THE COVID-19 pandemic has seen significant and indirect impact on all sectors at home and
abroad. The spread of the virus has temporarily stopped all sectors from operating including the
construction sector. Since the implementation of the Movement Control Order (MCO) period
began on 18 March 2020, the country's economy has experienced a slight decline. The country
lost RM2.4 billion every day during the MCO implementation period.

A) Project risk management

There is a new paradigm in many aspects of construction that leads to the conversion of existing
ways of working by contractors by adopting new norms in construction works. It is no longer an
option, but it is seen as a requirement that must be observed in the implementation of work on
construction sites. Indeed, in the early phase of the re-operation of the construction sector, the
situation of adapting the existing way of working to the new norm was seen as challenging. All
parties need to play their part, from the project management team to the workers at the
construction site. Basic things that must be practiced at all times at the construction site include
practicing social distancing, wearing face masks and wiping/sanitising the equipment used. The
existing planned risk management system should be re-evaluated taking into account the risk of
COVID-19 outbreak by the project team for example, Project teams on construction sites should
take appropriate measures to implement social distancing practices to ensure minimal contact
among employees.

B) Action of project managers and team

The committee needs to be prepared and convened within 24 hours after a crisis or disaster. The
establishment of this team is very important to formulate the work and decide what swift action
should be taken to curb the spread of the pandemic. The project team at the construction site
should take appropriate steps to implement social incarceration practices to ensure minimal
contact among employees. this is because if there is any case at the construction site the project
schedule will change and slow down the construction process and waste the time that has been
given to complete the project. Besides that, Health screening is done for all employees and
visitors who want access to the site. If there is an employee who is unwell, appropriate action
should be taken by bringing the employee in for treatment immediately. through the work
schedule of the project leader should Implement the strategy in the scheduling of the
subcontractor. If earlier there were two subcontractors on duty simultaneously in the same place,
with this new norm the implementation of such work is no longer allowed.

C) Cost analysis

According to Ison and Wall (2007), the cost is the value of money that has been used to produce
something or deliver a service. Cost is also a metric that amounts to a large amount as a result of
the process or as differences for the result of the results. Therefore, the cost is used as metrics in
the standard modeling paradigm for economic processes. Moreover, the cost is the monetary
value of expenses for supply, services, labor, products, equipment and other goods purchased for
business use or other accounting entities. It's the amount that denoted on the invoice as the price
and recorded in the record bookkeeping as the basis of expenses or assets.

D) Project scheduling

EMPLOYEES

The number of employees at the construction site / premises must be adjusted to allow physical
distancing of at least 1 meter to be observed. Encouraged) Risk management, work scheduling
and distribution of employees on a "sequence" or "staggered" basis should be implemented.

a) Establish a suitable work-from-home system for employees who are not involved in activities
on construction sites/premises

b) Hold a virtual meeting.

1. Professional services / Consultants dealing on construction sites must be at a minimum

number and necessary to perform critical tasks.
2. Practice 3 W (Wash, Wear, Warn) frequent hand washing with soap, wearing a mask and
warning not to shake hands, shut up when sneezing / coughing, perform disinfection and get
treatment when symptomatic should be carried out.

3. Practice 3 C/S (Crowded Places, Confined Space, Close Conversation) avoid crowded places,
closed and narrow, as well as avoiding close chat should be implemented.

4. All workers (local and foreign) at the construction site must undergo a COVID-19 Detection
Test before starting work

Workers' Movement
If the country's border controls are opened, workers who have just returned from abroad are not
allowed to work and enter the construction site within ten days (10) days from the date of
reaching Malaysia.
1. The employee must bring a valid employee pass or employer's authorization letter.
2. Construction workers should be monitored and ensure that they do not associate with the
locals.
3. Ensure that the daily needs of employees such as food are not cut off and prepared.
4. All construction workers are not allowed to move from one construction site to another.
E) Use of project resources

The Project Resources of the Establishment of the Nursery takes into account the aspects of
human resource needs as the most important aspects, Building or Office Space, Contractor
Service Cost as well as aspects of hardware requirements.

Conclusion
Each project requires a period of time that needs to be set. The time frame is the fourth aspect
that needs to be present. The time frame plays an important role in ensuring that the project is
implemented within the stipulated time frame. In addition, the uniqueness of this project is also
stated in this task. There are three peculiarities that have been stated among them is that the
analysis of the marketing survey has been carried out and found that there are no major obstacles
that can threaten the course of the project establishment, adequate workforce and always be
aware of the changes taking place and the Project can be completed in a short period of time due
to the collaboration and Collaboration shown
