COUNTER ISW EFFORTS CAN FOLLOW AND ADOPT THE 5ES

CONCEPT OF ENGAGE, EDUCATE, ESTABLISH, ENHANCE, AND

ELIMINATE.

 Key stakeholders in both the public and private sectors – both local
and international – should be engaged and convinced to actively
participate and collaborate in a coordinated effort to counter the
CTGs’ ISW.

 These stakeholders and other relevant partner agencies, groups and

individuals should also be educated on the true nature, objectives,
and extent of the CTGs’ ISW AND OTHER RELATED ACTIVITIES.

 Strong partnerships and coordinative mechanisms should be

established between and among key government agencies and
stakeholders to facilitate the conduct of legal and diplomatic actions
against the CTG leaders especially the CPP-ID cadres and operators.

 Consular, legal, and other support services and relevant programs

for overseas Filipino workers and expatriates should be enhanced to
insulate these sectors from CTG exploitation through ISW.

 These and other measures should all be decisively directed at

eliminating CPP-ID and its operations, especially those identified as
generating international finance and logistics support for the CTGs.
