4. ENVIRONMENTAL CONDITIONS
The system shall be designed and manufactured to perform in natural gas distribution network
service under the conditions, unless otherwise specified in the Purchase Order, as specified in
Document “Process Design Basis”, Document Number EPS-BD-001.
5. SITE AND SERVICE CONDITIONS
The fire and gas system, and its component, shall be designed and manufactured to perform
in natural gas distribution network service under the site and service conditions, unless
otherwise specified in the Purchase Order, as specified in Document “Process Design Basis”,
Document Number EPS-BD-001.
Area classification for field equipment at process area shall be Class I, Zone 1, as per API
RP505.
Area classification for control building and guardhouse shall be unclassified. Control buildings

will be air conditioned.
6. MATERIALS
Materials for major components are listed in this specification and on the associated data
sheet. The requirements indicated herein and on the data sheet are the minimum
requirements. Materials of better quality are acceptable to Employer.
7. DESIGN
The Fire and Gas System shall include: smoke detectors, heat detectors, gas detectors, flame
detectors, hydrogen detectors, manual call stations, manual discharge & abort station, red
flashing light (indoor), strobe lights (outdoor), bell & horns (indoor and outdoor), warning sign
and fire extinguishing system equipment.
The system shall be operated from the local panel and monitored from Local SCADA system.
The detection and annunciation circuits shall be designed in accordance with NFPA 72. All
detectors shall be installed per NFPA 72 and all electrical work shall comply with NFPA 70.
Contractor shall supply the complete detection protection system for the areas concerned.
Contractor shall install of the following items:
 Fire and gas system layout at stations based on approved station layout
 All gas, heat, smoke, flame, hydrogen detectors, and manual call stations as applicable
 Local alarms and control panels with interface to Local SCADA,  PCS (Process Control
System), and PAGA (Public Address and General Alarm) system
 Gas-based fire extinguishing system using environmentally friendly gas or equivalent
based on NFPA 2001 standard
 All interconnecting wiring and piping
 All necessary warning lamps, horns, and signs
 Necessary grounding and internal lightning protection system
 Other items including portable calibrator, calibration cylinder and special tools
Fire and gas detection and fire extinguishing shall be installed in station facility, such as:
control rooms, electrical rooms, telecommunication room (if any), guard-house, diesel,
process area or where ever possible concurrent of explosive concentration of gas and an
ignition source may exist.
Contractor shall determine the fire zone classification of each facility, based on type and
physical location of probable hazard.

It shall be the responsibility of Contractor to determine the type and definitive location for
detection devices within the room or enclosure with respect to the type and location of
equipment and hazardous material within the rooms concerned and the location of the rooms
themselves.
The power supply shall be in conformance with “Electrical Design Basis”, Document Number :
EEL-BD-001.
A 24 VDC charger and battery system, as the power back up supply, shall be provided
integral with the fire and gas panel. All control and instrumentation within the panel and
remote fire and gas detectors shall obtain their power from this DC system.
The batteries shall be sized to provide full operation of the Fire and Gas system for a period of
eight (8) hours after loss of the incoming UPS power.
Circuit breakers with shut trip facility shall be installed in both the incoming supply and 24
VDC back up supply to isolate the system when shutdown signal is given because activation
of the gas detection.
All electrical work shall conform to “Electrical Design Basis”, Document Number EEL-BD-001.
Electric power for the panels, detectors, visual and audible alarm devices shall be provided
from two sources, supply with main power supply and backup with battery in one power
system sources. Instrument cable for fire and gas protection system shall be fire resistant
type. Cable which installed in concrete building shall be installed with metal conduit.
The primary source is from the station control building power supply described in “Electrical
Design Basis”, Document Number EEL-BD-001.
Instrument installation shall also conform to “Specification - Instrument Installation and
Calibration”, Document Number EIC-PS-011, in addition to the referenced NFPA documents.
Grounding & Surge Arrester for F&G System shall be provided, 25% I/O spare shall be
provided in the control panel.
8. FIRE AND GAS DETECTION
Fire and gas detector shall be installed based on fire zone area that has been done by
Contractor.
All detectors shall have minimum following features:
a. integrated indicator to indicate alarm and fault condition,
b. addressable,
c. fault and health indication,
d. flame retardant,

e. surface mounting
f. high sensitivity,
g. long lifetime,
h. good maintainability,
i. smart type calibration and
j. detector fault and health indication.
Contractor shall provide sufficient quantities and types of detectors to provide a safe working
environment in accordance with industry practices, Indonesian codes and Employer approval.
Additional quantities and type of detectors may be required at the discretion of Employer. All
areas shall be covered by detector.
Detectors shall be protected against damage by reverse polarity or faulty wiring.
All detectors shall be easy calibrated. Contractor shall supply the calibration equipment
complete with consumable for 1 year and accessories including calibration gas, smoke, and
others special calibration tools.
Detectors shall be able to compensate:
 External Electro-Magnetic Interference (EMI) generated by radio equipment.
 Dirt and other particle.
 Temperature fluctuation.
 Humidity.
 Corrosion.
 Other source of noise, i.e, sunlight, flashlight.
Smart type detectors, if used, shall be pre-programmed with an appropriate address when
multiple detectors are used on a common data highway.
Outdoor detector shall be IP 65 as minimum.
Cable Specification for F&G system shall be as follows:
a. fire resistant as per IEC 60331;
b. orange colour for outer sheath.
All field instruments shall be RFI (Radio Frequency Immunity), EMI (Electromagnetic
Immunity) and Flameproof (ex “d") type. If the ex “d” type is not available, Intrinsically Safe (ex
“i") type shall be used. If the ex. type used, design and installation shall be in accordance with
the requirements of IEC 60079.

All instrument materials, hardware, supporting materials, and wiring system materials shall be
corrosion proof.
The design lifetime for this system shall be 20 years as a minimum.
The addressable Fire Alarms System shall have self-checking capability to detect wiring faults
anywhere in the fire alarm system to indicate which building or area originated the alarms.
All wiring indoor shall be installed in electrical metallic tubing (EMT), or conduct galvanized
(outdoor)/tray and must be installed and kept separate from all other building wiring.
The system shall be capable of online maintenance, replacement and repairing work without
shutdown of system.

8.1 Device
8.1.1 Smoke Detector
Smoke detector shall be photoelectric type. Response time shall be 1 sec for sensitivity part
as minimum.
Smoke detector shall be equipped with integral red LED to indicate alarm and fault condition.
Smoke detector shall be located in enclosed areas where an ordinary combustible or an
electrical type fire may occur.
Photoelectric smoke detectors shall be cross-zoned within a fire zone which covered by clean
agent system to minimize false alarms.
8.1.2 Heat Detector
Combination rate-of-rise/fixed temperature heat detectors shall be used in open and confined
areas, and within enclosures, where normal temperature variations will not trip the detector.
Sensors shall be located directly over, and in close proximity to, the probable heats source(s).
Ventilation and air movement shall be considered when locating the sensors.
Each heat detector shall be self-resetting, be addressable, produce and increase signal in
circuit when it detects heat. Otherwise, system shall be capable to indicate at least for internal
circuit conditions, i.e. short circuit fault, false alarm, and open circuit fault.
The detector spacing shall be in accordance with NFPA 72.
Within each fire zone, heat detectors shall be connected in parallel. Heat detectors shall not
be designed for cross-zone application.
