This method statement MUST BE briefed to the foreman responsible for the works as part of the pre start
briefing. The Divisional Director is responsible for ensuring this is done. The foreman shall brief all site
operatives and sub contractors on site before commencing work. Everyone must sign off on the Method
Statement Briefing Sheet to confirm that they have been briefed and that they understand the risks and
controls, and their responsibilities.
Where work cannot be carried out in accordance with this method statement, the foreman shall stop work &
discuss any concerns with his Manager & await further instruction. All parties shall then be briefed on any
changes to the method of work.

1. Scope of Works

Scope of Works: Site is located adjacent to NR HS1 infrastructure. All safeguarding and management of the
NR infrastructure is to be managed and provided to VE by the Main Contractor. 2 rigs will be mobilised to
complete bearing and retention piles on spilt levels. (Low level works adjacent to NR boundary and
Infrastructure).

To install 771# Piles (total); 593# at 350mm diameter, 98# 450mm diameter & 80# 600mm diameter (Wall)
using CFA techniques.

Spoil removal is to be done using an excavator per rig and will be supplied by the Main Contractor.

Works adjacent to the NR HS1 Boundary will follow the guidelines highlighted in the Network Rail
(High Speed) Outside Parties Development Handbook ‘Construction Work on or near the High
Speed 1 Railway’ Ref: C/05/OP/32/3002. See Appendix 2 of this document.

Equipment Required:
Piling Rig (Soilmec SF50; 2#), concrete pump, agitator, attendances by Hill Partnerships Ltd (Excavator,
compressor and dumper).

Piling works adjacent to Rail Infrastructure. Procedure and sketch for rig orientation included. Piling Rigs
mast height to be a maximum of 30.0m.

3. Method of work and control measures


3.1 Prior to work commencing
Estimating Engineer or Contract Engineer must visit site prior to work commencing & a copy of visit report
to be provided to site.
x Site specific hazards to be identified and suitable control measures identified.
x Presence of cracks on any structure within 10m shall be recorded on site visit report.
x Engineer to qualify platform requirements with client/main contractor.

Hill Partnerships Ltd. will be responsible for advising of any active underground services and taking the
necessary precautions to identify them. Hill Partnerships Ltd. will manage all necessary clearances, survey
and checks of the site and its in-ground conditions prior to pile commencement. A signed Permit to Dig will
be issued to VE by Hill Partnerships Ltd. prior to piling works commencing on site. An ERP (Emergency
Response Plan) relating to UXO is to be provided by the Main Contractor and briefed to Van Elle Site
Operatives and Representatives prior to commencement on site as per the guidance provided by the FPS
(Federation of Piling Specialists).

The Permit to Work (SD8) & Platform Certificate MUST be signed prior to work commencing. Hill
Partnerships Ltd will be responsible for signing WPC prior to works commencing on site. VE will provide the
WPC document with rig loading details pre-filled for reference and completion by Hill Partnerships Ltd.

The VE Foreman will inspect the work area and confirm that all hazards are adequately controlled prior to
work commencing. The Foreman will also ensure that Hill Partnerships Ltd. have provided a working
platform that is adequately constructed and maintained so as to provide a stable base for the piling rig.

The Foreman is responsible for briefing members of crew & ensuring that work is conducted in accordance
with the agreed method statement.

The Foreman is to ensure that sufficient PPE provisions are available to the crew members & that it is worn
in accordance with Van Elle’s mandatory requirements and in line with Hill Partnerships Ltd. site
requirements (Full orange; for Rail Specification due to proximity of DLR). The following PPE shall be worn
as a minimum during piling: safety helmet, safety footwear, eye protection, gloves, orange Hi-Viz vest,
orange Hi-Viz trousers and orange Hi-Viz jackets. Other PPE to be worn as identified by the risk
assessment and task specific.
The Van Elle Foreman will ensure that a suitable excavator has been supplied by Hill Partnerships Ltd. for
full time Piling attendance. The Foreman will induct the attendant driver into the piling process & check
certification. An SD183 Excavator Induction Checklist is to be completed.
All plant and equipment are subject to daily inspection (Prior to works commencing) by the piling crew & a
record of inspection completed on an SD43. The piling rig & lifting accessories will have in-date
certification. Any problems /defects must be reported to the Contracts Manager immediately. All machinery
shall only be operated by trained & competent persons.
3.2 Vibration monitoring to party walls
If vibration monitoring is required for party walls (confirmation to be sought by Hill Partnership Ltd) upper
limits of vibration and location points are to be set by Hill Partnership Ltd.
Advice can be obtained from the BSI British Standards Code of practice for noise and vibration control on
construction and open sites- Part 2: Vibration or from consultation with NR.

3.3 Mobilisation, & site set up.

All vehicles will enter site as per the designated route agreed at Pre-Start Meeting and as per the site
specific Traffic Management Plan (to be provided by Hill Partnerships Ltd. prior to site commencement). All
Piling associated vehicle movements will be supervised by a competent VE Banksman.
Unloading and storing of equipment and materials will take place at a position agreed at Pre-start. All other
Site personnel (not essential to Piling Operations) Sub-contractors and / or Trades will be excluded from the
area during the mobilisation & rigging operation with barriers / signs deployed.

The Foreman will assess this position prior to unloading, taking into consideration other contractors,
pedestrians, traffic routes etc. The Foreman will make sure that all loads are checked for security before
unloading commences. A sequence of unloading will be agreed with the Banksman & the Delivery Driver.
The Banksman will take control of the safe unloading of equipment & materials & directing the HIAB
Operator.
In the event of a load having moved or become unstable in some way during transport, unloading will not
continue until a safe means of unloading has been determined. Unstable loads should not be allowed to tip
or fall to the ground unless there are no other safe options & only after advice has been sought from their
dedicated Line Manager.
Where possible, equipment & materials will be pre-slung to minimise working at height. Access to trailers
will be from a secured or footed ladder. Delivery vehicles will be fitted with a suitable edge protection
system. All Working at height operations will be in –line with VE Safe System of Work.

With large rigs, unloading on inclines should be avoided. The Banksman will be in a position forward of the
loading process so that all rig movements and the rig operator are clearly visible. NO ONE must stand at
the side or behind the vehicle being unloaded. All instructions to the rig operator must come from a single
Banksman.
Waste materials will be kept to a minimum & disposed of in accordance with the site’s Waste Management
Plan. Fuels will be stored in double-skin fuel bowsers or Jerry Cans at a designated point agreed by the
Main Contractor
Noise levels from all plant will be reduced whenever reasonably practicable. All plant will be fitted with
efficient silencers. All engines will be switched off when not in use.
The crew shall maintain good housekeeping at all times to reduce slip/trip hazards.

3.3 Rigging & de-rigging, attaching & securing augers

The rig will be rigged up in accordance with the manufacturer’s instructions. A Daily Plant Inspection Sheet
(SD43) will be completed after erection to confirm the rig and associated equipment is in good working order and
complies with manufacturer’s instructions.
Due to site constraints and size, the piling rig will be erected within the collapse radius of the piling rig
(~30.0m). The rig will be orientated as per the operations diagram. Working at height is to be avoided
where possible, i.e. by drilling down each section of auger so that securing pins can be added at ground
level. Prior to the auger section being lifted into position a single leg drop chain of adequate lifting capacity
will be securely attached by means of placing the chain around the auger and fixing it with a self locking
hook. Once the auger section is securely in position the auger pins are to be inserted and pinned. For high
level maintenance or repair work a MEWP will be utilised and operated by trained and competent
operatives.

All movements will be controlled by a trained and competent Banksman.

3.4 Rig operation

The site is situated in close proximity to NR property. A portion of the works will be undertaken whilst inside
the zone of influence (the collapse radius of the piling rig is 30.0m plus safe working distance from NR
~3.0m; Hill Partnership Ltd to confirm) from all NR property and assets. The Van Elle foreman will ensure
he works as described below. Demarcation of area is to be provided by Hill Partnership Ltd. as relevant.

Hill Partnerships Ltd. are to provide adequate fencing along all boundaries of the site to prevent any spoil
risings from escaping onto neighbouring properties or onto NR property / assets. It is to be noted that when
working in reduced light the piling rig will operate under task / lighting. Hill Partnerships Ltd. should make
provisions to provide an adequate boundary fence adjacent the NR to block out any lighting that may be
detrimental to NR property or assets.

During the pile installation process the Van Elle Foreman will ensure the rig is orientated as detailed in
‘Network Rail piling adjacent to the live running line’; with associated diagram detailing the orientation of the
piling rig to the Rail Infrastructure during normal Rail Operations (annotation below) and as noted within the
Network Rail (High Speed) Outside Parties Development Handbook ‘Construction Work on or near the
High Speed 1 Railway’ Ref: C/05/OP/32/3002. See Appendix 2 of this document.

The rig will maintain tracks parallel to the nearest running line and construct piles in a linear
approach whilst avoiding spragging where possible. If the rig is required to sprag it will move away
from the collapse radius if possible and reposition before re-entering the demarcated ‘collapse
radius’ area, as noted in Appendix 3 of this document.
A trained and competent Operator and Banksman must be in attendance when operating and/or moving the
rig.
Throughout the piling process the exclusion zone around the rig will be policed by the Banksman to prevent
access by others (anybody on site not essential to the piling operations). Guarding (Eg bullbars) fitted to
rigs must remain in place throughout the piling process. Where piling cannot be completed with guarding in
place, work will stop & further instruction sought from the Contracts Manager. Any instructions must be
recorded in the Review & Amendments Section of the RAM’s.
The piling rig will be tracked into position under the supervision of the Banksman and the mast and auger
plumbed vertical prior to drilling. The flight auger will then bore into the ground to the required design depth.
As concrete is pumped into the pile position all personnel will maintain 5 metres clearance from the front of
the rig to prevent injury from falling spoil being cleared by the auger cleaner. The Rig Operator will be
responsible for making sure that spoil is cleared from the auger flights during cleaning and extraction. This
is for the prevention of injury due to spoil falling from height.
On completion the rig will track off the pile position under the supervision of the Banksman & the excavator
will clear the spoil and concrete oversupply. The top of the concrete will be checked for contamination (Spoil
Inclusions) prior to cage installation.
Operatives must not stand underneath buckets and maintain a safe distance from excavator activities and
movements. The Excavator Operator must be in view at all times to allow clear communication and
instruction. Plastic protective caps will be placed on exposed reinforcing bars to aid visibility & prevent
injury.
Upon completion of constructing a pile the rig will move to the next pile position ensuring recently cast
positions are not tracked over so as to avoid surcharging. The position of the next pile will be at a sufficient
distance away from the previously cast pile so as not to compromise its structural integrity prior to sufficient
concrete curing. This will be determined by the ground conditions and sequenced accordingly by the
Foreman.
At no time will any bores be left open. High standards of housekeeping shall be maintained at all times

3.5 Concreting
The concrete plant will be set up with a crush constructed ramp leading to the pump & holding drum in a
position noted on a set up drawing as agreed and coordinated with Hill Partnerships Ltd. Barriers will be
erected along the ramp edges.
Concrete hoses will be positioned or buried to prevent damage from site vehicles. All sections will be
coupled and secured with clamps & split pins. Additionally, whip-checks will be used on hose joints that are
located at or above head height.
Hoses will be moved around site using a short leg chain or strop on the excavator lift point or by using
attendant rig (spare line winch rope). Hoses will not be lifted inside excavator buckets
The concrete delivery vehicle will be directed to the concrete plant under the supervision of the Banksman
or Concrete Pump Operator. A suitable washout area agreed/provided by the Main Contractor will be used
by concrete delivery vehicles to prevent uncontrolled migration into other areas / services located within the
site.

3.6 Preparation & installation of reinforcing


Reinforcement cages produced on site will be constructed on fabrication trestles by CSCS trained
personnel. A dedicated (demarcated) fabrication area will be allocated on the piling mat. Materials will be
transported by the attendant excavator. Cages will be transported around site horizontally on two leg
chains. (Subcontractor risk assessments will be required unless they are working in accordance with Van
Elle’s procedures) All movements will be done facing away from live Rail Infrastructure and its boundaries.
Whilst Working inside the collapse radius of the attendant excavator to the NR assets and boundaries
(managed and demarcated by Hill Partnerships Ltd.) the following procedure is to be implemented: -
A chain or sling of sufficient capacity will be attached to the attendant excavator. A secondary restraint will
be attached to the lifting eye and fitted to an alternative location on the reinforcing cage to provide a back
up restraint if the main lifting appliance is compromised.
The chains will be securely attached to the reinforcement cage at the designated lifting points and tag line
attached. The Van Elle Foreman and Crane Supervisor will ensure that the lifting of the cage takes place
with the boom of the excavator facing away from the live rail line. Once the cage has been safely lifted to
the required height it is to be tracked to the pile location (maintaining an orientation whereby the excavator
boom faces away from the live line). When the excavator is in the appropriate position to place the cage into
the bore the Van Elle Foreman and/or Banksman will instruct the excavator operator to slew the cage over
the bore ensuring that excavator boom remains parallel to the live line / asset boundary. At no time will the
excavator boom be allowed to face the live line whilst it is inside the collapse radius of the excavator
(+3.0m) to the NR boundary.
There may be the requirement to provide an exclusion zone demarcating a line across the piling platform
where the above system of cage placement applies (Collapse radius of attendant crane plus 3.0m to the
NR).
Once the excavator is outside the exclusion zone the cage lifting will revert back to usual practice which is
the same as described above with the amendments as follows:-

x Excavator will be allowed to rotate 360 degrees as required.
Operative responsible for executing and managing the site lifting will be the CPCS Card holding
Slinger/Signaller.
Preliminary or Working test pile nominated positions are to be located outside of the collapse radius where
possible.

3.7 Cleaning out hoses & clearing blockages


The cleaning out of hoses & clearing blockages will be carried out in accordance with the Work Instruction
for Pumping Concrete.
The pipeline must be considered to be pressurised during the cleaning process and no couplings should be
loosened or removed unless the pressure in the pipeline has been released and this has been confirmed by
the concrete pump Operator.
All non-piling personnel will be cleared from the area.
The auger will be bored into the ground at a position agreed by Hill Partnerships Ltd. in order to contain
concrete & washings.
The wash out adaptor will be fitted with a pressure relief valve. The blow out valve will be directed away
from personnel / adjacent structures and/or assets. Whip checks will be fitted to airlines. Compressed Air
will always be introduced to the lines in a controlled manner.
All equipment will be washed down with the pressure washer taking due care not to spray water/washings
onto other personnel/property.
If a blockage occurs the pump operator stops pumping immediately. Instruct personnel to move to a
safe position (minimum 10 metres) before opening any joints. This is to be policed by a competent
Banksman. The pipeline must be treated as being pressurized at all times.
Goggles or full face visor must be worn. The Foreman must make sure that no one, under any
circumstances, attempts to open the pipeline under pressure.
Compressed air should only be used as a last resort when clearing blockages.
3.5 Leaving site
The rig will be cleaned of excessive spoil prior to loading onto trailers. Rig shall be prepared for transport,
configured in accordance with the manufacturer’s instructions. Foreman is responsible for completing final
checks to make sure all securing bolts & pins are correctly fitted and that the rig is safe to transport. All
items liable to roll MUST BE chocked & trailer posts in position.
Before setting off, the driver must check that all loads are secure.
3.8 Security
Foreman will make sure that adequate measures are taken to prevent the theft or unauthorised use of
equipment/materials. This will include locking away all tools in the van or lock up, removing keys from plant
& equipment where fitted, when not in use and left unattended & using cab guards & control arm covers if
fitted.
4.0 Communication and liaison
(Other contractors, home owners, neighbours, Local Authority, Highways Authority, Statutory
Bodies)
Van Elle site operations will be under the full-time supervision of a competent and experienced Foreman.
The Foreman will be responsible for daily routine operation; preparation and submission of all daily records;
receiving and acting upon formal site instructions; and reporting site conditions which may require
significant variations to this method statement.
The Foreman will report directly to the Contracts Manager / Director on a regular routine basis or on specific
instances when necessary.
The Divisional Director responsible for this project is Andrew Waghorn.
Site safety tours are carried out at regular intervals by our Safety Manager and Contract Management
personnel.

5.0 Emergency plans


(Contact phone number, fire plans, accident/injury plan, defect/sub-standard condition reporting.
Hill Partnerships Ltd. will induct all site operatives into the site specific emergency arrangements.
Van Elle crews are equipped with a number of 2kg dry powder extinguishers and first aid provisions to
complement the main contractor’s arrangements.
Emergency First Aid & Fire Awareness training has been completed by the crew.
Spillage kits will be provided and our crews instructed in their use.
All accidents & near misses must be reported directly to the Van Elle Safety Dept. and the Main
contractors site manager
SERVICE STRIKES
Electric - Switch machine off & evacuate all personnel on the ground. The rig operator must remain in the
rig. Do not attempt to disengage the cable from the auger. Do not touch exposed cables.
Gas - Switch all machinery off & evacuate all personnel to safe distance. Extinguish all naked flames. No
smoking. Gas emergency number is 0800 111 999

x Inhalation - Remove casualty from exposure ensuring your own safety whilst doing so. Keep
casualty warm & at rest. Seek medical attention

as much spoil within the bore as possible and minimise disturbance of surrounding ground. Do
not lift augers directly out of the ground. Check the condition of the piling mat and make sure
that the attendant excavator has not reduced the thickness whilst clearing up.
x Lifting equipment must not be used for towing or pulling
x Noise - Operatives to wear Ear Protection when noise levels are above 85dB(A). Mandatory
signs to be displayed.
x Safety Devices must not be by-passed, but will not be relied upon by the operator.
