PART II – DUTIES

A. POST CONTEXT:
The MNSC Admin Specialist processes all ACSA documentation to/from the U.S. and to/from Troop
Contributing Nations (TCN’s). This includes payment, documentation, customer coordination and
administrative support for the Multi-National Support Cell, Area Support Group Balkans, Camp Bondsteel.

B. REPORTS TO:
Multi National Support Cell (MNSC) Supervisor

C. PRINCIPAL DUTIES:

1. Assists the MNSC Supervisor in coordination actions with the responsible agencies for logistics support to
Troop Contributing Nations at Bondsteel. Assists with issues concerning availability (or nonavailability) of
support.

2. Prepares ACSA Order Form I-3A (Invoice) for all support transactions between the U.S. and other Troop
Contributing Nations (TCN’s) as well as other outside organizations that have support agreements with U.S..
Submit copies of transactions to USAREUR-AF G-8, and immediately logg on to Excel spreadsheet for
accountability

3. Responsible for receiving incoming invoices and supporting documents from support elements belonging to
Camp Bondsteel, the U.S. Government and other TCN's. Ensure these documents are complete and correct
for further processing.

4. Provides consolidated input for reports to HQ USAREUR-AF G-8 International Agreemnts Division (IAD)
to ensure all transactions are properly recorded and payments are received. Also provides input to bi-weekly
and quarterly reports to USAREUR-AF G8, IAD on the status of all paid and unpaid ACSA orders.

5. Prepares Cash Collection Vouchers (CCV) and escorts customers to finance to pay/receive payments for
support transactions between U.S and other TCN's and organizations wishing to settle outstanding debts for
support/services transactions. Ensure copies cash collection vouchers and corresponding ACSA orders are
forwarded to USAREUR-AF G-8.

6. Responsible for maintaining hard copy files in accordance with Army Records Management Informations
System (ARIMS).

D. ADDITIONAL DUTIES:
● Prepare invoices for accounts payable to Budget Analyst to process for payment.
● Prepare Letter of Justification, Memorandum for Record when necessary
● Schedule meetings with the partner nation representatives and appointment with finance.
● Maintain a very high degree of integrity and reliability, without the appearance of impropriety. Cost
estimates and pricing data are proprietary information and must not be discussed with the general
public.
● Performs administrative and/or clerical duties as necessary to support the MNSC office. Duties shall
include but not limited to typing, reproduction, scanning, copy.

PART III – QUALIFICATION

A. ESSENTIAL QUALIFICATIONS:

1. Professional Experience:
● Minimum 2 years experience working with financial and accounting operations, preferably in a
nongovernmental organization, governmental organization or international organization.

2. Education / Training:
• Completion of secondary education (4 years) combined with relevant vocational training leading to a
certification/diploma or other academic qualification in general administration, finance or accounting.

• Completion of ACSA/AGATRS training, initial and refresher training every two years (to be conducted
by USAREUR-AF G8, IAD).

• Valid Driving License — B Category

3. Security Clearance:
• Certificate of No Criminal Record
Be able to obtain a KFOR badge within 10 davs of employment, and maintain throughout employment.

4. Language:
English: Very Good

Serbian: Good

B. DESIRABLE QUALIFICATIONS:
1. Professional Experience:
• 3-5 years experience with US/NATO KFOR military or contractor in administrative or financial field.
One year experience as a resource management or budget analyst.

2.Education / Training:
University degree in business administration, finance, accounting or related field.

Personal Attributes:
Must be professional, experienced and reliable to complete required tasks in a professional manner
and within an acceptable period of time. Must be highly motivated and have strong work ethic, sense of
judgment and tact. Listening and understanding are crucial. The ideal candidate must be customer service
oriented, and have strong communication skills - oral and written.
Managerial Responsibilities:
The post has no management responsibilities. however the candidate must be able to work with
minimal supervision and possess good management skills.

Professional Contacts:
Must be able to interact comfortably and communicate effectively with US/NATO military and
civilians.

Contribution to the Obiectives:


Be able to maintain efficient work procedures for Multi National Support Cell (MNSC) office.

Work Environment:
Works in a multinational and multicultural environment with a broad range of activities. Expected to
work flexible hours, weekends and US holidays. Day travel is a requirement. The incumbent must be in
possession of a cellular contact number while performing duties outside the office.
