1. INTRODUCTION
The purpose of this document is to present the codes, standards and guidelines that must be
considered on the Foundations Transport and Installation (T&I) Works.
This document shall be considered a “live” document and will be updated when required if any
relevant update or change to the codes and standards herewith presented is released during the
Works.
2. HIERARCHY
The following codes, standards and regulations shall be considered by Contractor and/or its
Subcontractors in the design, planning and execution of the tasks related with its Scope of Work.
The codes, standards and guidelines listed in the following section were grouped in 4 levels as shown
below.
Level 1 – Overarching Management Systems
Level 2 – Primary Standards
Level 3 – Other Reference Standards
Level 4 – Recommended Practice & Guidelines
Level 1 prevails over Level 2, etc. Requirements from the lower levels are only applicable if not in
conflict with requirements from the higher-level standards.
If requirements from a standard conflict with requirements from a standard from the same Level, the
following hierarchy (high – low) of standards organizations applies:
DNVGL → IEC → ISO → ITU → ICNIRP → IEEE → EN → DIN → NORSOK → NACE → CIGRE → IALA
The Contractor's Documents, the execution and the completed Works shall comply with the technical
codes, standards and regulations specified in the Contract, the requirements from the Competent
Authorities, the National Standards of the Republic of China (CNS) set out by Bureau of Standards,
Meteorology and Inspection (BSMI) and/or Maritime and Port Bureau (MPB) (if applicable), and
building and construction codes (including the Taiwanese Building Act (建築法) and the applicable
relevant sub-regulations).
Unless otherwise indicated in the in the following sections, all references to codes and standards,
including all pertinent addenda, supplements and regulations shall refer to the latest editions of
these codes and standards at the time of the Contract award with the Subcontractor.
If any relevant update or changes to the law, Permits, Codes and Standards occur during the Project
execution, Contractor must inform the Employer and Project Certification Authority accordingly.
Implementation of the new regulation in the Works will be decided in agreement with Employer and
Project Certification Authority.
