Manifesto
Make Busia Great Again
D
evolution is now entrenched as a system of governance in Kenya
and the surest means to realizing the aspirations of Kenyans who
overwhelmingly voted for the Constitution of Kenya, 2010. The
journey towards making Busia great again by taking advantage
and exploiting the immense potential of our County has now
began. We need to sustain the momentum and consolidate the
gains realized by the first Governor whose term is coming to an
end in August, 2022 with a view to actualize our dream of
developing a prosperous County for all.

I invite you to join me in this noble task of laying of the development

agenda foundation over the next five years.

The preparation of this manifesto benefited from an array of experts

who worked around the clock to develop this important document.
Support and contributions from various organizations and
individuals during the town hall meetings that were held across the
county also informed the development of this document. May I also
appreciate the great people of Busia County for their participation
and willingness to be involved in political and social economic
activities of our County.

About Hon. Bunyasi

Hon. Dr. Sakwa John Bunyasi is a Kenyan politician
and a representative in the National Assembly of
Kenya for Nambale Constituency in Busia County
under UDF in 2013 andAmani National Congress (ANC) ticket
since 2017 to date. He is currently the deputy
party leader and a Gubernatorial candidate of
Kenya Kwanza coalition for Busia Gubernatorial
seat. In 1968, He joined the University of Nairobi
to pursue a Bachelor of Arts in Economics. Later
in 1971, he went back to UoN and pursued his Masters
degree of Science in Agricultural Economics. In 1986, Hon. Sakwa Bunyasi was
enrolled at George Washington University in USA where he pursued his PhD in
Economics and Public Policy where he graduated in 1989.
Hon. Sakwa is leader who has had a work experience that makes him best suited
for Busia’s top seat. In 1972 he worked as a lecturer at the University of Nairobi in
the department o Agricultural Economics. In 1976, at African Development Bank,
he worked as a chief Principal Economist. From 1983 to 2005, he was employed at
The World Bank in various capacities up to Principal Economist/Portfolio Manager.

Hon. Sakwa Bunyasi joined the Kenyan National Assembly as a Member of

Parliament for Nambale Constituency in 2013 under a UDF ticket and for the 2nd
term in 2017 under an ANC ticket. His work as an MP not only does it give him a
good scorecard but also an award in which he was awarded for being the best
performing MP.

About Hon. Lawrence

Hon. Lawrence Okaale Deputy Governor designate to Hon. John Sakwa Bunyasi,
is a youthful leader full of enthusiasm and an undieing spirit of serving people
with honesty, love and integrity. He has served as the MCA of Ang’urai North
sub county and as the deputy speaker of Busia County Assembly for five years.

He started his working career in the police service where he was for six years
serving at the rank of inspector.

Hon. Lawrence Murunga Okaale holds a degree in Mathematics and Business

and a Master’s degree in Mathematics and Economics from Moi University.

 MY PLEDGE
In this Manifesto 2022-2027, I pledge to serve the people of
Busia County with total dedication and inclusivity.

My leadership will be based on the following nine-point agenda:

 WATER, SANITATION & ENVIRONMENAL MANAGEMENT
The 2030 Agenda for Sustainable Development includes a
dedicated goal on water and sanitation (Sustainable Development Goal
Number Six) that sets out to ensure availability and sustainable management
of water and sanitation for all.
During my tenure as Governor, I will:
· Complete the construction of the on-going water schemes.
· I will drill boreholes and complete the on-going ones
· Protect springs.
· Embark on reticulation of water to homesteads from completed boreholes
sunk in public institutions across the County.
· Complete the construction and rehabilitation of the new or ongoing
water schemes.
· Source for new funding for water and sanitation facilities to support the
growing urban population in the County.
· Conserve the environment, by assisting youth groups to start tree
nurseries one per ward to be planted in schools and depleted areas,
sell to individuals and organizations so as to earn income among others.
· Enact and strengthen legislation on solid waste management to ensure
sorting at household level.
· Enhance a participatory approach with local communities to stem out
indiscriminate cultivation of the blue gum tree by relocating it from
riparian land and replacing it with water friendly species (indigenous trees).
· Conduct civic environmental education and awareness campaigns and
encourage use of renewable energy.
· Ensure that environmental audits for major existing projects and
Environmental Impact Assessments (EIAs) for new projects are undertaken.
· Encourage farmers to adopt soil conservation in their agricultural
practices to stem soil erosion.

 ROADS & INFRASTRUCTURE
Roads & Infrastructure
For effective and efficient transport system in the County to be realized,
we will need to do more especially in our rural areas in order to enhance
mobility of our people and link farmers to markets.

During my first term as Governor, I will;

· Construct additional 300KMs of roads per ward.

· Maintain the roads that have been constructed.
I will develop a policy which will enable the County to maintain roads
through labour based approach. This will create employment among
youth and women.
. Rehabilitate drainage system in Busia Town and in all sub-county
headquarters.
· Construct more footbridges to connect villages.
· Construct bus parks at the remaining major terminals to ensure safety
of the travellers.
· Construct motorcycle sheds in the remaining major centres where
operators and travellers can shelter from rains and intensive sunshine.
· Partner with development partners to tarmac key roads in the County.

Physical Infrastructure
Expensive and unreliable energy and physical infrastructure
(transport, water and telecommunications) collectively
contribute to the high cost of doing business anywhere. Infrastructure
functions straddle both levels of government though the role of the national
government is bigger. However, there are areas that the
COUNTY government will take the lead given the advantage of the
County’s strategic position in the planned re-orientation of agriculture
and industry to markets and business.

 HEALTHCARE SERVICES
Healthcare Services
we will endeavour to invest in the health sector and craft innovative ways
to promote every citizen's right to access quality healthcare as enshrined
in the Constitution of Kenya, 2010.

During my first term as Governor I will:

· Complete the modernization of the Busia Teaching and Referral Hospital

(BTRH) to enhance its capacity to handle the needs of residents and stem
referrals to facilities outside Busia County.
· Continually improve the terms and conditions of service for staff through
timely promotions, re-designation, capacity building, and establishment
of a conflict resolution committee.
· Hire specialists in various fields of medical specializations to boost capacity
in our hospitals
· Upscale budgetary allocations to the health sector to allow for
establishment and operationalization of additional health facilities at the
grassroots to bring services closer to the people and ensure adequacy of
drug supplies.
· Enhance strategies to integrate Information, Communication Technology
(ICT) in healthcare services to make telemedicine a reality within and
outside the County.
· Equip health facilities with modern medical equipment to enhance their
diagnostic capacities.
Enhance universal healthcare.
· Strengthen primary healthcare in order to prevent both communicable
and non-communicable illnesses

 AGRICULTURE
Enhancing & Boosting Agricultural Activities.

As we know, agriculture is the

backbone of the economy of
our county. Agriculture will be
the focus as we seek to use it
to better the lives of residents
and also the economy of the
county. From watermelon
farming in Teso south, rice
farming in Bunyala, cotton
farming with a view to
reviving the cotton ginnery in
Samia, tobacco farming in
Teso north, goat rearing, fish
caging, fish processing and
cooperative saccos in samia
and bunyala.
Agriculture remains the main food stay of our great County. The Constitution
of Kenya, 2010 provides that every person has a right to be free from hunger,
and to have adequate food of acceptable quality and, therefore, to enhance
productivity and create wealth for our people.

During my first term as Governor, I commit to:

· Enhance access to quality subsidized farm inputs (seed and fertilizer) and
develop appropriate market for agricultural output.
· Transition agricultural extension services to an ICT driven service with a call
centre where farmers can access information through SMS.
· Intensify the Subsidized Artificial Insemination (AI) project to improve the
dairy herd in our County.
· To control livestock diseases
· Construct fish ponds and distribute fingerlings and feeds to boost productivity
· To avail soil testing and sampling kits

AGRICULTURE
Enhancing & Boosting Agricultural Activities.

LIVESTOCK DEVELOPMENT
• Livestock development, A1 services
to improve the dairy herd, control
zoonotic diseases.
•Ensure there is adequate distribution
of veterinary personnel.
•Balance the high cost of veterinary
services and drugs.
•Improve Insecurity and stock theft
to help farmers rare their livestock
with an assurance of trading profitably.
•Ensure there is adequate credit facilities
for majority of small farmers & holders.

 URBAN PLANNING & DEVELOPMENT

To have controlled development and create an environment

conducive for investment, I will;

· Develop market sheds in at least one market centre in every ward with proper
sanitation facilities.

· Establish a waste management site for Busia Town and the rest of the urban
centres
· Complete the on-going program of development of spatial and physical
development plans to enable proper urban development.

· Expand the street lighting programme to cover all market centres in the county

· Rehabilitate existing and construct new markets.

 Early Childhood Development &Voca onal Training
Strengthening The Education & Training Sector.

E
ducation is a basic human right
and helps us realise our human
potential. As young people,
education forms our knowledge
and competencies that allow us to
thrive at home, in the work place
and throughout our lifetime. While
education enhances opportunities,
it also promotes critical and creative
thinking, problem solving skills,
informed decision-making, self
esteem, teamwork, and language
skills and is a precondition for
community participation, food
security, healthy lifestyles and
peaceful societies.
Education is critical in the socio-economic development of our County. In order to improve the
retention and transition rates in our school system and to increase enrolment, expand and
improve Early Childhood Care and Education, my government will;

· Construct and equip more workshops in youth polytechnics to enable them offer tailor made
courses for our youth.
· Employ additional care givers for our ECDE centres so as to enhance quality of education in
our centres
· Employ additional youth polytechnic instructors so as to enhance quality of education and
diversify training programmes to ensure they are demand driven.
· Improve infrastructure in ECDE centres by constructing more classrooms and toilets so that
our children can learn in a good environment.
· Enhance bursary allocation to students enrolled in Vocational Training Centres to encourage
more youth to enrol in our centres.
· Mobilize leaders and stakeholders to change public attitudes towards vocational education
so that the public can view the sector as an avenue to well-paying employment, quality
self-employment and higher education, as they view opportunities offered by the formal
tertiary education programmes. societies.

 Culture and Social Services & Sports

In order to promote and preserve the culture of our people, the reading culture and
develop and nurture talent of our people as well mainstream the rights of Persons
with Disability in the county's development agenda, I will;

· Improve infrastructure in Busia Stadium so that it can host national and international
sports events.
· Construct and operationalize social halls in the sub-counties in order to promote
indoor sports such as boxing and to provide a place where people can meet and
exchange ideas.
· Construct and equip additional community libraries to boost literacy and promote a
reading culture among the people.
· Facilitate and encourage the better management of sports through working with
the sporting organs in the country and facilitate coaches to attend professional
trainings.
· Establish a series of County youth competitions, such as the County soccer league
and athletics so as to identify talents and sponsor them to national academies.
· Purchase a card printer to facilitate registration and identification of Persons with
Disabilities.

• Create a children rescue centre.

Enhancing & Improving Our Industry Sector.

In order to develop the market infrastructure, attract investment, enhance

existing entrepreneurial ability as well as reinforce the position of Busia
County as a gate way to East and Central Africa.

As a Governor, I will;

· Develop market sheds in market centres.

· Develop proper sanitation facilities in markets.
· Map tourism sites and secure them.
· Rehabilitate existing and construct new markets.

· Establish market committees to assist in proper management of markets.

 OWN SOURCE REVENUES & ICT SERVICES

Own source revenues and ICT Services

Uphold integrity by making sure the leaders in Busia county act honestly
in response to the availability and expenditure of public resources.

Revenue collection process will also be digitized to ensure optimum

collection of revenue. By digitization, we are able to get the exact data
of businesses available and the income they generate.

In a bid to bolster own source revenues and enhance sharing of

information within and without the county.

During my tenure, I will;

· Automate revenue collection to seal the potential leakages.

· Enhance the capacity of enforcement staff by continuous training.

· Vet some of the revenue staff to establish their suitability.

· Broaden the revenue base and Identify more revenue streams.

· Develop networks, system security applications among others.
