Annex II (A)

Specific Terms of Reference for Core TPM Positions

1. Team Leader
Under the direct supervision and overall direction of the WFP TPM Manager, the Team Leader will
undertake the following duties and responsibilities:

• Coordinate Field Monitoring Plan with WFP Field Office and provide regular support to field
monitors on day-to-day operations in the field.
• Supervise and manage project staff to ensure effective monitoring of WFP’s projects.
• Supervise data collection at the field level and ensure that TPM field monitors are organized
and resourced as needed, and that they deliver as per action plans and with required high-
quality standards.
• Timely and substantive review and finalization of TPM deliverables and reports (process
monitoring checklists, PDM forms, verification/spot-checks, etc.) for submission to WFP,
ensuring that they meet WFP quality standards in terms of accuracy, completeness, reliability,
consistency, and timeliness.
• Perform field visits (spot-check/surprise visits) to ensure the quality of data collected by TPM
field monitors and to verify the accuracy of reported data.
• Prepare and submit weekly and monthly reports to WFP Field Office.
• Undertake any other activities related to WFP TPM interventions as and when requested.

WFP expects the TPM Team Leaders to possess the following minimum skills and experiences

• Graduate qualifications in Economics, Agriculture, Civil Engineering, Public Health, Social


Sciences, Business Administration, Development/Humanitarian studies or relevant area.
• Minimum three + years of work experience in Monitoring and Evaluation and leading team.
• Good knowledge of the context, especially in terms of security, and culture and ability to
travel all across the intervention areas of the relevant field office.
• Demonstrated strong management, coordination, teamwork and planning skills with proven
ability to function effectively with multiple stakeholders.
• Experience hiring and supervising personnel and ensuring they acquire the necessary training
and skills to meet evolving project needs.
• Builds and maintains effective relationships, with his/her team, colleagues, members and
external partners and supporters.
• Ability to speak fluently in both Afghanistan formal languages Pashto as well as Dari.

• Fluency in both oral and written English. Ability to consolidate data and prepare clear and
concise narrative reports in English. Experience in usage of digital data collection platforms,
i.e., MODA, KOBO, ONA etc.

2. Field Monitor

Under the direct supervision of the TPM Team Leader, field monitors will undertake the following
duties and responsibilities:

• Undertake post-beneficiary assessment verifications/spot-checks to verify if the most


vulnerable populations affected by natural disasters, conflicts and other crises were selected
by CPs in accordance with established criteria by WFP.
• Visit distribution sites and monitor food delivery, quality, quantity, and storage conditions.
• Conduct activity monitoring, distribution monitoring and post distribution monitoring (PDM)
of all WFP project activities, in close collaboration with WFP Field Office and relevant
stakeholders i.e., CPs, FSPs, De Facto authorities, communities, etc.
• Provide photographic evidence of infrastructure developed or rehabilitated in Cash/Food
Assistance for Assets (C/FFA) projects, or other assets transferred to the cooperating
partner/community from WFP.
• Under the guidance of the head of the field office, follow up any issues related to compliance
and CFM i.e., food/cash diversions, redistribution of assistance, misuse of WFP resources etc.
• Conduct data collection for programme support including but not limited to food security
assessments, market food prices, market functionality index (MFI), baseline and impact
surveys, gender and protection, nutrition surveys etc.
• Submit periodic field monitoring reports (process monitoring checklists, PDM forms,
assessment forms, etc…) through WFP’s corporate tool e.g., MODA.
• Undertake any other activities related to WFP TPM interventions as and when requested.

WFP expects the TPM Field Monitors to possess the following minimum skills and experiences:

• Graduate qualifications in Economics, Sociology, Agriculture, Civil Engineering, Public Health,


Development/Humanitarian studies or relevant area.
• At least three years of progressively responsible experience, of which at least one year was
closely related to Monitoring and Evaluation.
• Good knowledge of the context, especially in terms of security, and culture and having
unimpeded access to all the interventions’ areas of the relevant Field Office of WFP.
• Strong knowledge of Core Humanitarian Standards and awareness of gender and protection
of vulnerable groups.
• Strong analytical skills and ability to clearly synthesize and present findings.
• Experience utilizing computer (MS Word, MS Excel, Typing, etc.) and smart phone including
word processing and knowledge on remote data collection using Kobo, ODK, MODA, etc.

Note: This list of duties and responsibilities is not exhaustive. These activities require full time staff
presence on the ground and frequent travel to projects sites. The TPM may be required to perform
duties at multiple sites throughout the province or region based on the needs of WFP.
WFP will provide the necessary training to TPM staff on WFP rules, regulations, project activities,
monitoring systems and specific assessment tools and methods. Monitoring guidelines, including
checklists, as well as reporting formats for each activity will also be provided.
