DO 32, S. 2017 – GENDER-RESPONSIVE BASIC EDUCATION POLICY
The Department of Education (DepEd) issues the enclosed Gender-Responsive Basic Education Policy in line with its Gender and

Development (GAD) mandate as stipulated in the 1987 Philippine Constitution, Republic Act (RA) No. 9710 or the Magna Carta of Women
(MCW), RA 10533 or the Enhanced Basic Education Act of 2013, and the Philippines’ International Human Rights Commitments to the
Universal Declaration of Human Rights (UDHR), Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and
the Convention on the Rights of the Child (CRC) among others.

Gender and Development (GAD) – refers to the development perspective and. process that are participatory and
empowering, equitable, sustainable, free from. violence, respectful of human rights, supportive of self-determination
and. actualization of human potentials.
Main Goal:
GAD seeks to equalize the status and condition of and relations between women and
men by influencing the process and output of policy-making, planning, budgeting,
implementation and monitoring, and evaluation so that they would deliberately address
the gender issues and concerns affecting the full development of women.

Article 1: Definition of Discrimination – Defines discrimination against women to
cover all facets of human rights and fundamental freedoms.
Article 2: Country duties – Countries must eliminate discriminatory laws, policies,
and practices in the national legal framework.
Article 3: Equality – Women are fundamentally equal with men in all spheres of
life. Countries must take measures to uphold women’s equality in the political, MORE LOVE

Article 4: Temporary special measures – Countries may implement temporary
special measures to accelerate women’s equality.

opportunities.
Article 11: Employment – Women have equal rights in employment, including
without discrimination on the basis of marital status or maternity.
Article 12: Health – Women have equal rights to affordable health care services.
Article 13: Economic and social life – Women have equal rights to family benefits,
financial credit, and participation in recreational activities.
Article 14: Rural women – Rural women have the right to adequate living
conditions, participation in development planning, and access to health care
and education.
Article 15: Equality before the law – Women and men are equal before the law.
Women have the legal right to enter contracts, own property, and choose their
place of residence.
Article 16: Marriage and family – Women have equal rights with men in matters
related to marriage and family relations.

The National Drug Education Program (NDEP) is a comprehensive educational program which
provides for a holistic approach to the problem of drug abuse. It was designed to enable all
sectors to work collaboratively, with the school system as the core, thereby, unifying all sectoral
endeavors.

Drug addiction, also called substance use disorder, is a disease that affects a person's brain
and behavior and leads to an inability to control the use of a legal or illegal drug or
medication. Substances such as alcohol, marijuana and nicotine also are considered drugs.

Wash in School (WINS) Corner
The WinS Policy or DepEd Order No. 10, s. 2016
titled Policy and Guidelines for the Comprehensive Water, Sanitation
and Hygiene in Schools (WinS) Program was issued 19 February,
2016. It was presented by Secretary Armin Luistro at the 2016
Presidential Conference of WASH in Schools in Pasay City on the 18th
of March 2016.
