Procedure Of Filing Building Plan Approval Application And Time Lines:

Building Plan approval above18mtrs Height (High Rise Buildings)

Application:

The entrepreneur can submit online application through


www.tsipass.cgg.gov.in. In respect of offline procedure application is available
in all TSIIC offices also the entrepreneur can download from the
www.tsiic.telangana.gov.in.

Submission:

a. The individual will have to submit filled application online through


www.tsipass.cgg.gov.in or

b. An authorized person together with valid documents in originals at the


concerned IALA (Industrial Area Local Authority) Commissioner /
Executive Officer in case the applicant prefers offline process.

2. Documents and Check List :


I. Application Form.
II. Processing fee of Rs.10,000/-
III.Ownership Documents

Ownership documents: Execution of Sale Agreement/Sale deed/Lease Deed /


Conveyance deed.

Whether allotment is in force/in case of cancellation, Extension of Time


granted / whether Mutation is done un IALA records in case of other than
TSIIC allotment.

IV. Technical Aspects (Mandatory)

If the Industrial building /IT building proposed is falling in the Industrial Local
Authority Area( IALA) then submit the application with the following check list
given below.

1. Site Plan to the scale of 1:200 duly showing setbacks, Tot-lot area,
Parking area and internal circulation pattern, Building
Plans/Section/Elevation/Utilities Plan/Rain Water Harvesting Plan etc., to
the scale of 1:100 as per the G.O.Ms.No168MA dt 07.04.2012 (Original
+5Prints) by licensed architect. All these documents duly signed by
licensed architect, signed by the owner/proprietor/developer.
2. Please down load the Land use map from the website of HMDA,
www.hmda.gov.in if the plot is not approved layout.

3. please show in the Google Map showing the site proposed for industry, if
the plot is not in the approved layout.

4. If the height of the proposed Industrial Building / IT Building exceeds 10


mts structural drawings and designs certified by a Licensed Structural
Engineer, Soil test report, ground water analysis certificate (issued by a
qualified Geologist).

5. If the height of the proposed Industrial Building / IT Building exceeds 15


mts structural drawings and designs certified by a Licensed Structural
Engineer, 3rd party Proof Check Report i.e from IITs/University College of
Engineering/ Civil Aid, Soil test report, ground water analysis certificate
(issued by a qualified Geologist) and NOC issued by Civil Aviation
Department(i.e Airport Authority of India) NOC issued by Fire Service
Department

6. If the total built up area is more than 20000 Sq.mtrs or if the site area is
more than 50 Hectares Environment Clearance from State Environment
Impact Assessment Authority (SEIAA).

7. If the site is uneven terrain then Contour plan in regular intervals certified
by a licensed Engineer along with AMSL certificate obtained from the
reputed surveyor.

8. If a building is already existing in the site a copy of the previous approval


building plan and upto date property tax receipt.

V. Location Specific:

a) If the site is located within 200 mts from the boundary of a water body(as
per master plan ) NOC issued by the Irrigation Department not below rank
of Executive Engineer and NOC from concerned revenue authority not
below the rank of Joint Collector showing the site under reference and
distance from the FTL boundary.

b) If the site is located within the vicinity of Oil/Gas pipeline NOC from the
competent authority.

c) If the site is located within 500 mtrs distance from the boundary of
Defense Area/Military Airport NOC from Defense Authority.

d) If the part of the site is falling within 30 mtrs from the Railway boundary
same shall be shown as green belt /openspace.
e) If the site is falling within 100 mtrs distance from Heritage Sites, NOC
from Heritage Conservation Committee.

f) Other than the above all Undertakings as specified in the


G.O.Ms.No168MA&UD,dt 07.04.2012 to be submitted.

3. Scrutiny:

The IALA Commissioner / EO shall undertake pre-scrutiny of the application


and drawings and inform the short fall if any within 3 (three) days.

On receipt of the application in full shape the detail scrutiny shall be carried
out and demand notice will be issued within 10(Ten) days.

In case of High Rise Building, the scrutinized application shall be processed in


Multi Storied Building Committee and accord Technical Sanction within 14
days.

4. Issue of Building Permission Proceedings & Drawings:

On payment of building permit fee, building permission proceedings will be


issued within 3 (three) days.

5. Validity :

The permission is valid for 5 years in case of High Rise Buildings & Group
Development Schemes subject to condition that the construction shall be
commenced within 18 months. The permission can be revalidated for another
2 years on payment of building permit fee.

6. Criteria for evaluation:

1. Land Ownership documents

2. Whether allotment is in force/in case of cancellation, Extension of Time


granted / whether Mutation is done in IALA records in case of other than
TSIIC allotment.

3. Whether the Industrial Park covers under IALA.

4. Site Plans and Drawings as per specifications of G.O.Ms.No168MA dt


07.04.2012 (Original +5Prints) by licensed architect. All these documents
duly signed by licensed architect, signed by the
owner/proprietor/developer.
5. The height of the proposed Industrial Building / IT Building exceeds 10 mts
structural drawings and designs certified by a Licensed Structural
Engineer, Soil test report, and ground water analysis certificate (issued by
a qualified Geologist).

6. Height of the proposed Industrial Building / IT Building exceeds 15 mts


structural drawings and designs certified by a Licensed Structural

(issued by a qualified Geologist) and NOC issued by Civil Aviation

7. Environment Clearance from State Environment Impact Assessment


Authority (SEIAA), if the total built up area is more than 20000 Sq.mtrs or
if the site area is more than 50 Hectares
