Foreword
In China, the fire resistive coatings for steel structure has been popularized and applied
in engineering since the mid-1980s along with the development of construction industry of
steel structures, and the implementation of the related codes of design on building fire
protection and prevention has obtained evident effects in improving the fire endurance of steel
structure and reducing the fire losses. This regulation is formulated with a view to unifying
such technical requirements on applications of fire resistive coatings for steel structure as the
design, construction method and quality standard, guaranteeing the application effect and
ensuring the fire safety.
This regulation was established in obedience to the relevant national guidelines
and policies and the fire service guideline of "putting prevention first and combining
prevention and fire fighting" for engineering construction, through investigations and
researches on the characteristics of fire hazards in steel structures in China, by
summarizing the practical experiences in steel structures with protection of fire
resistive coating, absorbing the domestic and foreign advanced technologies and the
scientific research achievements in fire resistive coatings for steel structure,
repeatedly soliciting for the opinions of the relevant organizations in research, design,
production, construction, firefighting for public security and development, the
academies as well as the experts, and was examined and finalized by the National
Technical Committee of Standards for Engineering Fire and Explosion Protection of
China.
"Regulation of Application Technology of Fire Resistive Coating for Steel Structure" has
been approved as a standard of China Association for Engineering Construction
Standardization in a serial number of CECS24:90 and is commended to the relevant
engineering construction organizations for application. During the process of implementing
this regulation, if any amendments or supplements are required, the relevant opinion and
information, whenever necessary, can be posted or passed on to Sichuan Province Dujiangyan
City Sichuan Fire Research Institute of Ministry of Public Security forward to National
Technical Committee of Standards for Engineering Fire and Explosion Protection of China
(postcode : 611830).

Chapter 1 General Provisions
Article 1.0.1 This regulation is formulated with a view to implementing the relevant
national specifications on building fire protection, protecting the steel structures by adopting
fire resistive coating, improving the fire endurance of steel structures, accomplishing safety,
credibility, state-of-art technology and economic feasibility.
Article 1.0.2 This regulation is applicable to design, construction and acceptance check
of the fire resistive coating of the steel structures of buildings and construction works.
Article 1.0.3 The application of fire resistive coating for steel structure not only shall
conform to this regulation, but also shall comply with the relevant fire prevention codes and
the other current regulations.

Chapter 2 Fire Resistive Coating and Coating Thickness
Article 2.0.1 The fire resistive coatings for steel structure is classified into thin-layer
type and thick-layer type, its products all shall be adopted unless being accepted in the
detection of the national detection mechanism.
Article 2.0.2 The basic technical performances of the thin fire resistive coatings for steel
structures shall be tested according to the relevant method specified in Annex 2, the technical
indexes shall be in accordance with those specified in Table 2.0.2.

Article 2.0.3 The basic technical performances of the thick fire resistive coatings for
steel structures shall be tested according to the relevant method specified in Annex 2, the
technical indexes shall be in accordance with those specified in Table 2.0.3.

Article 2.0.4 When adopting the fire-resistant coating for steel structure, the following
requirements shall be met:
1. The indoor uncovered steel structure, steel structure of light roof and the steel
structure with decoration requirement should be adopted with the thin fire resistive coatings
for steel structure when the fire endurance of these above structures are specified as 1.5h or
even less.
2. The indoor concealed steel structure, high rise all-steel structure and the steel structure
of multi storied factory buildings should be adopted with the thick fire resistive coatings for
steel structure when the fire endurance of these above structures are specified as 2.5h or even
more.
3. The steel structures in the open air shall be adopted with the fire resistive coatings that
are suitable for outdoor application.
Article 2.0.5 The fire resistive coatings adopted for protecting the steel structures shall
not contain rock wool, shall not be used with benzene solvents and also shall have no
penetrating odor after being dried in the construction; it shall not erode the steel products and
will keep it performances within the preset usage period.
Article 2.0.6 The thickness of the fire resistive coating for steel structure may be
determined according to one of the following principles:
1. Based on the requirements on fire endurance of the different members of steel
structure in the relevant specifications, the corresponding coating thickness shall be selected
according to the data of standard fire test.
2. According to the data of standard fire test, the thickness of coating shall be determined

through calculation by making reference to Annex 3 in this regulation.
Article 2.0.7 The mass of the coating applied over the steel structure shall be included in
the structural load but shall not exceed the allowable scope.
Article 2.0.8 As for the fire resistive coating for protecting the uncovered steel structures
as well as steel structures in the open air, the requirements on the appearance planeness and
colour decoration shall be specified.
Article 2.0.9 The fire protection mode of the steel structural members should be adopted
according to Figure 2.90.

Chapter 3 Construction of Fire Resistive Coating for Steel Structure
Section 1 General Provisions

Article 3.1.1 The fire protection of steel structure by spraying shall be constructed by
professional construction team that is qualified through training. During the construction, the
requirements such as security technology and labor protection shall be implemented
according to the current relevant national regulations.
Article 3.1.2 The construction of fire resistive coating shall be started only after the steel
structure is installed and positioned, the hanger rod, packway, pipe frame and the other
members connected to the steel structure are all installed, and they also pass the acceptance
check.
Article 3.1.3 Before the construction, the surface of steel structure shall be derusted, and
the anti-corrosive treatment shall be determined according to the operating requirement. The
derusting and anti-corrosive treatment shall be in accordance with the relevant regulations
specified in the current "Code for Construction and Acceptance of Steel Structure
Engineering".
Article 3.1.4 The sundries on the surface of steel structure shall be removed cleanly, the
gaps at the joints shall be filled and leveled up with fire resistive coating or other fire resistive
materials, and then the construction will be started.
Article 3.1.5 The construction of fire resistive coating shall be conducted before the
interior decoration on the condition that the coating will not be damaged by the subsequent
engineering. In the construction, the positions and other objects that need not fire protection
shall be shielded; the newly-sprayed coating shall be protected against contaminating fluid
and pollutant as well as the mechanical impacting.
Article 3.1.6 During the construction process and before the drying and curing of the
fore resistive coating, the ambient temperature should be kept at 5~38℃, the relative humidity
should not be larger than 90%. The air shall be kept circulating. Moreover, the coating shall
not be constructed when the wind speed is larger than 5m/s, or on rainy weather, or the
member surface is dewing.

Section 2 Quality Requirements

Article 3.2.1 The fire resistive coating used for protecting the steel structure must be
with the fire endurance inspection report physical chemical property inspection report issued
by the national detection mechanism as well as the production license released by the fire
protection supervision department and the conformity certificate issued by the manufacturer.
Article 3.2.2 When delivering out of the factory, the product quality of the fire resistive
coating for steel structure shall be in accordance with those specified in the relevant standards.
The product also shall be accompanied by the names, technical performances, manufacturing
batch numbers, shelf life and operating instructions of all varieties of coatings.
Article 3.2.3 the ground coating and surface coating among the fire resistive coatings
shall be matched mutually and the ground coating shall not corrode the steel products.
Article 3.2.4 For one engineering, the cohesive strength shall be inspected once by
sampling when applying every 100t of thin fire resistive coatings for steel structure; the
cohesive strength and compressive strength shall be inspected once by sampling when
applying every 500t of thick fire resistive coatings for steel structure.

Section 3 Construction of Thin Fire Resistive Coating for Steel Structure

Article 3.3.1 The ground coating (or major coating) of thin fire resistive coatings for
steel structure should be sprayed with gravity type spray gun, the pressure of the spray gun is
about 0.4MPa. As for the sectional repairing and the small area of construction, the coatings
may be trowelled manually. The decorative coating at the surface course may be coated by

spreading, spraying or rolling.
Article 3.3.2 The coatings of double components shall be prepared on the spot according
to those specified in the instruction book; the coatings of single component also shall be
mixed intensively. After spraying, the coatings shall not flow or dip downwards.
Article 3.3.3 The construction of ground coating shall meet the following requirements:
1. The construction shall be started only after the surface derusting and anti-corrosive
treatment of base steel material meets the requirements and the sundries such as dust are all
removed off.
2. Generally, the coatings of ground coating shall be sprayed for 2-3 times, the spraying
thickness of every time shall not exceed 2.5mm, and the next time of spraying must not be
carried out only after the previous layer of coatings are dry.
3. It shall ensure the complete closure and clear outline of the coating when spraying.
4. The operator shall carry the thickness pin to inspect the coating thickness and also
shall ensure the spraying reaching the thickness as specified in the design.
5. When requiring even and smooth coating surface in the design, the last layer of
coating shall be trowelled to ensure its external surface being uniform and even.
Article 3.3.4 The construction of surface coating shall meet the following requirements:
1. The construction of the surface coating shall be started only when the thickness of the
ground coating meets the design requirement and the ground coating is dried basically.
2. Generally, the surface coating shall be overcoated for 1~2 times and shall cover the
whole ground coating. The consumption of coatings shall be 0.5~1kg/m2.
3. The surface coating shall be of uniform colour and shall be connected and trowelled
evenly.

Section 4 Construction of Thick Fire Resistive Coating for Steel Structure

Article 3.4.1 The thick fire resistive coatings for steel structure should be sprayed by
adopting with pressure spray coater, the air pressure shall be 0.4~0.6MPa, the orifice diameter
of the spray gun should be 6~10mm.
Article 3.4.2 When preparing the coatings, the coatings and diluting agents shall be
added strictly according to the mix proportion, the thickness of the coating shall be proper and
the coatings shall be prepared just for suing in time.
Article 3.4.3 The coatings shall be sprayed in several times, the spraying thickness of
every time should be 5~10mm, and one time of spraying must be started only after the
coatings sprayed at the previous time has dried and cured basically. The protection mode of
spraying, the spraying times and the coating thickness shall be determined according to the
requirements of construction design.
Article 3.4.4 During the construction process, the operators shall inspect the coating
thickness by adopting thickness pin, and the spraying shall be stopped until the coating
thickness meets the thickness required in the design.
Article 3.4.5 The mastoids on the sprayed coating shall be removed to ensure the
uniformity and evenness of the coating.
Article 3.4.6 The coating shall be sprayed again when the fire protection coating appears
with any one of the following conditions:
1. When the coating is not dried or cured completely, the coatings are not bonded firmly
or are atomized, and coating appears with hollowness or scaling.
2. When the coating at the joints or nooks of steel structure is with obvious pits.
3. When laitance exist on the coating surface or the width of the cracks in it is larger than
1.0mm.
4. When the coating thickness is less than 85% of the thickness required in the design, or
when the length of the continuous area of such coating with its thickness larger than 85% of
the thickness required in the design but less than the specified value exceeds 1m.

Chapter 4 Engineering Acceptance
Article 4.0.1 After the fire protection engineering of steel structure is completed; the
development organization shall organize the departments concerned, including the firefighting
supervision department, to conduct the final acceptance of construction.
Article 4.0.2 The test items and the methods in the final acceptance of construction are
as follows:
1. The varieties and colours of the coatings shall be inspected with visual method and
shall be compared with the adopted sample.
2. The colour, lack and cracking conditions of the coatings shall be inspected with visual
method, the coating strength shall be inspected by tipping it with a 0.75~1kg hammer, and the
coating planeness shall be inspected with a 1m-long ruler.
3. The coating thickness shall be inspected according to those specified in Annex 4 of
this regulation.
Article 4.0.3 The thin fire resistive coatings for steel structure shall meet the following
requirements:
1. The coating thickness shall meet the design requirements.
2. No such defects as lack of coating, scaling of coatings or obvious cracks exist. As for
individual cracks, the crack width shall not be larger than 0.5mm.
3. The coating and the base steel material as well as the coatings shall be bonded firmly
without disbonding or hollowing condition.
4. The colour and appearance of the coating meet the design requirements and the
coating has clear outline and is connected and trowelled evenly.
Article 4.0.4 The thick fire resistive coatings for steel structure shall meet the following
requirements:
1. The coating thickness shall meet the design requirements. When the coating thickness
is less than the originally specified standard, it must be larger 85% of the originally specified
value, the length of the continuous area of the part in insufficient thickness shall not be larger
than 1m, and the similar conditions can not appear within a scope of 5m.
2. The coating shall be enclosed into one layer completely without appearance of the
ground layer or lack of coating.
3. The coating should not appear with cracks. As for individual cracks, the crack width
shall not be larger than 1mm.
4. The coating and the base steel material as well as the coatings shall be bonded firmly
without hollowing, disbonding or loosening conditions.
5. The coating surface shall be free from mastoids. At the positions with appearance
demands, the permissible deviation for the nonstraightness and out-of-roundness of the bus
line shall not be larger than 8mm.
Article 4.0.5 At the final acceptance of fire protection engineering of steel structure, the
construction organization shall provide the following documents:
1. Inspection report on the fire endurance and physics and physico-chemical and
mechanical properties of the product issued by the national quality supervision and inspection
department.
2. Random inspection report on the cohesive strength and compressive strength of the
products in the large or medium scale of engineering.
3. Conformity certificate of products used in the engineering.
4. Field inspection records as well as the treatment opinions and results of grave
problems during the construction process.
5. Change records of engineering and material substitution notification sheet.
6. Intermediate examining and receiving records of concealed works.
7. Field notes after the completion of the engineering.

Annex 1 Glossary
Term Explanation
The coatings applied on the surfaces of the steel structural members in buildings and structures to

coatings for steel heat diffusivity, and their fire endurance may be as high as 0.5~3.0x. It is also named as fire retardant
structure (H-category) and heat separation coating for steel structure.
Uncovered steel The steel structure that is still revealed after the completion of buildings or construction works,
structure such as the steel structures of stadiums and industrial factory buildings.
The steel structure that have already been enclosed and been shielded and isolated by the

decorative materials after the completion of building or construction works, such as the steel
structure
structures of cinema, theater, department store, hall, office building and hotel.
The steel structure exposed in the open air without roof or rainproof or windproof covers after the

completion of buildings or construction works, such as the steel structures of the petrochemical
open air
plant, oil drilling platform and the column of the liquefied natural gas store tank.

Annex 2 Test Method of Fire Resistive Coating for Steel Structure
I. Test method for the fire endurance of fire resistive coating for steel structure:
The to-be-measured coatings shall be applied onto the standard steel member (such as
I36b or I40a I-section steel) according to the construction process in the product description,
the coating specimen shall be laid flatly on the horizontal-chamber oven and three faces of the
specimen shall be fired when burning by adopting the national standard "Fire-resistance
Tests--Elements of Building Construction" (GB 9978-88). The length of the non-fired parts
inside and outside the supporting point of the specimen shall not exceed 300mm. The fire test
shall be carried out by adding the pressure according to the design load, and the fire
endurance of the steel member under the protection of the fire protection coating in a certain
thickness shall be measured, the unit of the fire endurance is h.
II. Test method for the cohesive strength of fire resistive coating for steel structure:
This test shall be carried out by making reference to the adhesion test specified in Article
6.12 of "Sand Textured Building Coating Based on Synthetio Resin Emulsion" (GB 9153-88).
1. Specimen preparation: The to-be-measured coatings shall be applied onto a
70mm×70mm×10mm steel plate according to the construction process specified in
the instruction book (see Attached Figure 2.1)

The thickness δ of the thin intumescent fire resistive coatings shall be 3~4mm, and the
thickness δ of the thick fire resistive coatings shall be 8~10mm. The coating shall be
trowelled and be dried at the room temperature, the cured coatings shall be cut into
50mm×50mm, a piece of 50mm×50mm×(10~15)mm steel plate will be bonded onto the
coating with epoxy resin with a view to installing the clamp in the test.
2. Test procedures: The prepared specimen shall be placed on the tester, load shall be
added onto the specimen evenly and continuously till the specimen coating cracks.
The cohesive strength shall be calculated according to the following formula

Five specimens shall be measured in every test, the maximum value and minimum value
shall be eliminated, the test result shall be taken as the arithmetic mean value of the rest three
specimens and the precision is 0.01MPa.
III. Compressive strength test method of the fire resistive coating for steel structure:
This test shall be carried out by making reference to the method of "manufacturing and

maintenance of mortar test cube and value of compressive strength" specified in Annex 2 of
GBJ 203-83.
Inject the mixed fire resistive coatings a 70.7mm×70.7mm×70.7mm specimen mould,
tamp and trowel them, wait till the coatings are basically dried and demould it, place the
coating test block in a oven of 60±5℃ and dry it to the constant weight, whereafter, test it
with pressing machine and calculate the compressive strength according to the following
formula:

Five specimens shall be measured in every testing the maximum value and minimum
value shall be eliminated, the test result shall be taken as the arithmetic mean value of the rest
three specimens and the calculation precision is 0.01MPa.
IV. Test method of the dry density of fire resistive coating for steel structure:
Before the compressive strength test, the test block prepared for the compressive strength
test shall be adopted to measure its volume and mass with ruler and gravimetric method. The
dry density shall be calculated according to the following formula:

Five specimens shall be measured in every test, the maximum value and minimum value
shall be eliminated, the test result shall be taken as the arithmetic mean value of the rest three
specimens and the precision is±20kg/m3.
V. Test method of the heat diffusivity of fire resistive coating for steel structure:
This method is used for measuring the heat diffusivity of the thick fire resistive coatings
for steel structure. And this test shall be carried out by making reference to the relevant
measuring method of the thermal conductivity of heat insulating materials.
1. Specimen preparation: The to-be-measured fire resistive coatings will be applied onto
a 200mm×200mm×20mm orΦ200mm specimen mould according to the process specified in
the product description, the coatings shall be stamped, trowelled, dried basically and
demoulded, the cured coating test block shall be baked in a 60±5℃ oven to the constant
weight, and finally will be divided into groups with 2 samples in every group.
2. Instrument: Thermal conductivity flat slab determinator with steady-state method
(Type DRP-1).
3. Test procedures:
(1) The samples shall be placed in driers for 24h.
(2) The sample shall be placed between the cold and hot plates of the determinator to
measure its thickness at no less than 4 points, the measurement will be correct to
0.1mm.
(3) The temperature of hot plate is 30±0.1℃, the temperature of cold plate is 25±0.1℃,
and the temperature difference of these two plates is 10±0.1℃.
(4) After the instrument is balanced, the heat passing through the effective
heat-transfer area of the sample within a certain period shall be measured and the
measurement will be continued for another two times after the heat transferred
within the same time interval is constant.
(5) After the test, the thickness of sample shall be measured again with the accuracy of
0.1mm, and the average thickness value of the sample before and after the test shall
be taken.

VI. Test method of the vibration resistance of fire resistive coating for steel structure:
This method is used for measuring the vibration resistance of the thin fire resistive
coating for steel structure. The seamless steel pipe (length: 1300mm, outside diameter: 48mm,
wall thickness: 4mm) passing through anti-corrosive treatment shall be adopted, the thickness
of the sprayed coatings shall be 3~4mm, the coating shall be dried, one end of the steel pipe
will be fixed in cantilever mode, the initial displacement of the other end can be as high as
L/200 (see Attached Figure 2.2) and this end will be released suddenly to make it vibrate
freely. The test shall be repeated for three times, and the coating of the specimens shall be
observed to determine whether aliquation and scaling happens. The changing condition shall
be recorded, and the coating will be unqualified when the coating area with aliquation or
scaling exceeds 1cm2.

Note: The vibration resistance of the thick fire resistive coating for steel structure may be tested by spraying a layer of
fire protection coatings in thickness of 25mm over a 400mm×400mm×10mm, drying and curing the coating till the
end of the curing period, knocking with a hammer of 0.75~1kg or impacting with other blunt instruments at the
central position of the specimen, observing the recession condition of the coating and whether cracking, breaking or
scaling phenomenon happens.
VII. Test method of the buckling resistance of fire resistive coating for steel structure:
This method is used for measuring the buckling resistance of the thin fire resistive
coating for steel structure. The test specimens shall be same with those used for the vibration
resistance test. After the specimens are dry, the simple supports at both ends shall be laid
flatly on the work bench of pressing machine, the middle part of the specimen shall be
pressurized till the flexivity is L/100 (L is the distance between supporting points, which is
1000mm) to observe whether the coating of the specimen has aliquation or scaling.
VIII. Test method of the water resistance of fire resistive coating for steel structure:
The test shall be carried out by making reference to the Method A as specified in
"Determination of Resistance to Water of Films" (GB 1733). A 120mm×50mm×10mm 10mm

steel plate shall be adopted and pass through the anti-corrosive treatment, then it shall be
sprayed with fire resistive coatings (the thickness of the thin-layer type coatings is 3~4mm
and the thickness of the thick-layer type coatings is 8~10mm), the coated steel plate shall be
put into and backed in a oven at 60±5℃ to its constant weight, and then it shall be taken out
and soaked in tap water at the room temperature to observe whether it has aliquation or
scaling phenomenon.
IX. Test method of the freeze-thaw resistance of fire resistive coating for steel structure:
This method shall be carried out by making reference to "Determination for Freeze-thaw
Resistance of Film of Building Coatings" (GB 9154-88).
The specimens in this method are same with those for the water resistance test. As for the
indoor fire resistive coating for steel structure, the dried specimen shall be placed indoors for
18h at 23±2℃, and then it shall be taken out and cooled in a cryostat for 3h at -18~-20℃,
subsequently, it shall be taken out of the cryostat and baked in a oven at 50±2℃ for 3h, and
this will be a cycle. The above steps shall be repeated to observe whether the coating has such
abnormal phenomena as cracking, bubbling and scaling, the cycle index shall be recorded. As
for the outdoor fire resistive coating for steel structure, the step of putting the specimen in
doors at 23±2℃ for 18h will be changed into soaking the specimen in a thermotank at 23±2℃
for 18h, the rest conditions shall be unchanged.

Annex 3 Calculation Method for Application Thickness of the Fire
Resistive Coating for Steel Structure
When designing the fire resistive coating and spraying the coatings, the thickness of the
protective layer of one same kind of fire resistive coatings needed by the steel members of
different specifications to meet the same fire endurance shall be determined according to the
thickness of protective layer of a certain fire endurance gained through standard test, and it
may be calculated by making reference to the following empirical formula:

Where:
T1——the thickness of the to-be-sprayed fire resistive coating (mm);
T2——the coating thickness in standard test (mm);
W1——the weight of the to-be-sprayed steel beam (kg/m);
W2——the weight of steel beam in standard test (kg/m);
D1——the perimeter of the contact surface of the fire resistive coating over the
to-be-sprayed steel beam (mm);
D2——the perimeter of the contact surface of the fire resistive coating over steel beam in
standard test (mm);
K——A coefficient. K=1 for the steel beam; as for the thickness of protective layer of
the steel columns in corresponding floor, the thickness should be multiplied by K, and K is
supposed to be 1.25.
The limits of the above formula are: W/D≥22, T≥9mm, and fire endurance t≥1x.

Annex 4 Measuring Method for the Coating Thickness of Fire
Resistive Coatings for Steel Structure
I. Measuring pin and test pattern:
Measuring pin (thickness measuring apparatus) is composed of a shank and a slideable
circular disc, the slideable circular disc is kept perpendicular to the shank, fixed installation
also is installed on the circular disc, and the disc diameter shall not be larger than 30mm in
order to guarantee the complete contact with the surface of measured specimen. If the
thickness measuring apparatus is uneasy to be inserted into the material, other appropriate test
methods may be adopted.
In the test, the thickness measuring pin (see Attached Figure 4.1) shall be
perpendicularly inserted into the fire protection coating till the surface of the base steel
material, the reading in the ruler shall be recorded.

II. Selection of measuring point:


1. The thickness of the fire resistive coating of floor slab and fire wall may be measured
at the point selected every length of 1m at the diagonal line of the intercrossing area of two
adjacent longitudinal and transversal lines as one unit.
2. The thickness of the fire resistive coating of beams and columns in the all-steel frame
construction shall be measured at the position shown in the Attached Figure 4.2 in the
cross-section taken every other 3m within the length of member.

3. As for the truss structure, the upper chord and lower chord shall be inspected by taking
one crosssection every other 3m at according to Article 2, and the rest web members shall be

inspected by taking one cross section in every stick.
III. Measurement results:
As for floor slab and wall surface, at least five points shall be measured in the selected
area; as for the selected positions on beams and columns, respectively six and eight points
shall be measured. The average value shall be calculated respectively with the accuracy of
0.5mm.
