INVITATION FOR BIDS

1. National Transmission and Despatch Company Limited (NTDCL) “the Employer”,

intends to get the Works done for Contract No. DMG(AM)-02R-2021 through NTDC
own resources. The Scope of works includes:

DISMANTLING OF EXISTING 1X37MVAR SHUNT REACTOR AND

INSTALLATION, ERECTION & COMMISSIONING OF 4X37MVAR SHUNT
REACTOR AT 500KV GRID STATION GATTI FAISALABAD

2. The Employer invites sealed bids from eligible firms or persons licensed by the
Pakistan Engineering Council in the appropriate category for the above scope of
Works. National Competitive Bidding (NCB) will be conducted in accordance with
PEC Single Stage-Single Envelope (SSSE) procedure.

3. Bidders may obtain further information from, inspect at and acquire the Bidding
Documents from the Office of the Employer, at:

4. A complete set of Bidding Documents may be purchased by an interested Bidder on
submission of a written application to the above office upon payment of a non-
refundable fee of Rupees 3,000/- from October 27th, 2021. The method of payment
will be by cash or bank draft from any scheduled bank of Pakistan in favor of
“Manager 500kV Circle Gatti Faisalabad” Account No. 13344062896755. Interested
firms can download the tender notice form the Punjab Procurement Regulatory

5. The Bidder as main contractor (single entity or joint venture partner) have completed
construction contract of at least two (02) 220kV or one (01) 500kV substation
Switchyard or its extension works which may include shifting/installation, Civil
Works, Erection, Testing & Commissioning works of similar nature within the last
five (05) years.

Such substation/ Power House switchyard/ extension works must have been operating
successfully for at least one (01) years prior to deadline for submission of Bids.

In case the bid is submitted by a joint venture, Lead Partner shall meet the above
experience criteria. However, each partner other than Lead Partner shall have
experience of execution of construction contracts of at least 220kV or higher rating
substation switchyard as main contractor or as approved subcontractor during last five
(05) years.
Supporting documents shall be submitted by the bidder to substantiate the claimed
experience.
6. All bids must be accompanied by a Bid Security in the amount not less than 2% of
total bid price of respective lot in Pak. Rupees in the form of Deposit at Call/CDR or a
Bank Guarantee issued by a Scheduled Bank in Pakistan in favour of the Employer
valid for a period up to twenty eight (28) days beyond the bid validity date.

7. The bids must be delivered to the above office on or before November 11th, 2021 at
11:00 am. Bids will be opened at 11:30 am on the same day, in the presence of
Bidder’s representatives who choose to attend at the same address.
8. All bidders must fill in check list before submission of bid in their own interest as per
section C of Instructions to Bidders which is a mandatory requirement.
9. NTDC reserve all its rights regarding rejection of bids as defined in Clause 33(1) of
PPRA Rules 2004.
