EXECUTIVE SUMMARY

Peeking out the window is like looking for an opportunity to contribute


to decision-making. It relates to School-Based Management, commonly
known as SBM means the strategy to improve education by transferring
significant decision-making authority from state and district offices to
individual schools. It aims to empower schools in decision-making for an
improvement of education that engage stakeholders and lead by the school
heads.
The legalization of SBM is consolidated by the RA 9155 Governance
of basic education Act of 2001. This provides the overall framework for
principal empowerment by strengthening principal and leadership goals, and
local school based management within the context of transparency and local
accountability.
School-based Management has been beneficial in terms of excelling
school competencies and interacting with the strengths and weaknesses of an
issue in improving their school performance. The following advantages are: (1)
Allow competent individuals in the schools to make decisions that will improve
learning; (2) Give the entire school community a voice in key decisions; (3)
Focus accountability for decisions; (4) Lead to greater creativity in the design
programs; (5) Redirect resources to support the goals developed in each
school; (6) Lead to realistic budgeting as parents and teachers become more
aware of the school’s financial status, spending limitations, and the cost of its
programs; (7) Improve morale of teachers and nurture new leadership at all
levels; (8) This is school empowerment; (9)This reduces bureaucratic controls
on schools; (10) Encourage school heads, teachers,and parents to use
greater initiative in meeting the needs of the students and community; (11)
Involving stakeholders is also helpful in the mobilization of local resources to
complement public resources; (12) Through SBM, problems and needs at the
school level get solved faster and specific personalities and cultures are taken
into consideration; (13) In SBM, schools take the responsibility to plan and
implement their SIP; (14) SBM makes schools accountable to the
stakeholders. Moreover, there is one disadvantage, the Participatory decision-
making needs time and may slow down the process.
There shall be school heads for all public and private schools. They
also implement the school curriculum and be accountable for higher learning
outcomes. Establishing school and community networks and encouraging the
active participation of stakeholders. Accepting donations and gifts for the
purpose of upgrading teachers and learning facilitators.
A child and Community Centered Education System, or ACCESs, is
the result of cooperation between the community and the school. When both
institutions uphold every child's entitlement to a high-quality education, this is
what happens. Additionally, it is a procedure that aids in the transformation of
communities and of individuals through education. The ACCES system is built
on four guiding principles: the principles of communal leadership and
governance, community-based learning, accountability for performance and
results, and convergence to harness resources for education. The review and
revision of the school-based management process are made clearer by this
principle.
The Philippine Accreditation System for Basic Education is a system of
accreditation that examines the most important aspects of school operation.
These are basic education quality standards established by stakeholders that
schools must meet in order to be accredited. PASBE is regarded as a seal of
approval for school-based management practice. This is also due to the
school's SBM practice levels. The first level is Level 1: developing, followed by
Level 2: maturing and Level 3: accreditation, which ensures that a specific
school is carrying out the school-based management practice.PASBE was
officially launched through Department Order No. 83, s. 2012, as an integral
component of school-based management. It aims to strengthen the
partnership between DepEd and national organizations of elementary and
secondary school heads, consolidate the best practices of accredited schools,
provide opportunities, and ensure nationwide implementation. PASBE uses
the fitness-for-purpose model of accreditation, which defends the goodness-
of-fit between what a school says it will do (purpose) and what it is actually
doing (practice).
School Based Management or SBM is the mechanism introduced by
the Department of Education to continuously work on effective schools. In
SBM schools are given autonomy to make decisions regarding education of
children. The DepEd believes that we can introduce the school based
management to give a greater autonomy and also to the teachers. The OECD
or the "Organization for Economic Co-operation and Development" research
finding of OECD confirms that the school autonomy has a positive relationship
with Students performance. Principals, teachers, students, and parents have
greater control over the education process.
The term "School Effectiveness" has many facets and encompasses
the characteristics of various parties. Effectiveness is the sole significant
variable affecting a student's success and refers to the degree to which the
school achieves its goals. The practice of school based management gave
greater economy to school to make decisions in collaboration with parents
and community towards greater school effectiveness.
The Conditions for the Success of School-Based Management
serve as a guide for how school-based management can achieve
success by transferring decision-making authority from the school
district to the school head/principal, and then from the school head to
the teacher. All teachers, parents, and principals will be given the
opportunity to make better decisions for the institution as a whole.
Conditions for School-Based Management's success promote
development and serve as a bridge to better school management.
Through these conditions, schools will be able to determine what has to
be improved and what is required of the school for the students'
effective learning. These conditions will only be fulfilled if all members of
the learning institution, such as the principal, teachers, and parents,
participate. Knowing the conditions for the success of SBM will create a
positive and effective learning environment for the students that will
result in the improvement of their performances. It can help teachers
establish an environment that is conducive to learning and encourages
students to perform better.
SBM is a method of transferring the power of decision-making from
the regional level to the individual schools. It only means that the schools'
stakeholders hold greater opportunities to decide what is best for the school
as well as to implement policies and laws that might be effective for the
school's development. Additionally, SBM gives way for the stakeholders to
unite and collaboratively take an action to attain the desired learning
outcomes of the learners since they share the decision-making process which
aims for the betterment of the school.
As for the impact, it is evident that through the implementation of SBM,
the educational system becomes better and more effective as the school
institutions successfully create a conducive learning environment that
positively affects the teaching style and increases the commitment of the
teachers since they have given more access in decision-making. Lastly, the
performance of the individual schools are continuously improving as the
partnership between the school and the community is strengthened in the
implementation of SBM.
