Background

Sapang Biabas Elementary School has always been an institution that nurtures selfless service for pupils as
the way of life of the experts. It has well-equipped teachers contributing to pupils’ transformation to be
academically competent in preparation for their functional integration to society.
In 1860, Sapang Biabas was established as a big barrio composing of 120 households. While in 1938,
during the American regime, Sapang Biabas Elementary School was installed offering a complete
elementary education managed by the Americans or Thomasites. Four ( 4) teachers taught at that time.
In 1945, after World War II, from sixth grade level, the school now only offered primary education.
Twenty pupils were enrolled at that time handled by two teachers namely Milagros Nacpil and Rosalie
Nacpil. The class -rooms which were utilized by the two classes were Gabaldon type of building. By 1972,
another two teachers were assigned in Sapang Biabas Primary School offering multi-grade classes. Miss
Myrna Dizon taught the Grades I and II classes; while Mr. Honorato de Jesus taught Grades III and IV.
In 1991, after the eruption of Mt. Pinatubo, the school’s enrolment drastically increased due to the
relocation of residents coming from Barangay Dolores, Cacutud, Tabun, Sta. Ines, Mangalit, and Calumpang
which were all in the municipality of Mabalacat. At this time, three Zonta Buildings composing of six
classrooms were constructed donated by the Zonta Club of Manila. The first Head Teacher assigned was
Mrs. Elvira G. Zamora and the first Principal assigned was Dr. Cristina Dizon. In 2004, Pre-Elementary room,
Computer Room and the Principal’s Office were constructed through her leadership and through the
partnership with the people of Sapang Biabas under the leadership of Bgy. Captain Esteban C. Liwanag.
Then in 2007, the old Barangay Hall situated in the school compound was donated through the effort of
Bgy. Captain Liwanag, too. Said building was converted to two classrooms.
Other School Heads who followed then were Mrs. Remedios C. Gerente, Mrs. Virna M. Flores, Mrs.
Charito C. Perez, Mr. Alvin B. Pabustan (OIC), Mrs. Sylvia D. Fernandez, Mrs. Cristina T. Mallari, Mr. Ariel S.
Fernandez (OIC), Mrs. Janet D. Aguilar and Mrs. Licinia P. Arenillo. Through the leadership of Mrs. Maila C.
Liwanag, the TIC of the school since April 2015 to March 16 , 2021 and the first teacher who was promoted
as Master Teacher 2 of the schoo. From March 8, 2021, Mrs. Diana S. Hernandez, a School Principal II from
Mabalacat Elementary School was designated as School Head of this school.
In SY 2018-2019, SBES comprised of twenty (24) dedicated and nationally-paid teachers, twenty
three (23) were classroom teachers and one (1) as Teacher-in-Charge. As per record now in SY 2019-2020,
on March 3, 2020, the City Government of Mabalacat City donated the school land through the leadership
and effort of the Teacher-in-Charge, Mrs. Maila C. Liwanag, assisted by Mrs. Threa V. Badilla and Mr.
Edgardo C. Liwanag, by the seated Hon. Mayor Crisostomo C. Garbo and Hon. Vice Mayor Atty. Gerald
Guttrie Aquino.
At present, the school consists of 755 learners with 20 Teaching Personnel, 1 Administrative
Officer, 1 Principal II and three (3) utility workers work hand in hand for better performance of the school.
Crafting this School Improvement Plan (SIP) for six (6) years will serve as roadmap and gives us the
opportunity to plan and address the school learning gaps , losses and improve more on its operation and
management gearing toward in responding four (4) major content or Pillars and Enabling Mechanism
(Governance) of this SIP. The strengths, weaknesses, opportunities and threats of the school were lay
down with with Risk Management Plan to readily address the problems that may be encountered in the
process of implementation.
The SIP’s School Flagship, “ Project RAISE ”, which are purposely- made to address the key
challenges s for each Pillar and its enabling mechanism under Governance.
R- espond to the diverse needs of learners to achieve the desired learning outcomes (Quality)
 A- chieve ways to make the school accessible to all learners (Equity)
 I-ncrease participation rate for the disadvantaged learners and encourage them to attend formal
schooling (Access)
 S- trengthen and protect the well-being of all learners( Resilliency and Well –Being)
 E- ngage stakeholders for active participation in improving school operation ( Governance)

Amidst challenges that the school may face, its stakeholders, internal and external, are optimistic
that as we serve our constituents, the entire school community to be an avenue to reach our DepEd’s
Vision, “ We dream of Filipinos who passionately love their country and whose values and competencies
enable them to realize their full potential and contribute meaningfully to building the nation. As a learner-
centered public institution, the Department of Education continuously improves itself to better serve its
stakeholders
That the school may also contribute in realizing DepEd’s Mission, “ To protect and promote the
right of every Filipino to quality, equitable, culture-based, and complete basic education where:
Students learn in a child-friendly, gender-sensitive, safe, and motivating environment.
Teachers facilitate learning and constantly nurture every learner.
Administrators and staff, as stewards of the institution, ensure an enabling and supportive environment for effective
learning to happen.
Family, community, and other stakeholders are actively engaged and share responsibility for developing life-long
learners.
As we implement the school Programs, Projects and Activities of the school reflected in the School’s SIP, we
inculcate the gender sensitivity and most of all, the DepEd’s Core Values - Maka-Diyos, Maka-tao, Makakalikasan,
Makabansa
As we, the internal and external stakeholders of the school, work collaboratively, we will focus to
one goal one purpose, thus, making our learners develop holistically- God- fearing, productive and better
citizens of the future.
