This set of tables supports the Treasury Green Book supplementary appraisal guidance on valuing
energy use and greenhouse gas (GHG) emissions.
The appraisal guidance, background analysis and calculations toolkit may be found on the Green
Book supplementary guidance section of GOV.UK website:

Analysts should use consumption-based emissions factors for measuring GHG emissions per unit of final energy de
emissions factors include transmission and distribution losses, including significant losses due to power station ine
Generation-based emissions factors measure GHG emissions per unit of electricity generated.
Long-run marginal emissions factors should be used for measuring small changes in consumption or generation. Gr
emissions factors are used for footprinting.

Economy Sectors use different mixes of solid fuels and oil products. The following Table provides the average
solid fuels and oil products based on the mix reported in DUKES 2020 for 2019. If your policy doesn't target sp
specific non-domestic sectors we suggest that you use these values.
Note: All GHG includes CO2, CH4 and N2O. * Cubic metres for natural gas.
