Community Partners International (CPI) is a U.S. nonprofit organization dedicated to


empowering vulnerable communities in Asia to meet their essential health, humanitarian and
development needs. Founded by U.S. doctors in 1998, the organization has grown to serve
more than one million people each year. Community Partners International focuses on helping
communities affected by conflict, violence, and displacement, in remote and hard-to-reach
contexts, and marginalized by poverty and exclusion.

The Program Officer is to closely coordinate with field teams and related EHO/CSO partners
in Karen and Shan States engaging Strategic Purchasing Pilots (SPP). He/she conducts site
visits and involves in data analyses, program training, data/service quality assessments and
project evaluation in the implementation areas together with the EHO/CSO partner staff.
He/she will also review data of partners' monthly report and present the findings and
recommended action plan to maximize health outcomes and improve data/service quality.

Primary Responsibilities
• Communicate and build strong relationships with CPI’s EHO/CSO Partners for Strategic
Purchasing Pilots (SPP) and related Health System Strengthening (HSS) activities,
especially in Karen and Shan States
• Assist supervisor in rolling out Health Financing project, from conceptualization to
development and implementation, by intensive coordination with partner staff
• Participate in HSS and Health Financing projects in the border ethnic areas and take part
in improvement of Health Information System (HIS) and Supply Chain Management
System in coordination with relevant departments
• Lead/facilitate meetings, training, workshops and report preparations related to SPP and
Health Financing Projects

Regular Responsibilities
• Conduct the quarterly site-visits and assessments in the implementation areas together
with the partners’ teams and develop/provide feedback to partner's clinic staff to increase
operational efficiency

• Develop the capacity building plan of partners in consultation with relevant CPI's
departments for effective implementation SPP/HSS/HIS activities across various levels of
authority
• Participate in information collection and budget calculation exercise for each partner to roll
out the SPP project in selected clinics or healthcare units
• Review and analyze partners' monthly report and provide findings and recommendations
to increase the project performance and ensure that the program deliverables are on track
• Assist M&E staff in checking the correctness, completeness and accuracy of monthly data
submitted by partners and provide necessary feedback and training support to strengthen
the partners' HIS system and improve data quality
• Assist supervisors in program administration and communication works with finance,
grant, logistics and other program departments
• Implement other tasks assigned by supervisor
Partner Support
• Participate in capacity building activities of local partners

Essential Skills
• Any bachelor degree related to health, such as doctor, nursing, community health,
pharmacy and medical technology.
• At least 2 years’ experience working for health projects
• Good at writing and speaking English
• Demonstrated skills in coordination and collaboration with governmental institutions,
ethnic health organizations (EHOs) and community-based organizations (CBOs)
• Good communication and facilitation skills. Ability to work independently with strong
organizational skills
• Good software skills for M.S. word, Excel, PowerPoint
• Training experience to both medical and non-medical persons
