimum Qualification and Experience:

a) Ordinary National Diploma (OND) in Civil Engineering from a


recognised
b) Minimum of 5 years’ experience in inspection and supervision of
construction works.
c) 3 years’ experience in inspection of asphalt pavement road construction
works.

18. Post: Laboratory Technician


No. of Vacancies: Forty (40) Vacancies

Key Duties and Responsibilities:

a) Collection of material samples from the field


b) Soils and Materials Testing in the project laboratory
c) Preparation of material test reports for review and certification by the
materials engineer

Minimum Qualification and Experience:

a) Ordinary National Diploma (OND) in Civil Engineering from a


recognised Institution
b) Minimum of 5 years’ experience in soils and material laboratory
experience and
c) 3 years’ experience in asphalt pavement material testing in highway
projects and in fields of assignment.

19. Post: Survey Assistants


No. of Vacancies: Forty (40) Vacancies

Key Duties and Responsibilities:

a) Assist the senior surveyor in;


i. Setting out of works such as earthworks, building foundations,
road alignment, drainage works etc.
ii. Setting and verifying levels
iii. Verifying accuracy of works
iv. Keep a record of survey data to facilitate measurement of works

Minimum Qualification and Experience:

a) Ordinary National Diploma (OND) in Civil Engineering from a


recognised from a recognised University/Institution.
b) Three (3) years’ experience on highway projects

20. Post: Site Foreman – Concrete & General Building Works


No. of Vacancies: Forty (40) Vacancies

Key Duties and Responsibilities:

a) Organize and supervise construction teams

c) Plan for works in liaison with the Site Engineer by creating schedules for
the workers
d) Ensure timely requisitions for material and equipment requirements
e) Ensure good workmanship
f) Report to the site Engineer on progress of works on a weekly basis

Minimum Qualification and Experience:

a) Higher Diploma (HND) in Civil Engineering from a recognised


university/Institution.
b) Five (5) years’ experience on Building Construction projects and three
(3) years’ specific experience as a Foreman for concrete, Masonry
Works, carpentry, steel bending and general building works
c) Ability to read and interpret construction drawings

21. Post: Site Foreman – Road works

a) Higher Diploma (HND) in Civil Engineering from a recognised


Institution.

specific experience as a Foreman for road works with asphalt concrete
pavement works.
c) Ability to read and interpret construction drawings

22. Post: Electrical Technician


No. of Vacancies: Fifty (50) Vacancies

Key Duties and Responsibilities:

a) Carryout electrical installation works


b) Execute project plans of electrical wiring for well-functioning lighting,
intercom and other electrical systems
c) Install electrical fittings, fixtures and equipment.
d) Connect wiring in electrical circuits and networks ensuring
compatibility of components
e) Prepare and assemble conduits and connect wiring through them
f) Collaborate with general contractors, electricians, and other
construction professionals to facilitate synergy on sites.
g) Prepare material schedules and cost estimates for electrical works for
evaluation by the Quantity surveyor and consideration by the Site
Engineer
h) Provide all necessary information for preparation of as built plans

Minimum Qualification and Experience:

a) Higher Diploma in Electrical Engineering from a recognised


University/Institution.
b) Certified electrician by relevant body
c) Three years (3) years’ experience as a senior electrician on Construction
projects,
d) Certified by relevant body
e) Ability to read and interpret electrical drawings

23. Post: Welders


No. of Vacancies: Fifty (50) Vacancies

Key Duties and Responsibilities:

a) Execute project plans of steel fabrication. Cutting, welding and


erection.
b) Collaborate with general contractors, electricians, and other
construction professionals to facilitate synergy on sites.

c) Prepare material schedules and cost estimates for fabrication works
evaluation by the Quantity surveyor and consideration by the Site
Engineer
d) Provide all necessary information for preparation of as built plans

Minimum Qualification and Experience:

a) Ordinary Diploma in Welding and Metal fabrication from a recognised


Institution
b) Certified Welder by relevant body
c) Three (3) years’ experience on Construction projects
d) Ability to read and interpret steel fabrication drawings

24. Post: Plumbers


No. of Vacancies: Fifty (50) Vacancies

Key Duties and Responsibilities:

a) Install, repair, and maintain pipes, valves, fittings, drainage systems,


and fixtures for plumbing systems on NHCC Projects
b) Collaborate with general contractors, electricians, and other
construction professionals to facilitate synergy on sites.
c) Prepare material schedules and cost estimates for plumbing works for
evaluation by the Quantity surveyor and consideration by the Site
Engineer
d) Provide all necessary information for preparation of as built plans

Minimum Qualification and Experience:

a) Ordinary Diploma in Plumbing from a recognised Institution.


b) Three (3) years’ experience on Construction projects, a senior plumber
on a construction project.
c) Ability to read and interpret plumbing drawing
d) Recommendation from a reputable Contractor or Client

25. Post: Masons


No. of Vacancies: One hundred (100) Vacancies

Key Duties and Responsibilities:

a) Setting out and erection of Masonry works; Set out work using chalk
lines, plumb bobs, tapes, squares, and levels etc.
b) Supervising batching, mixing, transportation and placement of
Concrete.
c) Placement, compaction, levelling and finishing of concrete works

a) Receive goods into the stores, label goods and ensure their safe custody, as
