INTRODUCTION
La Union was carved from the nine towns of Pangasinan, three of Ilocos Sur and villages of the
Eastern Pais del Igorotes in the Cordilleras. It was formally created by a Royal Decree issued by Queen
Isabela of Spain on April 18, 1854. The name La Union indicates the union of towns from different
provinces. Its 155 years of existence since 1850 testifies to reality of the original vision — a province
geared towards peace, prosperity, growth and development. In the late 1990’s, the national leadership
declared La Union as one of the archipelago’s 12 regional industrial centers.

A. LOCATION
La Union is a province in the Philippines situated in the Ilocos
Region occupying the northwestern section of Luzon. Its capital is
the City of San Fernando. La Union is bordered, clockwise from the
North, by Ilocos Sur, Benguet, Pangasinan, South China Sea, and
the Lingayen Gulf.

B. POPULATION
The population of La Union grew from 137,847 in 1903 to 822,352 in 2020, an increase of 684,505
people over the course of 117 years. The latest census figures in 2020 denote a positive growth rate of
0.94%, or an increase of 35,699 people, from the previous population of 786,653 in 2015.
Of the total population of La Union, 92.23 percent classified themselves as Ilocanos. The rest were either
Kankanai/Kankaney/Kankanaey.

C. TOPOGRAPHY
La Union is hilly, and it contains some mountains with high elevation due to sharing boundaries with
the Cordillera Administrative Region mountain range. It is in the southwestern part of the Ilocos Region
with about 149,309 hectares of land.
The province of La Union is bounded by Pangasinan to the south; Ilocos Sur to the north; Benguet to
the east; and the South China Sea to the west. As regards the land use, La union has the following
classification: 54,701 agricultural hectares; 41,240 forest/wooded hectares; 15,555 hectares of built-up;
14,788 hectares of bareland; 191 hectares of wetland; and 22,834 hectares of grassla
