1. Introduction
Metro Own Brands Packaging Technical Manual is the property of the company METRO AG. Its
copying, transferring, distributing in whole and part requires the consent of METRO AG.

This technical manual describes MCC requirements for the definition of packaging solutions and
the marking and labelling of packaging according to:

o MCC Own Brand Tray Design Manual


o MCC Country Logistic Guidelines (when existing)
o MGB Hong-Kong General Packaging Instructions (for MGB HK suppliers)

Please contact respective METRO’s technical packaging expert for ideas and suggestions to
develop and improve packaging for customer fitness of use, sustainability, and innovations.

Packaging solutions created by suppliers on behalf of MCC must be notified to


METRO’s technical packaging expert and approved prior to use.

Scope
The technical manual outlines the minimum packaging requirements applicable for suppliers of
own brand products in addition to existing country specific legal requirements and METRO GROUP
Standards. Any exception must be authorised, justified, and recorded by METRO’s technical
packaging expert.

The UN Model Regulations classifies dangerous goods in 9 classes:
Explosives, Gases, Flammable liquid, Flammable solids, Oxidizers and
organic peroxides, Toxic and infectious substances, Radioactive material,
Corrosive substances and Miscellaneous dangerous substances. The
packing group (PG) then further classifies the level of danger according to PG
Dangerous goods I, PG II or PG III. Together class and PG dictate packaging, labelling and
carrying of the dangerous goods, including inner and outer packaging, the
suitability of packaging materials, and the marks and label they must bear.

Comply with relevant UN-approved model regulations (ADR, RID, code


IMDG, ADN, IATA and ICAO).
All products must include barcodes in accordance with international GS1
International GS1 standards standards.
EAN 128 must be included on collective packaging.

Requirements per packaging levels

METRO requirements – Primary packaging

Be designed for recyclability


Be optimised so that material weight and volume are kept to the necessary minimum.
Do not contain PVC, PVdC, EPS, carbon black pigment in plastic
If in paper, cardboard, or wood: Must be FSC/PEFC certified OR have minimum 70% recycled content
Ensure product protection and integrity during the whole supply chain process
To minimise the migration of mineral oils:
Paper/Cardboard/wood should be with virgin fibres and have vegetable-based inks
Inks used must have low migration and be suitable for food primary packaging.

METRO requirements – Secondary packaging


For handling in warehouses and stores: the whole unit should weight ≤15kg
Be dimensionally designed according to the product size inside
Be dimensionally designed for optimised handling (easy to take, carry and display)

For Shelf Ready Packaging, look clean after opening (not torn, not distorted)

Primary packaging (Selling unit)


Packaging conceived to constitute a sales unit to the final user or consumer at the point of
purchase1.

Secondary packaging (Transport unit)


Packaging conceived to constitute at the point of purchase a grouping of sales units whether it is
sold to the final user or consumer or whether it serves only to replenish the shelves at the point of
sale. It can be removed from the product without affecting its characteristics.1

Packaging conceived to facilitate handling and transport of sales units or grouped packaging to
prevent physical handling and transport damage. Transport packaging does not include road, rail,
ship, and air containers.1

Tamper-evident packaging
Tamper evident packaging helps consumers identify whether a container has been opened prior to
purchase. Tamper evident packaging includes breakable caps (for bottles of water for example), tear
away caps, shrink sleeve.

Appendix 1 – FSC and PEFC certifications
1. Introduction: Chain of Custody
C.o.C. is a mechanism for tracking certified material from the forest to the final product to ensure
that it is not sourced from illegal harvest forests, converted to plantation, or containing GMO trees.
There are 2 predominant systems for forest certification: FSC and PEFC

2. What are the FSC and PEFC certifications?


FSC (Forest Stewardship Council) and PEFC (Program for the Endorsement of Forest
Certification) provide global standards for forest management, which cover a balance of
environmental, social, and economic aspects. The well-being of forest communities and ecosystems is
as important as replacing trees in ensuring the future of the world’s forests.
Both certifications demonstrate, through independent certification, that the paper and/or wood
packaging come from well-managed sources and/or verified recycled material.
Even though they have the same goal to support management of the world’s forests with the C.o.C.
requirements; they do not accept each other. Both logos cannot be applied on one packaging.
Moreover, FSC is applied mostly by large scale forestry, NGO’s, and states while PEFC is applied
by forest owners, wood industries and government.

3. How can packaging suppliers be FSC or PEFC certified?


To get these certifications, all actors in the chain of custody, from the forest owners till the
packaging suppliers, must be audited by a FSC or PEFC certified organism. Our product suppliers and
METRO, as wholesaler, need to obtain the trademark license to get the logo on our packs.
Once certified, holder of the certificate can use the right logo, applied directly on packaging.

Important point: If a packaging supplier is FSC/PEFC certified, it doesn’t mean that all packaging
from this supplier is FSC/PEFC certified. (e.g.: FSC/PEFC certified cardboard supplier can produce
FSC/PEFC certified cardboard and NOT FSC/PEFC certified cardboard).

4. Which documents should be provided with FSC/PEFC certified packaging?


A material specification or an invoice which states: the material category and, if applicable, the
associated percentage or credit claim stated for each product item or for the total products; the
supplier’s FSC Chain of Custody or FSC Controlled Wood code is quoted for material supplied with
FSC claims. This document must be provided to MCC for packaging documentation.

5. Logo

Important point: Only the holder of the FSC or PEFC certificate can apply the logo on a pack and a
certification body must check the artwork. When both a product and its packaging can be certified
(e.g.: tissues in folding box, outdoor furniture in cardboard box…), a descriptive text below the
promotional panel or on-product label should be included.

6. METRO commitments
METRO externally committed to have FSC/PEFC certification or minimum 70% recycled content in
all primary and secondary paper/cardboard/wood packaging (excluding labels) by September 2023.

By signing this document, you agree that all primary and secondary packaging made
of board, paper and/or wood will be FSC certified, PEFC certified or containing
minimum 70 % of recycled content.

Appendix 2 – Shelf Ready Packaging
1. Definition
Shelf Ready Packaging (SRP) is the term used to refer to a product that comes in a ready
merchandised unit which is easy to identify, easy to open, can easily be put onto the shelf and
disposed of, allowing an optimisation of shelf replenishment and enhanced visibility. SRP is also called
RRP (Retail Ready Packaging), and ready to sell.

2. Requirements
The SRP must meet 5 criteria:

1. Easy to identify
o Allow consumer easy identification of the product (with icons for example1)
o SRP should be printed according to the MCC Own Brand Tray Design Manual.
2. Easy to open
o Without a tool (knife, cutter) and ideally with one hand.
o If tape is used, make sure that the tape is not preventing the
opening or covering the artwork (logo, product name…).
o Be quick to open in maximum 10s
o Opening must be clearly identified by color indicators, hatch or
illustrated by opening instructions2 to minimize the time
required for opening by employees.
3. Easy to shelf
o Be easy to handle. The SRP with products inside must not
weight more than 15kg.
o The length of the SRP must not be more than 600mm. 1Example of

o Allow customer easy access to the product instructions
o The products must be stable in it. The SRP sides’ height must
be high enough to prevent products from falling (common rules are >1/4 or >1/3 of product
height)
o Products must be standing in SRP for the front of pack to be visible on shelves (exceptions
can be mentioned in Packaging Requirement Profile)
o Products must be properly displayed in the SRP
o The number of products per SRP must be defined for optimised palletisation
(examples can be found in the Appendix 4)
5. Easy to dispose
o Use the minimum quantity of packaging material (cardboard, plastic)
o Be easy to dispose of

3. Possible types
At MCC, we do not consider tray with shrink as a shelf ready packaging if it requires the use of a
tool (cutter, knife) for opening. Trays and perforated boxes should be printed according to MCC Own
Brand Tray Design Manual.

4. Perforation rule
Many perforated rules have a different pattern depending on the corrugation direction.
o When designing the perforation, both the edges of the SRP packaging and the corners along
the perforation should be considered for clean and easy opening.
o The perforation line of an SRP package should start with a cut to reduce tearing forces.
o The holes for fingers at the start of the opening should not be designed too close to the edge
of the SRP packaging, as this will result in a significant deterioration of the edge quality.
o The opening forces should be adjusted to the product weight so that they do not exceed it.
If the opening forces are too high, an adjustment of the cut/web ratio of the perforation is
performed.

5. Decision tree
Decision tree can be used to define the perforation type for the box.

The SRP WITH PRODUCTS INSIDE will be asked in Packaging Requirement profile and
METRO’s technical packaging expert will test the handling, the opening and product visibility
and validate it or not.

Appendix 3 – Shipping marks label
1. Definition
Label attached to the secondary packaging (or primary packaging if there is no secondary
packaging) with the necessary logistic information.

1. The shipping marks label must not cover text, graphics, and symbols.

2. The shipping marks label format and positioning on the packaging must be approved by MCC
prior to use.

Appendix 4 – Palletisation
1. Pallet Box
o The type of pallet (wood, paper) and size (full ½, ¼) to be used must be discussed and approved
by MCC prior to use.
o ½ pallet and ¼ pallet must be delivered on Euro pallet.
o Openings on each large side: 1200mm for Euro pallet, 800mm for ½ pallet, 600mm for ¼ pallet

o Openings are already cut, and a cardboard sheet is covering them (2)

2. Pallet label (SSCC)


Label attached to the tertiary packaging with the necessary logistic information. Serial Shipping
Container Code (SSCC) is an 18-digit number which can be used on the pallet to identify a logistics
unit. For further information, please refer Supplier Instructions – METRO / Fercam.

3. Pallet optimizations
At METRO, palletization should be optimized to ensure efficient transportation and storage.
Minimum 85% of the pallet's surface area should be used. In case of a lower percentage, suppliers
might be reached for palletization improvement.

Appendix 5 – Packaging data
If you are awarded, we will ask you to detail the packaging systems and upload some documents
in our system M|Quality. This information in M|Quality will be requested for Food, Beverage and Near-
food (Detergents, disposables, cosmetics, napkins…) products and available for our country
colleagues. This is an official database to create reports and declare our quantity of material used.

available in the system.

3. Packaging documents
The documents are used to confirm the information filled in the tables (mentioned in the previous
page) and to help to better understand the packaging system.

Document uploads will be visible at the bottom of each Packaging Component Section (for
primary and secondary packaging level).
Only the palletisation document should be uploaded in Palletisation Section.

DOCUMENT NAME DESCRIPTION


The Food Contact Certificate (also called Declaration of Compliance) must be the latest
version (in English) mentioning material specific regulations for the packaging materials and
articles. You will find the list of legislation numbers on page 5 in Food Contact Regulations
details.

Note: This upload button will only appear if the packaging component is in contact with food.

This document should mention the material specification (such as exact material type,
thickness, dimensions, weight), material processing, chemical and physical performances (test
results, e.g permeability) of the packaging component.

The Technical drawing is a precise and detailed drawing of the packaging component
shape. It should include:
- the dimensions,
- the positioning of zip or any specific feature (if necessary)
- the flute direction (for cardboard packaging)

In case of printed component, under technical drawing should be uploaded the die-cut
including:
- the printed area
- the dimensions,
- clear marking of non-printable areas (gluing, sealing, stapling…)
- the positioning of zip or any specific feature (if necessary)

DOCUMENT NAME DESCRIPTION

The FSC or PEFC certificate should prove the validity of the certification and give the
registration code.
In case of limited validity of the document, a new document should be uploaded in the
system before the expiration date.

Note: This upload button will only appear if you select a cellulose fibre-based material and if
you mention that the packaging is certified.

The palletisation Document should reflect the position of the selling unit in the transport unit
(if not directly on the pallet) and the palletisation pattern. The number of primary packaging per
secondary packaging and number of secondary packaging per pallet should be clearly visible.
In case a 3D palletisation pattern is not possible, a pallet picture is accepted if the position of
the secondary packaging or primary packaging (in case it is directly on the pallet) is clearly
visible.

4. Packaging icons
The packaging icons section is to gather all icons which are present on the printed packaging.
Please select the icons which should be applied on the artwork such as Triman, Green dot, FSC,
PEFC, etc…In case of certification with an expiration date, please enter the date in the "Expiration
Date" cell.
We are also adding here the Sustainable Packaging Icons (see Appendix 6).

In M|Quality there are 2 drop-down lists to select the component type:
o Component description: to mention the general name of the packaging component
o Component details: To detail more the packaging component
(This list will be automatically adapted according to the selection of component description.)

In the following pages, please find packaging component names (in English) with photos to
support you to select the right Component Description and Details in the system thanks to a colour
code (see explanation below). Contact the METRO’s technical packaging expert to get the latest
updated list if you do not find the needed component.

Appendix 6 – Sustainable Packaging Icons (SPI)
Sustainability is an important topic and is one of the key pillars in packaging development. This
topic is also in the interest of our customer. For that reason, we communicate more to our customers
about sustainable changes made in our Own Brand packaging thanks to the Sustainable Packaging
Icons (SPI).

1. Description of the icon


The icon is composed by 3 elements:
1. Drop outline
2. Packaging shape in the drop
3. Description of the optimisation below the drop

2. Icons available
Below icons are currently available. To avoid any confusion with the product material, the word
"packaging" should be added in the description of the icons for Non Food and Near Food categories.
The icons below should always include packaging shape in the drop frame.

3. How to use the icons


The use of the icon will be confirmed by the METRO’s technical packaging expert.
The rules how and where to apply it are detailed in the Sustainable Packaging Icons Design
Manual.
