1. PURPOSE

The prime purpose of this plan is to provide the Client with a comprehensive document that describes the
implementation of responsibilities, standards, and correct working practices for the management of the
safety, health and environmental, risks associated with all GAS SOLUTIONS projects.

All GAS SOLUTIONS projects shall be executed in complete compliance with this plan and as per the
guidelines mentioned in the procedures attached. As evidence of compliance all relevant checklists, formats,
safety reports shall be visible, retained, and made available upon Client request.

The plan makes use of KSA laws, Client HSE regulations, and existing GAS SOLUTIONS Working Procedures.

2. POLICY

It is the policy of the GAS SOLUTIONS team to develop a safe and healthy working environment, not only to
comply with health and safety legislation but also to act responsibly in preventing injury, ill health, damage,
losses, and environmental pollutions arising from its activities during all phases of the project.

2.1 Corporate Integrated Management System Policy

We at GAS SOLUTIONS KSA are committed to:

Increase the satisfaction of our valued customers, clients, and all concerned parties with quality products,
services, and processes.

Exceed our customers’ expectations by maintaining and constantly reviewing our IMS and realizing it from
the endeavour of our dedicated personnel at all the functional levels.

Improve the IMS performance through conservation of natural resources, preventing pollution, minimizing
disposable wastes, and maximizing usage of recyclable materials wherever it is economically viable.

Prevention of occupational illness and incidents, maintain the safety of the employees, equipment’s,
operations, materials, visitors, customers, sub-contractors, and surroundings through adaptation of better
practices and technology.

Follow legislative, regulatory, and principal requirements to ensure environment protection, safe working
ambiance, and good health for all our employees and also the quality of our products, services, and
processes.

Continually improve the effectiveness of IMS by periodically reviewing and updating objectives and targets.

We shall keep communicating the IMS policy to all our employees, patrons, and business partners to ensure
a common vision, direction, and compliance.

2.2 Alcohol & Drug Abuse Policy:

Statement of Intent:

It is the wish of the Organization to conduct its activities by applying the highest possible Health and
Safety standards to progressively eliminate injuries and incidents and to create a healthy and productive
workplace. The Company strives to ensure that all employees recognize the threat that drugs and alcohol
may pose to Health and Safety.

GAS SOLUTIONS is committed to the following objectives:

To be at work under the influence of alcohol or drugs is strictly prohibited. Consumption of drugs or
alcohol on offshore installations is prohibited at all times.

To prohibit the use, possession, distribution, or sale of illegal drugs or controlled substances on work
locations or when on Company's business.

To prohibit the use, possession, distribution, or sale of alcohol on GAS SOLUTIONS work locations or
when on Company's business.

To dismiss an employee after it has been verified that they are abusing alcohol or in possession of illegal
drugs and have not shown compliance with rehabilitation procedures.

To carry out a random or planned search of a person, their personal effects, their vehicle, and its
contents, if suspected of unauthorized possession of alcohol, drugs, or controlled substances on GAS
SOLUTIONS work locations or Company premises.

To screen persons when there is reasonable cause to suspect a breach of this policy or following an
accident or incident, to determine if a person is in possession or under the influence of alcohol/drugs or
controlled substances when prohibited.

To ensure that subcontractors are implementing equivalent policies and relevant procedures that enable
them to deal satisfactorily with alcohol and drug abuse problems.

The Project Manager/In-Charge is responsible for the overall implementation of this Alcohol and Drug
Abuse Policy.

GAS SOLUTIONS is fully committed to ensuring the health & safety of all site personnel & in the preservation
of the environment & natural resources. For this project, GAS SOLUTIONS shall ensure compliance to KSA
and Client specifications, guidelines, permit to work system.

5. PROJECT OBJECTIVES

GAS SOLUTIONS project objectives are to provide safe and healthy working conditions for all employees and
the surrounding community and to maintain the highest safety standards concerning safe systems of work
and equipment operations in executing the project.

6. PROJECT ORGANIZATION AND RESPONSIBILITIES

To ensure the success of the HSE implementation, GAS SOLUTIONS has a structure, which ensures that:

• The Senior Management supports the formal HSE management of the project;
• There are sufficient managerial resources to support the Project HSE processes;
• There are sufficient specialist resources to co-ordinate the implementation of the HSE Plan;
• All members of Project Management have their clearly defined responsibilities in terms of the
implementation of the HSE Plan; and
• All workers play an active role in the HSE process.

• The responsibilities of the Project key figures involved in implementing the Health, Safety, and
Environment Management System are described below.

6.1 Project Manager

The Project Manager is delegated with the responsibility to ensure that the Health, Safety, and
Environmental policies, objectives, and activities incorporated or inferred in the project HSE Plan are carried
out and that any related procedures are fully implemented.

It is his responsibility to continually review the effectiveness of the HSE plans/procedures and that the
personnel under his control to whom safety matters have been assigned.

Specifically, he shall:

● Be familiar with and demonstrate his commitment to the implementation of the Company IMS
policy and promote a continual improvement in HSE performance.
● Ensure that all personnel for whom he is responsible are aware of this Policy and implement
relevant procedures as per requirement
● Manage the effective implementation of the Project HSE Plan and ensure corrective action is
taken where found necessary.
● Ensure that Risk Assessments are carried out at the earliest practicable opportunity.
● Ensure that all potential incidents involving injury to persons, damage to property, or the
environment are thoroughly considered to identify causes and propose mitigation measures;
● Monitor HSE performance of the personnel and activities under his control.
● Establish a consultation and communication system with all employees and subcontractors.
● Ensure sufficient induction training for all employees and workers before the commencement
of work at the site and subsequently for new inductees.
● Formulate a safety committee.
● Arrange and chair safety meetings.
● Participate in the investigation of an accident; incident and implementation of effective
corrective action.

6.2 Project Engineer

The Project Engineer is responsible for ensuring that the activities under the contractual work scope are
completed following the relevant approved criteria, standards, and procedures.
Specifically, he shall:

● Ensure that work under his control is conducted with due regard to safety considerations.
● Be familiar with the Company GAS SOLUTIONS IMS policy and the Site HSE Plan.
● Liaise and cooperate with HSE Engineer and ensure that defects brought to attention are
corrected.
● Establish and maintain proper communication with all workers about safety aspects.
● Provide proper supervision for the work.

6.3 HSE Engineer / Officer

Accountable to the Project Manager for fulfilling the duties assigned to him in the IMS policy and ensuring
implementation of the HSE plan. HSE Engineer/Officer is also responsible to the Project Manager for the
provision of health and safety advice and reporting on HSE performance of the project. In addition, his duties
will include:

● Monitor the implementation of HSE Procedures at worksites


● Communicate with Line Management (Supervisors and Foremen) in safety-related matters on
their work sites
● Carry out inspection and issue reports on unsafe conditions/actions.
● Ensure that routine inspections are carried out on firefighting equipment, first aid facilities, and
other emergency equipment and take necessary action when required.

● Attend and participate in site safety committee meetings, management HSE review meetings,
and periodic safety meetings.
● Identify the training needs of the project personnel.
● Generate and submit all necessary HSE reports as required by the Client.
● Assist in conducting additional Toolbox Talks on new activities
● Assist in the investigation of accidents/incidents

6.4 Work supervisor

The worksite supervisor’s responsibility includes:

● Identifying the project health and safety requirements relevant to all operations under his
accountability.
● Communicate the hazards related to specific jobs to his workforce and ensure that mitigation
measures are met.
● Ensure all the workforce under his accountability complies with the minimum required and task-
specific PPE requirements.
● Report any health and safety issues to the site HSE engineer.
● Carry out site HSE inspections and correct unsafe acts and conditions if any.
● Motivate workforce on compliance with project HSE rules.
● Raise necessary work permits from the area authorities before commencing any activity.
● Ensure that the crafts under him have the necessary skills/undergone necessary training to
perform the task assigned to them.

6.5 All personnel

All personnel who are a part of the project directly or indirectly shall:

● Have attended Safety induction briefing before commencing work on site.


● Comply with PPE requirements whenever present on the worksite according to their respective
job.
● Take all necessary precautions to ensure that their activities do not affect adversely other
working personnel involved in other activities.
● Work according to the instructions of their supervisors and always comply with the Project HSE
plan, Safety procedures, and general safe work practices.
● Maintain tools and equipment, issued to them in a safe operating condition, and shall report any
defects observed to their immediate supervisor without delay.
● All personnel shall act as per instruction of the main controller/incident controller in the event
of an emergency.
● Maintain the workplace properly with good housekeeping, free of hazards.
● Report any accident/incident or near miss to his immediate supervisor or HSE representative.

Effective communication is essential for the development of an HSE culture within the organization, as well
as to ensure that the objectives, HSE performance requirements, responsibilities are clearly understood. This
will be implemented through:

● Dissemination of GAS SOLUTIONS IMS Policy to all personnel, and instruction on its use;
● Distribution of Memos, periodic health and safety briefing notes, Safety alerts, etc regularly;
● Promoting open communications between project management and workforce on safety
matters.
● Ensuring health and safety issues are included on the top of the agenda at management
meetings;
● Promoting hygiene, health, and safety awareness by disseminating information such as accident
and injury statistics, and articles that have a direct impact upon the health, hygiene, and safety
of the workforce; sharing HSE experience and best practices;
● On the job instructions (toolbox meeting);
● Effective signs indicating hazards and escape routes;
● Management visits to the site.

8. HSE MEETING PROGRAM

HSE Meetings Programme is convened to ensure that health, safety, and environmental issues are formally
presented and discussed collectively at all construction sites, which will be convened and chaired by the
Project Manager. All safety committee members shall also attend the meetings. GAS SOLUTIONS will report
all types of HSE Meetings to the Client representative who will be invited for the meeting.

9. SITE HSE INDUCTION / TRAINING

Immediately after employment of all new personnel or assignment of personnel to a project, he will attend
an HSE Induction training organized by the GAS SOLUTIONS site HSE representative.

GAS SOLUTIONS shall keep records showing that each employee has attended an HSE induction session.

As required, all project personnel shall undergo Client HSE induction before site deployment.

Good safety awareness training is important for all employees, especially for those learning a new trade. It
is also essential to keep Supervisors and skilled Operators up-to-date with current safety technology and
practices. In addition to Safety Induction, GAS SOLUTIONS will ensure specialized training to all necessary
employees during the project as per Client training requirements.

GAS SOLUTIONS shall ensure that all personnel involved in high-risk activities such as confined space entry,
work at height, heavy lifting, excavation, welding/grinding, heavy vehicle driving, electrical work, chemical
handling, and scaffolding are trained and competent. The applicable project HSE Training matrix is given as
Attachment no: 2

10. TOOLBOX MEETINGS

The supervisors and foremen are accountable to lead the daily toolbox talks to the working crews. This is to
ensure that every worker is quite conscious of his duties and hazards thereon, answer any questions, initiate
discussions. The supervisors/foremen inspect the safety conditions of all tools and equipment, PPEs;
materials stored, and proposed work procedures. They shall also discuss the accidents and deficiencies if any
that occurred in the previous days.

The details of the Job safety analysis shall be cascaded to the workforce before work commences through
the toolbox talks.

The toolbox talks will be recorded in a template as given in Attachment no: 3

11. HSE PROCEDURES

A set of HSE Procedures are developed for the construction activities associated with installation operations
and HSE personnel shall be employed for the project who will ensure the relevant implementation.

The HSE Construction Procedures represent good safe working practices to be implemented at the site level
by the supervisors and workforce. They are formulated in a way that may be also used as training tools for
the personnel and as a reference for Tool Box meetings and Job Safety Analysis.

The HSE Procedures apply to all site activities directly performed or supervised by GAS SOLUTIONS Project
Management.

The HSE procedures relevant to GAS SOLUTIONS operations are identified as per GAS SOLUTIONS IMS and
listed below:

• Occupational health and safety risk assessment


• Environment aspect, impact assessment control
• Improvement program
• Accident, incident, investigation, and reporting
• Emergency preparedness and response
• Waste management
• Air pollution and control
• Minimization of ecological disturbance
• Issue and use of PPE
• Working at heights
• Electricity
• Fire prevention
• Excavation
• Confined Space
• Housekeeping

• Working near-Over the water

12. WORK PERMIT SYSTEM

A work permit authorizes specific works to be conducted in a specific area. This serves as a record that
establishes steps that have been taken to ensure safe working conditions in the area.

GAS SOLUTIONS shall strictly follow the Client Work Permit System and other relevant procedures when
working on the site.

When required, application for Work Permit shall be made in advance (as per Client requirement) before the
commencement of the work activity.

Any activity will not start until all conditions on the work permit are completely met.

13. PPE REQUIREMENTS

PPE includes protective clothing with high visibility, head protection, eye protection, and foot protection.

PPE is considered only as a last line of defence and as a means of supporting other more effective controls.
PPE is supplied free of charge to those identified as at risk.

GAS SOLUTIONS ensures that PPE is:

● Suitable for the intended use.


● Maintained fit for purpose, clean and replaced when damaged or no longer effective.
● Properly used by staff and sub-contractors and visitors.
● Complying with Client Requirements.

GAS SOLUTIONS identifies the following listed PPE as the minimum required for site entry for all personnel

● Helmet
● Safety goggles
● Safety shoes
● Long sleeve cover-all

Additional job-specific PPE shall be enforced based on the nature of the activity, work location, and the level
of hazards.

14. EMERGENCY PREPAREDNESS AND RESPONSE

GAS SOLUTIONS shall fully comply with the Client emergency procedure while working at the site and shall
ensure that all its employees are fully aware of the procedure through induction and training.

However, GAS SOLUTIONS shall have an emergency response plan, procedures and arrangements, specific
to the location and activities carried out, which shall be applied when working in a remote area where Client
monitoring is not practicable.

The objective of the Emergency Procedures is to ensure that any emergency affecting the place of
operational activities is dealt with efficiently and professionally so that the safety of personnel is not
compromised in any way. The environmental pollution risks are prevented or minimized and that all other
losses which may arise from emergencies are prevented or minimized.

A site-specific emergency response plan will be developed in line with Client procedures, to detail the
arrangements and measures, which specify the actions to be taken in the event of an emergency that may
occur during operational activities.

Each Section of the Specific Emergency Response Plan provides instructions and relevant checklists, which
should be utilized to assist in incident management. Emergency plans cover most operations, i.e.

● Fire/ explosions.
● Structural/equipment failure.
● Escape of gas.
● Medical emergency.

14.1 Emergency Response Team

GAS SOLUTIONS has identified emergency response team members and who will be responsible to the
project group and respond to an emergency.

● The main controller (Project Manager);


● Incident controller (Project Engineer);
● Incident action team members (Supervisor & Engineers)

14.2 Responsibilities of Emergency Response Team

14.2.1 Main controller

● Control and direct the overall situation from the incident control center
● Inform the Client and explain the type of emergency & location of the emergency;
● Coordinate action with the Incident Controller
● Call out and brief the public emergency services if required
● Direct the evacuation of people and stop all activities if required
● Call in key operational personnel
● Continually review and assess possible developments
● Ensure casualties are receiving appropriate attention
● Issue statements to employees and the public media
● Control the return to normal operations after the emergency

14.2.2 Incident controller

● Control the initial situation


● Assess the level of response required
● Call out senior manager if required, who will become the Main Controller
● Call out and brief the public emergency services if required
● Direct operations at the scene of the incident
● Set up communication between the scene of the incident and the incident control centre
● Brief the Main Controller on arrival

14.2.3 Incident action team members

● Inform the incident controller immediately


● If possible Fight and control emergency
● Check for rescue & provide first aid
● Shut down equipment, isolate materials, and if required move equipment
● Organize for emergency power and lighting
● Manage assembly points and escape routes and direct personnel

14.3 Emergency Preparedness Facilities

GAS SOLUTIONS has taken proactive measures in the form of emergency preparedness facilities to ensure
that potential emergencies are handled efficiently and the project team is in a state of readiness to respond
to any emergency that may arise.

GAS SOLUTIONS shall provide the following emergency preparedness facilities at the project site and office.

● A sufficient number of fire extinguishers shall be positioned throughout the project site.
● Quick and efficient transport and communication facility shall be available.
● Smoking will be restricted throughout the premises except in designated areas.
● A sufficient number of project personnel shall be trained for firefighting and first aid.
● A sufficient quantity of first aid kits shall be available.
● All key personnel shall be provided with communication means like land phone/ mobile
● Phone to ease communication during an emergency.
● A periodic emergency response drill shall be conducted.

14.4 Emergency Response Procedure

The main controller shall consider the following points before evacuation:

● The severity of the incident;


● The likelihood of escalation;
● The incident became uncontrollable beyond the resources available.

The generic process of evacuation is shown below;

● Reason for evacuation realized.


● The main controller and incident controller assess the situation.
● The notification was given to staff and others concerned to evacuate to assembly points.
● Incident action team members render assistance as required, under the direction of the main
controller.
● Client emergency Services were notified of the emergency.
● Incident action team members to ensure the venue is vacated (public areas, toilets, etc).
● A roll call shall be initiated at the assembly point to account for the missing members.
● Await Emergency Services Assessment.

14.5 Assembly Point

Assembly point is an area at which all personnel assembles during an emergency after evacuation. This shall
be identified at a suitable location near the GAS SOLUTIONS operating area. The area shall be suitably large
to occupy all the project team members and displayed with standard signage for easy identification.

Working in the Client operation area, a Client Assembly point shall be identified for assembling in
emergencies.

14.6 Emergency Evacuation Drill

Emergency evacuation drills shall be conducted within the project members to verify the effectiveness of
emergency preparedness and to monitor the readiness of the members to respond to a real emergency. GAS
SOLUTIONS shall conduct this drill once every six months. The outcome of the drill shall be documented in
Mock drill report form as given in Attachment no: 11 and recorded.

14.7 Client Emergency Contact Numbers

The Client emergency contact numbers shall be identified and displayed at relevant locations at the project
site.

15. EQUIPMENT INSPECTION

GAS SOLUTIONS is strongly committed to ensuring the safe condition of the equipment to be used in the
worksite and those maintained for emergency preparedness. It applies to all equipment used by GAS
SOLUTIONS and covers safe handling, maintenance, storage, and use.

All equipment shall be used only after Client Safety inspection and approval where applicable.

Following is the list of equipment, tools, instruments for which the requirements apply but are not limited
to,

The inspection and reporting system for the project is primarily designed to ensure that all tools and
equipment are maintained in a safe condition and to minimize any downtime. All the tools and equipment
used by GAS SOLUTIONS shall be inspected by a competent person against the Client's requirement before
being put into operation.

16. ENVIRONMENT MANAGEMENT

GAS SOLUTIONS confirms its commitment to performing the Project scope of works with the least possible
impact on the environment and in absolute compliance with all Client requirements,

GAS SOLUTIONS shall pay due regard to the environment by acting to minimize any impact, which may arise
from construction activities. This includes assessing the types of materials and substances that are currently
in use and substituting them with more environmentally friendly materials.

Environmental objectives are set and improvement programs are running, at GAS SOLUTIONS corporate level
as a part of ISO 14001 compliance which includes a reduction in fuel, electricity, and paper consumption.

16.1 Waste Management

GAS SOLUTIONS shall ensure that all the waste produced as a result of GAS SOLUTIONS operations at the site
are identified as hazardous and domestic wastes and shall be handled and disposed of following the Client
Specifications for Waste Management and all related KSA regulatory standards related to waste
management.

GAS SOLUTIONS shall always comply with the Client waste management procedure.

However, GAS SOLUTIONS has developed a waste management procedure specific to its operations which
shall be applied in line with Client procedures. The procedure is given in Attachment no: 6

17. ACCIDENT /INCIDENT MANANGEMENT

All accidents, incidents, and near-misses shall be classified, investigated, and reported systematically
following the established Client Accident / Incident Reporting and Investigation System.

The Site HSE representative shall be the focal point for the administration of the system and will compile it
in the monthly HSE statistics report.

The Site HSE representative shall ensure the system is in operation by:

● Ensuring immediate notification is made to the authorities.


● Ensuring all accident /incident near misses are reported immediately and a written report
submitted to Client within 24 hrs.
● Initiating investigation of all HSE incidents beyond the immediate cause to identify the root
cause.

The written incident investigation report shall contain the root causes of the incident and a corrective action
plan to prevent the recurrence of similar incidents.

In addition, GAS SOLUTIONS shall invite Client HSE advisor to be present while investigating the accident that
occurred within GAS SOLUTIONS activities while on Client premises.

The GAS SOLUTIONS accident/incident investigation report and Incident notification report form are given
in Attachment: 12 and 13.

18. AUDITS AND INSPECTION

The project operations shall be audited half-yearly by GAS SOLUTIONS internal auditors. The aim of an audit
will be the identification of non-conformity in compliance with the integrated management system, HSE
plan, and Client HSE regulations. Corrective and preventive action will be initiated by the project manager to
correct the deficiencies and to improve the management system.

GAS SOLUTIONS will be also subject to inspections and audits conducted by Client personnel and take
necessary steps to initiate corrective action.

GAS SOLUTIONS shall allow client representatives to access any time to its operational areas, personnel,
records when requested to make a formal investigation of compliance with regulations, procedures, and safe
work practices.

The corrective and preventive action report (CPAR) template is given in Attachment no: 14

19. PERFORMANCE MONITORING AND MEASUREMENT

GAS SOLUTIONS shall be responsible for recording and reporting all work-related accident incident near
misses, damages, during the project duration, to the Client and Local authorities where applicable.

GAS SOLUTIONS shall submit periodic HSE performance reports weekly, monthly, quarterly, and yearly as
appropriate. These reports shall consist of both proactive indicators such as number of HSE meetings,
toolbox talks, training, induction as well as reactive indicators which include man-hours worked, number of
lost time incidents, near misses, medical treatment cases, motor vehicle incidents, occupational illness, etc.

The template for the project HSE statistics report is given in Attachment no: 15. In addition, monthly HSE
performance report shall be prepared as per Client format and submitted on regular basis.

20. OCCUPATIONAL SAFETY & HEALTH RISK ASSESSMENT

GAS SOLUTIONS has established a procedure for hazard identification, assessment, and control and shall
ensure that hazards and their effects relating to its work are identified, risk assessed and control measures
shall be put in place.

Hazard identification techniques and processes are used to identify the hazards during the project
development stages. A generic Risk Assessment is given in Attachment-18.

21. HEAT STRESS MANAGEMENT

The heat stress shall be managed by adopting the following control measures.

21.1 Shelters and Shades:

Shaded resting areas shall be identified/provided to all workers working under direct sunlight
(Outdoors) during hot weather conditions. The air temperature at the resting shelter shall be
maintained by natural/mechanical ventilation, to facilitate quicker recovery from the ill effects of heat.
A temperature difference of (10-15) degrees C shall be sustained between the work area and the
resting area to prevent excessive cooling.

When working inside the buildings sufficient ventilation shall be maintained to enhance the airflow
which will help in increasing the evaporation rate and cool the people.

21.2 Drinking-Water Supply:

Cool drinking water shall be supplied to all workers in thermal flasks of sufficient capacity to each
workgroup working at different locations. Sufficient reserve of drinking water is made available in the
standby vehicles and the water at the site shall be continuously replenished as required.

Awareness Training:

All employees working in any areas related to the project shall undergo awareness training on heat
stress management conducted by the GAS SOLUTIONS HSE department to recognize symptoms of heat
stress before working in potential heat stress areas. The training shall include:

● Signs and symptoms of heat stroke


● Heat exhaustion, heat cramps,
● Work rest schedules,
● Water replenishment requirements

21.3 Buddy System:

The buddy system is a procedure in which two people, the buddies, operate together as a single unit
so that they can monitor and help each other. This system will be also used as a part of the training for
the newcomer to the project. That is the less experienced buddy becomes familiar with an experienced
buddy. When working in areas of potential heat stress, consideration shall be given to working in pairs
so that one person can observe the early symptoms of heat stress on the other and can assist him in
taking necessary control measures.

21.4 Clothing and PPE:

Clothing that is light in colour, with loose fittings, lightweight shall be advised to all GAS SOLUTIONS
employees. Full sleeve coverall is worn by all workers to reduce exposure to direct sunlight. All
mandatory PPE as per Client requirement shall be worn by all employees and tinted safety goggles are
recommended to protect eyes from harm.

21.5 Work Scheduling:

Where ever possible GAS SOLUTIONS shall follow the approach of scheduling heavy, physical jobs at
the coolest part of the day. E.g. Early start of work.

21.6 Work Rest Intervals:

More frequent breaks shall be planned by GAS SOLUTIONS supervisors for more heavy physical work
on hot days.

21.7 Emergency:

In the event of any heat-related illness, the victim shall be immediately taken to the nearest medical
center by using the vehicle which is available as standby. All the heat-related incidents will be reported
to the Client and GAS SOLUTIONS management as per the accident incident investigation procedure
and will be investigated thoroughly to prevent a recurrence.

22. EMPLOYEE WELFARE

GAS SOLUTIONS is fully committed to providing adequate and appropriate welfare facilities for the workers
when they are at work.

Welfare facilities include toilets, washing facilities, drinking water, resting shelter, transportation, etc.

Adequate toilet facilities shall be made available for the employees at the project site. Hygiene of the
facility shall be ensured by allocating sufficient resources for regular cleaning and maintenance.
Routine cleaning of the facility shall be monitored by the site HSE representative and documented
proof shall be made available.

22.2 Resting Room:

Designated facilities shall be allocated for project site employees for taking food during breaks and for
resting. The resting shelter shall have sufficient table and seating arrangement and shall be air-
conditioned. The resting room shall not be utilized for the storage of construction tools and materials.
The resting room shall be regularly cleaned by allocated resources and shall be maintained in good
hygienic condition. This area, due to food consumption is prone to pest and rodent attacks and shall
be monitored regularly and control measures shall be taken if required.

22.3 Drinking-Water Facilities:

A supply of pure drinking water either bottled water or from public water supply shall be readily
available at the project site. Adequate reserve of drinking water shall exist at site offices and there
shall be enough resources for regular supply of water at various site locations. Atmospheric
temperature shall also be considered for the water supply. Arrangements shall be made to provide
cool water during the extreme summer period.

22.4 Transportation Facilities:

GAS SOLUTIONS shall provide adequate and safe transportation facilities for employees for their
conveyance between accommodation and project site and within the project site during breaks end of
work shift, injury illness or any emergency.

22.5 Smoking:

Smoking shall be prohibited in public places, workplaces, vehicles. If required designated smoking area
shall be provided at a site subject to client approval.

23. ATTACHMENTS

Control of attachments:
The attachments of this document shall be updated whenever required during the project, and shall be
submitted for the Client’s approval; however, this HSE plan shall be of the same revision status.
