Circular no. 1812

Zurich, 11 October 2022

Participation in the FIFA World Cup Qatar 2022™ Club Benefits Programme

Dear Sir or Madam,

It is with great excitement that we are now fast approaching yet another FIFA World Cup™, a
competition between representative teams of member associations that is of vital importance
for football’s development and standing.

As world football’s governing body, FIFA embraces its duty to promote international matches
and welcomes the support of its member associations in this momentous task. As was the case
with the 2018 FIFA World Cup Russia™, there will also be a Club Benefits Programme for the
FIFA World Cup Qatar 2022™, whereby a portion of the benefits from the competition will be
allocated to member associations, which will in turn pass on those amounts to their affiliated
clubs that contribute to the successful staging of the competition.

The designated amount is USD 209 million. Please note that this is a gross amount, i.e. prior to
any taxes and deductions.

Unlike in previous editions, however, the Club Benefits Programme for Qatar 2022 will be
processed digitally through the FIFA Professional Football Landscape, which will contain:

 general information about the programme; and

 the digital application form (which must be duly signed by each club wishing to
participate in the programme).

To ensure that clubs are eligible to receive a share of the benefits, please inform your affiliated
clubs that they must use the link above to complete and submit the digital application
form by 31 October 2022 at the latest.

Member associations are therefore requested to immediately inform all of their affiliated
top-division clubs and ask them to complete the digital application form. As the final list
of players for each representative team will be published one week ahead of the kick-off of the
FIFA World Cup Qatar 2022™, all clubs are requested to submit the application form,
independently of whether they have released, or will release, players for a representative team.
Any other affiliated club that has released or may release players to any representative team at
the FIFA World Cup Qatar 2022™ should also be informed.

Please note that the corresponding procedure and calculation mechanism for the FIFA World
Cup Qatar 2022™ will be similar to those implemented for the 2018 FIFA World Cup Russia™.

The FIFA Professional Football Relations & Development Team is responsible for managing the
application process. If you have any questions, please do not hesitate to contact Ornella Desirée
Bellia, Director of Professional Football Relations & Development, at Club.benefits@fifa.org.

We thank you for taking note of the above and for informing your affiliated clubs accordingly.

Yours faithfully,

FÉDÉRATION INTERNATIONALE
DE FOOTBALL ASSOCIATION
