National Education Policy 1979

INTRODUCTION
A NationalConference was convened by the President of Pakistan, Mr.Fazal Ilahi
Chaudhry, in October 1977 for evolving a set of fresh recommendations for a new
education policy which was later announced in 1979.
In 1979 National Education Conference was held for reviewing the education
system and developed following aims.
AIMS OF THE POLICY
 Fostering deep and abiding loyality to Islam.
 Creating awareness that a Pakistani is also a part of universal.
 Inculcation of character is accordance with Quran and Sunnah.
 Providing equal opportunities to all citizens for cultural and religious
development.
 Functional literacy to all citizens.
 Development of creative and innovative faculties of people.
 Fostering discipline and promotion of scientific and technological education
needed for socio-economic growth.
OBJECTIVES OF NATIONAL EDUCATION POLICY 1979
Major objectives of this policy were as follows:
 Curriculum revisions with a view to reorganizing the entire content
around Islamic thought.
 Possibility merging the traditional Madrassah education with modern
education.
 Use of National language as medium of instruction.
 Training for product work.
 Mobilization of community resource such as mosques, civic building,
factories etc. For education purposes: effective participation of
community in literacy/education program.
 Linking scientific and technical education with production.
 Separate educational institutions for female students up to highest level
with specially designed curriculum.
RECOMMENDATIONS
The main recommendation of the education policy of 1979 was following:
 Elementary Education
 Secondary Education
 Higher Education
ELEMENTARY EDUCATION
 In coming five years 13000 schools will have opened.
 Schools will have opened for those girls that were deprived from formal
education.
 5000 masjid will have constructed and book will have provided free of
cost.
SECONDARY EDUCATION
 2000 new secondary institutes will have to opened and converted 1000
middle school into secondary institutes.
 In the curriculum of secondary education new subject will have added.
 Secondary education will have considered from nine class to second
year.
HIGHER EDUCATION
 In selected girls colleges of all provinces post graduates classes will have
started.
 Scholarship will have given to intelligent students and teachers.
 Provincial government will responsible to hear all expenses of
universities.
IMPLEMENTATION
This policy was not implemented properly and failed due to lack of planning
and financial resources.

Education Policy 1998-2010


INTRODUCTION
The Prime Minister advised the ministry of Education to design a new Education
Policy in January 1998.The guidelines provided by this policy could become the
basis on which the ideological frontiers of Pakistan can be strengthened and they
could be basis on Islamic teachings.
The first revised draft was submitted to the cabinet on 18 February , 1998.
 The Policy was announced in March 1998.
OBJECTIVES OF EDUCATION POLICY 1998-2010
Major objectives of this policy were as follows;
 . To make the Quaranic principles and Islamic practices an integral part of
education system.
 To achieve universal primary education
 To meet the basic educational needs of every individual.
 To expand the basic education.
 To ensure equal opportunity of higher education.
 Laid emphasis on diversification
 To make curriculum development a continuous process.
 To introduce in-service training programs for betterment of education.
Suggestions for achievement of above goals were:
 Diversification of curriculum.
 Expansion and emphasis on technical and science education.
 Upgrading the quality of Deeni Madaras.
 Teacher training programs both pre and in service.
 Introduction of idea of multiple text book.
 Development of National Testing Services.
 Introduction of comprehensive monitoring system.
POLICY PROVISIONS FOR SECONDARY EDUCATION IN
NATIONAL EDUCATION POLICY 1998-2010
Following are the policy provisions given for secondary education in National
Education Policy 1998-2010:
 1.Setting up one model secondary school initially at each district level
2.Introduction of a definite vocation or a career at secondary level.
3.Revision of curriculum for secondary and highersecondary levels will be initiated
.
4.Multiple textbooks shall be introduced at secondary school level.
5. Appointments in the Examination Boards should be on merit basis.
6.A comprehensive in
service and preservice teachertraining program shall be launched in the area ofas
sessment and evaluation for the improvement of public examinations.
7.Project method of teaching shall be initiated at thesecondary level of education 
emphasizing learning by doing.
8..Salary structure of the teachers shall be based on qualifications.
9.Education Card shall be provided to the needy students
10.Guidance centers shall be established on the pattern toprovide guidance and c
ounseling services
RECOMMENDATIONS
1.Improving quality and access of elementary education.
2.Improvements of teachers
3. Introduction of KACHI class at elementary level.
4.Maximizing the role of family,community,schools,non government organization
and the media in the provision of elementary education.
5. Elimination of disparity and promoting equity.
6. Assessing high priority to the education of put of school children.
7. Adopting non-formal system as supplementary to formal system.
8. Diversification of financial resource base of elementary education.
9. A monitoring system should be developed to obtain timely and reliable
information on
enrolment, retention, completion, and achievement. Qualitative monitoring
achievement
will also be introduced.
10. Management and supervision should be improved through greater
decentralization and
accountability in service delivery
ANALYSIS
If you will go through the Education policy of Pakistan from 1998 to 2010 you
would have to know that the policy is just consist on 15 points. And whole theme
of policy move around these 15 points.
