Construction of Ring Road for Jabalpur City. (Total Length-112 km) Section Executive Summary
from design km 39+175 near (NH-45) to design Km 75+480 Km near Kushner
(Length- 36.305 Km).
1. Introduction
The National Highways Authority of India was constituted by an act of Parliament, the National Highways
Authority of India Act, 1988. It is responsible for the development, maintenance and management of
National Highways entrusted to it and for matters connected or incidental thereto. The Authority was
operationalized in Feb 1995.
1.1 General
The Road infrastructure in Madhya Pradesh requires augmentation. Growth of population and vehicles has
burdened the existing road network. This needs to be taken care of by means of maintenance, up gradation
and construction. The Government of India has embarked upon the Road Construction Department,
Jabalpur for implement the above development Madhya Pradesh State.
Keeping in view the growing importance of road network in the state is physical, social, economic and
environment fabric, the National Highway Authority of India initiated a comprehensive Detailed Project
Study for the above State Highway Accordingly appointed a Design consultant M/s L.N. Malviya Project
Infra Pvt. Ltd., Bhopal for providing the required Consultancy Services for Feasibility study and
Preparation of Detailed Project Report for improvement and up-gradation of following Ring Road.
The Road starts at near NH-45 at chainage 39+175 km and ends at near kusner village at chainage 75+480
km in the State of Madhya Pradesh. The project road Khairi, Didhora, Tilwara, Imaliya, Richhai, Jarod, Nunsar,
Sigantalai, Kajwahi, Sahsan, karai mankuara, Simariya (Karari), Jhagri, Jhagra, Belkhadu, Gangajali, Baghoda,
Tunku Muhaniya, Dhurauwa (Ghurauwa), Bhidari kala, Saleya, Kohni, Nuniya kala, Muhla jhir, Khiriya,
Singod, Garda, Kariwah, Mohniya etc. Village.
Total length of the project corridor is (36.305 Km.) running with Start Point Latitude-374421.082 and
Longitude- 2560270.085 and end point Latitude-398204.2408 and Longitude-2580015.444. The location
plan of the project road section is illustrated in Figure 1.1. Salient features of the Proposed Road project are
shown in table 1.1 & 1.2.

3. Improvement proposals
The final alignment chosen for the project will be existing alignment as showing Fig. 2.

Using the projected traffic, VDF values, lane and directional distribution factors, the design traffic loading
used for the project is 87 MSA.
Through preliminary design and lifecycle comparisons, the inverted type of pavement was chosen for
construction with a design life of 15 years as per IRC: SP: 84: 2019 has been considered for design.
Considering the soil investigations conducted in the project road area, and the availability of suitable soil in
the region, the following sub-grade strength has been observed which is vary from 8% to 10% at various
sections of the road.

However for design purpose 10% CBR has been considered as per IRC: SP: 84: 2019.
Flexible pavement for Slip/Service Road, cross road junction & Bus Bays is design according to IRC: SP: 84:
2019. 30 MSA for 15 year Design Traffic and 10% effective subgrade CBR is proposed for pavement Design
and as Per IRC: SP: 84: 2019, following pavement crust has been Proposed in Table 1.7.
Paver Block flooring at Footpath and Rest Area shall be provided according to IRC: SP: 63-2004. With
minimum composition as follows:
The summary and proposed improvement for bridges and culverts are given below in Table No. 1.9:
Based on local discussions with authority, demand modelling etc. was conducted to locate various way-side
amenities across the project road. A summary of the improvements proposed is given below:
For the purposes of traffic projections and lane design, The Ring Road for the Jabalpur City were considered:

The Average Daily Traffic (ADT) obtained from the volume count survey for the project road was carried
out at The Ring Road for the Jabalpur City. Locations along the project road in the month of Aug. 2021.
Projection has been worked out with 5% growth rate till 2021, the results are as follows:

Axle load surveys were conducted on vehicles plying on the project road. The results of the load survey,
were converted to Vehicle Damage Factor (VDF). Project road to understand the actual load spectrum of
commercial.

Traffic volume forecast was developed using the Empirical method and converted to Million Standard Axles
(MSA) for the purposes of pavement design. The cumulative load in MSA for each section is given as under

Location and direction wise MSA with respect to direction wise VDF has been estimated. 10, 15 and 20
years estimated and adopted MSA has been given in Table 1.16.
Socio Economic Profile chapter illustrates a brief of the socio – economic profile of the project influenced
area (PIA) for Ring Road for Jabalpur City having a length of 36.305 Km. the Ring Road for the Jabalpur City.
a) Demographic Profile:-
The population of the project influence area is 72,626,809 from Jabalpur District. The literacy rate of
Jabalpur District is 69.32 % in 2011. Sex ratio is slightly higher in 931 Jabalpur district.
b) Population Density:-
The population density is showing an increasing tendency from year 2001 to 2011.
c) Sex Ratio:-
The sex ratio has increased in State and Districts from 2001 to 2011.
d) State Income
Madhya Pradesh is an agrarian state. Primary sector’s contribution to the state’s Gross Value Added (GVA)
increased from 33.85% in 2011-12 to 46.98% in 2020-21. At current prices, the Gross State Domestic
Product (GSDP) of Madhya Pradesh for 2020-21 stood at Rs. 9.18 trillion (US$ 126.40 billion). State’s GSDP
grew at a CAGR (in rupee terms) of 11.14% between 2015-16 and 2020-21. Net State Domestic Product
(NSDP) of Madhya Pradesh was about Rs. 8.27 trillion (US$ 113.94 billion) in 2020-21. Between 2015-16
and 2020-21, state’s NSDP grew at a CAGR of around 11.22%. Madhya Pradesh is rich in natural resources
- fuel, minerals, agriculture, and biodiversity. It is also the only diamond producing state in the country.
Diamond production in the state reached 25,603 thousand tones in 2019-20. The state is rich in natural
resources, fuels, minerals, agriculture, and biodiversity. Upcoming theme based special economic zone
(SEZs near Jabalpur, industry parks in Indore and food parks at multiple locations aim to promote sectoral
growth. The state is rich in minerals and has the highest stone, diamond and copper reserves in India,
notwithstanding noteworthy reserves of coal, coal-bed methane, manganese, and dolomite. Further, the
state is home to over 280 pharmaceutical units operating in the industrial areas of Dewas, Indore,
Pithampur, Mandideep and Malanpur.
Under the State Budget 2021-22, the government has allocated Rs. 262 crore (US$ 35.73 million) for
metro projects in Bhopal and Indore.
In March 2021, the state government sanctioned Rs. 316 crore (US$ 43.3 million) for construction work
related to the expansion of specific medical facilities in the state.
In 2019, foreign tourist arrivals and domestic tourist visits in the state stood at 0.33 million and 88.71
million, respectively.
In 2020, the largest solar power project in Asia, the Rewa solar power project (new 750 MW solar
power plant) in Madhya Pradesh, was inaugurated by Prime Minister Mr. Narendra Modi.
Flexible pavement for main carriageway is design according to IRC:SP:84: 2019. 87 MSA for 20 Year
Design Traffic and 10% effective subgrade CBR for pavement Design and as Per IRC:SP:84: 2019,
following pavement crust has been Proposed in Table given below.
An environmental impact study was undertaken during the process of creating the detailed project report
to understand impact of the project road on the surrounding ecology and environment. As per EIA
notification 2006 and its subsequent amendments for New National Highway (Green Field) Environment
Clearance is required.
The proposed project involve the acquisition of forest ecologically sensitive land, felling of trees. The
Environment clearance work are in progress.
The Environmental Mitigation and Management Costs were developed based on the estimation of resources
required to implement the mitigation measures proposed and also number of places where intervention is
required. Environmental mitigation cost for the proposed project is Rs. 360,000.
The existing Row (60 m) is in adequate for the proposed widening and ROW requirements as required by
NHAI/Authority. This will lead to the additional acquisition of 243.593 Ha. With way side amenities also
across the states of Madhya Pradesh affecting a 01 districts.

is as follows:

Utilities belonging to NHAI user agencies have been identified that fall within the project road ROW and will
need to be shifted to enable road construction. Shifting proposals have been submitted to the user agencies
and initial estimates have been received from the concerned agencies. The process of site inspection, review
and revision of the proposals for utilities shifting is in process.
To enable better management of utilities and installation going forward, all utilities are being shifted
underground/into a utility corridor/out of the road Row/ utilities trench is being planned as part of
construction.
The total cost of utilities shifting for all the utilities identified in the road Row is estimated (tentative) to be
20 Cr. The utility shifting work are in progress.
