A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR LUCILO R. BAYRON TO

ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT (MOA), FOR AND IN BEHALF OF
THE CITY GOVERNMENT OF PUERTO PRINCESA, WITH THE HOLY TRINITY UNIVERSITY
FOR THE WORK IMMERSION PROGRAM OF THEIR SENIOR HIGH SCHOOL STUDENTS.

WHEREAS, Article II, Section 13 of the 1987 Philippine Constitution provides, that: “The State recognizes the vital
role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social
well-being. It shall inculcate in the youth patriotism and nationalism, and encourage their involvement in public and
civic affairs”;

WHEREAS, further, Article II, Section 17 of the same organic Law declares, that: “The State shall give priority to
education, science and technology, arts, culture and sports to foster patriotism and nationalism, accelerate social
progress and promote total human liberation and development”;

WHEREAS, Section 455 (b), (1), (vi) of Republic Act No. 7160, otherwise known as the “Local Government Code of
1991”, provides, that: “For efficient, effective and economical governance the purpose of which is the general welfare
of the city and its inhabitants pursuant to Section 16 of the same Code, the City Mayor shall exercise general
supervision and control over all programs, projects, services and activities of the City Government. In this connection,
the city mayor shall represent the city in all its business transactions and sign in its behalf all bonds, contracts and
obligations, and such other documents upon authority of the sangguniang panlungsod or pursuant to law or
ordinance”;

WHEREAS, in his letter dated January 20, 2020, addressed to the Honorable Vice Mayor Maria Nancy M. Socrates
and to the Honorable Members of the Sangguniang Panlungsod of Puerto Princesa, through Atty. Philip Jerome J.
Hilario, Secretary to the Sangguniang Panlungsod, this City, Atty. Arnel M. Pedrosa, City Administrator, requested for
an authority for the Honorable City Mayor Lucilo R. Bayron to enter into and sign the Memorandum of Agreement for

Work Immersion Partnership with the Holy Trinity University for the work immersion program of their senior high
school students;

WHEREAS, pursuant to Republic Act No. 10533, otherwise known as the “Enhanced Basic Education Act of 2013”,
the Department of Education enacted the guidelines for Work Immersion Program for senior high school;

WHEREAS, in compliance with the Department’s guidelines, the Holy Trinity University proposed a partnership with
the City Government of Puerto Princesa for their senior high school students to be accommodated in a Work
Immersion Partnership;

WHEREAS, this August Body, after thorough deliberation, finds the request in order and in consonance with Republic
Act No. 10533, the 1987 Philippine Constitution, and the Local Government Code of 1991.

NOW THEREFORE, on motion of Hon. Victor S. Oliveros, City Councilor, Majority Floor Leader

BE IT RESOLVED, as it is hereby resolved, to authorize the Honorable City Mayor Lucilo R. Bayron to enter into and
sign a Memorandum of Agreement (MOA), for and in behalf of the City Government of Puerto Princesa, with the Holy
Trinity University for the Work Immersion Program of their senior high school students.

RESOLVED further, that copies of this Resolution be furnished to Honorable City Mayor Lucilo R. Bayron, the City
Administrator, the City Legal Officer, the City Information Officer, and the Holy Trinity University, all of this City, for
their information and appropriate action.
