PROJECT NAME

“KABATAAN IWAS-DROGA, LABANAN ANG TERORISMO at


TRAFFICKING (KIDLATT)”

II. THEME

“Education- the Key to Prevention and Protection”

III. RATIONALE

The youth comprises 28% of the Philippine population. As the most


vulnerable sector in the community, education will save them from being victims
of abuse, human trafficking, drug addiction, and violent extremism. As they can
easily be corrupted at an early age, education shall play a vital role in shaping
their characters with the inculcation of positive values that shall be the
foundation for them to be better individuals in the future.

The Philippine National Police, as a law enforcement organization, has


been very active in the campaign against illegal drugs and terrorism. In 2019,
PNP launched the “Kabataan Kontra Droga at Terorismo (KKDAT)” which
aimed to the organization of youth movements that encourages and
strengthens the youth’s ability in suppressing illegal drugs, trafficking, and
terrorism problems in the country. It was designed to empower the students
and youth sector to become proactive partners of the government in the
nationwide campaign against illegal drugs and anti-terrorism, especially in the
PNPs Recovery and Wellness Program (RWP) and in social reintegration
programs for reformed illegal drugs personalities. KKDAT members are mainly
composed of Sangguniang Kabataan (SK) Officers, youth leaders, students,
and out-of-school youth.

To further strengthen the campaign against illegal drugs, terrorism, and


human trafficking, the Department of Education (DepEd) in partnership with
Police Regional Office 9 introduces the “Kabataan Iwas-Droga, Labanan ang
Terrorismo at Trafficking (KIDLATT)”. It will be launched thru a modular
approach as face-to-face classes are still not allowed due to the threats of the
COVID-19 pandemic. Lessons/topics will tackle the ill effects of illegal drugs,
the evils of terrorism, and the dangers of human trafficking as a preventive
component of the project which is subject to mandatory inclusion in the Natural
Sciences/ Health Curriculum (Illegal Drugs) and History Curriculum (Terrorism
and Human Trafficking).

IV. OBJECTIVES

1. To raise the awareness and understanding of the students thru


advocating education in preventing drug use, insurgency, and
combatting human trafficking thru a modular approach;

2. To help students recognize/resist the factors that influence them to join


any terrorist groups, experiment on drugs, and become victims of human
trafficking;

3. To encourage and engage parents to educate their children on the


importance of preventing drug use, insurgency, and the dangers of
human trafficking as they assist their children in their modular learning;
and

4. To build students’ social skills and enhance their self-esteem by instilling


and promoting positive values.

VI. PROJECT DETAILS

The project shall be conducted in three phases:

PHASE I: PREPARATION

1. PLANNING STAGE

The planning shall commence after the creation of the Technical


Working Group which shall be composed of the following competent personnel
of this unit:

During this stage, the group will:

a. Identify partners in the implementation;

b. Identify lessons pertaining to illegal drugs, terrorism, and human


trafficking which will be incorporated into the learning/teaching
materials under the modular approach;

c. Identify experienced writers, illustrators, and editors who shall craft


the modules intended for “KIDLATT”;

d. Identify logistical requirements;

e. Identify activities to carry out the implementation of the project; and

f. Designate Project Team to ensure success and accountability of the


project.

2. COORDINATION STAGE
Tasked units shall coordinate with the Department of Education (DepEd)
for the concept of the project and the signing of the Memorandum of
Understanding (MOA) to ensure the successful implementation of the project.

PHASE II: IMPLEMENTATION

Upon approval of needed provisions pertaining to the launching of the


“Kabataan Iwas Droga, Labanan ang Terorismo at Trafficking (KIDLATT)”, the
following tasks shall be undertaken:

a. Schedule of Launching;

b. Identification of lessons pertaining to illegal drugs and terrorism which


will be incorporated into the learning/teaching materials under the
modular approach;

c. Identification of experienced writers, illustrators, and editors who shall


craft the modules intended for “KIDLATT”;

d. Target population- which grade/level will be targeted;

e. Number of schools to participate- will it be piloted in selected schools?


Will the project be mandated in all schools in the region? ;
f. Provision of logistical requirements;

g. Crafting of Modules; and

h. Preparation of Modules:

1. PRO9 in collaboration with the partner PNP units and partner


agencies shall coordinate with DepEd, Zamboanga City on the
lessons/topics;

2. Preparation of topics/lessons;

3. DepEd in coordination with RCADD shall identify experienced


writers, illustrators, and editors who shall craft the modules
intended for “KIDLATT”;

4. DepEd to check, evaluate and validate the contents of the


modules before their release to ensure appropriateness and
relevance;

5. DepEd shall orient their teachers about the project in coordination


with RCADD, PRO9, and concerned agencies;

6. DepEd will shoulder the printing of modules;

7. DepEd in coordination with PRO9 shall assess the accomplished


activity sheets and performance tasks under the “KIDLATT”
modules; and

8. KIDLATT modules to be included in the school year 2020-2021.

PHASE III. MONITORING AND EVALUATION

Monitoring and Evaluation shall be led by DepEd in coordination with


partner agencies to be conducted quarterly.

VII. PROJECT HAND-OVER

After the successful implementation of the project, it will be shared and


replicated to PNP units in the region.

VIII. What are the Outputs of the Project? (Contribution to Lead


Measures)

The outputs and deliverables are as follows:

1. Lessons/topics to be modularized;
2. Number of participating schools;

3. Number of modules to be distributed;

4. Number of partner agencies involved;

5. Full implementation of the project; and

6. Memorandum of Understanding.

IX. What are the expected outcomes? (Contribution to Lag Measures)

1. Students shall be educated on the ill effects of illegal drugs, the evils
of terrorism, and the dangers of terrorism using the modular
approach;

2. Prevent drug use, any forms of insurgency, and human trafficking;

3. Students shall be equipped with the knowledge on how to resist


peer pressure;

4. Parents will be engaged in the anti-illegal drugs, anti-terrorism


campaign, and anti-human trafficking campaign;

5. Enhance the self-esteem of students by incorporating positive


values in “KIDLATT” modules; and

6. Provides an opportunity for parents to form a stronger bond with


their children.

X. What are the possible risks or challenges that may be encountered in


the implementation of the project?

The following problems/issues are expected during implementation:

1. Non-cooperation of partner agencies;

2. Lack of writers, editors, and illustrators; and

3. Not enough time may remain in the school year to incorporate the
KIDLATT modules;

The following are the proposed interventions:


1. Strong coordination with partner agencies, supported by a
Memorandum of Understanding/Memorandum of Agreement;

2. Invite representatives of key agencies to identify writers, editors, and


illustrators to begin the planning process; and

3. Develop a work plan and set a clear project timeline that will give
good qualitative and quantitative output.
