AN ACT on the creation of affordable gas prices in nevada through increased funding for clean
energy infrastructure and electric vehicle manufacturing; combating excessive and exploitive gas
prices and home energy fuel prices; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA , REPRESENTED IN SENATE AND


ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Hereby amends NRS 701B.005, Subsection 2, to read as follows:


“to exceed $295,270,000 for the period beginning on July 1, 2010, and ending on
December 31, 2025” to:
“to exceed $400,000,000 for the period beginning on July 1, 2010, and ending on
December 31, 2027”
Sec. 2. Herby Amends NRS 701B.005, Subsection 3, to read as follows:
“authorize the payment of incentives in an amount of not more than $1,000,000 per
year” to:
“authorize the payment of incentives in an amount of not more than $1,500,000 per year”
Sec. 3. Allows the Govenor to call an Emergency Energy proclamation for the state of Nevada,
during which any person is unable to sell at consumer or retail level in Nevada that-
1. Is unconscionably excessive; and
2. Indicates the seller is exploiting circumstances related to an energy emergency to increase
prices unreasonably.
Sec. 4. Section 3 will be enforced by the Nevada Attorney General’s Office through the Bureau
of Consumer Protection, which is hereby called to enforce section 3 if it believes a person has
violated section 3, and may call upon the Govenor or other state, federal, or governmental
organizations to assist in the enforcement of Section 3.
Sec. 5. Under Section 4, the Nevada Attorney General’s Office is authorized to call for civil
penalties up to and not exceeding $200,000 a day which a person has violated Section 3, and
may obtain additional compensation on behalf of residents of the state.
Sec. 6. Under Section 5, any funds collected through violations of Section 3 may be used either-
1. For additional funding of the Solar Energy Systems Incentive Program, or;
2. Placed into a state fund to assist other Renewable Energy programs as defined in
NRS 701B.912
Sec. 7. This bill becomes effective upon passage and approval.
