In order to bridge the gap between the requirement and the availability of highly specialised and trained manpower in the emerging areas of technology, the engineers require enrichment of their knowledge and competence, at regular intervals, to learn contemporary technologies. The Nayudamma Committee (1978-80) recommended for promoting and strengthening postgraduate education in the country with the observations that ‘it is necessary to recognise publicly and publicise widely that, in today’s world, postgraduate studies at the master’s degree level are the normal part of basic engineering education’, But in a vast country like India, the benefit of higher education is out of reach to a large number of engineers and universities have limitations to enlarge the existing facilities to undertake massive upgradation programmes due to financial and other constraints. Industries and government departments are also unable to encourage engineers for higher studies on the apprehension of likely disturbance in their normal work schedule. The Institution of Engineers (India) (IEI) is deeply concerned with the growing obsolescence of knowledge among its members and desire to upgrade competence and technical skills in the areas of their activities. The IEI has, therefore, embarked on offering the Postgraduate Programmes in selected engineering disciplines to enable its members to benefit from new technologies being introduced in their respective fields. The examination in Part II shall be conducted by “host institutes) for award of Postgraduate Degree. The course structure and subjects of Parts I and TIA for aforesaid engineering disciplines are given in Appendix 1A-1E. The scheme for Part IIB is prescribed under Rule 4.5 and Part II shall be prescribed by ‘host’ institute(s) in conformity with Rule 13. Registration fee once paid by a candidate, fulfilling the required criteria and subsequently desired not to pursue the postgraduate diploma programme, shall be forfeited. Candidates are expected to fill in the column 8 of the Registration Form (Appendix VI) carefully giving the choice of optional subjects. In tinavoidable circumstances, if the applicant desires 10 change one or more of the optional subject(s), s/he may do so at least two months prior to the last date of submission of Examination Application Form on payment of the requisite fee (see item 12 of Appendix I), 24 Initially the registration shall be made for appearing in Part I of the programme and thereafter for Parts IIA & ITB and finally for Part III. On registration, each person shall be provided with relevant information, an identity card indicating thereon his/her name, registration number, class of membership along with number, address, photograph and his/her specimen signature. No candidate shall be allowed to appear in Part Bieecxisy Cort. ————— 31 The Identity Card must be kept in personal custody of the candidate to prevent misuse and has to be produced at the Examination Hall as and when the candidate appears at an examination. ‘No candidate shall be allowed to appear at an examination without the valid Identity Card. Examinations in Parts Tand LA shall beheld twice a year generally in the months of April (Summer) and October (Winter), while for Part IIB, the ‘evaluation would be done twice a year normally 32 33 44 45 46 without registration or in Part IIA without clearing Part I. However, the registration for Part TB could be done with Part IA concurrently (refer Clauses 4.5 and 13.1) and a candidate shall be cligible for Part IL only after completing Part II (bothA &B). ‘A candidate for Part or Part A shall be permitted to appear in all five subjects in one term; including the subjects in which s/he appeared previously but could not secure the minimum grade B. The assessment for Part IIB will be done ‘only after the completion of Part IIA. In the programme for Part IIB, each candidate shall be required to undergo project work under ‘the guidance of designated project guide for about six months duration, which can run concurrently ‘with Part IA. The project work shall be considered (Part IIB) only on completion of Part ILA. ‘A candidate securing grade ‘B’ or above in a subject shall be exempted from appearing in that subject again and grade so obtained by her/him shall be carried forward. Optional Subjects/Subjects of Specialisation — 51 No candidate shall be permitted to appear at any optional subject or subjects of specialisation unless she confirms her/his choice of both the optional subjects and subjects of specialisation inaccordance withthe Rules. For change of any optional subject or the subject of specialisation, a candidate shall be required to apply along with requisite fee (see item I2of Appendix I!) atleast two months prior to the last date of submission of Examination Application Form, Ifa candidate changes any optional subject or subject of specialisation before completely passing Part Iand IIA, the exemptions, ifany, secured by hinvher shall be forfeited unless the Council of the Institution decides otherwise. 52 53 61 A candidate registered for the postgraduate programme shall be required to submit an application in the prescribed form, as given in ‘Appendix IV, only to the Headquarters of the Institution, expressing his/her desire to appear inPart [or in Part A of the examination together with requisite fee (see Appendix 1) within the last date of submission of such forms as may be notified from time to time. Applications shall normally be received from registered candidates on all working days within the period as mentioned hereunder SummerExamination February 28 Winter Examination August 31 ‘The Institution reserves the right to reject any application which is not properly filled-in, does not accompany the requisite fee, isnot submitted within the stipulated date or for any other reason. The decision of the Secretary and Director General of the Institution in this respect shall be binding upon the applicant, Examination fee once paid is neither refundable nor transferable to a subsequent examination orto any other account, except in case of rejection of the application. Refund of examination fee for rejected application shall be made after deducting the processing charge (see Appendix ID. 64 71 Admission cards shal be issued to the applicants whose applications are found in order in all respect, Such admission cards will indicate, inter alia, the Roll No and Examination Centre assigned to the applicant and will be sent to him her by ordinary post. A duplicate certificate shall be issued on payment of requisite fee (see item 9 of Appendix I) only when a candidate provides an undertaking that the original has been lost, and encloses an FIR/ General Diary/affidavit to this effect from the ‘competent authority. 122 Pass certificates of any year shall be awarded to eligible candidates at the Convocation, to be held in the following year, on receipt of their ‘written consent to attend the Convocation with valid Identity Card and grade card/provisional certificate issued by TEI for verification, 123 Provisional Certificates shall be issued to the candidates on passing Part IIB Examination along with the grade card. Practicals, Thesis Work and Viva Voce (PART 11) ——————— 131 Onteceipt of application along with requisite fee (see items 4 and 5 of Appendix I) from the candidate, who has passed Part II (A and B) completely (Clauses 4.3 and 4.5), the application will be scrutinised, in consultation with the host institute opted by the candidate, for registration of Part Ill ofthe programme. 132. The host institute shall reserve the right of selection of candidate and the decision communicated in this respect by the authorities of the host institute shall be binding upon the candidate, 133 Each candidate selected for Part III of post- sraduate degree programme shall be required to pay the requisite admission and other fee to the “host” institute within the stipulated date.
