1.0 SCOPE

This specification covers the work necessary to relevel tanks and to fill in voids under tank bottoms.

Comment 1.0 The purpose of releveling is to restore the tank shell and bottom to acceptable
tolerances in level and to relieve stresses in the shell from uneven settlement. In addition,
releveling may be used to correct out-of-round shells and floating roof-to-shell annular space
variations. It will not usually be successful on tanks built out-of-round or on those rebuilt in an
out-of-round condition. Care must be taken to avoid roof distortion or twisting during the
grouting.

2.0 PRELIMINARY MEASUREMENTS

2.1 The Company will provide the following measurements:

2.1.1 Elevations of the tank bottom at the shell. A minimum of 8 measurements will be
taken on the tank with intervals not greater than every 30 feet.

2.1.2 Tank diameters taken at the same location as the elevations in Subsection 2.1.1, above.
One diameter measurement will be taken 1 foot above the tank bottom and another at
the top of the tank shell.

2.1.3 Eight annular space measurements between the floating roof rim and the shell with the
floating roof resting on its supports. If additional measurements are to be provided, it
will be specified in the Agreement.

2.2 The Contractor shall use the same locations as the Company for taking measurements and
elevations upon completion of the work.

3.0 GROUTING MATERIAL

3.1 Grout pumped underground to raise the tank shell and roof supports shall be sand or a sand-
cement low slump-type mixture. The mixing ratio shall be a minimum of 12% or more cement
to 88% or less sand by volume. The sand gradation shall be within the following range:

Comment 3.1 Some locations with a severe settlement problem prefer sand. Sand tends to
shift during operation, retains more moisture and inhibits small leak detection. Concrete
grout is more expensive.

3.2 Grout pumped between the tank bottom and soil shall be a fly ash-cement (Pozzolanic-cement)
grout. The mixing ratio shall be 1 cubic foot cement to 3 cubic feet Pozzolanic sand.

4.0 TANK RELEVELING BY PRESSURE GROUTING

4.1 The Contractor shall submit a step-by-step procedure to level the tank. The procedure shall be
submitted to the Company Representative for approval prior to job start.

4.2 Piping running tangent to the shell area shall be daylighted to prevent the soil from stressing
the pipes. Piping requiring daylighting will be specified in the Agreement.

4.3 The Contractor shall pump grout underground. Tank level and the annular space (on floating
roof tanks) shall be checked after each 1/4 inch of rise. On floating roof tanks, the Contractor
shall discontinue grouting if the annular space variation increases and shall notify Company
Representative.

Comment 4.3 Grouting Contractors familiar with this operation can be found in major city
phone books.

4.4 Fixed roof support columns and floating roof legs shall be raised to the appropriate level by
pressure grouting alongside the columns or legs at the same depth that the grout was installed
under the shell. Holes through the tank bottom (or bottoms) for injecting grout shall be made
by drilling or cold cutting. Upon completion, holes shall be patched with 1/4-inch thick steel
plate. During welding, the Contractor shall nitrogen-purge the bottom.

5.0 FILLING VOIDS AND REDUCING BOTTOM DEPRESSIONS

5.1 Voids under the tank bottom shall be filled and depressions in the bottom plate shall be raised
by pumping sand or grout under the bottom between the bottom plate and the soil.

5.2 When the existing bottom is being repaired, the Contractor shall lap weld 1/4-inch thick steel
plate patches over the injection holes cut in the bottom. All patch welds shall be vacuum tested.
The Company will witness the test. No patching is required when a new bottom is to be
installed. However, any concrete protruding through the injection holes shall be ground
smooth.

Comment 5.2 Where flammable liquid exists under the bottom and there is an oxygen
source to it, nitrogen purging under the bottom should be considered when welding.

6.0 TANK RELEVELING BY JACKING

Comment 6.0 The equipment -- including the truck-mounted hydraulic unit used to raise and
control the multiple jacks -- and expertise used for releveling a tank by jacking is similar to that
used by well-equipped professional building movers.

6.1 The Contractor shall design, furnish and install shell-mounted brackets as necessary to raise
the tank. Each bracket installation shall be designed to support its proportionate load with a
safety factor of 4.

6.2 The Contractor shall jack up the low areas of the tank shell as necessary to level the bottom
edge of the shell to plus or minus 1/4 inch.

6.3 During leveling, the tank diameter or annular space between the floating roof rim and the tank
shell shall be measured in at least 8 equally spaced locations. If the annular space variation
increases, the Contractor shall stop the jacking and notify the Company Representative.

Comment 6.3 A quick, inexpensive and simple method of obtaining shell diameters during
jacking is to attach a steel tape to the shell on one side and pass it through a ring on the
other side. A heavy weight is attached to the loose end to keep it taut. Multiple such tapes are
installed at the same elevation. A worker inside the tank reads and reports the diameters to
the control truck as different jacks are raised or lowered, until the tank is back in round.

6.4 Prior to, during and following the leveling process, the Contractor shall measure shell out-of-
roundness, bottom-of-shell level and shell plumbness. The Contractor shall report final
measurements to the Company Representative.

6.5 The Contractor shall install a sufficient number of steel shims between the existing bottom and
the foundation to prevent point loading on the foundation of over 3000 psi. Then the
Contractor shall lower the tank onto the shims. The maximum spacing between shims shall be
3 feet. The Contractor shall recheck the tank bottom level and shell plumbness and adjust the
level as necessary to meet the tolerances described in Subsection 3.2. The Contractor shall trim
the shims flush with the edge of the tank bottom.

Comment 6.5 Shims are cheap; don't be stingy!

6.6 The Contractor shall pump sand or grout into the area under the tank shell and between the
shims as specified in Sections 3.0 and 4.0. Sand or grout shall be pumped into the entire space
under the tank, occupying any gap greater than 1/8 inch high.

6.7 The Contractor shall remove shell-mounted lifting brackets upon job completion and grind the
shell smooth.

7.0 HYDROTEST

7.1 After releveling work is complete, the Contractor shall do all the necessary mechanical work to
apply a full hydrotest.

7.2 The Contractor shall check foundation elevations and annular space measurements at ten-foot
intervals during the hydrotest.

8.0 SUBMITTALS

The Contractor shall submit a detailed grouting procedure to the Company for review.
