AIR EDUCATION, TRAINING AND DOCTRINE COMMAND
Fernando Air Base, Lipa City, Batangas

BRIEF HISTORY
Fernando Air Base used to be a sugar cane plantation before the Second World War. It

was constructed in 1942 by the Japanese Imperial Army. Due to its strategic location, the base

was later converted into a fighter base for the Japanese Imperial Air Force.

After Batangas was liberated, the famed 11th Air Borne Division of the US Army used the

base as a staging point for the paratroop assaults in the liberation of Cavite and Corregidor.

On 01 September of the same year, the Philippine Army Air Corps established the First Troop

Carrier Squadron in Lipa Army Air Base, with CPT ROBERTO H LIM as the First Base

Commander.

When the Philippines gained independence from the Americans on 04 July 1946, the Air

Base was formally turned over to the Philippine Government. In November 1947, it was renamed

Lipa Air Base. Then, on 12 April 1948, President Manuel L Roxas directed the renaming of Lipa

Air Base to Fernando Field and subsequently, to Fernando Air Base in honor of LTCOL BASILIO

FERNANDO – one of the pioneers of Philippine Aviation.

On 22 September 1952, Fernando Air Base became a training base when all the training

units of the Philippine Air Force were grouped together under the 100th Training Wing under

GO #38 HPAF with MAJOR PEDRO MOLINA as the First Commander.

AETDC
On 21 September 1999, the 100th Training Wing was deactivated and the Air Education

and Training Command was established under GO #299 HPAF with BRIGADIER GENERAL

DEFENSOR as the First Commander.

On 23 August 2016, the AETC was renamed Air Education, Training and Doctrine

Command in line with the force restructuring of the PAF. The Air Power Institute, which used to

be a part of AETC in 2002 and was placed under the supervision of HPAF, was brought back

under the control and supervision of the AETDC Commander. The Command envisions to

become the leading aerospace military education and training institution in the Southeast

Asian Region.

MISSION:

To conduct professional military education, leadership courses, and seminars,

and other allied courses to prepare Air Force officers to assume position of

higher responsibility.

Squadron Officer Course (SOC)

The Squadron Officer Couse is a mandatory Professional Military

Education (PME) course designed to provide middle-level Officers with a

higher order of learning and competence to prepare them for middle-level

command and staff duties and equip them with strategic planning skills that

can be used in sustaining system and capability development in the

organization.

The Course aims to promote the holistic development of the Philippine

Air Force Officers as effective leaders, managers, and administrators

capable to occupy Squadron Commander and Junior Executive positions and

be ready to perform middle-level staff functions in the AFP.

Basic Air Force Officer Course (BAFOC)

The Basic Air Force Officer Course is a PME course designed to enable

the Second Lieutenants and other course participants of the Philippine Air

Force (PAF) to appreciate the PAF organization and functional areas,

communicate thoughts and ideas effectively, apply leadership and

management concepts and internalize the role of air power in military

strategy to prepare them for future unit assignments and help them plan their

career path.

Strategic Planning Course (SPC)

The Strategic Planning Course aims to develop Philippine Air Force (PAF)

Officers who will be equipped with strategic planning skills that can be used in

promoting and sustaining systems and capability development in the PAF.

The course aims to provide the participants the knowledge, skills and

attitudes necessary to become effective and competent strategic planners of

the PAF.

SPC Class 11-20 was the first SPC class conducted online.

MISSION:

To provide professional military education to Enlisted Personnel of the Philippine

Air Force.

The Philippine Air Force Non-

Commissioned Officer School is

continuously providing top-of-the line

education and training to our Enlisted

Corps amidst COVID -19 pandemic.

Early this year, 36 Senior NCO

students of Sergeant Major Course Class

02, successfully completed the 4-month

course program which convened last 07

Dec 2020 and graduated on 19 March

2021.

Likewise, the PAFNCOS successfully conducted the 1st batch of PME course CY 2021

composed of 130 students of Advance Non-Commissioned Officer Course and 130 students

of Basic Non-Commissioned Officer Course who graduated last 07 May 2021.

For the 2nd Batch, a total of 116 ANCOC and 128 BNCOC students are currently

undergoing their PME courses and will complete their course by 1st week of Aug 2021.

AETDC
For the 3rd Quarter, the 3rd batch of ANCOC and BNCOC is scheduled to convene

on the last week of Aug 2021.

Lastly, to continuously develop our Senior Enlisted Leaders, the higher Headquarters

programmed the 3rd batch of Sergeant Major Course on Nov 2021 to prepare them for

Sergeant Major positions in tactical, operational, and strategical levels.

MISSION:

To train Officer Candidates to qualify them to become officers of the

Philippine Air Force

The Philippine Air Force Officer Candidate School (PAFOCS) is one of the

training institutions under the umbrella of Air Education, Training, and

Doctrine Command (AETDC) which offers pre-entry training to aspiring PAF

officers.

Inspired by the School’s Core Values of Courage, Patriotism, and

Dedication, it trains Officer Candidates under the Philippine Air Force Officer

Candidate Course (PAF OCC) program and Officer Trainees under the

Probationary Officer Training Course (POTC) program.

Intrinsically, during their training in the hallowed ground of PAFOCS, they

undergo ceremonial metamorphosis dubbed as the “Four ‘Tion” as part of the

unwritten traditions being practiced in a military institution. These are the

Reception, Incorporation, Recognition and Graduation Ceremonies.

The Reception Ceremony is famous for being the longest ‘30 minutes’ in one’s life because it is the initial test

to gauge their physical strength and emotional and mental stability prior the formal start of their training. Thus,

this marks the beginning of their military career, a journey in selfless service to God, country and people and the

start of the process of releasing their civilian antics while internalizing the fundamentals of the military profession.

The Incorporation Ceremony is their formal integration to the Officer Corps of the organization as they have

proven their worth of being part of the Philippine Air Force. Hence, part of its program is the Shoulder Loop

Ceremony wherein they were donned with their shoulder loops symbolizing the placing of bigger responsibilities

on their shoulders.

The Recognition Ceremony is the end of their unrecognized status which signifies their transformation into

becoming responsible and prestigious individuals, ready to be called as future PAF leaders. Hence, they are

expected to master the given rules and regulations, the basic military knowledge and skills, and the customs and

traditions of the organization.

The Graduation Ceremony is the culmination of their training in PAFOCS indicating that they have become

well-rounded leaders worthy of their future duties and responsibilities. Hence, it signals the prelude of their officer

career exemplifying all the necessary knowledge, skills and attitude that they have gained from the training.

MISSION:

To provide Basic Military Training to Candidate Soldiers and Direct Enlistees of

the Philippine Air Force.

BMT Class 2021-B

The PAF Basic Military School, Home of the Drill Masters, is where professional

soldiery starts in the Philippine Air Force. Presently, the Basic Military Training

Class 2021-B just finished their reception ceremony with the Commander, AETDC,

MGEN PELAGIO R VALENZUELA PAF signaling the official start of their training.

AETDC
The PAFBMS is conducting the training to BMT CL-2021B using the bubble

strategy where the instructors and students are on lockdown status for the

duration of the training. The students will be taught the basics of soldiery which

will develop their knowledge, skills and attitudes towards becoming a noble

soldier of the Philippine Air Force.

MISSION:

To conduct technical and specialized training to qualified Officers, Enlisted

Personnel and Civilian Human Resource of the Philippine Air Force.

The Philippine Air Force Technical and

Specialization School (PAFTSS) provides

technical skills and specialization training to the

Officers, Enlisted Personnel, and Civilian Human

Resource of the PAF for 71 years. It has

continuously developed courses which are

offered to PAF personnel to fill-up the lacking

technical skills of the organization. At present,

the school offers a total of 23 courses which

include allied, communication and electronics,

and aircraft maintenance-related trainings.

Due to the pandemic experienced since last

year, the school has adopted the new normal

approach of teaching and training its students. Last

29 January 2021, the school facilitated the

graduation of 80 PAF personnel who have

undergone the Safety Management Apprentice

Course (SMAC) Class 2021A which was an e-

learning course conducted thru online platforms

including the PAF Learning Management System.

One of the advantages of the e-learning mode of

instruction is that the school can maximize the

number of students and it can be offered not just to

PAF personnel but also to other branches of service.

AETDC
Currently, the second batch of SMAC has 41students,

five (5) of whom are from the Philippine Army.

SMAC Class 2021B will graduate on 18 June 2021.

With the leadership of the Commandant,

PAFTSS, COL MARVEL C SABELLON PAF (MNSA),

the school has attained various achievements for

the past year which contributed to the AETDC’s

accomplishments. This includes the different

twinning programs with other reputable

institutions in order to raise the quality of

education it can provide to its students.

MISSION:

To conduct Military Pilot Training to Aviation Students and qualify them as

Military Pilots of the Philippine Air Force.

Flyby During the 85th AFP


Anniversary

On 16 December 2020, the PAFFS

with their SF-260FH and T-41 trainer air

assets have participated in the first ever

“Fleet Review and Wing Flyby” as part of

the 85th AFP Anniversary Celebration

which was held at the waters of Morong,

Bataan. The Wildcats and Cougars Flight

took-off from Basa Air Base and

proceeded to the planned flyby route.

The Wildcats flight was led by MAJ

ALEXANDER ADAJAR PAF while the

Cougar flight was led by LTC KENNARD

MARTIN PAF. Both the T-41 and SF260FH

aircraft formed the Delta 10 formation

during its flyby and was joined by other air

force and naval air assets such as FA50s,

Black Hawk, AW109 and AW159. The flyby

was indeed successful and historic for the

flyboys of Fernando Air Base to honor the

gallant heroes of Bataan during the World

War 2.

MISSION:

To provide Logistics Education and Training to qualified Officers, Enlisted

Personnel and Civilian Employees of the Philippine Air Force.

Market Research CY-2020

The PAFLTC has successfully concluded its logistics training activities for the Calendar Year

2020 and up to 1st Quarter of 2021. A total of 498 personnel composed of Officers, Enlisted

Personnel and Civilian Human Resource assigned from the different logistics Units/Offices of the

PAF have benefited in the conduct of the five (5) Courses and two (2) Webinars from CY 2020 up

to present.

Gift Giving

AETDC
This Center conducted Gift Giving as part

of the Pre-Anniversary activity at San Martin

Elementary School, Bamban, Tarlac on 10

February 2021. Said activity includes the giving

of school supplies, binding materials, and

fabricated steel trash cans that would be

useful to support the requirements of the

school during this pandemic situation.

MISSION:

To develop PAF doctrines for the advancement of Air Power.

Doctrine is indispensable to the Philippine Air Force


thus the Air Warfare Center continuously develops
responsive, relevant, and sustainable doctrines to
address the whole spectrum of security challenges.
With the recently approved PAF Doctrines Development
Manual, it is expected that the Center will achieve
operational excellence towards having a complete
registry of relevant doctrines by 2022.

To expound doctrines formulation and research, the


PAF Library is made as a venue to empower research
and learning community with deep expertise,
innovative services, and outstanding collection of
references strengthened by strategic partnerships and
foster an atmosphere that encourages diversity,
excellence, and continued growth. For this year, the
PAF Library envisions to digitize its collections whence
retrieval and sharing of information contributes to
operational decision making.

To recalibrate the PAF personnel thinking, the


Center generates awareness on Air Power and other
doctrine-related activities through the conduct of
Advocacy Campaigns and E-Learning Programs. This is
to recognize the significance of Air Power as a tool of
national power that is constantly operating not just in
times of conflicts, but most of the time, for national
security.

To further generate awareness and at the same


time capture lessons learned and best practices, the
Center is prudent in publishing the Perspective Journal
and Aerogramme highlighting specifically the PAF
personnel experiences and convictions on Air Power,
defense and security.

Finally, to test, evaluate, and validate (TEV) PAF


operational doctrines for the purpose of educating and
training the personnel on strategic planning, the
Center engaged in Wargaming and Simulation
exercises. Presently, the Center successfully facilitated
the TEV of the Air Logistics Command Intelligence
Manual; Tactical Air Operations Manual; and
Battlefield Air Interdiction Manual through Wargaming.

MISSION:

To manage the education and training system of AETDC in order to provide

quality capability programs to PAF personnel.

The Training Development Center was established with the goal to propel the PAF to the realization of a

responsive, relevant, and quality education and training system as it serves as the vanguard of the PAF

Education and Training Management System (ETMS) which is designed to ensure that quality learning

experiences are taking place for both Mentors and Students in the PAF.

The institutionalization of the Curriculum Development System, which aims to guarantee that the

education and training curricula being offered to PAF personnel are responsive to the changing needs of the

organization, is one of TDC’s primary accomplishments in the PAF. TDC aims that through this process, more

competent and capable PAF personnel will be produced through careful analysis, design, development,

implementation and evaluation of relevant courses and training programs.

TDC believes that learning is a never-ending process. Thus, the Center is at the forefront of capacitating

PAF personnel to become instructors, trainers and educational managers through its Instructor Development

Programs such as the Instructor Qualification Course, Curriculum Development Course and the Instructor

Continuing Proficiency Seminar. These programs aspire to motivate instructors to pursue professional

development, not only to ensure the best learning outcomes for the students but also to be more effective

and efficient in other various aspects of education and training.

As quality in education and training is ensured if an effective evaluation system is in place, this Center is

the first among the AFP Major Services to cascade the AFP Education and Training Evaluation System to the

PAF Training Units. A series of audit activities were already conducted to assess the Schools’ compliance

with the AFP standards in the conduct of education and training programs

The TDC also aspires to foster a culture of research in AETDC. This year, this Center has successfully

collaborated with the National Research Council of the Philippines (NRCP) of the Department of Science

and Technology. The AETDC is one of the first beneficiary units in the entire AFP to be granted the Research

and Development Leader (RDLead) Program of NRCP which seeks to capacitate PAF personnel to embark in

systematic research endeavors and help PAF come up with informed decisions and functional systems.

LEADERSHIP AND EXCELLENCE NEXUS
MISSION:

To develop PAF Personnel at all level to become leader of character and

excellence in support AETDC Mission.

PAF ALEN is the youngest Unit under AETDC and

the newest leadership center among the AFP Major

Services, having been activated last 10 September

2020. Thus, the Unit held a 2-day workshop dubbed

as “Setting the Strategic Direction of PAF

Leadership Development” last November 10-11, 2020

with the objective of laying a firm foundation of

culture-fit and responsive leadership development

for its core leaders. Subject matter experts from

inside and outside of the organization were invited

because the Unit acknowledges that inputs from

internal stakeholders and esteemed leadership

experts, practitioners, and academicians are

invaluable to achieve its mandate.


PAF LEADERSHIP Manual and PAF LEAD Program

In the Unit’s early stages of inception, PAF ALEN

managed to develop two critical deliverables of the PAF,

the PAF Leadership Excellence and Development

Program (PAF LEAD Program) for senior officers and first

ever PAF Leadership Manual. Both projects will be

launched and promulgated soon. Part of the manual is

the PAF leadership Development Framework (PAFLDF).

With the development of the PAFLDF, the Command is

one step closer to producing leaders who are advocates

of territorial defense, internal security operations,

humanitarian assistance and disaster response,

international defense and security engagements and

other societal and non-traditional roles with comparable

regional and global mindsets to foreign counterparts at

the same time reliable and credible partners in nation

building particularly in but not limited to security sector

reform; strengthening of institutions; responsible

governance; and, environment protection and

preservation, among others. This is the essence of PAF

Leaders the CG,PAF and PAF ALEN aspire to develop,

“Precise, Agile, and Focused Leaders of Character and

Excellence.

MISSION:

To perform, coordinate, and supervise the operation of maintenance function.

The 440th Aircraft Maintenance

Group (AMG) is the primary unit of the

AETDC that performs, coordinates and

supervises the operation of aircraft

maintenance functions. The unit also

conducts in-depth aircraft inspections

like Inspection and Repair as Necessary

(IRAN) for the T-41B/D/K aircraft, 3000

flight hours mandatory inspection for

SF260FH aircraft and 1500 IRAN for the

SF260M aircraft. After almost four (4)

years, the 440th AMG was able to

achieve 100 % on its Operational

Readiness rate last 05 May 2021. On 07

October 2020 and 11 February 2021,

the unit was able to conduct 3000

flight hours mandatory inspection to

AETDC
SF260FH with tail nr 1043 and IRAN to

SF260M 687 respectively. Further, the

unit was able to recover the T-41K 976

aircraft last 29 April 2021.


mentors 550TH AIR BASE GROUP
MISSION:

To manage, operate and maintain the base facilities, provide support services

and security at Fernando Air Base.

Aside from this unit's mandated Mission and Functions, the 550th Air Base

Group has also been active in the proper execution and implementation of the

Group’s In-house Trainings and Seminars through the leadership and

management of the Acting Group Commander, COL HENRY D ESTOESTA PAF

(MNSA).

These unit trainings and seminars have resulted in multidimensional effects.

Individually, military personnel have grown in their own careers with the gained

knowledge and experience in their line of work. This group also managed to

conduct Disaster Response Task Units (DRTU) related trainings that enhanced

their proficiency and developed their skills to create teamwork and

coordination with AETDC DRTU personnel necessary during Disaster Response

Operations.

Conduct of Search and Rescue Auxiliary Training (SARAT) during the 1st

Quarter of 2021 with 25 participants coming from AETDC DRTU Teams.

Instructors from 505th SRG were invited during the training.

Despite the pandemic situation, AETDC has satisfactorily completed the

requirements of the Philippine Air Force Flight Plan 2028 Unit Strategy and

Scorecard Development Initiatives, by attaining its Institutionalized Status and

bagging the “Gold Trailblazer Award” which was awarded last 27 November 2020 by

the Commanding General, Philippine Air Force.

The Command embarked on four (4) stages governance pathway set by AFSMO

AETDC
as guided by the Institute for Solidarity in Asia (ISA). AETDC was able to pass thru

the nine (9) hallmarks of the criteria for the Institutionalization Stage with flying

colors. This proves the fulfillment of the Command’s obligation to produce functional

unit scorecards and Flight Plan strategies that are pre-requisites in enabling the

Philippine Air Force to duly accomplish the deliverables of the Performance

Governance System.

The AETDC Flight Plan 2028, which is anchored to the PAF Flight Plan 2028, was

created to align its objectives to the vision and strategic planning of PAF for a long-

term transformation to enhance its air power capabilities. In which, AETDC is

relentless in its support by becoming “A more credible and capable training

institution responsive to the needs of the Philippine Air Force” through its deliberate

performance of the set measures or Key Performance Indicators (KPI) in the Strategy

Map.

To actualize the Flight Plan 2028 Strategy Map, the Command is in charge of

Strategic Initiative Nr 10 of the PAF Flight Plan Portfolio. With the primary mission of

educating and training personnel and develop doctrines in support of PAF mission, it

maintains Strategic Initiative 10: Institutionalize Relevant PAF Education, Training,

AETDC
and Doctrine System that will correspond to the fast-paced capability upgrade of

the Philippine Air Force.

Accordingly, this modernization demands specialized skill sets from all personnel

to operate, maintain, develop, and sustain its capability. The Command indubitably

fills this up through developing a more responsive and relevant training curricula;

engaging highly competent training instructors; integrating management system for

education and training; improving and advancing equipment and facilities,

establishing standard evaluation, and enhancing doctrine development capability.

BOARD
The Command established a Multi-Stakeholder Advisory Board (MSAB) with the aim to

spread awareness of the PAF’s goals and accomplishment across different parts ofthe

society and to strengthen the culture of good governance and transparency inthe

organization by incorporating improvements and innovations in its existing systems and

processes. The AETDC MSAB is composed of various personalities coming from different

parts of the society such the government, business, media and academe. The MSAB was

envisioned to provide expert advice in the implementation of the Command’s Flight Plan

and help improved transparency and accountability in reporting the performance of the

organization.

The AETDC MSAB is chaired by Hon Eric B Africa, Lipa City Mayor with Dr Noli G Enem,

PhD, Chief Civilian Human Resource, OJ-8 as Chairperson. The members are Prof Marwin R

Dela Cruz, PhD, President, Philippine State College of Aeronautics; Bro Dante Jose R

Amisola FSC, President and Chancellor, De La Salle Lipa; Mr Mario Carmelo A Pesa, CPA,

College Administrator, Kolehiyo ng Lungsod ng Lipa; Dr Carlo Nino T Ching, PhD, Education

Supervisor II, CHED, Region-IVA; Mrs Noraida M Morada, President, Batangas Chamber of

Commerce and Industry, Inc,; Mr Henry David Lacdao, Station Manager, DZGV-FM/GV 99.9;

The Air Education, Training, and Doctrine Command (AETDC) headed by the

Commander, AETDC, MGEN PELAGIO R VALENZUELA PAF conducted the Hand-Over

Ceremony of the Mobile Clinic, UAV Lights and Medical Equipment donated by the

Rotary Club of Lipa West on 11 May 2021.

AETDC “MALASAKIT COMMUNITY PANTRY”

The Command together with different stakeholders conducted "MALASAKIT

COMMUNITY PANTRY” to the residents of Mataas na kahoy and Lipa City from 26

April- 06 May 2021.
