CIPP EVALUATION MODEL

CONTEXT

Flexible:
Competency based programs are very flexible as their structure depends on the individual
learner. There is no rigid schedule in these programs, no set semesters and no classes.
Self-paced:
Final outcome and not the journey. This enables students to control their pacing because they are
not confined by a set learning process. As soon as a student feels they can prove mastery, they
can take an assessment, receive credit and start on the next material.
Engaging:
One of the strongest outcomes of competency based education is increased student engagement.
Students are more engaged in the material because they have ownership over their learning.
Affordable:
The cost of competency based programs varies by institution, program and student pace. The
faster a learner progresses through the material, the less expensive the program is.
Skills-based:
Learning centers on real-world skills and competency development. Programs are designed
around competencies that are needed for a particular career ensuring that the material is relevant.
The outcome is that students are workplace ready and have expertise in their chosen fields.

INPUTS

Competency-based is usually defined as environments where students receive personalized


support and progress through material at their own pace — can be both rewarding and
challenging for teachers, as they balance increasing variety in how they instruct students.
Strategies such as; Diversify pathways into the profession, Redesign accountability for
reciprocity and improvement, Develop cultures of inclusion and learning, Increase flexibility for
learner-centered practice, Establish structures for distributed leadership and collaboration and
Facilitate professional learning that improves practice will help teachers and learners to have an
effective learning development.

With the availability of competency-based learning models, persistence and personal initiative
will allow learners to develop new skills and new opportunities throughout life. Students will see
themselves as active learners, not as passive recipients of some drudgery imposed by others. For
